深化互利合作实现共同发展
——在亚太经合组织第十八次领导人非正式会议上的讲话(2010年11月14日,日本横滨)中华人民共和国主席胡锦涛 尊敬的菅直人首相,各位同事:
很高兴同各位同事在横滨相聚,共同探讨实现亚太地区经济发展大计。在国际社会共同努力下,世界经济正在缓慢复苏,但复苏基础不牢固、进程不平衡,存在较大不确定性。亚太地区总体经济发展势头较好,已成为世界经济可持续复苏和增长的主要推动力量。同时,本地区经济发展也面临一些难题和挑战,发达国家就业形势严峻,新兴市场国家面临资产价格泡沫和通胀压力,最不发达国家处境艰难,各成员经济结构调整任重道远。此外,各种形式的保护主义明显增强,气候变化、粮食安全、能源资源安全、公共卫生安全、重大自然灾害等全球性挑战日益突出,维护经济发展成果仍需付出艰苦努力。
我们应该适应世界和地区经济形势变化,科学分析世界经济增长现实问题和长远需求,把握增长规律,创新增长理念,转变增长方式,破解增长难题,提高增长质量和效益,着力解决经济社会发展中的突出矛盾,解决关系人民切身利益的突出问题,在更高水平更高层次上实现亚太地区经济又好又快发展。为此,应该重点作出以下努力。
(一)推动平衡增长,为经济长远发展创造条件。我们应该既努力实现各成员内部不同区域、不同产业平衡增长,又努力实现不同成员平衡增长,同时加大投入,帮助广大发展中成员实现充分发展,缩小南北发展差距。我们应该推动世界经济形成更加合理的产业分工结构、更加均衡的金融贸易结构、更加科学的资源配置结构、更加公平的利益共享结构,促进世界经济平衡协调发展。
(二)倡导包容性增长,增强经济发展内生动力。我们应该坚持发展经济,坚持社会公平正义,坚持以人为本,让经济全球化和经济发展成果惠及所有国家和地区、惠及所有人群。我们应该坚持优先开发人力资源的指导方针,实施有利于充分就业的发展战略,提高全体劳动者素质和能力,加快构建可持续发展的社会保障体系,真正做到发展为了人民、发展依靠人民、发展成果由人民共享。
(三)促进可持续增长,努力实现经济长期发展。我们应该注重保持可持续增长,不仅要保持资源环境可持续性,也要保持财政、货币、贸易、产业等政策可持续性,减少宏观经济波动和风险。我们应该实施负责任的宏观经济政策,确保中长期财政可持续性;统筹经济发展、社会发展、环境保护,实现低碳增长;积极应对气候变化,大力发展绿色经济,培育新的经济增长点。中方倡议召开首届亚太经合组织林业部长级会议,进一步推动亚太区域林业合作。加强低碳城镇示范项目合作,促进节能减排和提高能效领域合作。希望各方积极参与。
(四)鼓励创新增长,为经济发展提供动力源泉。我们应该坚持以自主创新支撑发展、引领未来,营造鼓励创新的环境,完善技术创新体系,加大研发投入,使全社会创新智慧竞相迸发、各方面创新人才大量涌现。我们应该加强创新人才和高技能人才培养和流动,为经济发展提供强有力的人力资源和科技支撑,推动经济发展向创新驱动转变。发达成员应该加大技术转让力度,增强发展中成员实现创新增长能力。
(五)实现安全增长,维护好经济发展成果。我们应该团结协作,深化反恐、防灾减灾、粮食安全、能源资源安全、公共卫生安全等领域交流合作,开展政策协调和对话,加强经验交流和技术援助,积极应对非传统安全威胁,为本地区经济社会发展和人民生活创造安全、有利、便捷的环境,共同保障本地区人民安全和福祉。
各位同事!
今年是亚太经合组织发达成员实现茂物目标的最后时限,对亚太经合组织发展具有里程碑意义。1994年以来,在茂物目标精神指引下,亚太经合组织积极推进贸易和投资自由化便利化,加快区域经济一体化,加强经济技术合作,为缩小成员发展差距、促进各成员共同繁荣发挥了重要作用。16年来,我们团结一致、矢志不渝,无论国际风云如何变幻,无论地区形势如何发展,实现茂物目标决心没有动摇、行动没有松懈;我们凝聚共识、循序渐进,尊重各成员差异性,照顾各方舒适度,妥善处理分歧,灵活务实推进各领域合作;我们共克时艰、共迎挑战,成功克服亚洲金融危机和这场国际金融危机的不利影响,应对各种风险挑战,保持本地区经济平稳较快发展;我们开拓创新、与时俱进,创新合作理念,改进合作方式,丰富合作内容,提高合作质量,使亚太经合组织有效应对本地区经济发展的新课题新任务。
11月14日,中国国家主席胡锦涛在日本横滨出席亚太经济合作组织第十八次领导人非正式会议第二阶段会议。这是会议开始前,胡锦涛与美国总统奥巴马交谈。
新形势下,亚太经合组织应该继续秉承茂物目标精神,主动适应新情况,积极应对新挑战,发挥自身优势,不断改革完善,在以下方面发挥更大作用。
第一,继续推进贸易和投资自由化便利化,加快区域经济一体化。贸易和投资自由化便利化是亚太地区经济发展的动力。我们应该以今年茂物目标审评为契机,推进贸易和投资自由化便利化合作,加快商品、服务、人员、资本在本地区便捷流动。以实际行动反对各种形式的保护主义,继续承诺并严格执行不对商品、投资、服务设置新的限制措施。按照维护多哈授权、锁定已有成果、以现有谈判案文为基础的原则,推动多哈回合谈判取得全面均衡的成果,尽早实现发展回合目标。我们支持加快亚太自由贸易区的深入研究,在不同层次不同范围、通过多种途径循序渐进加以推进。
第二,加快落实增长战略,提高经济增长质量。本次会议制订的增长战略是今后一个时期亚太地区经济发展的原则和指针。我们应该深刻认识经济增长战略的重要意义,增强贯彻该战略的主动性和坚定性,通过政策交流、能力建设、合作项目等多种形式加以落实,不断在实践中总结经验、在发展中调整完善。亚太经合组织对内应该加强各机构间协调、形成合力,对外加强同二十国集团等机制合作,发挥优势,形成互补,推动亚太地区经济和世界经济加快复苏和增长。
第三,加强经济技术合作,增强发展中成员自主发展能力和经济内生动力。加强经济技术合作、缩小发展差距是亚太地区发展繁荣的根本要求。我们应该树立人力资源是经济社会发展第一资源的理念,着力加强人力资源开发领域合作。中国决定同各成员共同开展亚太经合组织技能开发促进项目,建立亚太经合组织技能开发促进中心,帮助发展中成员加强人力资源能力建设。希望各成员积极支持和参与。

近年来,中国努力实现以人为本、全面协调可持续的发展,转变经济发展方式,努力保持经济平稳较快发展;实施扩大就业的发展战略,深化收入分配制度改革,加快建立覆盖城乡居民的社会保障体系;加强能源资源节约和生态环境保护,增强可持续发展能力,坚持走可持续发展道路;提高自主创新能力,建设创新型国家,推动创新发展;加强农业基础地位,确保国家粮食安全,应对重大自然灾害和公共卫生安全事件,保障人民生命安全,努力实现安全发展。我们坚持科学发展,就是适应经济全球化深入发展的新形势,用科学的理念、开放的战略、统筹的方法、共赢的途径去实现生产发展、生活富裕、生态良好的发展目标。
我们清醒地认识到,中国人口多、底子薄,城乡、区域发展不平衡,资源环境约束强化,就业压力增加,脱贫任务仍然很重。中国已经制定了未来5年经济社会发展的蓝图,我们将坚持以科学发展为主题,以加快转变经济发展方式为主线,深化改革开放,保障和改善民生,促进经济长期平稳较快发展和社会和谐稳定。中方愿同各方相互借鉴、取长补短、平等合作、共同发展。中国将继续坚持对外开放的基本国策,奉行互利共赢的开放战略,实施睦邻友好的地区政策,坚定不移发展开放型经济,积极参与国际和区域合作。中国将继续积极发展同各成员关系,努力同各方一道营造和平稳定、平等互信、合作共赢的地区环境,为推动建设持久和平、共同繁荣的和谐亚太作出积极贡献。

Ladies and Gentlemen,今天,来自亚太经合组织各成员的朋友们齐聚北京,参加第五届亚太经合组织人力资源开发部长级会议。这次会议的主题是“开发人力资源、大力促进就业、实现包容性增长”。首先,我谨代表中国政府和人民,对会议的召开表示热烈的祝贺!对与会各位代表表示诚挚的欢迎!
Today, friends from the APEC member economies are gathering in Beijing for the Fifth APEC Human Resources Development Ministerial Meeting.The theme of the meeting is “Developing Human Resources, Vigorously Promoting Employment and Realizing Inclusive Growth”.First of all, I wish to extend, on behalf of the Chinese government and people, warm congratulations on the opening of the meeting and sincere welcome to all delegates。
亚太地区是全球最具发展活力和潜力的地区之一,21个成员的经济总量占世界经济总量近60%,在世界经济格局中具有重要地位和作用。经过21年的发展,亚太经合组织已成为亚太地区机制最完善、层级最高的经济合作组织之一。
The Asia-Pacific region is among the world's most dynamic regions with the greatest development potential.It has an important place and role in the world economy, with the 21 APEC member economies making up nearly 60% of total global economic output.After 21 years of development, APEC has become an economic cooperation organization in the Asia-Pacific region that has the most full-fledged institutions and attracts the highest level of participation。
国际金融危机的发生和应对使我们更加深刻地认识到,在经济全球化深入发展的今天,要推动世界经济可持续增长、有效应对世界经济面临的风险和挑战,各国各地区必须加强交流合作,协力解决经济发展中的深层次、结构性问题。2009年亚太经合组织第十七次领导人非正式会议就包容性增长达成共识,提出要更好抓住经济全球化带来的机遇、更好应对经济全球化带来的挑战,创造就业机会,造福广大民众。实现包容性增长,切实解决经济发展中出现的社会问题,为推进贸易和投资自由化、实现经济长远发展奠定坚实社会基础,这是亚太经合组织各成员需要共同研究和着力解决的重大课题。
In the wake of the international financial crisis and based on our experience in dealing with the crisis, we have become more acutely aware of one thing.In an era of deepening economic globalization, if we want to ensure sustained global economic growth and effectively tackle the risks and challenges faced by the world economy, all countries and regions must strengthen exchanges and cooperation and work together to address the underlying, structural issues in economic development.The 17th APEC Economic Leaders' Meeting in 2009 reached consensus on inclusive growth, and highlighted the importance of seizing the opportunities brought by economic globalization to better meet the challenges of economic globalization and create job opportunities for the benefit of our people.To realize inclusive growth, to resolve the social issues emerging from economic development and to lay a solid social foundation for trade promotion, investment facilitation and long-term economic development are all major topics that we, the APEC member economies, need to work on together。
实现包容性增长,根本目的是让经济全球化和经济发展成果惠及所有国家和地区、惠及所有人群,在可持续发展中实现经济社会协调发展。我们应该朝着生产发展、生活富裕、生态良好的目标,坚持发展经济,着力转变经济发展方式,提高经济发展质量,增加社会财富,不断为全体人民逐步过上富裕生活创造物质基础。我们应该坚持社会公平正义,着力促进人人平等获得发展机会,逐步建立以权利公平、机会公平、规则公平、分配公平为主要内容的社会公平保障体系,不断消除人民参与经济发展、分享经济发展成果方面的障碍。我们应该坚持以人为本,着力保障和改善民生,建立覆盖全民的社会保障体系,注重解决教育、劳动就业、医疗卫生、养老、住房等民生问题,努力做到发展为了人民、发展依靠人民、发展成果由人民共享。在这里,我愿就本次会议主题提出以下4点建议。
The ultimate purpose of inclusive growth is to spread the benefits of economic globalization and economic development among all countries, regions and people and to realize balanced economic and social progress through sustainable development.Our goal is greater productivity and prosperity and a better environment.To this end, we must develop the economy, transform the economic development pattern, raise the efficiency of economic development, and create more social wealth so that our people can lead a better life.We should pursue social equity and justice.To this end, we must ensure everyone equal access to development opportunities, steadily put in place a system for guaranteeing social equity with a focus on ensuring fairness in rights, opportunities, rules and distribution, and eradicate obstacles that keep our people from participating in economic development or sharing the fruits of economic development.We should put people first, ensure and improve people's livelihood, institute a social safety net that covers all, and address issues vital to people's livelihood, including education, labor and employment, health care, old-age support and housing.We should work hard to ensure that development is for the people and by the people and its fruits are shared among the people.Here, I want to make the following four proposals within the context of the theme of the meeting:
第一,优先开发人力资源。人力资源开发,对提高人们参与经济发展和改善自身生存发展条件,对推动经济持续发展、实现包容性增长,具有基础性的重要意义。人力资源是可持续开发的资源,人力资源优势是最需培育、最有潜力、最可依靠的优势。我们应该牢固树立人力资源是经济社会发展第一资源的理念,加快形成人力资源优先发展的战略布局。要优先调整人力资源结构,优先投资人力资源开发,创新人力资源制度,建立政府、社会、用人单位、个人共同投资人力资源开发机制,积极谋划和调整人力资源专业结构、层级结构、分布结构,大力激发各类人力资源的创新活力和创造智慧。
First, give priority to human resources development.Human resources development holds the key to people's full participation in economic development and to improvement of conditions for their survival and development.It also provides the basis for sustainable economic development and inclusive growth.Development of human resources can be sustainable.Among all the advantages we are endowed with, the advantage in human resources is the most reliable.It can bring out the greatest potential in us and its development calls for our utmost efforts.We should be committed to the concept that human resources are the number one resources in economic and social development, and should speed up efforts to form strategies that give priority to human resources development.We should focus on readjusting the structures of human resources and investing in human resources development.We should make institutional innovations in human resources development by building a development mechanism that is jointly invested by the government, society, employers and individuals.And we should actively plan for and make readjustments to the professional mix, level and distribution of human resources, so as to boost the innovation power of human resources of all kinds。
第二,实施充分就业的发展战略。就业是民生之本,实现社会充分就业是让更多人分享经济社会发展成果的重要途径。我们应该把充分就业作为经济社会发展的优先目标,实施扩大就业的发展战略,最大限度创造劳动者就业和发展机会,努力实现充分就业。要强化政府促进就业的责任,实施更加积极的就业政策,实施相应的财政、金融、产业等方面政策,建设覆盖城乡的公共就业服务体系,健全面向所有困难民众的就业援助长效制度,完善就业与社会保障的联动机制,促进体面劳动,构建和谐劳动关系。
Second, implement the strategy of full employment.Employment is vital to people's livelihood.Full employment in society will enable more people to share the fruits of economic and social development.We should make full employment our priority goal in economic and social development and implement the strategy of expanding employment to maximize employment and development opportunities for workers and ensure full employment for our people.The government should take greater responsibility in employment promotion.We should implement a more proactive employment policy and relevant fiscal, financial and industrial policies and build a public service system for employment that covers both rural and urban areas.We need to improve the long-term employment aid system that is accessible to all people with difficulties, and enhance the interactive mechanism between employment and social security.We also need to promote decent work as well as harmonious labor relations。
第三,提高劳动者素质和能力。提高劳动者素质,使经济发展真正走上主要依靠科技进步、劳动者素质提高、管理创新的轨道,是实现人的全面发展的必然要求,也是推动经济社会发展的重要保证。转变经济发展方式,推动经济结构优化升级,促进经济社会协调发展,对劳动者素质提出了更高要求。我们应该引导广大劳动者提高思想道德素质和科学文化素质,提高劳动能力和劳动水平,努力掌握新知识、新技能、新本领,成为适应新形势下经济社会发展要求的高素质劳动者。要主动与经济发展方式转变和经济结构优化升级相适应,建立健全面向全体劳动者的职业技能培训制度,形成有利于劳动者学习成才的引导机制、培训机制、评价机制、激励机制,全面提高劳动者职业素质和技能水平。要充分发挥教育在提高劳动者素质和能力中的重要作用,按照建设学习型社会和实施终身教育的要求,优先发展教育,提高教育现代化水平,坚持教育的公益性和普惠性,保障公民依法享有受教育的权利,努力培养造就高素质劳动者、专门人才和拔尖创新人才。
Third, improve the quality and capacity of our workers.We need to improve the quality of workers and make sure that economic growth is truly driven by scientific and technological advancement, improvement of workers' quality and innovation in management.This meets the need for people's all-round development and provides a major guarantee for economic and social development.We need to improve the quality of our workers to promote transformation of the economic growth pattern, economic restructuring and upgrading and harmonious growth between the economy and society.We should offer proper guidance to our workers so that they will improve their moral and educational background, raise their working capacity, obtain new knowledge, skills and know-how and become high-quality workers to meet the needs of economic and social development in the new era.We should take steps to adapt to changes in economic growth pattern and improvement of economic structures, and build and improve a vocational training system accessible to all workers and formulate a guiding system, training system, evaluation system and incentive system to help our workers improve their professional and technical skills in an all-round manner.It is important to bring into full play the role of education in improving the quality and capacity of workers.To achieve the goal of building a study-oriented society and realizing life-long education, we need to give priority to education, make it more modernized, and ensure its non-profit and universal nature.We should protect our citizens' right to education as provided for by law and work hard to nurture high-quality workers, professional talents and leading creative talents。
第四,构建可持续发展的社会保障体系。完善的社会保障体系是经济社会发展的重要保障,也是社会和谐稳定的安全网。我们应该在经济发展的基础上建立覆盖城乡居民的社会保障体系,坚持广覆盖、保基本、多层次、可持续,加强社会保险、社会救助、社会福利的衔接和协调,不断提高社会保障水平。要加大公共财政的社会保障投入,扩大各类社会保险覆盖面,健全社会救助体系,发展社会福利事业和慈善事业,不断在全体人民学有所教、劳有所得、病有所医、老有所养、住有所居上取得新成效。
Fourth, build a social security system that ensures sustainable development.A sound social security system is a major guarantee for economic and social development;it also provides a safety net for social harmony and stability.On the basis of economic development, we should build a social security system covering both urban and rural residents, and ensure its coverage is broad, basic, multi-tiered and sustainable.We should better coordinate social insurance, social assistance and social welfare, and raise the level of social security steadily.We should vigorously increase social security input in government budget, expand the coverage of social insurance, improve the social assistance system, and promote social welfare and charity endeavors so that we will better ensure our people's rights to education, employment, medical and old-age care and housing。
务实合作、互利共赢,是实现亚太经合组织各成员共同发展的必由之路。我们要加强经济技术合作,推动区域贸易和投资自由化,缩小成员间发展差距,实现共同繁荣。要加强就业、社会保障等领域交流合作,推动成员政策对话和经验共享。要拓宽人力资源开发合作领域,建设技术合作平台,提升合作水平,重点帮助发展中成员开发人力资源。为推动亚太经合组织人力资源领域合作,中国决定会同各成员启动“亚太经合组织技能开发促进项目”。
Practical and win-win cooperation is essential if we, APEC member economies, are to achieve common development.We should beef up economic and technical cooperation, advance regional trade and investment liberalization, and narrow the development gap among member economies to promote common prosperity.We should work more closely in employment, social security and other fields by promoting policy dialogue and experience sharing.We should broaden our cooperation in human resources development, build platforms for technical cooperation, and raise our cooperation level with the focus on helping developing members in human resources development.To this end, China has decided to launch, together with other APEC member economies, the APEC Skills Development Promotion Project。
中国是包容性增长的积极倡导者,更是包容性增长的积极实践者。中国强调推动科学发展、促进社会和谐,本身就具有包容性增长的涵义。我们既强调加快转变经济发展方式、保持经济平稳较快发展,又强调坚持把发展经济与改善民生紧密结合起来,以解决人民最关心最直接最现实的利益问题为着力点,大力推进以改善民生为重点的社会建设。在应对国际金融危机冲击的过程中,中国提出保增长、保民生、保稳定的方针,实施积极的财政政策和适度宽松的货币政策,既积极推动经济发展、提高经济发展质量,又加大社会领域投入,加强社会保障体系建设,着力解决民生问题。我们清醒地认识到,中国虽然取得了经济社会发展的巨大成就,但仍然是世界上最大的发展中国家,人口多、底子薄、发展不平衡的基本国情没有改变,经济社会发展面临诸多突出矛盾和挑战。我们将继续按照科学发展的要求,深化改革开放,全面推进经济建设、政治建设、文化建设、社会建设以及生态文明建设,促进现代化建设各个环节、各个方面相协调,不断增加社会物质财富、改善人民生活,努力实现经济社会全面协调可持续发展。
China is a strong supporter and follower of inclusive growth, a concept that is consistent with our pursuit of scientific development and social harmony.While speeding up the transformation of economic growth pattern and maintaining stable and relatively fast economic growth, China is committed to integrating economic development with improvement of people's lives.We focus on addressing issues that directly concern people's biggest and most immediate interests, and endeavor to promote social progress designed to improve people's livelihood.In response to the international financial crisis, China has introduced the policy of ensuring economic growth, people's livelihood and stability.We adopted a proactive fiscal policy and a moderately easy monetary policy.We vigorously promoted economic development, focusing on improving efficiency, and, at the same time, increased input in social programs, intensifying our efforts to improve the social safety net and address problems concerning people's livelihood.We are keenly aware that despite the significant achievements in economic and social development, China remains the largest developing country in the world.China's basic national conditions, a huge population, weak economic foundation and imbalance in development, remain unchanged, and we face many serious challenges in economic and social development.We will stay committed to scientific development, deepen reform and opening-up, and push forward economic, political, cultural, social and ecological development in an all-round way.We will better coordinate the various links and aspects in our modernization drive, create even more social wealth, and improve people's lives to achieve all-round, balanced and sustainable economic and social development。
亚太区域合作正面临着前所未有的机遇。亚太经合组织各成员应该携起手来,充分运用亚太经合组织这一合作平台,深化合作,拓展合作,不断朝着持久和平、共同繁荣的目标迈进,不断造福亚太人民和世界各国人民。

尊敬的加西亚总统,Honourable President Garcia,各位同事:
Colleagues,很高兴同大家再次相聚,就共同关心的国际和地区问题交换意见。加西亚总统和秘鲁政府为会议作了周到细致的安排,我对此表示感谢。
I am very pleased to get together with all of you again and to exchange views on international and regional issues of common concern.I would like to express my thanks for the painstaking arrangements that President Garcia and the Peruvian government have made for this meeting.当前,经济全球化深入发展,亚太区域、次区域合作快速推进。本地区正在成为世界经济发展的重要动力。与此同时,世界和亚太地区也面临诸多不稳定不确定因素,主要表现为:国际金融市场剧烈动荡,金融危机对全球实体经济的消极影响逐步显现,世界经济增长放缓,粮食安全和能源安全问题突出;世界贸易组织多哈回合谈判停滞不前,贸易保护主义有所抬头。此外,环境污染、重大自然灾害、重大传染性疾病等非传统安全问题依然严重存在。这些问题对世界经济健康稳定发展构成了严峻挑战。在国与国相互依存日益紧密的今天,面对上述挑战,任何一个成员都很难置身事外。解决这些问题,有赖于所有成员共同努力。我们主张,面对新的复杂局面,各方应该秉持开放合作的理念,化挑战为机遇,努力实现互利共赢。
At this time, economic globalization is developing in depth, and Asian-Pacific regional and sub-regional cooperation is moving forward rapidly.This region is becoming an important driving force for world economic development, but at the same time, the world and the Asian-Pacific region are facing numerous unstable and uncertain factors.They are mainly manifested as: international financial markets are in turmoil, the negative impact of the financial crisis on the global real economies is becoming gradually evident, world economic growth is slowing down, and issued related to food security and energy security are becoming prominent: the WTO Doha Round talks are bogged down, and trade protectionism is gaining ground.In addition, non-traditional security issues such as environmental pollution, major natural disasters, and major contagious diseases still exist.These issues pose severe challenges to the healthy and stable development of the world economy.Today, with increasingly close dependency among countries, it is very difficult for any member country to stay aloof from the above-mentioned challenges.Resolution of these issues will require the joint efforts of all member countries.We maintain that, faced with the new and complicated situation, all parties should adhere to the concept of opening up and cooperation, turn challenges into opportunities, and strive to bring about mutual benefits and win-win results.各位同事!

当前,国际金融危机蔓延迅速、波及广泛,是世界经济增长面临的最严峻挑战。有效应对金融风险,维护国际金融稳定,促进世界经济发展,是各国各地区共同面临的重要而紧迫任务,需要国际社会增强信心、加强协调、密切合作。上周举行的二十国集团领导人金融市场和世界经济峰会在这方面取得了积极成果。在此,中方提出以下几点主张。
At this time, the international financial crisis is spreading rapidly and affecting a wide range of sectors and is the most severe challenge confronting world economic growth.Effectively dealing with financial risks, safeguarding international financial stability, and promoting world economic development are important and urgent tasks for various countries and various regions, and this demands that the international community enhance confidence, step up coordination, and maintain close cooperation.The G20 Summit on Financial Markets and the World Economy last week made positive results in this regard.Here, the Chinese side would like to put forth the following points.第一,为遏止不断恶化的金融危机,各国应该迅速采取有效措施,加强宏观经济政策协调,完善信息沟通,尽可能互相提供帮助,采取一切必要的财政、货币手段,遏制金融危机扩散和蔓延,稳定全球金融市场,积极促进经济增长,尽量减轻这场金融危机对实体经济的损害,避免发生全球性经济衰退。
First, to contain the financial crisis which is worsening, all countries should adopt effective measures, step up coordination on macroeconomic policies, improve information communication, provide assistance to each other as much as possible, and adopt all necessary financial and monetary means;all countries should contain the expansion and spread of the financial crisis, stabilize global financial markets, actively promote economic growth, alleviate the harm brought by this financial crisis on the real economy, and avoid a global economic recession.第二,国际社会应该认真总结这场金融危机的教训,在所有利益攸关方充分协商的基础上,把握建立公平、公正、包容、有序的国际金融新秩序的方向,坚持全面性、均衡性、渐进性、实效性的原则,对国际金融体系进行必要的改革,创造有利于全球经济健康发展的制度环境。改革国际金融体系,既要反映金融监管的普遍规律和原则,又要考虑不同经济体的发展阶段和特征,平衡体现各方利益,尤其要体现新兴市场国家和发展中国家利益。要加强国际金融监管合作、完善国际监管体系;推动国际金融机构改革、提高国际金融机构切实履行职责能力;鼓励区域金融合作、充分发挥地区资金救助机制作用;稳步推进国际货币体系多元化,共同支撑国际货币体系稳定。各类金融机构和中介机构应该加强风险管理、提高透明度,下决心加大对短期资本流动和金融创新风险的监管和预警。
Second, the international community should conscientiously sum up the lessons of the financial crisis.It should conduct necessary reform of the international financial system and create a system environment conducive to healthy global economic development on the basis of full consultation among all parties concerned, by grasping the direction for building a new international financial order which is fair, just, inclusive, and orderly, and by upholding the principle of being comprehensive, balanced, and progressive and striving for substantial results.Reform of the international financial system should reflect the general laws and principles of financial supervision and should also give consideration to the development stage and characteristics of different economic entities and embody the interests of all parties concerned and especially the interests of emerging markets and nations and developing countries.It is necessary to step up cooperation in international financial supervision and improve the international supervisory system;push for reform of international financial institutions and raise the ability of international financial institutions to realistically fulfil their responsibilities;encourage regional financial cooperation and give full play to the role of regional funding assistance mechanisms;and, steadily promote diversification in the international monetary system and jointly support the stability of the international monetary system.All types of financial institutes and intermediate institutes should step up risk management and raise transparency and be determined to increase supervision and early warning on short-term capital flow risks and innovative financial products.第三,从长远看,有必要切实改变不可持续的经济增长模式,解决好各自经济发展存在的深层次问题。我们还应该充分关注这场金融危机对发展中国家的影响,向相关国家提供必要支持,帮助发展中国家保持发展势头。
Third, from the long-term perspective, it is necessary to realistically change unsustainable economic growth modes and resolve deep-level issues existing in our respective economic development.We should pay full attention to the impact of this financial crisis on developing countries, provide necessary support to relevant countries, and help developing countries maintain their developmental momentum.为应对金融危机,中国在力所能及的范围内作出了积极努力,采取了一系列重大举措,包括确保国内金融体系稳定、增加金融市场和金融机构的流动性、密切同其他国家宏观经济政策的协调和配合,等等。中国还根据国内外经济形势变化,调整宏观经济政策,采取了降低银行存款准备金率、下调存贷款利率、减轻企业税负等措施。最近,中国政府又出台了更加有力的扩大国内需求的措施,从今年第四季度到2010年底,中国将增加4万亿元人民币投资用于加快民生工程、基础设施、生态环境建设和灾后重建,同时增加居民特别是低收入群众收入,提高居民消费能力。这必将有力推动中国经济发展,也有利于促进世界经济发展。

Opening up and cooperation as well as mutual benefits and win-win results should become the guiding ideology for dealing with the current financial crisis and should also become the basic spirit for resolving prominent issues existing in the current global economic and social development.Based on the agenda for this meeting, I would like to talk about several stances on prominent issues existing in the current international economic and social development.第一,凝聚共识,推动多边贸易体制健康发展。公平、开放的多边贸易体制有利于地区和全球贸易稳定增长,有利于促进世界经济健康发展,符合各方利益。我们应该坚定对多边贸易体制的信心,对多哈回合谈判给予强有力支持。我们应该坚决反对贸易保护主义,推动多哈回合谈判早日复谈并取得全面、均衡的成果。作为多边贸易体制的重要补充,我们也赞成在充分考虑本地区现实和照顾各方关切的基础上,不断推进区域经济一体化进程,包括将亚太自由贸易区等设想作为远景目标开展研究。
First, reach a consensus on and promote healthy development of multilateral trade systems.Fair and open multilateral trade systems are conducive to the stable growth of regional and global trade, help promote healthy world economic development, and are in line with the interests of all parties concerned.We should strengthen confidence in multilateral trade systems and provide strong support for the Doha Round talks.We should resolutely oppose trade protectionism and push for the resumption of the Doha Round talks as soon as possible to realize comprehensive and balanced results.As an important supplement to multilateral trade systems, we also favour, on the basis of giving full consideration to the reality of this region and concerns of all parties concerned, constantly promoting the process of regional economic integration, and this includes tentative plans like regarding an Asian-Pacific free trade zone as the long-term goal and conducting research on them.第二,承担责任,共同应对气候变化。各方应该根据《联合国气候变化框架公约》及其《京都议定书》的要求,遵循共同但有区别的责任原则,积极落实“巴厘路线图”谈判,并结合自身情况采取有效的政策措施减缓气候变化。森林保护是应对气候变化合作的重要内容。去年,我提出了建立亚太森林恢复与可持续管理网络的倡议。在各方共同努力下,这一网络已在北京正式启动。中国政府将在未来几年内为该网络运行提供一定的专项资金,希望各方积极支持和参与。
Second, assume responsibilities and jointly deal with climate change.In accordance with the requirements set forth in the “United Nations Framework Convention on Climate Change” and the “Kyoto Protocol,” all parties concerned should abide by the principle of joint but different responsibility, actively implement the “Bali roadmap” talks, and adopt effective policies and measures to alleviate climate change.Forest protection is an important content of cooperation in dealing with climate change.Last year, I initiated the proposal to establish the Asia-Pacific Network for Sustainable Forest Management and Rehabilitation [APFnet].With joint endeavours from all parties concerned, this network has been officially launched in Beijing.The Chinese government will provide a specific amount of special funding for the operation of this network over the next few years, and I hope all parties concerned actively support and take part in this.第三,交流合作,合力抗击自然灾害。近年来自然灾害频发,在亚太地区造成重大人员和财产损失。在抗击自然灾害的过程中,各成员积累了丰富经验。这些经验是全人类的宝贵财富,我们应该加强相互交流和学习。应对特大自然灾害往往超出一国能力范围,需要国际社会支持和帮助。为加强亚太地区相关交流合作,今年中方提出了《亚太经合组织灾害应对与合作基本原则》,我们也希望成员们考虑开展一些灾后恢复重建的长期合作项目,以推动亚太经合组织防灾救灾合作不断走向深入。
Third, make exchanges and cooperation and jointly combat natural disasters.Frequent occurrences of natural disasters in recent years have caused major personnel and property losses in the Asian-Pacific region.In the process of fighting against natural disasters, various APEC members have accumulated rich experiences.These experiences are the valuable wealth of all human beings, and we should step up mutual exchanges and emulations.What it takes to deal with catastrophic natural disasters often exceeds the capacity of any single country and requires support and assistance from the international community.To step up relevant exchanges and cooperation in the Asian-Pacific region, China put forth the “Basic Principle for Dealing With Disasters and Cooperation within the APEC” this year, and we also hope that APEC members consider launching some long-term, cooperative, post-disaster reconstruction projects to push forward cooperation in disaster prevention and disaster relief among APEC members.第四,规范引导,强化企业社会责任。当前的金融危机给我们的一个重要启示就是,企业在追求经济效益的同时,应该在市场运作中采取谨慎、稳妥、负责任的态度,充分顾及整个经济平稳运行,认真应对各种风险和隐患,主动防止因自己经营不当给经济发展和人民生活带来冲击。这是每一个企业特别是跨国企业对社会应尽的责任。企业应该树立全球责任观念,自觉将社会责任纳入经营战略,遵守所在国法律和国际通行的商业习惯,完善经营模式,追求经济效益和社会效益的统一。各国政府应该加强引导和监督,通过制定和完善法律,为企业自主履行社会责任创造良好环境。
Fourth, standardize guidance and strengthen the social responsibility of enterprises.The current financial crisis gives us an important inspiration, and that is, as enterprises seek economic results, they should adopt a prudent, steady, and responsible altitude towards market operations, give full consideration to overall stable economic operations, conscientiously deal with various types of risks and hidden worries, and take the initiative to prevent the impact of improper management on economic development and the people's livelihood.This is the duty that every enterprise, and especially every transnational enterprise, has to society.Enterprises should establish the concept of global responsibility, voluntarily include social responsibility in their management strategy, abide by the laws of the country where the enterprises operate and international common business practices, improve their management models, and pursue unity of economic results and social results.Various governments should step up guidance and supervision and create a good environment for enterprises to fulfil their social responsibility through drawing up and improving laws.第五,协调行动,确保世界粮食安全和能源安全。粮食问题和能源问题不仅事关各国经济和民生,也事关全球发展和安全。我们应该本着共同发展的理念,积极有效协调政策,多方面采取措施,共同维护世界粮食安全和能源安全。我们应该重视粮食生产,增加投入,依靠科学技术,扩大粮食供给;改善粮食贸易环境,建立公平合理的农产品贸易秩序;加强宏观协调,抑制市场过度投机,稳定粮食市场价格。有能力的国家应该向深陷粮食危机的国家特别是发展中国家提供帮助。中国政府已经承诺,愿向粮食紧缺的发展中国家增加出口和援助。
Fifth, coordinate action to ensure food security and energy security around the world.Food and energy issues affect the economy and the livelihood of various countries, and they also affect global development and security.Motivated by the concept of common development, we should actively and effectively coordinate policies, adopt measures in many areas, and jointly safeguard food security and energy security in the world.We should attach importance to food production, increase input, and expand food supply by relying on science and technology;improve the food trade environment, build a fair and reasonable trade order for agricultural products;strengthen macroscopic coordination, curb excessive market timing, and stabilize food market prices.Countries with the ability should provide assistance to other countries and especially to developing countries when there is a serious food crisis.The Chinese government has pledged to increase exports and aid to developing countries with food shortages.我们应该树立和落实互利合作、多元发展、协调保障的新能源安全观,加强能源开发利用的互利合作和政策协调,实现能源供应全球化和多元化,努力构建先进的能源技术研发和推广体系,倡导增加使用清洁能源和可再生能源,为维护世界能源安全作出不懈努力。中国政府高度重视能源安全问题,努力构筑稳定、经济、清洁、安全的能源供应体系,并致力于建设资源节约型、环境友好型社会,实现可持续发展。

Since its founding almost 20 years ago, the APEC has performed a great deal of work in the liberalization and convenience of trade and investment and economic and technical cooperation and made positive contributions to promoting regional economic integration and strengthening the big APEC family.In recent years, the APEC has adopted a series of major reform measures, improved its organizational and coordination ability, and significantly raised its cooperation enthusiasm and efficiency.China is willing to work with various APEC members to jointly push the APEC forward.In this process, we should uphold the nature of economic cooperation forums and a non-restrictive cooperation style, and this falls in line with the current condition of prominent diversity and divergence in the Asian-Pacific region;we should continue to balance between promoting economic and technical cooperation and promoting trade and investment liberalization, and in particular, we should increase inputs for economic and technical cooperation, step up the capability-building of APEC members which are developing countries, and reduce developmental gaps.To this end, China is ready to consider sponsoring the 2010 APEC Ministerial Meeting on Human Resources Development to provide all parties concerned with a platform for experience exchanges and cooperation promotion in this field.各位同事!

尊敬的菅直人首相,各位同事:
很高兴同各位同事在横滨相聚,共同探讨实现亚太地区经济发展大计。
在国际社会共同努力下,世界经济正在缓慢复苏,但复苏基础不牢固、进程不平衡,存在较大不确定性。亚太地区总体经济发展势头较好,已成为世界经济可持续复苏和增长的主要推动力量。同时,本地区经济发展也面临一些难题和挑战,发达国家就业形势严峻,新兴市场国家面临资产价格泡沫和通胀压力,最不发达国家处境艰难,各成员经济结构调整任重道远。此外,各种形式的保护主义明显增强,气候变化、粮食安全、能源资源安全、公共卫生安全、重大自然灾害等全球性挑战日益突出,维护经济发展成果仍需付出艰苦努力。
我们应该适应世界和地区经济形势变化,科学分析世界经济增长现实问题和长远需求,把握增长规律,创新增长理念,转变增长方式,破解增长难题,提高增长质量和效益,着力解决经济社会发展中的突出矛盾,解决关系人民切身利益的突出问题,在更高水平更高层次上实现亚太地区经济又好又快发展。为此,应该重点作出以下努力。
(一)推动平衡增长,为经济长远发展创造条件。我们应该既努力实现各成员内部不同区域、不同产业平衡增长,又努力实现不同成员平衡增长,同时加大投入,帮助广大发展中成员实现充分发展,缩小南北发展差距。我们应该推动世界经济形成更加合理的产业分工结构、更加均衡的金融贸易结构、更加科学的资源配置结构、更加公平的利益共享结构,促进世界经济平衡协调发展。
(二)倡导包容性增长,增强经济发展内生动力。我们应该坚持发展经济,坚持社会公平正义,坚持以人为本,让经济全球化和经济发展成果惠及所有国家和地区、惠及所有人群。我们应该坚持优先开发人力资源的指导方针,实施有利于充分就业的发展战略,提高全体劳动者素质和能力,加快构建可持续发展的社会保障体系,真正做到发展为了人民、发展依靠人民、发展成果由人民共享。
(三)促进可持续增长,努力实现经济长期发展。我们应该注重保持可持续增长,不仅要保持资源环境可持续性,也要保持财政、货币、贸易、产业等政策可持续性,减少宏观经济波动和风险。我们应该实施负责任的宏观经济政策,确保中长期财政可持续性;统筹经济发展、社会发展、环境保护,实现低碳增长;积极应对气候变化,大力发展绿色经济,培育新的经济增长点。中方倡议召开首届亚太经合组织林业部长级会议,进一步推动亚太区域林业合作。加强低碳城镇示范项目合作,促进节能减排和提高能效领域合作。希望各方积极参与。
(四)鼓励创新增长,为经济发展提供动力源泉。我们应该坚持以自主创新支撑发展、引领未来,营造鼓励创新的环境,完善技术创新体系,加大研发投入,使全社会创新智慧竞相迸发、各方面创新人才大量涌现。我们应该加强创新人才和高技能人才培养和流动,为经济发展提供强有力的人力资源和科技支撑,推动经济发展向创新驱动转变。发达成员应该加大技术转让力度,增强发展中成员实现创新增长能力。
(五)实现安全增长,维护好经济发展成果。我们应该团结协作,深化反恐、防灾减灾、粮食安全、能源资源安全、公共卫生安全等领域交流合作,开展政策协调和对话,加强经验交流和技术援助,积极应对非传统安全威胁,为本地区经济社会发展和人民生活创造安全、有利、便捷的环境,共同保障本地区人民安全和福祉。

今年是亚太经合组织发达成员实现茂物目标的最后时限,对亚太经合组织发展具有里程碑意义。1994年以来,在茂物目标精神指引下,亚太经合组织积极推进贸易和投资自由化便利化,加快区域经济一体化,加强经济技术合作,为缩小成员发展差距、促进各成员共同繁荣发挥了重要作用。16年来,我们团结一致、矢志不渝,无论国际风云如何变幻,无论地区形势如何发展,实现茂物目标决心没有动摇、行动没有松懈;我们凝聚共识、循序渐进,尊重各成员差异性,照顾各方舒适度,妥善处理分歧,灵活务实推进各领域合作;我们共克时艰、共迎挑战,成功克服亚洲金融危机和这场国际金融危机的不利影响,应对各种风险挑战,保持本地区经济平稳较快发展;我们开拓创新、与时俱进,创新合作理念,改进合作方式,丰富合作内容,提高合作质量,使亚太经合组织有效应对本地区经济发展的新课题新任务。
新形势下,亚太经合组织应该继续秉承茂物目标精神,主动适应新情况,积极应对新挑战,发挥自身优势,不断改革完善,在以下方面发挥更大作用。第一,继续推进贸易和投资自由化便利化,加快区域经济一体化。贸易和投资自由化便利化是亚太地区经济发展的动力。我们应该以今年茂物目标审评为契机,推进贸易和投资自由化便利化合作,加快商品、服务、人员、资本在本地区便捷流动。以实际行动反对各种形式的保护主义,继续承诺并严格执行不对商品、投资、服务设置新的限制措施。按照维护多哈授权、锁定已有成果、以现有谈判案文为基础的原则,推动多哈回合谈判取得全面均衡的成果,尽早实现发展回合目标。我们支持加快亚太自由贸易区的深入研究,在不同层次不同范围、通过多种途径循序渐进加以推进。
第二,加快落实增长战略,提高经济增长质量。本次会议制订的增长战略是今后一个时期亚太地区经济发展的原则和指针。我们应该深刻认识经济增长战略的重要意义,增强贯彻该战略的主动性和坚定性,通过政策交流、能力建设、合作项目等多种形式加以落实,不断在实践中总结经验、在发展中调整完善。亚太经合组织对内应该加强各机构间协调、形成合力,对外加强同二十国集团等机制合作,发挥优势,形成互补,推动亚太地区经济和世界经济加快复苏和增长。
第三,加强经济技术合作,增强发展中成员自主发展能力和经济内生动力。加强经济技术合作、缩小发展差距是亚太地区发展繁荣的根本要求。我们应该树立人力资源是经济社会发展第一资源的理念,着力加强人力资源开发领域合作。中国决定同各成员共同开展亚太经合组织技能开发促进项目,建立亚太经合组织技能开发促进中心,帮助发展中成员加强人力资源能力建设。希望各成员积极支持和参与。

近年来,中国努力实现以人为本、全面协调可持续的发展,转变经济发展方式,努力保持经济平稳较快发展;实施扩大就业的发展战略,深化收入分配制度改革,加快建立覆盖城乡居民的社会保障体系;加强能源资源节约和生态环境保护,增强可持续发展能力,坚持走可持续发展道路;提高自主创新能力,建设创新型国家,推动创新发展;加强农业基础地位,确保国家粮食安全,应对重大自然灾害和公共卫生安全事件,保障人民生命安全,努力实现安全发展。我们坚持科学发展,就是适应经济全球化深入发展的新形势,用科学的理念、开放的战略、统筹的方法、共赢的途径去实现生产发展、生活富裕、生态良好的发展目标。
我们清醒地认识到,中国人口多、底子薄,城乡、区域发展不平衡,资源环境约束强化,就业压力增加,脱贫任务仍然很重。中国已经制定了未来5年经济社会发展的蓝图,我们将坚持以科学发展为主题,以加快转变经济发展方式为主线,深化改革开放,保障和改善民生,促进经济长期平稳较快发展和社会和谐稳定。中方愿同各方相互借鉴、取长补短、平等合作、共同发展。中国将继续坚持对外开放的基本国策,奉行互利共赢的开放战略,实施睦邻友好的地区政策,坚定不移发展开放型经济,积极参与国际和区域合作。中国将继续积极发展同各成员关系,努力同各方一道营造和平稳定、平等互信、合作共赢的地区环境,为推动建设持久和平、共同繁荣的和谐亚太作出积极贡献。

新华网北京10月21日电(记者车玉明)中共中央总书记、国家主席、中央军委主席胡锦涛21日下午在人民大会堂同全国总工会新一届领导班子成员和中国工会十五大部分代表座谈时发表重要讲话强调,中国工人阶级是我国先进生产力和生产关系的代表,是我们党最坚实最可靠的阶级基础,是社会主义中国当之无愧的领导阶级,是全面建设小康社会、发展中国特色社会主义的主力军。在全面建设小康社会、加快推进社会主义现代化的伟大实践中,我国工人阶级肩负着光荣历史使命,要发扬光荣传统,抓住发展机遇,奋勇再立新功。

胡锦涛在讲话中首先代表党中央对中国工会十五大成功召开表示衷心的祝贺,向全国广大职工和工会干部表示诚挚的问候。他指出,长期以来,在中国共产党领导下,我国工人阶级始终站在时代前列,艰苦奋斗,锐意进取,积极投身革命、建设、改革的时代洪流,作出了彪炳史册的杰出贡献。
