常言道“饭后一根烟，快活赛神仙”。在我国，烟草多年来一直保持着七个“世界第一”：烟叶种植面积第一；烟叶收购量第一；卷烟产量第一；卷烟消费量第一；吸烟人数世界第一；烟草利税第一；死于吸烟相关疾病人数第一。据卫生部公布的数据显示，我国目前烟民已达

3.5亿，“被动”烟民5.4亿，其中15岁以下儿童有1.8亿。进入2000年以来，中国每年死于吸烟相关疾病约100万人，是全球死亡人数的五分之一。一根小小的香烟给全世界乃至全人类带来了历史性的难题，这么多触目惊心的世界第一使得禁烟问题备受关注。正方观点：公共场所应该全面禁烟

辩手三观点：全面禁烟只是一纸空文，法律毫无执行力。当一个法律只停留在立法阶段的时候，当世界无烟日的时候在禁烟牌前依然炊烟袅袅生起的时候，还不把有限的公共资源用于教育感化中，却无端的浪费立法资源，可悲可叹。

总而言之，我认为公共场所不能全面禁烟，应该考虑烟民的权利，为他们创造一个狭小的空间供他们吸烟，同时避免大众受“二手烟”的影响。
