摘要:本文阐述了投资环境的定义,分别从有利因素和不利因素对闸北区投资环境做了评价,并收集了相关数据给以以支持,并基于此提出了完善具有投资吸引力的基础设施、大力促进招商引资工作、努力改善金融服务水平、大力引进具有先进技术含量的高新技术企业、创造良好的政策环境等若干条建议以改善闸北投资环境。
关键字:投资环境投资环境评价闸北区投资展望 2010年,上海经济开始全面复苏、逐步趋稳,闸北的投资环境如何,直接关系到闸北的发展乃至上海的经济发展。因此,开展投资环境研究,找出投资环境的优劣,对于加强各区之间的合作、优化区域投资环境、制定经济社会发展政策有着重要的意义。1.闸北投资环境现状
从地理位置上讲,闸北紧邻虹口、普陀、黄浦,是上海火车站、铁路北郊货运站和长途客运总站所在地。区域内有铁路、地铁、轻轨、高架和高速公路5线交汇,上海地铁最早的一号线便贯穿闸北。目前闸北日客流量超过30万人次,运输服务企业近千家,可以说人流汇聚,客货运发达。
从商贸功能上讲,闸北是上海集聚都市核心功能的一个重要区域。不夜城经过二十余年的重点开发建设,建成了一批酒店、商务办公、住宅、娱乐和金融机构等设施。大宁国际商业广场,依托浦西最大的绿地——大宁灵石公园和上海唯一的马戏城,已经成为了上海市北地区集酒店、生活、购物、美食、娱乐于一体的公共活动中心。如今,又一全新打造的苏河湾开发项目,将承担起提升产业能级、重塑城市形象、引领闸北发展的重任。
在工业技术上,闸北的上海老工业基地——彭浦工业区拥有雄浑的工业文明和广泛的工业服务人群。而如今,在闸北区人民政府的统一规划下诞生的市北高新技术服务业园区正逐步发展成为区域经济的主打力量和产业发展基地。2.投资环境评价 2.1 有利因素
(1)经济水平持续增长。从基本数据来看,从2005年全区生产总值237.96亿元至2009年的385.96亿元,呈现出每年递增的趋势,人均GDP也由2005年的33.75万元/人每年递增至2009年的50.73万元/人。由于金融危机的影响,2009年的经济增长较前几年增速有所减慢,但总体经济趋势仍然在稳步增长。同时,经济的发展起到了对闸北投资环境明显的改善作用,2005年全区固定资产投资仅为50.8亿元,2006年至2008年增幅维持在7个百分点以下,2009年全区固定资产投资猛增至75.19亿元,增长率到达35.2%,较以往各年多出近30个百分点,呈现出大幅度增长。
(2)环境状况较好。闸北区人均公共绿地面积、全区绿化覆盖率与所列中心市区相比,一直处于上等水平,并呈现出逐年递增的趋势。城区绿地面积一直保持较好的状态,杨浦由于近几年的飞速发展,政府加强对环境的改善作用,2008年绿化覆盖率跃至第一并保持领先。闸北也不甘落后,2006年全区绿化覆盖率超过普陀,近两年与之保持并列,领先其他中心城区而仅次于杨浦,展现了闸北在环境状况方面的优势。
(3)重点产业对区域经济的支撑作用不断增强。交通商务服务业、商贸流通服务业、房产建筑业和生产性服务业在一批重点企业带动下,发展势头良好,区级税收逐年上升,占区级财政收入比重也呈现出上升趋势,区四大重点产业成为经济发展重要的推动力,发挥着支撑区域经济发展的作用。2.2 不利因素
(1)金融服务水平落后。金融服务滞后是影响投资环境的一大重要因素。闸北的金融服务主要有两个方面的问题,一是金融机构过少。外资银行和其他类型的金融机构没有进驻闸北,可提供的金融服务有限。二是国际金融服务落后。恒丰路黄金商务大道、上海多媒体谷、市北高新技术服务园区、东方环球企业中心四个板块使闸北区成为上海发展总部经济“后起之秀”,但外资企业进出口贸易的资金结算、汇兑等项目,仍需跨区办理,时间成本加大,效率降低。
(2)市场建设欠缺。主要表现:一是调控作用发挥不够,盲目做大做强,不夜城北广场扩张已经启动,但不夜城“水货手
机市场”印象仍未消除。二是市场建设水平低、专业化程度差。目前,共和新路场中路闸北建材市场、七浦路服装市场等虽然整体规模较大,但所提供的商品档次水平较低、市场内各店铺管理人员素质较低、管理不全面、流动性也较大,从而缺乏竞争力。三是高素质人才匮乏。目前闸北整体经济水平较其他中心城区落后较大,人才流失较为严重,企业急需的人才很难在市场上得到。
(3)工业企业经济效率低下。作为传统工业园区,闸北工业企业利润较少。闸北全年工业总产值和利润总额均处于下等水平,其中利润总额排在倒数第二位,与排名靠前的浦东、闵行、松江等区有非常大的差距。彭浦新村地段多为制造业国有企业,近几年制造业产能过剩加之国有企业经营机制方面一直存有的弊病,无法达到各生产要素的最佳组合和资源的配置,引发经济效率低下。
3.投资展望及若干建议
良好的区域投资环境衡量一个地区核心竞争能力和潜在发展能力的重要标志,也是地方实施全方位投资战略的重要前提和基础,根据闸北实际情况,改善投资环境,应继续做好以下工作:
(1)要加快人才培养、人才引进。在一些特别重要的主导产业,能够聚集起一批稳定服务于本地经济的、具有较高知识水平、研发能力、管理能力的优秀人才。
(2)闸北以现代服务业为抓手,进一步优化投资环境,大力促进招商引资工作。根据闸北经济发展的总体思想,招商引资的产业优势和项目的吸引力,做到有的放矢;集中财力、物力、人力重点建设“一区六园”,把“一区六园”作为闸北经济发展的“火车头”。
(3)努力改善金融服务水平。对符合国家产业政策、有科技含量、有良好发展前景的中小型企业,有限给予信贷支持。积极引进各种经济类型的金融机构,扩大企业贷款的选择面,靠宽松的金融平台扩大开放服务。
(4)大力引进具有先进技术含量的高新技术企业,加快科技产业和创新资源集聚。作为闸北投资及经济发展的战略重点,市北工业新区已正式更名为市北高新技术服务园区。政府要发挥桥梁作用,积极为园区发展出谋划策,全面营造良好的环境,包括政策环境、经营环境、治安环境、舆论环境等,全面提高服务质量、水平和效率。
(5)依托闸北区位优势,大力引进长三角地区的总部经济和优质企业,特别是结合北广场地区综合改造,积极打造为长三角区域和各省市企业服务的优质平台。
(7)创造良好的政策环境。参照相似地区成功做法,总结本地成功经验,对已制定的各项优惠政策和政策规定,再修改、再充实和再完善,做到人无我有,人有我优。
未来几年内,闸北将以不夜城地区1.42平方公里为核心,以苏州河沿岸旅游休闲文化区、北郊物流园区等功能区建设为支撑,把整个闸北建设成环境宜人、功能集聚、辐射强大的现代交通商务区。加强完善周围配套公共基础设施建设,通过市场机制和招标形式出让项目经营权,吸引有实力的企业进行投资和经营,为一定辖区内的公众提供良好的服务。参考文献:
