1.自学考试本科毕业生申请学士学位应具备哪些条件?
符合以下条件均有资格申请授位,高等教育自学考试的学位申请与授学位。
(一)自学考试本科毕业生,课程平均成绩和毕业论文(毕业设计或其他毕业实践环节)达到优良。
(二)考籍档案中没有违纪、作弊记录。
(三)在思想品质及其工作中没有因犯错误而受过严重警告以上(含严重警告)处分的毕业生。
2.申请授予学位的时限是怎样规定的?
获得毕业证书后一年半内完成学位申请和授予工作,逾期未申请者不得再授予学士学位。市学位办每年受理学位两次。
3.申请授予学位的自学考试本科毕业生怎么办理手续?
自愿申请授予学位的自学考试本科毕业生,在取得毕业资格后,应首先向有权授予学士学位的主考学校的自考办函索学士学位申请表,然后直接向主考学校自考办函寄本人申请报告(申请报告含:本人如实填写的学士学位申请表、毕业证书和本人身份证复印件、近期二寸半身标准照片二张),工作报告《高等教育自学考试的学位申请与授学位》。
4.经审核未通过的学位申请者,能否申请补授学位?
已受理的学士学位授位申请者,经学位授予单位审核决定不授予学位的,不得申请补授学位。
5.原已有学位者能否再次申请授位?
已获得学位的研究生、本科毕业生,参加高等教育自学考试本科(段)专业考试,并获得毕业证书者,若与原毕业专业属同学科门类,不再授予学位证书。
6.申请学士学位,其外语统考有哪些规定?
根据市学位办的统一要求,自学考试本科毕业生申请学士学位应参加由学位办组织的外语统考。具体规定如下:
①高等教育自学考试本科生第一门课程合格后至获得毕业证书一年以内,均可凭相关证明材料报名参加市学位办组织的外语水平统考。
②高等教育自学考试本科生,在毕业之后一年半内应申请学位(此时外语水平统考必须及格),超过一年半也不能申请学位;
③自学考试专科起点的本科毕业生,从第一门课考试到申请学位,其时间不得超过四年。
高等教育自学考试本科生参加外语水平统考可在每年规定的报名时间内,向我市几所本科专业主考学校自考办报名(函报亦可)。

学位申请与授予管理办法(暂行版)
第一章
总则
第一条
学位论文阶段是MBA研究生培养过程的一个重要阶段,根据《中华人民共和国学位条例》和全国MBA教育指导委员会对MBA研究生学位论文的要求,我校MBA研究生学位论文的撰写、答辩和学位授予应严格执行国家的有关规定,并按照山东财经大学学位授予工作的相关规定进行操作。
第二条
MBA研究生修满规定学分,中期考核合格后方能进入学位论文阶段。
第二章
导师选择
第三条
MBA研究生的指导教师采用师生互选的方式确定,在第一学期结束前完成。互选程序如下:
(一)由MBA研究生根据自己的知识结构、工作实践及个人兴趣,初步确定论文选题及导师,然后主动与导师联系,进行师生互选;
(二)由MBA教育中心根据师生互选意向及具体情况进行协调,最终确定导师名单。第四条
为保证学位论文的质量,原则上每位教师每届指导学生数量一般不超过5人。
第三章
论文开题
第五条
MBA研究生在导师指导下,在第二学期末进行论文开题并提交论文开题报告。开题报告一式三份,按照MBA教育中心要求的统一格式打印,MBA教育中心、导师及研究生本人各一份。
第六条
MBA教育中心组织开题报告会。开题报告评审委员会一般由3名具有高级专业技术职称的校内导师和校外导师组成。同时确定开题秘书1人,协助开题委员会工作。
第七条
开题秘书应详细记录专家的评审意见,作为后续论文评阅的参考依据。
第四章
论文写作
第八条
MBA学位论文要在MBA研究生自己调查研究的基础上紧密结合我国改革与建设、企业管理或原单位的实际需要在导师组指导下进行。论文形式可以是专题研究报告,也可以是高质量的调查研究报告、企业诊断报告、商业计划书以及编写高质量的案例等。无论采用什么形式,评价论文水平主要考核其综合运用所学理论解决实际问题的能力,看内容是否有新见解,或看其实用价值(包括创造的经济效益、社会效益)。
第九条
MBA学位论文写作时间全日制MBA研究生不少于6个月,在职MBA研究生不少于9个月;学位论文字数不少于3万字,统一按照《山东财经大学硕士研究生学位论文写作规范》的要求撰写、打印和装订。
第十条
论文完成后,由导师签署《山东财经大学硕士学位论文答辩申请书(专业学位申请人员专用)》,并提交MBA教育中心审核。
第五章
论文检测
第十一条
学位论文检测工作由研究生部和MBA教育中心共同组织。全体MBA研究生需在第四学期初按照学位论文的格式提交论文电子版,由MBA教育中心统一提交研究生院。如申请人未能及时提交论文,其论文答辩和学位申请事宜延至下一次申请期间进行。
第十二条
检测标准
(一)系统第一次检测结果文字重合百分比小于30%(含30%)的学位论文,如导师和学位申请人确认学位论文的核心内容不存在抄袭行为,视为通过检测,可按正常程序进行学位论文评审和答辩。
(二)系统检测结果文字重合百分比在30%—75%之间(含75%)的学位论文,需将具体检测结果反馈给研究生导师,由导师会同学位申请人在规定时间内对论文进行认真修改,修改完成后需再次提交《山东财经大学学术不端行为检测复检申请表》,并进行第二次检测。若检测结果小于30%(含30%),视为通过检测;否则,本次答辩申请无效,需再次修改并推迟至下一次申请。
(三)系统第一次检测结果文字重合百分比大于75%的学位论文,取消学位申请人当次答辩申请资格。
第十三条
校学位评定委员会是负责处理研究生学术不端行为的评决机构,研究生部负责受理关于研究生的学术不端行为的举报,负责组织相关调查和学术不端行为的认定。
第十四条
学术不端行为的处理遵循客观、公正、合法的原则,根据学术不端行为的性质和情节轻重,依据法律、法规和有关规章制度对相关人员进行处理。处理结果在一定范围内公开,接受社会监督。
第十五条
研究生指导教师要恪尽职责,严格把关。学位论文如因导师失察而出现学术不端行为,并给学校声誉造成不良影响的,将按照国家和学校的有关规定给予导师相应的处理。
第六章
论文评阅
第十六条
通过学位论文学术不端检测的MBA研究生再次提交修改后的论文电子版,由研究生院抽取一定比例送外审两位相关专业专家评阅,其余学位论文由MBA教育中心送校外两位专家评阅,为保证学位论文评阅的公平、公正,防止在论文评阅过程中认为因素对论文评价结果的影响,论文评阅均采用隐名评阅的形式。
第十七条
用于隐匿评阅的论文必须按照以下要求进行格式调整,否则视为无效提交。
(一)论文封面隐去研究生姓名和指导教师姓名,仅保留论文题目、学科门类、专业名称及论文提交时间;
(二)“学位论文原创性和使用授权声明”页隐去作者和导师签名;
(三)删除“致谢”页。
第十八条
论文答辩前,研究生处和MBA教育中心必须对隐名评阅专家信息严格保密,学位论文评语应密封传递。
第十九条
MBA学位论文的隐名评阅书由评阅专家所在单位研究生助管部门直接反馈学校研究生处,研究生处对论文评阅结果进行登记并对评阅书作保密处理后,反馈MBA教育中心,对隐名评阅论文的反馈意见采取以下处理办法。
(一)两位专家对学位论文的综合评价均为“合格”及以上,且评阅结论一致为“本论文已达到硕士学位论文水平要求,可以进行答辩”的,视为通过论文评阅,可安排学位论文答辩。
(二)两位专家对学位论文的综合评价均为“合格”及以上,但评阅结论有一位专家认为“本论文基本达到硕士学位论文水平要求,但需做进一步修改”的,研究生本人须在导师的指导下对论文进行修改,导师应对论文修改情况做出评价,并说明是否同意该研究生进行学位论文答辩,MBA教育中心学位评定分委员会根据导师签署的意见,评议决定是否需要对论文进行重新评阅,并做出是否安排答辩的意见。
(三)两位专家对学位论文的综合评价一个为“合格”及以上,另一个为“不合格”时,研究生本人须在导师的指导下对论文进行修改,由研究生处统一再送一位专家重新进行评阅,评阅成绩为“合格”及以上的。可参加答辩;重新评阅仍然为“不合格”的,本次学位申请无效,论文作者必须对论文做重大修改,半年至一年内重新申请学位论文答辩。
(四)两位专家对学位论文的综合评价均为“不合格”,且评阅结论一致为“本论文没有达到硕士学位论文水平要求,不能进行答辩”的,本次学位申请无效,论文作者必须对论文做重大修改,半年至一年内重新申请学位论文答辩。第二十条
MBA学位论文隐名评阅的要点
(一)论文选题的理论意义和实用价值。
(二)论文所反映的作者对本学科领域国内外动态以及前沿知识的了解程度和对文献资料的掌握及综述能力。
(三)作者已掌握的基础理论、专业知识、基本研究方法和技能,以及具有的独立进行科研工作的能力;论文的新见解、新观点、新方法。
(四)论文的规范性及文字表达能力;材料的真实性、结构的合理性和结论的正确性;概念清晰与分析严谨的程度。
第七章
论文答辩
第二十一条
全日制MBA研究生在申请硕士论文正式答辩之前,须向中心提交一份不少于5000字的案例分析报告,否则不能参加正式答辩。
第二十二条
学位论文定稿到组织答辩应留有一个月左右的时间,论文在答辩日之前至少一周时间送达答辩委员会委员。答辩委员会一般由5名及以上具有高级专业技术职称的专家组成(校外专家不少于1名),经导师组负责人同意后予以聘请。同时确定答辩秘书1人,协助答辩委员会工作。
第二十三条
MBA论文答辩应该公开进行,并由答辩秘书作详细记录。具体答辩程序如下:
(一)主席宣布开会;
(二)由导师简要介绍答辩人的学习成绩;
(三)答辩人报告论文要点;
(四)委员提问,答辩人答辩;
(五)休会,委员举行会议,宣读导师和评阅人的学术评语,并根据答辩情况以不记名投票方式进行表决。学位论文须经全体委员的三分之二(含三分之二)以上同意,方得通过。
(六)复会,主席宣布表决结果和答辩委员会决议。
第二十四条
答辩结果分为优秀、良好、合格、不合格。答辩不合格者,可允许申请人在一年内修改,重新答辩一次。论文评阅不合格者,可允许申请人在一年内修改,重新申请答辩一次。
第二十五条
需要提前或延期答辩的研究生必须在学校规定的期限内提出书面申请,由导师签字后,交MBA教育中心审批,批准后进入答辩程序。
第八章
学位授予
第二十六条
MBA教育中心学位评定分委员会召开会议,采取无记名投票方式就是否建议授予硕士学位做出决定。参加会议人数不少于5人,经出席会议的三分之二以上委员通过方可上报校学位评定委员会审核。
第二十七条
学位评定委员会召开会议,经会议审核通过,授予工商管理硕士专业学位。

有关自学考试学位申请的问题
一、申请学士学位条件
1、学习并通过考试计划规定的政治理论课程,能够掌握马克思主义的基本理论,并具有运用马克思主义的立场、观点和方法分析、认识问题的初步能力。
2、通过自学考试,取得了本科全部课程的合格证书,完成了毕业论文并通过论文答辩,经审核准予毕业,表明考生确已较好掌握本学科的基础理论,专门知识和基本技能,并具有从事科学研究或担负专门技术工作的初步能力。
3、申请学士学位的考生所学专业的主干课程平均成绩必须达到主考院校要求,并通过学位英语考试。(主考院校对学位授予有自己的规定,例如北京有8个专业要求平均分65分以上才可以授予学位,具体要求请咨询主考院校。)
二、申请学位程序
1、高等教育自学考试本科毕业生符合学士学位审批条件,于发毕业证的同时向当地教育考试院或自学考试办公室提出申请,填写学士学位评定表一式2份,交近期2寸免冠照片一张。
2、市考试院或自考办对申请人档案材料(包括本科毕业生鉴定表、毕业论文原件及论文成绩单)和毕业生填写的学士学位评定表进行审定,无误后,于3月底报省考试院。
3、省考试院整理汇总各市地申报的学士学位材料,进行初审,初审合格者将考生档案材料与学土学位名册于每年4月推荐给有授予权的主考学校。
4、主考学校学士学位主管部门和学术委员会按要求对申请学位者逐个评审,评审合格,授予学士学位,未通过者不再补授。
三、不授予对象
高教自学考试本科毕业生有下列情况之一者,不能授予学士学位:
1、违反四项基本原则,或受学校及工作单位纪律、行政处分者;
2、考试期间,有违纪、舞弊行为受到处理者;
3、未取得申请学士学位外国语统考合格证书者。
四、授予学位程序
1、参加学位外国语考试的考生在各主考学校报名。
2、符合学士学位授予条件拟申请学位者,须持本科毕业证书和外国语考试合格证,到主考学校学位办申请并填写本科毕业生学士学位申请表,经工作单位或有关学校审核,省自考办审核成绩后,交主考学校成教院(自考中心),报学校学位委员会审核。
3、高等教育自学考试本科毕业生申请学位者应向主考学校学位主管部门交纳考务、评审等费用,具体标准按有关文件精神执行。同时向主考学校缴纳一科次的报名费。
4、主考学校学位办将评审结果等相关材料报送省学位办备案,同时送省自考办一份备查。
五、补授情况
往届未授予学士学位的高等教育自学考试本科毕业生,原则上一律不再补授。各地详细情况请咨询各地考办。

河海大学主考:环境工程、公共管理专业自考本科毕业生申请学士学位的规定
一、申请条件
1.参加高等教育自学考试且各专业如下学位课程考试(每门百分制)平均成绩达到70分以上(含70分)。
(1)环境工程专业:环境质量评价、水污染控制工程、大气污染控制工程。(2)公共管理专业:公共管理学、行政管理学、行政职业能力测评、人力资源开发与管理。
2.参加高等教育自学考试“英语
(二)”考试成绩达到70分以上(含70分)。3.毕业设计(论文)成绩达到良好以上(含良好)。
二、凡有下列情况之一者,不授予学士学位: 1.不具备上述授予条件者;
2.学习期间曾受过学校或所在单位的行政记过或以上处分者; 3.自毕业之日起至学位申请截止日超过一年者。
三、授予程序
