摘要：南湾猴岛,位于海南省陵水县南湾半岛,它以古朴的自然风光、浓郁特的疍家风情、生动有趣的猴艺表演、自然新颖的生态设施成为以热带海岛猕猴文化为主题的海南省著名生态型主题景区。本文主要从旅游资源的基本概念和理论及基本特点出发,对海南南湾猴岛的旅游资源进行分析,并提出开发利用该地旅游资源应注意的相关问题,有利于对该地旅游资源进行全面的了解。

一、猴岛概述

南湾猴岛是海南省省级自然保护区，位于中国海南省陵水县境内，距三亚60公里,三面环海。保护区总面积约10.2平方公里，生态资源丰富，生物多样性强，森林覆盖率超过95%。岛上最突出的特点是生活着约1500多只野生热带猕猴。猴岛自然保护区于1965年成立，是我国第一个以保护灵长类动物为主的自然保护区，也是世界上唯一的热带海岛型野生猕猴自然保护区。

猴岛之“小”与猴岛之“大”——南湾猴岛生态旅游的发展现状

猴岛之小——猴岛生态旅游景区面积较小。它位于自然保护区北部边缘的旅游开放带。从游客可游览区域而言，猴岛景区面积不足85亩，是一个名副其实的袖珍景区。

猴岛之大——猴岛虽小，但“小”中可以做出“大”文章。

猴岛生态景区的面积虽然很小，但它的生态旅游发展空间和势头却比较大。从1999年三特集团接手猴岛景区的经营，其游客量由当年不足5万人次，用短短五年间使游客量突破90万。

南湾猴岛生态旅游经过几年的努力，得到了海内外广大游客的认同，品牌知名度逐渐变大。

2004年，猴岛景区被评为海南省十佳景区之一，确立了它海南省旅游行业中精品生态旅游景区的品牌地位。

2004年6月，南湾猴岛景区一次性通过ISO9001质量管理体系认证及ISO14001环境管理体系认证。

2005年，海南省商业信用管理服务中心评定猴岛景区为AAA级商业信用单位；海南省国家税务局和海南省地方税务局同时授予猴岛景区“2005年度诚信纳税企业”称号；海南 1

省物价局授予猴岛景区“全国价格监测定点单位资格”。

2005年12月3日，中央电视台“新闻联播”对南湾猴岛景区进行了长达三分钟的专题报道，对景区在落实科学发展观，保护生态资源领域的工作及推行可持续性发展经济的成绩予以了充分肯定。

2005年年底，国家旅游局评定南湾猴岛景区为“AAAA级旅游景区”。

南湾猴岛景区的生态旅游实践，亦得到了中国旅游理论界的认同。2005年10月，南湾猴岛景区入选由复旦大学、浙江大学、南京大学等国内著名高等院校联合编写的中国首部《中国旅游MBA实战经典系列丛书》。南湾猴岛景区以其生态旅游的实践和独到的发展观念，成为中国旅游产业20年来发展的案例，被国内旅游学术界加以理论总结和经验推广。

2005年12月，由复旦大学及海南省旅游局发起在三亚举办了南湾猴岛高峰论坛，来自复旦大学、浙江大学、南京大学等全国知名旅游专家教授，海南省旅游局领导及中国旅游报总编领导均参加了论坛，并对南湾猴岛的生态旅游发展成绩给予了高度评价。

二、猴岛之“虚”与猴岛之“实”——猴岛的生态旅游发展之路

南湾猴岛从小到大的发展过程是对生态旅游不断探索的过程，这其间交织着猴岛人对猴岛生态旅游“务虚”与“务实”的不断探索和实践。

（一）猴岛之“虚”——猴岛的生态观

我们认为，没有理论指导的生态旅游近乎于没有船舵的航船。猴岛生态旅游的发展经过不断的探索和追求，逐渐摸索出一条猴岛的生态之路。

南湾猴岛作为一个生态旅游景区，其生态旅游的核心是对生态环境的保护，为游客提供没有或很少受到干扰破坏的自然和文化旅游环境，处处力求体现生态主题，实现人、猴、建筑与自然的融合，同时维护和强化整体山水格局的统一性。景区内的建筑风格、色彩和材料均采用符合海南地方特色，符合当地生态的形式，力求自然和谐。

（二）猴岛生态之“实”——猴岛的生态行

猴岛致于思，在“务虚”中不断探索总结，但猴岛更重于行，猴岛很“务实”。猴岛这几年一步一个脚印的快速发展。猴岛的生态旅游实践，可以集中概括为以下几个方面：

（1）、在生态旅游理念上做文章——猴岛旅游是一种可持续发展的生态旅游，提出“生态猴岛、万物共存”的理念作为发展指导思想，并明确了猴岛的发展定位：营造“一睹南湾风光，共享猕猴亲情”的旅游环境，建设以展示猴文化为核心，集观光、休闲、娱乐、科普、科研于一体的生态旅游胜地。

（2）、在生态旅游的主题上做文章——猕猴是猴岛独特的旅游资源，但不具有唯一性，猴岛紧紧围绕旅游产品要素和主题进行规划构思，形成了以“猴乐”为猴岛生态旅游产品主题的创意，打开了猴岛生态旅游产品的广阔空间。在这里，尤其值得强调的一点是，猴岛的生态旅游主题并不是单纯地以猴为主题，而是进一步地推出“猴乐”的主题，这中间最大的区别在于前者是以资源为主要考量要素和出发点，而后者则结合资源特点以旅游产品需求和旅游市场需要为考量要素和出发点。在这个主题的选择发展过程中，猴岛更进一步将“猴乐”主题上升为“人猴同乐”的更高层次，从而更加有力地抒发和强化了人与自然和谐共生的生态旅游理念。

（3）、在生态旅游产品上做文章——猴岛所做的生态旅游产品文章概括起来有四点： ①主题明确、特色鲜明——人猴同乐的主题明确，猴子表演、游泳池、猴王国拘留所等一切活动景点围绕“猴乐”而展开，围绕“猴乐”做文章；

②吸引力强——猕猴的顽皮对人有天然的吸引力；

③设计巧妙——对景区内的旅游设施进行巧妙的生态设计和装饰，例如园内的游客休憩花棚和木屋生态厕所；

④注重参与性和休闲性——通过猕猴表演和人猴近距离交流，如人猴照相给游客强化景区的“人猴同乐”生态主题。

（4）、在生态文化上做文章——文化是旅游景区的灵魂，猴岛对生态文化的领悟是：生态旅游资源本身蕴含着丰富的生态文化，生态旅游景区应努力挖掘其生态文化自身，而不是历史。可以说，猴岛与其说是生态旅游的成功，不如说其生态文化挖掘和营造的成功。在“人猴共存”及“人猴同乐”的文化内涵和主题上做足文章，使猴岛公园成为一个拥有浓郁“猴文化”的生态景区。

（5）、在生态创新上做文章——创新是猴岛景区发展的动力。在猴岛，从产品规划，到景点的布局、绿化和猴艺表演，始终给人的感觉是总在变，总在创新。猴岛这几年，每年都在景区内推出新景点，增加新节目。在景点设置上，已陆续推出猕猴王国拘留所，星级游泳池，水帘洞，猕猴王国养老院等。对景区内的表演，猴岛要求猴艺表演每年必须推出几个新的表演节目。

（6）、在生态管理上做文章——猴岛生态旅游管理系统由管理目标、管理对象、组织管理、开发管理和环保管理五个子系统构成，不仅在思想上强调保护性开发的观念，也在应用管理模式上确立以猴为中心的环境与开发综合决策模式，景区在任何时候都不以牺牲生态环境为代价去换取旅游增长，并且始终沿着保护区的边缘向外扩展。为加强猴岛的资源与环

境管理，保护猕猴生态，我们建立了质量与环境管理体系，并顺利通过ISO9001及ISO14001质量与环境管理体系认证，为景区的生态旅游发展管理确立了制度保障。

三、猴岛对生态旅游开发的理解

生态旅游是现代人类高尚欲望的一种体现，已经成为现代人类生态价值观下的行为方式。在中国，生态旅游属于一个新兴的热点领域，在实践中就生态项目如何发展定位，如何策划和规划、如何处理生态保护和生态旅游开发的关系，如何构建与生态旅游相适应的经营和管理模式，如何进行生态旅游产品创新，是必须认真加以研究、且意义重大的课题。

猴岛从自身生态旅游的发展，得出一些如何进行生态旅游开发的理解和总结，主要反映在四个方面：

（1）、生态旅游开发与生态保护

做好生态旅游开发，要正确处理生态保护与生态旅游开发之间的关系。保护与开发究竟是什么样的关系？保护是不是拒绝开发？开发是不是破坏保护？在猴岛看来，生态旅游开发与生态保护之间实际上是一种共存共荣关系：

首先、生态旅游是一种可持续发展的旅游，自然生态环境的保护应被置于优先地位； 其次、生态旅游和生态保护是一把双刃剑，完全有可能促进生态保护，如果没有正确的理论指导也完全有可能破坏生态环境，但显然不能因噎废食。

第三、生态保护不能为了保护而保护。生态旅游开发是一种积极的保护，而为了保护而进行的“生态保护”是一种消极被动的保护，其最终结果可能导致保护失败。

第四、生态旅游与生态保护不是对立和排斥关系，生态旅游与生态保护从总体上具有异曲同工之“妙”，完全可以相互促进，相互作用。

第五、生态旅游开发与生态保护，实际上是一个方法的问题，即怎样开发的问题，而不是一个对立方向的问题。

在猴岛，我们始终在思考猕猴、游客和经营者三者之间的角色定位。我们认为，角色定位找不准，生态旅游这个系统工程的运转就不可能协调和顺畅,这与企业的管理道理是相通的。

在猴岛看来：猴子是保护区和景区的主人，游客是客人，景区经营者则是仆人。作为仆人，首先要照顾好主人，同时还要为主人接待好客人。而自然保护区的核心区与生态游览区的关系就好象主人的卧室和客厅，游客来了，主人在客厅与客人见面，而客人不能随便进入主人的卧室。这种角色定位在我们处理猴岛景区有关生态旅游开发和生态保护关系的实践中 4

起到了重要的指导作用。

猴岛的“三人”理念，将景区经营者变成对自然资源和游客的双重服务者，使利用资源的行为和经营管理行为转变为服务行为，使企业在自然资源和游客之间扮演了有机的凝合剂的作用和角色。这一理念，得到了国内众多旅游理论界专家教授的好评。

（2）、生态旅游资源与生态旅游产品

做好生态旅游开发，要充分挖掘生态旅游资源，创新开发生态旅游产品。

在旅游界，很多人认为只要在自然保护区，国家森林公园中开展旅游，就是生态旅游，就能吸引游客。实际上有些自然保护区开发的生态旅游项目只是贴了生态旅游的标签而已。我们认为，发现珍贵的生态旅游资源固然重要，但科学地将其开发转化为生态旅游产品更重要。因为旅游者买的是产品，而不是资源。

在接管猴岛景区之前，游客到猴岛仅仅是走到景区的观猴亭内，去看看猴，喂点猴食，然后同猴照张相，便可以离开了。这种旅游方式，原始而且简单，是一种令游客单一地观察生态旅游资源的浅层次旅游开发。三特进入猴岛以后，改变了以往的模式，强调游客对猴岛的生态体验，一方面让猴子与游客在同一个空间下自由地交融，另一方面，通过发掘“猴”这个资源特点，提炼出“猴乐”及“人猴同乐”的文化主题，并围绕这些主题，推出了猕猴幽默一家子、猕猴杂技、猕猴仪仗队等猴表演节目，同时建设了一批与猴相关的、拥有“猴乐”文化内涵的小景点，例如智慧猴雕塑、猕猴游泳池等，通过这些方式，将猴岛的生态旅游资源有效地转化成能满足游客旅游及娱乐需要的生态旅游产品，收到了良好的效果。

（3）、生态与生态文化

做好生态旅游开发，要努力营造生态文化氛围。

一提到生态，人们就会想到自然，持生态等于自然或纯自然的观念的人绝对不少。猴岛对于生态有着独特的见解：游客对于生态旅游的热衷，一方面固然是因为山水自然的本色，但更大的卖点在于蕴含在山水自然之中的生态文化内涵。猴岛认为生态旅游资源是发展生态旅游的客体基础，而开发和利用生态旅游资源的过程也就是生态文化内涵的挖掘过程。生态文化是生态旅游的灵魂，生态文化挖掘到位，其生态旅游项目的生命力就鲜活，竞争力就强大。

几年来，我们围绕猴岛的生态旅游产品要素和主题进行构思和规划，逐渐形成了以“猴乐”为生态文化主题和内容的生态旅游产品，打开了猴岛生态旅游的发展空间，例如 “哈默博士送给列宁的智慧猿雕像”、“猕猴仪仗队”和“五星级游泳池”这些景点巧妙地点缀出猴岛景区的生态文化内涵，使猴岛生态旅游不仅有了“人猴共存”的文化亮点，更有了“人

猴同乐”的产品卖点。

（4）、生态旅游与媒体营销

做好生态旅游开发，要充分运用媒体营销手段。处于竞争激烈的营销时代，以往“酒好不怕巷子深”的日子已不复存在，任何产品失去有效的营销手段，都可能面临失败的命运，生态旅游项目也不能例外。

如何利用媒体，为生态旅游项目进行市场营销，是景区经营者应该十分关注的问题。作为生态旅游项目，推出一个符合时代发展主旋律，符合媒体报道需要，又具有项目本身特色的生态旅游开发理念，显得至关重要

猴岛这些年，形成了一套独特的“猴岛三人说”，主人、客人及仆人的关系凸显出猴岛对自然的尊重，对保护环境的推崇，对建设可持续发展经济的实践，为媒体提供了一个宣传猴岛的切入点，多家媒体慕名到猴岛求证——中央电视多个频道、各个地方电视台，境外的俄罗斯国家电视台，韩国电视台，新华社、人民日报、经济日报、中国旅游报、海南日报等多家高规格媒体免费为猴岛做了大量有意义和有份量的宣传，从而大大促进了猴岛旅游的市场营销。

四、猴岛之近与猴岛之远——猴岛生态旅游未来发展战略构想

没有远谋，必有近忧。猴岛并没有因为目前的一点点收获而沾沾自喜，而是时刻保持危机感，清醒地意识到猴岛生态旅游不仅面临着巨大的压力和挑战，而且面临着如何实现新的跨越的问题。猴岛生态旅游目前存在的问题突出反映在以下方面：

（1）、景区面积过小，游客的持续增长与有限的景区游客容量形成矛盾，不利于猴岛生态旅游发展；

（2）、环境压力太大，每年几十万的游客接待，对景区环境和猕猴生态环境构成威胁和挑战；

（3）、已经开发的生态旅游产品面临渐趋老化的迹象，猴岛生态旅游需要新的发展空间；（4）、猴岛周边新兴景区的不断推出，为猴岛带来了竞争压力。

猴岛已经站在新的十字路口，面临着新的跨越。猴岛着眼于“近”忧，开始建立猴岛生态旅游未来发展战略的“远”大构想：

（1）、猴岛制定了新的旅游发展规划：猴岛旅游将实现由“猴”向“海”的转移战略，由做生态“猴”的文章一个点开始拓展为生态“海”二个点，实现由单一的“猴”点，开始向线，即猴岛海岸线、和面，即南湾渔排海面全面挺进。

利用猴岛优越的海上旅游资源，将“游于海，居于海，吃于海，乐于海”的特色旅游项目有机地组合，形成独特的海上生态旅游休闲项目。利用南湾猴岛已有几百年历史的疍家渔排特色，通过五彩渔排、疍家渔灯、廊桥观鱼、开贝取珠、南湾漫步、埠舟唱晚等旅游活动，开展多姿多彩的南湾渔家乐港湾风情生态游。

（2）、猴岛将建立猴岛新的生态旅游形象——猴岛未来的生态旅游将更着眼于整体与全局的发展思路，利用猴岛品牌，进一步拓展，做强做大。逐渐实现由单一化的“猴乐”生态旅游向 “猴乐”、“海趣”及“渔家乐”多元化的生态旅游转变。

（3）、猴岛生态旅游将对旅游产品的功能和结构进行战略调整。猴岛生态旅游产品将实施整体战略转型，由原来的观光生态旅游产品开始向休闲生态旅游转移，由原来针对大众消费市场向中高档消费市场转移。

应该这样说，没有猴岛在“虚”与“实”之间的反复磨砺，我们不可能看到猴岛生态旅游“小中见大”的今天。

到达索道的终点，便来到了猕猴们的家。我们会在景区讲解员的带领下参观，俗话说的好“客随主便”，来到猴岛我们就要尊重主人的生活习惯：首先为了不把人类的病菌带给猕猴们，因为他们的生理机能跟我们人类实在太象了，所以我们首先要通过消毒通道;

其次，您的相机等设备提前拿在手上，不要到了景区才从包里取，因为猕猴们会以为你们带礼物给它们，不由分说就上来抢走，要不说是“猴急、猴急”呢;

博鳌亚洲论坛国际会议中心总面积37000平方米，共分3层。博鳌亚洲论坛年会的主会场即位于会议中心第2层，总面积2592平方米，可以同时容纳2000人与会。会场的主色调采用黄色，给人以规模宏大、金碧辉煌的印象。
