冬令时-简介
高纬度和中纬度的许多国家为了充分利用夏季的太阳光照，节约照明用电，而又不变动作息时间，实行夏令时。即在夏季到来前，把时针拨快一小时，到下半季秋季来临前，再把时针拨回一小时。实行夏令时的日期一般是：4-9月（北半球）10-3月（南半球）。
在我国每年九月中旬第一个星期日的凌晨2时整（北京夏令时），将时钟拨回一小时，这是冬令时；再从四月中旬第一个星期日的凌晨2时整（北京时间），将时钟拨快一小时,这是夏令时;一般以五月一日和十月一月作为分界线。我国于1986年开始实行夏令时，夏令期间，北京时间改为北京夏令时，1992年终止实行。
历史上，法国最早于1916年效仿英国实行冬令时制，二战期间取消；第一次石油危机之后，为了节约能源，1976年，法国又恢复冬令时制。
法方认为，法国实行夏冬双时制，每年可减少4%的照明用电需求。
欧盟于1986年采用夏冬双时制，但成员国做法上有些差别。
目前，大部分成员国是以柏林子午线为准，冬季，格林威治时间+1；夏季，格林威治时间+2。

望着热气腾腾的柠檬茶和摆在进口的碟子（中国进口）上的可耻死，笔者突然想到1987年第一次从「主流国」（注：「主流国」是旅美自称高级的华人对美国的昵称）回到中国，刚好碰到中国那一年首次实行夏令时制度，跟亲朋好友约定见面时间，他们一个个都会紧接着问一句：「是新时间，还是旧时间？」刚开始笔者听了这句话真的是丈二和尚摸不着头脑，不明白中国为何有新旧时间之分？后来才了解到原来中国政府学习美国「节省能源之说」推行夏令时，但是中国的老百姓不习惯夏令时间，特别是农民，往往将约定的时间弄错了，于是乎他们称夏令时为「新时间」。
笔者曾好奇地问当地的农民：「夏令时一到，你们把时钟调快一个钟头，凡事按照夏令时作业不就得了，干吗要这么劳心费神的分为旧时间、新时间，这不是自己给自己添乱吗？」
没想到农民义正辞严正色地回答说：「实行夏令时才是真正给我们添乱子、找岔子，看天上太阳的位置明明是九点，可夏令时硬要说是十点，我们是必须充分利用阳光能源的人，日出而作、日落而息是我们农民真正的工作时间表。老天爷不会因为夏令时的出现让太阳提早一个小时下山的，我们也不会因为夏令时的出现而更改原先的作息时间。」第二年中国废止了夏令时的实行。
众所周知，夏天日长夜短，把时间拨快，晚上八九点才天黑，感觉上愈显得白天特别长了；冬天日短夜长，将时间拨慢，傍晚四五点就已经天黑了，冬夜显得更加的漫长了。按照地球自转的规律，要真正利用太阳能，应该将夏天时间拨慢，冬天时间拨快才对，笔者想来想去想不通，不知道现在每一年都在美国实行的夏令时当初是谁最早提倡的？为什么至今不废止？因为夏令时并没有真正到达节省能源、利用太阳能的目的。
中国农民「我们必须是充分利用阳光能源的人」一句话一针见血地点出了夏令时的弊病。笔者糊里糊涂过了三十多年的夏令时，而且年年都在夏令时、冬令时交接的时候，必须花费一、二个星期甚至更长的时间“倒时差”，以适应「新时间」的到来，却从未考虑到夏令时本身存在的弊病，直到今天才恍然大悟，表面上看来应该是属于落后一族的中国农民，他们的思维却比笔者先进了几十年。再从另外一个角度来看，也从最根本的角度反应出西方国家推行的制度并不像高级华人口中所形容的绝对完善，绝对正确。
世界五大洲诸多国家眼中，欧美国家是重视科学、科技尖端的发达先进国家，尤其是美国，其实不然，这些国家面对明明是错误的，行不通的事情，却也常常不能及时将它们纠正过来。譬如说，以前英国鼓励割掉刚出生不久的婴儿的阑尾，生在英国贵族家庭的婴儿更是绝对不能幸免的，以及因喉咙发炎鼓励病人割掉扁桃腺，就是与目前实行夏令时相类似的例子。众所周知，阑尾和扁桃腺是人体内的警钟，没有了这两个警钟发出提醒病人应该吃药、打针的警告，医生无法正确掌握病人的病情发展、病理状况，等发现病人病情严重的时候，往往已经是病入膏肓的时候。多年的临床教训，医生终于发现阑尾和扁桃腺不是到了非割不可的时候，千万不能割掉，于是就灰溜溜地暗自决定不再鼓励割婴儿的阑尾和病人的扁桃腺了，没有任何公开的声明，也没有向民众表示对不起。也许那一天美国的政客们突然心血来潮，夏令时也像英国割阑尾、割扁桃腺一样，一夜之间突然销声匿迹了，不再重现美国，当然也不会有任何声明，和承认错误之说。
当今世界的每一个国家不管是先进的、发展中的、还是落后的都在追求能源，追求取之不尽、用之不竭的太阳能，夏令时并不像美国政府刚刚推行时所鼓吹的那样能够节省能源，为什么仍然年复一年实行夏令时？为什么从来没有那一位政客或是改革家提出废止夏令时？最主要的原因是因为中国是世界上第一个废止夏令时的国家，美国的众多政治家虽然没有公开表明反共主张，但在其骨子里头彻彻底底将中国视为美国的假想敌国，他们因为反共思想拒绝承认实行夏令时是一个不恰当的决策，不承认夏令时带来的诸多弊病。
欧美的政治家、改革家对于中国的发明、新发现（除了耍尽骗、偷、抢、夺等手段占为己有，然后改头换面变成他们手中的发明、新发现，另当别论），往往出现习惯性排斥，当作看不见，没有这么一回事。他们持着「如入芝兰之室，久而不觉其香；如入鲍鱼之肆，久而不闻其臭」的态度拒绝接受，那怕是对人民有用处的、有价值的，他们依旧假装看不见，并自欺欺人地认为中国的发明、新发现是错误的，是不可信的。最后受损失的是这些国家的人民。美国连一个节省能源的问题都没有办法与其他国家包括中国在内取得一致的看法，又从何谈起建立所谓的全球性的地球村？
中国在这方面表现得比较出色，比较英明，可以汲取外国的经验，在实践过程中如果发现不符合中国国情的，马上废止。但是笔者坚决反对凡事都跟随美国，照搬照抄美国现行的制度、政策，不要说美国现行的制度、政策存在有诸多的漏洞和不完善的地方，即使是符合美国人民利益的，也不一定完全符合中国人民的利益。
总而言之，用全盘西化的方式发展中国是行不通的，中国应该努力探讨实践走有中国特色适合中国国情的道路。
