政府工作报告

——2012年1月12日在青州市第十七届

人民代表大会第一次会议上

青州市市长韩幸福

各位代表：

现在，我代表市人民政府，向大会作政府工作报告，请予审议，并请各位政协委员和其他列席会议人员提出意见。

一、政府工作的简要回顾

市十六届人大一次会议以来，在潍坊市委、市政府和市委的正确领导下，在市人大和市政协的监督支持下，市政府团结带领全市人民，深入贯彻落实科学发展观，积极推进经济结构调整和发展方式转变，努力构建和谐社会，实现了国民经济的快速增长和社会事业的全面进步。

——综合实力大幅提升，人民生活水平明显提高。2011年，预计实现地区生产总值395亿元，年均增长13%。地方财政收入21.7亿元，年均增长22.3%。城乡居民储蓄余额257亿元，年均增长18.9%。完成全社会固定资产投资277亿元，年均增长24.3%。社会消费品零售总额130亿元，年均增长19.2%。农民人均纯收入达到9870元，城镇在岗职工平均工资保持较快增长。城镇和农村居民人均住房面积分别达到34平方米和43平方米；每百户城镇和农村居民汽车拥有量分别达到41辆和20辆。重新跨入全国县域经济基本竞争力百强县，列第73位。

——产业结构调整取得突破性进展，经济运行质量显著改善。三次产业比重由2007年的11：58.3：30.7优化为9.1：55.4：35.5。工业经济在发展中的核心地位全面确立，市级三大园区设施日趋完善，规模快速膨胀，镇街道工业园达到18处。实施工业投资项目1255项，完成工业投资499.1亿元，年均增长21.3%。规模以上工业企业主营业务收入、利税、利润，年均分别增长24.9%、16.7%和14.2%。创出4件中国驰名商标、3件地理标志产品，被评为中国商标发展百强县。现代农业发展水平进一步提高，潍坊市级以上农业龙头企业发展到75家，建成6处市级有机农业示范园和15处镇级示范区，有机品牌总数达到109个。农民专业合作组织达到795家，流转土地面积26.5万亩，被评为全国粮食生产先进县和国家绿色农业示范区。成功举办第七届中国花卉博览会，花卉产业规模档次进一步提升。服务业日益繁荣，第三产业增加值是2007年的2.1倍。商贸流通体系日臻完善，各类市场达到216处，市场交易额年均增长15%。旅游产业规模效益不断提升，旅游总收入年均增长31.5%。

——城乡面貌发生巨大变化，一体化进程快速推进。城市建成区面积达到46.5平方公里，古城保护修复建设扎实推进，东部新城建设速度加快。东夷文化标志园、新火车站、汽车站等公益项目建成开放，潍坊工程职业学院、山东师范大学历山学院等教育教学设施相继建成，银座佳悦、青都国际等服务设施对外营业。新建住宅小区66个，开工建设各类保障性住房3088套，完成农村住房建设和危房改造1.8万户。新增集中供热面积400多万平方米，排水管网130多公里，天然气用户达到7万户。建成公共自行车站点205个，投放自行车3000辆，投入小公交20辆，开通校车52辆。新增绿化面积966万平方米，城市绿化覆盖率、绿地率分别达到49.2%和44.7%。新修花都大道、南环路等主次干道20条100多公里，改造提升城区背街小巷61条，农村公路总里程达到1973公里。扎实开展城市精细化管理，积极推进城乡环卫一体化，顺利通过国家卫生城市复审，城乡环境面貌明显改观。小城镇建设各具特色，城镇化率达到46.2%。

——工业经济实现全面突破。经济开发区面积扩展到70平方公里，建成高新技术产业聚集区。峱山经济发展区基础设施配套完善，建成新型生态、科技、创新工业园区。卡特彼勒工业区快速发展，建成工程机械产业聚集区。镇街道工业园各具特色，建成中小企业的孵化器。加快企业规模扩张，新上一批对结构调整具有重大影响的大项目、好项目，加快实施产业集群战略，形成三个500亿级、三个200亿级、五个100亿级、七个50亿级的产业集群。到2016年全市规模以上工业企业达到800家，主营业务收入年均增长20%以上，工业支撑带动作用明显增强。

——社会主义新农村建设加快推进。城市优质公共资源向农村延伸，加快城乡一体化进程，农村群众生活质量和满意度全面提高。不断加大水利设施建设力度，完成镇村道路改造、农村安全饮水工程和农村电网升级改造。提升镇街驻地承载力和集聚功能，建成一批规模适度、布局合理、产业特色鲜明的小城镇。打造花卉高新产业区，构建完善的花卉产业发展体系。建成市级有机农业示范园12处以上，有机品牌达到150个以上，有机农产品基地达到3万亩，国家级农业龙头企业达到2家、省级5家，农产品质量安全得到保障。提高农民市场化、组织化程度，增强农村社区建设管理水平和服务能力。深入开展农村环境综合整治，实现城乡环卫一体化。完成全部宜林荒山造林绿化，生态文明乡村达标率达到85%以上。

——“两城四区”空间布局更加完善。积极推进古城保护修复建设，申报国家历史文化名城。东部新城建设高起点稳步推进，打造成基础设施完善、时代气息浓郁、生活环境优美的现代化新城。提升东部花卉旅游区、北部高新产业区，发展西部工业项目区、南部生态文化区。城市规划区内产业布局合理、功能完善、承载能力进一步增强。城市网格化、精细化管理水平进一步提升，背街小巷整洁畅通，交通功能明显提升，绿量显著增加，建成宜居宜业的文明城市。

——现代服务业繁荣发达。完成旅游总体规划修编，加快推进片区开发和重点项目建设，打造特色旅游板块，争创中国最佳旅游城市。商贸流通网络体系不断完善，构建物流产业隆起带，成为全国物流网重要节点。健全完善金融组织、市场、监管、服务体系，金融机构达到65家以上。房地产业健康发展，保障性住房体系健全，市民居住条件明显改善。到2016年，服务业增加值占GDP的比重达到42%以上，年均增长16%。

——公共服务体系基本健全。自主创新能力显著提高，建成4个产业技术创新战略联盟和150处民营科研机构。社会救助体系完善，社会福利事业发展壮大。教育资源优化配置，城乡教育均衡发展。医药卫生体制改革不断深化，初步实现基本公共卫生服务均等化。文化事业繁荣发展，文化产业不断壮大，文化设施和公共文化服务体系健全完善，市民文明程度显著提高，“东方花都、文化青州”品牌影响力进一步扩大，文化软实力显著提升。社会和谐稳定，广大群众学有所教、劳有所得、病有所医、老有所养，共享发展成果。

三、2012年任务目标和工作重点

2012年是新一届政府施政的第一年，扎实做好各项工作，开好头，起好步，对于鼓舞全市人民斗志，顺利实现预期目标具有十分重要的意义。全年经济社会发展的指导思想是：高举中国特色社会主义伟大旗帜，以邓小平理论和“三个代表”重要思想为指导，全面贯彻落实科学发展观，深入学习十七届六中全会精神，把握主题主线，坚持稳中求进，紧紧围绕“11153”工作部署，全力做好“突出工业重点、提升工作标准、转变干部作风”三个方面的工作，努力实现“三个突破、五个提升、三个转变”，以科技为支撑，以项目为依托，奋力加快经济文化强市建设步伐。

主要预期目标是：地区生产总值突破440亿元，增长11%；实现地方财政收入25.2亿元，增长16%；全社会固定资产投资增长20%；规模以上工业企业主营业务收入、利税、利润均增长18%以上；社会消费品零售总额增长15%；万元GDP能耗下降4%，二氧化硫排放减少5%，COD排放量下降4.5%；人口自然增长率控制在5.9‰以内；城镇居民人均可支配收入和农民人均纯收入均增长12%以上。

围绕上述目标，市政府将重点抓好以下工作：

（一）突出加快工业发展。坚持“全党抓工业、重点建园区、突破大项目、着力调结构”的指导方针，牢牢把握“三全力一放手”原则，抓投入、上项目，提升发展质量，推动工业发展实现新跨越。

三是努力扩大对外经贸。坚持“引进来、走出去”并举，加大对龙头骨干企业的帮扶力度，继续抓好传统优势产品的出口，大力培育新的出口增长点，鼓励企业实施市场多元化战略，提高市场应变能力和外向度。实现外商直接投资3200万美元，完成外贸进出口总额3.9亿美元。规范对外劳务合作服务平台管理，实现外派劳务900人以上。

（四）实现农业农村工作水平的提升。以生态文明乡村建设为载体，加大农村建设与投入力度，构建完善高效的农业产业体系，着力改善农村生产生活环境，推动城乡统筹协调发展。

一是加快完善农业农村基础设施。搞好农田水利设施建设，高标准推进小农水重点县项目、农村饮水安全工程。完成农田除涝面积16万亩，大力发展山区“五小水利”工程。多渠道筹措资金，加快农村道路向村内通延伸，新修、维护和改造农村道路200公里，开工建设文登大桥。完成6万户农村居民生活用电改造。

二是大力发展高效现代农业。加快中国北方花卉交易中心、台湾花卉创业园、中华盆景园等项目建设，组建花卉研究所，建设花卉学院，创立花卉自主品牌。创新花博会办会思路，提高办会办展水平。规范提升有机农业示范园区，新增农产品认证品牌10个以上。扶持培育农业龙头企业，新增潍坊市级以上农业龙头企业5家以上。全面加强监管体系建设，确保农产品质量安全。成立农民专业合作社联合社10家，新增流转土地面积1.5万亩。

三是着力抓好镇村建设。完善小城镇产业发展规划，加快综合设施配套，提升镇街驻地整体形象和承载功能。认真开展城乡建设用地增减挂钩工作，加大农村住房建设与危房改造力度，加快建设一批适合农民集中居住和生活的精品小区。扩大农村社区服务中心业务范围，建成农村社会管理和为民服务的重要平台。抓好村容村貌综合整治，提高村镇绿化美化水平，加快生态文明乡村创建步伐。

（五）实现文化建设水平的提升。坚持把文化发展摆在更加突出的战略位置，加快实施“特色文化、精品文化”战略，推动文化产业大发展大繁荣。

一是加强核心价值体系建设。加强舆论宣传引导，大力弘扬民族精神和时代精神，强化文化自觉自信，凝练提升青州城市精神和城市文化。深化群众性精神文明创建活动，加强公民道德建设和德孝优良传统教育，全面提升公民素质和城市文明程度。

二是大力发展文化事业。加大文化投入和“政府买服务”力度，实施文化惠民工程，启用市文化中心、新文化馆、新图书馆，加快镇街道文化广场建设，抓好“五大文化工程”，建立完善覆盖城乡、全民共享的公共文化服务体系。举办“十大品牌文化活动”，丰富群众文化生活。

三是加快发展文化产业。编制《青州市文化产业振兴规划》，加快推进由文化资源大市向文化发展强市的转变，促进文化经济互动。规范提升古玩、字画、印刷等传统文化产业，鼓励发展动漫、创意、中介服务等新兴文化业态。积极推进“三网融合”，发挥各类信息网络设施的文化传播作用。加快推进文化体制改革，实施重点文化园区、重点文化企业、重点文化项目带动战略，加强非物质文化遗产和文物保护，大力开发推介地方特色文化产品。

（六）实现公共服务水平的提升。强化政府责任，调动社会各方面力量，健全完善保障和改善民生的各项制度，切实办好涉及民生的大事要事，提高发展的包容性。

一是扎实做好就业和社会保障工作。实施更加积极的就业政策，多渠道开发就业岗位，加大对发展家庭服务业的扶持力度，突出抓好特困家庭、零就业家庭、大中专毕业生等重点人群就业。搞好基层公共就业服务平台建设，深入开展“充分就业和谐社区”创建。加强劳动执法，建立和谐劳动关系。加大公共财政投入，提高统筹层次和保障水平，加快推进社会保障全覆盖。

二是切实加强生态文明建设。加快构建资源节约、环境友好的发展方式和消费模式，积极争创省人居环境奖。深入开展全民绿化，突出抓好城区、平原林网、村镇、荒山、道路绿化和育苗基地建设，持续增加绿量。强化环境保护，全力抓好污染物总量减排，加快镇、企业污水处理设施及环保工程项目建设进度，确保重点河流水质达

先进、创一流，继续推行“一线工作法”，大力倡导求真务实、真抓实干的工作作风，忠于职守、用心用力，少说多干、狠抓落实。进一步转变服务方式，提高服务水平，马上就办，办就办好，形成优质高效的政府工作作风。

三是强化责任。做到敢于担当、敢于拍板、敢于负责、敢于胜利。严格工作目标责任制，强化督查，严格奖惩，做到有部署、有检查、有结果。健全完善行政效能投诉制度，形成政府自律和社会监督的双重约束机制。

四是依法行政。坚持决策公开、政务公开、责任公开，实现行政决策、行政执法、行政控制的透明化，保证群众的参与权、知情权。加强工程招投标、政府采购、土地招拍挂、国有资产经营等工作的监管，严格依法按程序办事。自觉接受市人大和市政协的监督，虚心听取社会各界的意见和建议，不断提高决策的民主化、科学化水平。

五是廉洁勤政。深入落实廉政建设责任制，严格执行领导干部经济责任审计制度，严肃查处各类违法违纪案件。深化部门权力内控机制建设，进一步规范用权理财行为，从源头上预防和遏制腐败。坚持勤俭办一切事业，降低行政成本，建设节约型政府。

各位代表，坚持执政为民，努力维护好、发展好、实现好广大群众的根本利益，是政府一切工作的根本出发点和落脚点。新的一年，市政府将倾力为群众办好9件实事：①进一步提高城乡低保补助标准和五保供养标准，城市、农村低保补助标准每人每年分别提高到2400元、1200元，五保对象集中、分散供养标准每人每年分别提高到2800元、2000元；按每人每年7200元标准为事实无人抚养儿童发放基本生活费。②启动青州三中新校、民族中专新校建设，提高普通高中、职业教育办学水平。③提高新型农村合作医疗保障水平，报销封顶线提高到15万元。④改造提升15条市政道路、背街小巷，改善居民出行环境。⑤新建10处城市街头绿地，完成造林5万亩，植树1200万株。⑥规划建设10处城区便民市场，方便群众生活。⑦积极推进农村规模化集中供水，解决3.4万人的饮水安全问题。⑧改造提升3条城乡主干道，提高道路通行能力。⑨建设12处镇、街道垃圾中转站，配套厢式垃圾收集车，加快城乡环卫一体化进程。以上9件实事，我们一定说到做到，办实办好。

各位代表！抓住机遇，乘势而上，实现科学发展、和谐发展，是时代赋予我们的光荣使命，是全市人民的热切期盼。让我们高举中国特色社会主义伟大旗帜，以邓小平理论和“三个代表”重要思想为指导，全面贯彻落实科学发展观，在市委的坚强领导下，以更加务实的作风，更加有力的举措，为加快建设现代化中等城市而努力奋斗!

调查结果：通过这一次的调查，一共调查了150名学生，家里有电脑的才70名同学，而在这70人中都表示在完成作业后会上网，基本上都是娱乐，与学习基本无关，除了老师在网上布置的作业除外。调查显示同学们没有一人上过网吧。

网络是一把双刃剑，一方面可以让学生了解到更多有用的东西，而另一方面是学生会沉迷于网络，导致学习的后退，所以利用好网络是至关重要的，以下是我的几点建议；希望对大家有帮助！

1、小学生必须完成课堂作业和家庭作业。这是上网的前提条件，要让小学生知道这是第一条件，而且不得打一点折扣。久而久之，最好能形成这一良好的习惯。

2、小学生每次上网要有明确的目的，不浏览不健康的网站，不沉迷上网（或玩电子游戏）。为了查找学习资料、发邮件、通讯和娱乐等使用网络，绝不可以把网络当成打发时间的工具。

3、小学生必须要在老师或家长的监督、指导下进行上网。网络世界太复杂了，这有“鲜花”，也有“罂粟”，由于小学生的思想单纯，意志力不坚定等特点，所以教师和家长必须介入进行监督。同时，有可能的话进行技术支持。

4、小学生上网时间要进行控制。第一，在上网时间的总量上进行控制，比如一个星期中规定上网时间不能超过两个小时，从总量上进行控制。第二，在上网的时间段上进行控制，比如可以允许孩子在周末、双休日上网。同时还要告诉孩子们长时间上网会极大的损害自己的身体健康。

5、小学生不要与陌生人在网上聊天，更不要和网友见面。小学生绝对不可以和陌生人讲话，网络是虚拟的，网上的信息有的可能不是真的。不要把自己的信息（姓名、学校等）及网络信息（比如上网的密码和电子邮箱的密码）告诉网友。

6、小学生上网要写好上网记录或上网笔记。小学生每次上网一定要写上网记录，最好是写上网笔记。

最后，家长给电脑装上具有屏蔽过滤功能的软件，以屏蔽过滤掉不适合学生接触和浏览的网站内容。还要使用电脑使用记录软件，以便及时发现问题和更好的引导学生使用网络。

Above all, the single most important thing I learnt was that as a public speaker, you need to pay attention, first and foremost, to the content of your speech.And second, the structure of your speech: how one idea relates and progresses to another.Only after these come delivery and non-verbal communication: speed control, platform manner, and so on.Pronunciation is important, yet of greater importance is this: Is your language competent enough to express your ideas exactly the way you intend them to be understood?

I was informed afterwards that I was chosen to be the winner for my “appropriately worded speech, excellent presence and quick-witted response”.In so remarking, the judges clearly showed their preference: they come to listen for meaningful ideas, not for loose judgments, nor easy laughters.Some contestants failed to address their questions head on.Some were able to, but did not knows wheresto stop—the dragging on betrayed their lack of confidence.The root cause was that they did not listen attentively to the questions.Or they were thinking of what they had prepared.As I said in my speech, “It is vitally important that we young people do more serious thinking...to take them [issues like globalization] on and give them honest thinking is the first step to be prepared for both opportunities and challenges coming our way”.We need to respond honestly.A competition like this draws talented students from all over the country.And of course, I learnt more things than just about public speaking.Since in the final analysis, public speaking is all about effective communication.And this goes true for all communications, whatever their setting.中学生英语演讲稿5: 如何才能受人欢迎

In my 18 years of life, there have been many things.University days are the best part of them.I can never forget the days when I stepped into my university.I was impressed by its garden-like campus, its enthusiastic students and especially its learning atmosphere.I at once fell in love with it.After the arduous military training, I get absolutely absorbed in my studies.The classes given by the teachers are excellent.They provide us with information not only from our textbooks but from many other sources as well.They easily arouse my insatiable desire to take in as much as I can.Frankly speaking, at first I had some difficulty following the teachers.However, through my own efforts and thanks to my teachers' guidance, I made remarkable progress.Now I've benefited a lot from lectures and many other academic reports.Learning is a long process;I'll keep exploring in the treasure house of knowledge to enrich myself.This summer I got out of the ivory tower and entered the real world.A publishing house offered me a part-time job in compilation and revision.At the beginning I was belittled by my colleagues.But they were really surprised when I translated seven English articles over 5,000 words on only one day.Gradually, they began to look at me with respectful eyes.In their opinion I turned out to be a useful and trustworthy colleague.I also realize that only those who bring happiness for others can be truly happy.So I often take part in activities concerning public welfare.I once went to a barren mountain village with my classmates.We taught the kids there who could not afford school.While showing them how broad and how civilized the outer world is, I was deeply touched by their eagerness to learn, their honesty and their purity.I couldn't control my tears on the day when we left.The precious experience with the poor kids made me aware of the responsibility on the shoulders of us, future teachers.Besides study and social practice, there are entertainments as well.I do body building every day, hoping to keep healthy and energetic.We also write a play and put it on in our spare time.Campus life is the most splendid time.But different people have different choices.The majority of students cherish their beautiful season and cherish the hope that one day they'll become outstanding.But there are indeed some students still under ignorance.They gather together for eating, drinking or playing cards.They're busy in searching for a girlfriend or a boyfriend.They forget completely about their mission as college students and the hope of their motherland.Finally, I do hope everybody can try their best to become a worthy citizen of the country.I do hope everybody can become the backbone of our nation and make great contributions to society!

Good afternoon, ladies and gentlemen.The title of my speech today is ”Crossing the Sea“.An English poet by the name of Rudyard Kipling once wrote in this poem ”We and They" :

All the people like us are We and everyone else is They We live over the sea While They live over the way We eat pork and beef with cow horn-handled knives They who gobble their rice off a leaf Are horrified out of their lives.When these lines first caught my eyes, I was shocked--how could two people remain so isolated and ignorant of each other in the past? Today's society, of course, is an entirely different picture.Those people who used to eat with gobble their rice might be as well have taken to fish and chips.Indeed, just take China as example;Our modern life has been influenced by Western style of living in so many ways that it's no longer surprising to see teenagers going crazy about rock-and-roll, whole families dining out at McDonald's and even rather elderly people dressed in Apple Jeans.However, these are only some expressions of the cultural changes taking place in our society today.What is really going on is a subtle but significant restructuring of the nation's mentality.Just look around.How many college graduates are ready to compete aggressively for every job opportunity, whereas not long ago they were asked just to sit idle and wait for whatever was to be assigned to them by the government?

How many young people are now eager to seek for an independent life whereas only two decades ago they would rely totally on their parents to arrange for their future? Ask anyone who participates in today's speech contest.Who has not come with a will to fight and who has not come determined to achieve self-fulfillment in winning the game? And I'm quite certain that if Confucius had lived to see today's China, he would have been horrified to see young lovers kissing each other in public places in an unreserved expression of their passion.It is therefore evident that we as descendants of an ancient Eastern civilization are already living under strong influence of the Western culture.But it is not only in China that we find the incorporation of the two cultures.Take the United States as an example: During the 1980s, in face of the overwhelming competition from Japan, many American companies such as the Ford began to adopt a teamwork management from their rivals, the essence of which, lay at the very core of Eastern culture.Take the Chinese acupuncture as another example: This traditional treatment of diseases is finally finding its way to the West and hence the underlying notion that illness is resulted from the imbalance between yin and yang within the body--an idea which would strike any Westerner as incredible in the past!

Ladies and Gentlemen, we live in a great epoch when the global integration of economy and the information revolution have brought cultures of the world closer than ever before.We live in a particular era when countries, East and West, find themselves in need of readjusting their traditional values.We live, at the same time, at a critical juncture of our evolution because such problems as ethnic conflicts and regional unrest are increasingly posing a threat to the peace and happiness of the whole human race.To cope with such an era and to embrace an even brighter future, we need to learn to live more harmoniously in a world community which is becoming smaller and smaller.My dear fellow students, our command of the English language render sit possible for us to gain an insight into Western culture while retaining our own cultural identity.Therefore, it is our sacred responsibility to promote the cultural exchanges and hence the mutual understanding between China and the rest of the world.It is my happiest dream that new generation of Chinese will not only grow up drinking Coca cola and watching Hollywood, but also be blessed with the far-reaching benefits of multiple cultures;benefits that our forefathers had never, ever dreamed of.To end my speech, I would like to quote Rudyard Kipling again:

迎接青州市督导工作总结

在本次青州市督导工作中，我负责安全组联络工作，参与了办学理念组的迎查工作。在迎查中根据检查领导提出的注意问题，现总结如下：

一、安全组：

本组检查领导是市局安全稳定科冯学胜科长。冯科长在检查中肯定了我校在安全管理和安全演练的工作成绩，对档案整理进行了肯定。提出的问题是：

1、伙房及微机室用电一定要安装空气开关或漏电保护开关，并强调下次一定要再检查。

2、安全教育备课与教材、笔记一定要对应，下次检查也是一定要检查的内容之一。

3、安全演练材料要完整，有预案、方案、记录、总结及整改措施。

冯科长在检查后还强调，安全工作是事关人生命的工作，是学校所有工作的基础，不能有任何侥幸思想。

二、办学理念组：

本组检查领导是李建新主任。李主任检查的主要内容是学校安全预案和演练档案，以及学校中层一岗双责责任书。李主任肯定了我校安全工作，但也要求我们进一步对安全预案进行完善，并根据检查情况提出了如下要求：

1、安全预案要有总有分，责任人要相对固定，让每个教师在出现突发事件时都知道自己应该到的位置和应尽的责任、应干的事情。

2、领导干部一岗双责要在职责分工的前提下，根据每个人的具体分工确定具体的岗位职责，不同的岗位有不同的职责，签订不同的责任书。

总体来说，检查领导对我校工作是肯定的，提出的问题是中肯的，对以后我们工作的改进和提升具有很强的专业指导意义。我们在以后的工作中，将严格按上级文件要求和检查领导的指示，扎扎实实的抓好工作落实，努力改进和提升我们的工作，尽心尽力、尽职尽责的干好本职工作。
