根据原人事部《翻译专业资格(水平)考试暂行规定》(人发〔2003〕21号)和《二级、三级翻译专业资格(水平)考试实施办法》(国人厅发〔2003〕17号)和原人事部办公厅《关于2007二级、三级翻译专业资格(水平)考试有关工作的通知》(国人厅发〔2007〕12号)及人力资源和社会保障部人事考试中心、国家外国专家局培训中心《关于做好2012翻译专业资格(水平)考试考务工作的通知》(人考中心函〔2012〕6号)精神,结合我省实际情况,现就做好我省2012一级、二级、三级翻译专业资格(水平)考试(笔译、口译)考务工作的有关问题通知如下:

一、考试时间和科目

2012全国翻译专业资格(水平)考试时间分别于5月26、27日和11月10、11日举行。根据人力资源和社会保障部人社部发﹝2011﹞51号文件规定,从2012年开始增设一级翻译考试,每年举行一次,2012安排在上半年进行,只设一级英语笔译、一级英语口译两个专业。

二、报考条件

凡遵守中华人民共和国宪法和法律,恪守职业道德,具有一定外语水平的人员,均可报名参加相应语种、级别的考试。

经国家有关部门同意,获准在中华人民共和国境内就业的外籍人员及港、澳、台地区的专业人员,符合上述规定要求的,也可报名参加翻译专业资格(水平)考试。

根据翻译专业资格(水平)考试有关规定,参加二级口译同声传译的考生,持二级交替传译合格证书,可免考“二级口译综合能力”,只考“口译实务(同声传译)”1个科目。2012年二级英语口译“同声传译”类考试仍在北京举行,考试时间为11月10日。

根据国务院学位委员会、教育部、人力资源和社会保障部《关于翻译硕士专业学位教育与翻译专业资格(水平)证书衔接有关事项的通知》(学位〔2008〕28号)文件规定,在校翻译硕士专业学位研究生,凭学校开具的“翻译硕士专业学位研究生在读证明”(加盖学校公章)在报考二级口、笔译翻译专业资格(水平)考试时免试《口(笔)译综合能力》科目,只参加《口(笔)译实务》科目考试。全国现有159所翻译硕士专业学位(MTI)教育试点单位见附件1,翻译硕士专业学位研究生在读证明表(样式)见附件2。

三、报名时间及程序

(一)我省一、二、三级英语翻译专业资格(水平)考试(口译、笔译)上半年的报名时间统一定于2012年3月1日至3月30日;下半年考试的报名时间统一定于2012年8月1日至8月31日。

(二)笔译考试报名

笔译考试报名采取网上报名方式进行。

1.选择级别。报考者登录四川人事考试网(),认真阅读有关文件,了解有关政策规定和注意事项等内容,然后根据本人的实际情况选择级别进行报名。

2.填报信息。报考者按网络提示要求通过注册,如实、准确填写《全国一级、二级、三级英语翻译专业资格(水平)考试(笔译)报名信息表》的各项内容。报考者如隐瞒有关情况或者提供虚假材料,所造成的一切后果由报考者本人承担。

3.上传相片。报考者按网络提示上传相片,相片为报考者近期的免冠照片,文件格式为JPG格式,大小应在16K至30K之间。省考试中心根据报考者所传相片的质量在网上进行审核,并在报考者上传相片后的2个工作日内提出审查意见。对相片质量审查不合格的,应说明理由并要求重新上传。

4.免试资格审核。全国159所翻译硕士专业学位教育单位在读研究生将学校及教务处盖章的《翻译硕士专业学位研究生在读证明表》交市(州)人事考试机构审核后,市(州)考试机构通过考务通确认免试资格。

5.网上缴费。上传相片审查合格的考生,参加上半年考试的须于2012年3月1日—3月31日,参加下半年考试的须于2012年8月1日—9月1日登录到四川人事考试网按网络提示进行网上缴费。网络报名成功且上传相片质量合格的考生未在规定时间内进行网上缴费,视为自动放弃考试。网上缴费成功的考生,可分别于2012年3月1日至4月10日、2012年8月1日至9月10日到当地人事考试机构打印发票。未在规定时间内打印发票的,视为自动放弃发票。

四、考试收费按国家发展和改革委员会、财政部发改价格〔2009〕1586号和省物价局川价费〔2003〕237号文件规定的标准执行,即:一级口译1050元,一级笔译1350元,二级口译530元,二级笔译460元,三级口译460元,三级笔译400元。

五、我省一、二、三级英语翻译专业资格(水平)考试口译(交替传译)考点设置在四川大学出国留学人员培训部考试中心(地址:成都市一环路南一段24号,联系电话:028-85407413,联系人:张晓峰),有关报名、考试考务工作等事宜,请考生直接与考点联系。

翻译专业资格(水平)考试笔译考场由省考试中心统一规划、设置,准考证由省考试中心统一编排,准考证由考生在考试前一周在四川人事考试网上自行打印。考生凭身份证(不含过期身份证和身份证复印件)和准考证进入考场,两证不全者不得参加考试。考试时,应考人员可携带黑色墨水笔、2B铅笔、橡皮等,参加“笔译实务”科目考试时可携带纸质中外、外中词典各一本。答题所用草稿纸由考场统一发放。

各级别笔译考试采用纸笔作答,分为主观题和客观题两种,主观题在答题纸上作答,客观题在答题卡上作答。

六、有关考试大纲、考试教材,请考生自行到书店购买或与中国外文局翻译专业资格考评中心联系(联系电话:010-68328249)。

七、我省一、二、三级翻译专业资格(水平)考试(笔译)的培训工作由我厅委托成都市科技培训中心(地址:成都市体育场路2号,联系电话:86628987,联系人:何红嘉)负责组织,具体事宜请直接与成都市科技培训中心联系。

八、根据原人事部办公厅国人厅发〔2007〕12号文件规定,截止2006年底,二级、三级日语、法语翻译专业资格(水平)笔译、口译考试已在全国范围内举行。各地、各部门不再进行翻译系列英语、日语、法语的翻译、助理翻译专业技术职务任职资格的评审工作。2012二级、三级日语翻译专业资格(水平)考试考点设在北京、上海、大连、山东(济南、青岛)、天津、重庆、福建、广东、浙江、江苏、吉林、黑龙江、湖北、武汉等;二级、三级法语、德语专业资格(水平)考试考点设在北京和上海;二级、三级俄语、西班牙语、阿拉伯语专业资格(水平)考试考点设在北京。英、日、法、阿拉伯语的考试时间为5月26、27日;英、俄、德、西班牙语的考试时间为11月10、11日。有关考试具体事宜考生可直接与考点所在地的人事考试中心联系(北京市人事考试中心联系电话:010-63959505、63959168,重庆市人事考试中心联系电话:023-89077283、89077285,上海市人事考试中心联系电话:021-54961738、54961806)。自2008起,各地、各部门不再进行翻译系列阿拉伯语、俄语、德语、西班牙语的翻译、助理翻译专业技术职务任职资格的评审工作。

关于北京地区2011二级、三级翻译专业资格(水平)考试有关问题的通知各有关单位:

根据原北京市人事局《关于转发〈翻译专业资格(水平)考试暂行规定〉及〈二级、三级翻译专业资格(水平)考试实施办法〉的通知》(京人发〔2005〕13号),人力资源和社会保障部人事考试中心、国家外国专家局培训中心《关于做好2011二级、三级翻译专业资格(水平)考试考务工作的通知》(人考中心函〔2010〕68号)文件精神,结合北京地区实际情况,现将北京地区2011二级、三级翻译专业资格(水平)考试有关问题通知如下:

一、报名条件

(一)凡遵守中华人民共和国宪法和法律,恪守职业道德,具有一定外语水平的人员,均可报名参加相应语种、级别的考试。

(二)报考二级口译同声传译考试人员,持二级交替传译合格证书,可免考《二级口译综合能力》科目,只考《口译实务(同声传译)》一个科目。

二、考试安排和作答要求

(一)考试安排

北京地区2011二级、三级翻译专业资格(水平)考试分为上、下半年两次考试。上半年考试级别、专业为英语二级笔译、口译(交替传译),英语三级笔译、口译;日语二级笔译、口译(交替传译),日语三级笔译、口译;法语二级笔译、口译(交替传译),法语三级笔译、口译;阿拉伯语二级笔译、口译(交替传译),阿拉伯语三级笔译、口译。下半年考试级别、专业为英语二级笔译、口译(交替传译、同声传译),英语三级笔译、口译;俄语二级笔译、口译(交替传译),俄语三级笔译、口译;德语二级笔译、口译(交替传译),德语三级笔译、口译;西班牙语二级笔译、口译(交替传译),西班牙语三级笔译、口译。

具体考试时间安排见附件3。

(二)作答要求

各级别笔译考试采用纸笔作答,分为主观题和客观题两种。考生应考时,须携带黑色墨水笔、2B铅笔、橡皮。考生在参加二、三级“笔译实务”科目考试时,可携带纸质中外、外中词典各一本。

各级别口译考试采用听译笔答和现场录音方式进行,其中英语和日语二、三级口译综合能力部分的客观题采用机读卡,考生应考时,须携带黑色墨水笔、2B铅笔、橡皮。

三、考试成绩和证书管理

二级、三级翻译专业资格(水平)考试成绩实行非滚动管理,参加考试人员须在一次考试内通过相应级别口译或笔译2个科目考试。考试合格者,由北京市人力资源和社会保障局颁发人力资源和社会保障部统一印制并用印的《中华人民共和国翻译专业资格(水平)证书》。

四、报名时间

上半年考试报名时间:2011年2月24日至3月9日下半年考试报名时间:2011年8月12日至26日

五、报名办法

(一)考试报名采用全程网上报名的方式,请报考人员使用招商银行、中国工商银行或中国建设银行的网上支付卡进行网上支付。

(二)报考人员(除台湾地区居民)须按以下程序进行操作:

1、在规定的报名时间内登录北京市人事考试网(网址:,下同),按照北京地区2011二级、三级翻译专业资格(水平)考试网上报名系统规定的程序和要求,填写提交《北京地区2011二级、三级翻译专业资格(水平)考试申报表》(以下简称《申报表》);

2、按照规定上传本人近期二寸(34mm×45mm)免冠证件照一张;

3、通过招商银行、中国工商银行或中国建设银行的网上支付卡直接缴纳报考费用,确认报考费用缴纳成功后,方完成全部报名手续。

(三)台湾地区居民报考须按以下程序进行操作:

1、报考人员须于规定时间内登录北京市人事考试网填写提交《申报表》;

2、按照规定上传本人近期二寸(34mm×45mm)免冠证件照一张;

3、使用A4纸打印《申报表》;

4、持《申报表》、《台湾居民来往大陆通行证》(上述证件均为原件),于规定时间内到北京市人事考试中心(地址:海淀区莲花苑3号楼)进行资格审核。上半年资格审核时间:2011年3月2日;下半年资格审核时间:2011年8月19日。

5、通过资格审核的报考人员务必于网上报名截止日期之前登录北京市人事考试网,在网上缴纳报考费用,确认报考费用缴纳成功后,方完成全部报名手续。

(四)凡已成功办理报名和缴费手续的报考人员须于规定时间内登录北京市人事考试网下载打印准考证。

上半年考试打印准考证时间:2011年5月24日至27日;下半年考试打印准考证时间:2011年11月8日至11日。

凭此准考证及本人身份证明(身份证、机动车驾驶证、军官证、护照,下同)原件在规定时间、地点参加考试。

(五)符合免试条件的报考人员,成绩合格领取证书时须进行资格复审,其中符合报名条件

(二)的报考人员须持本人身份证明、《申报表》和二级交替传译合格证书(以上均为原件),符合报名条件

(三)的报考人员须持本人身份证明、《申报表》和加盖学校公章的《翻译硕士专业学位研究生在读证明表》(以上均为原件)到北京市人事考试中心进行资格

复审,复审合格者方可获得证书。

CATTI

翻译专业资格(水平)考试”(China Accreditation Test for Translators and Interpreters —CATTI)是为适应社会主义市场经济和我国加入世界贸易组织的需要,加强我国外语翻译专业人才队伍建设,科学、客观、公正地评价翻译专业人才水平和能力,更好地为我国对外开放和国际交流与合作服务,根据建立国家职业资格证书制度的精神,在全国实行统一的、面向社会的、国内最具权威的翻译专业资格(水平)认证;是对参试人员口译或笔译方面的双语互译能力和水平的认定。

翻译专业资格(水平)考试合格,颁发由国家人事部统一印制并用印的《中华人民共和国翻译专业资格(水平)证书》。该证书在全国范围有效,是聘任翻译专业技术职务的必备条件之一。根据国家人事部有关规定,翻译专业资格(水平)考试已经正式纳入国家职业资格证书制度,该考试在全国推开后,相应语种和级别的翻译专业技术职务评审工作不再进行。

根据国家人事部《翻译专业资格(水平)考试暂行规定》(人发[2003]21号)的精神,翻译专业资格(水平)考试在国家人事部指导下,由中国外文出版发行事业局(以下简称“中国外文局”)组织实施与管理。根据《翻译专业资格(水平)考试暂行规定》中国外文局组建翻译专业资格(水平)考试专家委员会。该委员会负责拟定考试语种、考试科目、考试大纲和考试命题,研究建立考试题库等有关工作。中国外文局翻译专业资格考评中心负责该考试的具体实施工作。

2003年人事部制定下发了《翻译专业资格(水平)考试暂行规定》和《二级、三级翻译专业资格(水平)考试实施办法》,2003年7月成立了翻译专业资格(水平)考试英语专家委员会,并于2003年12月6日至7日,全国首次二级、三级英语口译、笔译试点考试在北京、上海、广州三个城市举行。经过多方协商、共同协作和精心组织,圆满完成了本次试点考试任务。考试结束后,人事部专技司、外文局、外专局培训中心和人事部人事考试中心还专门召开了座谈会,认真听取考生对试点考试的意见和建议。据统计,本次试点考试共有1682人报名,1629人参加考试,492人经考试合格取得翻译资格证书。试点考试的参考率高、考生范围广,从各方面反映看,试点工作得到了人事部、外文局领导、各位专家及社会各界的充分肯定。外文局常务副局长、翻译专业资格(水平)考试筹备工作领导小组组长郭晓勇称“考试社会反响良好”。根据考试中出现的问题和考生反映的情况,外文局请英语专家委员会调整了英语考试大纲的部分内容。翻译资格(水平)考试报名条件放开,面向社会,得到广大考生的欢迎和社会的认可,符合人才评价的发展方向。由高等院校和翻译一线的专家承担的命题工作是成功的,起到了通过试点检验命题标准、命题方式和试卷结构的作用,这为在全国继续扩大试点提供了宝贵的经验,得到了广大考生的认可。2004年5月下旬,英语二、三级翻译资格试点考试继续扩大。

二、三级口译考试扩大到北京、上海、广州、天津、重庆、武汉等六城市,笔译考试除以上六市外还扩大到西安、南京、郑州、成都、长春、福州等共12个城市。2004年11月13日、14日,英语二、三级翻译资格试点考试笔译考试在全国25个城市、口译考试在全国15个城市进行;法语二、三级考试在北京、上海试点考试;日语二、三级考试在北京、上海、大连试点考试。考试大纲的编写、国家翻译资格考试标准的确定、考试试题的命制等都是由翻译资格考试最高层次的专家组织——日、法语专家委员会的专家们参与完成的。这些专家都是翻译界的资深教授和学者,代表着法语、日语翻译界的最高水平。同时专家委员会对考试制度的建立和完善,对更好地形成一套科学化、社会化、规范化的翻译人才评价制度都发挥了重要作用。人事部专业技术人员管理司司长刘宝英在日法语考试试点成立大会上说:“我们相信,这项资格考试在推行几年、十几年后,中国会有一大批高素质的翻译、翻译家成长起来,更好的为我国的对外开放、经济建设做出重要贡献。”外文局常务副局长郭晓勇说:“在翻译专业中实行资格考试制度,是中国提高翻译人才整体素质和规范国家翻译人才资格标准的重要举措,也是对翻译人才评价方式的重大改革。”

据全国翻译专业资格(水平)考试专家委员会主任黄友义介绍:预计2005年就将在全国范围内铺开,语种也将逐步扩大为俄、德、西班牙、阿拉伯等多个语种,英语还将开设同声传译。由于一旦某语种相应级别的考试在全国统一进行,将不再实行该语种相应的职称评审工作。停止评审后,专业技术人员只有参加相应的考试,才能具备被聘任的资格。因此,翻译专业技术人员如有再晋升专业技术职务的需要,最好参加更高级别的考试。这项考试分三级、二级、一级口笔译翻译和资深翻译4个等级,大体同目前翻译职称中的初级、中级、副高、正高职称相对应。考试的难度大致为:三级,非外语专业本科毕业、通过大学英语六级考试或外语大专毕业生水平,并具备一定的口笔译实践经验;二级,非外语专业研究生毕业或外语专业本科毕业生水平,并具备3-5年的翻译实践经验;一级,具备8-10年的翻译实践经验,是某语种双语互译方面的行家。资深翻译实行考核评审方式取得,申报资深翻译的人员须具有一级口译或笔译翻译资格(水平)证书;一级口译、笔译翻译实行考试与评审相结合的方式取得。目前我们进行的是二级口译、笔译翻译和三级口译、笔译翻译的考试。中国外文局组织实施的翻译专业资格证书与职称挂钩,建立这个翻译人员资格考试制度后,翻译和助理翻译专业职称将不再通过评审,而是由二、三级口译和笔译考试、评定替代,从而改变了过去以单一评审模式对翻译人才进行评价的方式。而且,全国翻译专业资格证书要求的专业性比较强,不仅适合从事外文工作的专业人士考取,也是其他专业人士进入翻译行业的准入证。

翻译工作是我国对外交流和国际交往的桥梁和纽带,发展翻译事业也是我国对外改革开放的必然要求。为提高翻译人员素质、加强翻译人才队伍建设,进一步推广翻译专业资格考试是顺应国家经济发展的需要的。翻译专业人才在我国经济发展和社会

进步中起着非常重要的作用,特别是在吸收引进外国的先进科技知识和加强国际交流与合作方面,翻译是桥梁和纽带。翻译人员的政治素质和业务素质的提高,对于我国在政治、经济、科技等领域全方位加强国际合作起着关键的作用。党中央、国务院高度关注和重视人才战略的实施,“小康大业,人才为本”。翻译人才是我国专业人才的重要组成部分,将翻译专业资格(水平)考试纳入我国职业资格制度通盘考虑、通盘设计,是进一步规范和提高翻译人员的业务素质,适应我国加入世贸组织和提高翻译队伍的要求,也是为了改革、改进、完善翻译专业技术职务评审和聘任制度。

此外,现行的各级翻译人员的评审按地域或行业组织,因此,其评价水平也体现了地域性标准。实施翻译专业资格考试制度,将有助于翻译标准的社会化。全国翻译专业资格(水平)考试,作为国家的一种资格制度建立并组织实施,应当是翻译界的一件大事,它是为培养高层次翻译人才做的一项制度建设,是为推动翻译队伍建设所作的一件大事。国家实施学历证书和职业资格证书并重的制度是在党的十四届三中全会决定中提出的,目前已建立和实施31项。职业资格是人才评价的重要手段和机制,当前正处于起步阶段,将来的发展领域会很广,任务会很艰巨。我们要从实施人才战略的要求出发,规划好、设计好、实施好我国的职业资格制度,通过建立具有中国特色的专业技术人员职业资格制度体系,将中国人才评价工作推向新的阶段,以适应我国人才战略的要求。
