为顺利完成2010年食品安全工作考核,我局严格按照市局《关于做好迎接市食安委对2010年食品安全工作考核和重庆市食品安全整顿工作考评准备工作的通知》(渝食药监食监【2011】6号)、《重庆市食品安全委员会关于印发2010年食品安全工作考核方案的通知》(渝食安委【2010】7号)和《重庆市食品安全委员会关于开展2010年食品安全工作考核的补充通知》(渝食安委【2011】2号)的要求,对照考评细则,认真细致地进行了相关资料的收集、整理及现场迎检工作的准备。为了使此次迎检工作做到万无一失,我局围绕考核内容切实开展了自评,并进行查漏补缺,现将有关情况自查报告如下:
一、领导重视,措施得力
我局领导高度重视本次食品安全考核工作,及时召开了专门会议,组织全局干部职工认真学习了文件精神,对迎检工作进行了布置,并成立了迎检工作领导小组,由江志强同志任组长,赵学良同志任副组长,李健、魏朝兰、蒋伶俐、叶林4名同志为成员,具体负责资料收集、整理及迎检现场的准备工作。领导小组下设办公室在食品安全协调科,具体负责此次迎检工作的日常事务工作。
二、认真完成了2010年食品安全监管工作
2010年的食品安全工作,我局严格履行职能职责,认真开展了食品安全监管工作,较好地完成了《2010年区县政府食品安全管理指标考核细则》的指标,其中该指标涉及到餐饮服务环节监管的总分值60分,自评得分为60分。
(一)积极开展了食品安全整顿工作。结合我县餐饮服务监管的实际情况,及时制定了辖区内餐饮服务环节食品安全整顿工作的具体实施方案,在整顿工作中,重点突出,工作成效显著,资料收集完整,及时进行了工作总结并上报,保质保量地完成了工作任务。(此项满分20分,自评得分为20分)
(二)圆满完成了餐厨垃圾和废弃食用油脂的专项整治工作。我局高度重视本次专项整治工作,制定了工作方案,对辖区内的餐饮业实施了有效的监督检查,及时总结了专项整治工作的成果和存在的问题,顺利完成了餐厨垃圾和废弃食用油脂的专项整治工作。(此项满分5分,自评得分为5分)

(四)大力开展食品安全的法律法规宣传,切实提高了广大人民群众的法制意识。2010年,制定了食品安全宣传教育活动方案,认真开展了“3.15”“12.4”等法制宣传活动,发放宣传资料万余份,接受群众咨询400余人次,积极营造了守法经营、社会监督、群众参与的良好氛围。(此项满分10分,自评得分为10分)
(五)反应迅速,群众投诉举报查处率达100%。2010年共受理群众投诉举报3起,均及时进行了查处,并在规定时间内进行了回复,实现了群众满意率达100%。2010年,我县的餐饮服务环节未发生一起食品安全事故。(此项满分10分,自评得分为10分)
(六)加强食品安全信息报送。全年,我局及时上报了各种食品安全信息30起,未发生漏报、迟报的现象。(此项满分10分,自评得分为10分)
三、切实加强餐饮单位的主体责任及餐饮服务环节的日常监督管理工作
按照《2010年食品安全考核现场检查细则》的要求,通过查漏补缺,现场迎检的项目基本达到《2010年食品安全考核现场检查细则》的考核要求,餐饮服务环节及保健食品监管的考核总分为100分,自评得分为97分。
(一)积极落实餐饮单位的主体责任。
(1)、鉴于部分餐饮单位存在着从业人员无健康证明及无证经营行为,我分局组织了执法人员对辖区内的餐饮单位进行了拉网式检查,摸清了餐饮单位的底数,掌握了从业人员无健康证明及无证经营户的具体情况,督促其进行了整改落实或者转行。由于食品从业人员流动性较大,加之部分业主有意规避法律的约束,存在一些从业人员无证上岗的行为。(此四项满分25分,自评得分为24分)
(2)、加强食品安全制度建设和人员培训。大力推行辖区餐饮单位餐饮服务公示制度,对各种卫生管理制度进行了公示上墙,要求餐饮单位建立从业人员培训档案,并将培训内容和从业人员的食品安全知识考试试卷装入培训档案。(此二项满分12分,自评得分为12分)
(3)、餐饮服务单位认真落实了食品、食品原料查验、食品添加剂、索证索票等全程追溯制度,建立了食品、食品原料、食品添加剂的进货验收台账,严格执行了索证索票制度。(此项满分10分,自评得分为10分)
(4)、切实加强了对餐饮单位储存间、餐用具清洗消毒、冷藏设施、生熟食品、餐厨废弃物的监管和指导。通过有效的监管,食品储存间的食品实行了分类、离地离墙存放,有毒有害物品远离了食品储存间,食品储存间增设了机械通风装置;餐具清洗消毒设置了三坑洗碗池,使用集中消毒的餐具能出示其消毒合格证明及营业执照;冷藏设施能满足食物存放要求;严格执行了生熟食品分开制度;设置了密闭的废弃物容器,废弃物流向清楚,建立了收运台账。目前,我县尚无一家餐厨废弃物处理单位,餐饮单位产生的潲水均由养猪场养猪用,并签订了相关协议。(此五项满分18分,自评得分为16分)
四、圆满完成了保健食品专项整治工作
重点开展了假冒伪劣保健食品专项检查和违规生产经营保健食品、冒用保健食品标签标识的专项整治工作,未发现一起违法行为。(此二项满分15分,自评得分为15分)
