全国英语等级考试(Public English Test System,简称PETS)是教育部考试中心设计并负责的全国性英语水平考试体系。作为中、英两国政府的教育交流合作项目,在设计过程中它得到了英国专家的技术支持。
全国英语等级考试是面向社会,以全体公民为对象的非学历性英语证书考试,是测试应试者英语交际能力的水平考试。由教育部考试中心主办,各地教育考试院社会考试办公室负责具体实施。英语考试等级根据难度由低到高分为一级B、一级、二级、三级、四级、五级。其中,五级由教育部考试中心选定的高等院校负责,其它级别的考试由各地教育考试院社会考试办公室负责具体实施。
PETS-1:一级是初始级,其考试要求略高于初中毕业生的英语水平(PETS-1B是全国英语等级考试的附属级)。全国英语等级考试PETS一级证书
PETS-2:二级是中下级,相当于普通高中优秀毕业生的英语水平(此级别笔试合格成绩可替代自学考试专科阶段英语
(一)、文凭考试基础英语考试成绩)。
PETS-3:三级是中间级,相当于我国学生高中毕业后在大专院校又学了两年公共英语或自学了同等程度英语课程的水平。(此级别笔试合格成绩可替代自学考试本科阶段英语
(二)考试成绩。)PETS-4:四级是中上级,相当于我国学生高中毕业后在大学至少又学习了3-4年的英公共语或自学了同等程度英语课程的水平。
PETS-5:五级是最高级,相当于我国大学英语专业二年级结束时的水平。是专为申请公派出国留学的人员设立的英语水平考试。

根据教育部考试中心有关规定,自2007年9月起,全国英语等级考试不受理义务教育阶段的学生报考,但在2007年上半年一级B考试中,取得笔试或口试单科合格者,可以报名参加2008年上半年一级B考试,仅限报考2007年3月份考试不合格或者没有报考的笔试或口试单科。报名时间

PETS1是初始级,通过该级考试的考生,其英语基本符合诸如出租车司机、宾馆行李员、门卫、交通警等工作,以及同层次其他工作在对外交往中的基本需要。该级考生应能在熟悉的情景中进行简单信息交流,例如询问或传递基本的事实性信息,能适当运用基础的语法知识,并掌握1000左右的词汇以及相关词组。
PETS2是中下级,通过该级考试的考生,其英语水平基本满足进入高等院校继续学习的要求,同时也基本符合诸如宾馆前台服务员、一般银行职员、涉外企业一般员工,以及同层次其他工作在对外交往中的基本需要。该级考生应能在熟悉的情景中进行简单对话,例如询问或传递基本的事实性信息,应能提供或是要求得到更清楚的阐述,同时口才也能表达简单的观点和态度,能适当运用基本的语法知识,掌握2000左右的词汇以及相关词组。
PETS3是中间级,通过该级考试的考生,其英语已达到高等教育自学考试非英语专业本科毕业水平或符合普通高校非英语专业本科毕业的要求,基本符合企事业单位行政秘书、经理助理、初级科技人员、外企职员的工作,以及同层次其他工作在对外交往中的基本需要。该级考生应能在生活和工作的多数情景中进行对话,不仅能够询问事实,还能询问抽象的信息,应能提供或是要求得到更清楚的阐述,同时口才也能表达简单的观点和态度,能适当运用基本的语法知识,掌握4000左右的词汇以及相关词组。
PETS4是中上级,通过该级考试的考生,其英语水平基本满足攻读高等院校硕士研究生非英语专业的需要,基本符合一般专业技术人员或研究人员、现代企业经理等工作对英语的基本要求。该级考生应能参与一般性或专业学术话题的讨论,不仅能够询问事实,还能询问抽象的信息。能够就某一观点的正确与否进行争论,详细说明一个问题,一个过程,或一个事件。此外还能就某个一般性问题或所熟悉领域的问题进行阐述,能适当运用基本的语法知识,掌握5500左右的词汇以及相关词组。
PETS5是最高级,通过该级考试的考生,其英语水平基本满足在国外攻读硕士研究生非英语专业或从事学术研究工作的需要。该水平的英语也能满足他们在国内外从事专业和管理工作的基本需要。该级考生应能就各种话题自如地进行对话与讨论。能就其工作的多方面与他人进行深入广泛的交流,并能进行有效辩论,清楚地阐述自己需求,能适当运用基本的语法知识,掌握7000左右的词汇以及相关词组。
这五个级别的考试标准建立在同一能力量表上,相互之间既有明显的区别又有内在的联系。
PETS对考生听、说、读、写等能力进行全面考查,以语言交际需要为掌握外语的目的,将语言能力分为“接受”、“产出”、“互动”等,根据各种情景和任务,在特定主题和话语下,结合相关的语言行为进行教学或考查。

1、考生在报名时填写《报名卡》或以其他形式按报名点要求提供相关信息,按规定履行各项手续,随后还要按当地考试机构指定的时间和地点领取《准考证》和《考试通知单》,否则依然无法参加考试。考生报名时要认真核验《准考证》上的信息内容,有错误时应及时要求报名点更改。
2、开考前一天,考生最好先到《考试通知单》上所安排的考试地点,熟悉自己所在的考场。
3、考试时考生应严格遵守《考生守则》并听从监考人员的指导,违反考试规定者将取消其考试成绩。
4、考试前,考生一定要准备好黑色字迹的签字笔以及2B铅笔。考试中,不得使用其他类型的笔。
5、一级B(PETS 1B)---四级(PETS 4)共五个级别考试的报名地点由承办该项考试的省、自治区、直辖市的教育考试机构决定,具体报名时间及地点可向他们咨询。第五级(PETS 5,即原WSK·EPT)的报名地点在全国各WSK考点。
6、PETS考试考生报考不受地域的限制,可以跨地区报考。
7、考生要按时参加考试。笔试考生从8:30开始入场,8:45后不得入场。上午进行的口试考生从8:30开始入场,9:00后不得入场;下午进行的口试考生从13:30开始入场,14:00后不得入场。
8、考生在参加考试时,必须持准考证、考试通知单、本人身份证(或公安户籍部门开具的身份证号码证明、未成年人的户口本、军人武警人员证件)或者护照、港澳台地区的居民身份证等有效证件入场考试,三证缺一不可。

公共英语三级写作备考指南与分析 PETS考试
要想在写作部分获取高分,除了平时的积累外,还有一个重要的因素就是要通晓写作方法,并具备良好的临场发挥能力。这样考生才能合理地分配时间,以适当的节奏在要求的时间内完成写作。
1.考前做好充分准备
英语写作能力的培养与其他听、说、读能力的培养是相同的,是靠平时一点一滴的积累与考前一段时间的强化训练得来的,临阵磨枪写不出好文章。首先,语言基本功要过硬,要有一定相应级别的词汇量和语法知识,而且还要有一定的英语句式运用知识,如强调句、倒装句、从句、分词短语等。在考试中要尽量避免出现单词拼写、语法及语境运用错误。其次,对此类作文的写作方法也要进行一段时间的学习并掌握好。不但要掌握理论,而且要多动笔练习。最后,复习时要多读范文,再找几篇不同类型、不同题材的范文背诵。
2.合理分配考试时间
在PETS第三级考试中,笔试共l20分钟。其中,分配给写作的时间有40分钟,虽然这部分时间相当于整份笔试试卷的1/3,但要在40分钟的时间内阅读完全部的英文指示,理解图表、图形或文字的说明,然后完成内容毫不相干的两篇作文,时间是非常紧张的。这就更需要考生合理分配时间,充分利用这有限的40分钟。
考试时,考生可以大致把这40分钟的时间分为两段:一段大约为15分钟,用于A节应用文的写作;另一段大约为25分钟,用于理解B节的信息和写作。
3.打腹稿
无论是应用文还是叙述性、描述性或说明性的文章,在动手写之前,都应先整理出文章的主要脉络。由于考试时间紧张,很难有足够的时间在纸上打草稿,所以,考生只能在脑海中完成这项工作。这样做,表面上是浪费了一点时间,但实际上在动手写作的时候会节约时间。而且,只有在脑海中先有一个清晰的脉络,才能保证文章紧扣主题,较有条理。
4.控制字数
PETS第三级大纲对写作部分A、B两节的字数有着明确的规定:A节字数少于70词、B节字数少于80词的作文将被直接归入第三档;而字数过多的作文,评分人员只对规定字数内的文章作评价。所以,考生既应保证字数达到大纲的要求,又应适可而止,以免浪费宝贵的考试时间。
大纲要求A节作文的字数为100词左右,8节的字数为120词左右。在考试中,没有必要也没有时间魏作文的字数,但是又要保证符合题目的要求,这就要求考生在平时复习阶段就学会控制字数,养成良好的习惯。平时,考生可以注意一下自己在16开的纸上写满一行大概有多少词。在考试的时候,只要发现已经大致达到题目所规定的字数,就要及时刹车。
5.保持卷面整洁
大纲中的评分标准明确指出:如书写较差,以至影响交际,将分数降低一个档次。所以考生一定要保证卷面整洁,避免因为卷面污浊而造成文章的档次降低。这也是要求打腹稿的原因之一。
6.写完后检查
最后,在写作完成后,还需要从头到尾再将文章审读一遍。这样能找出在写作过程中发现不了的一些问题,如单词拼写错误、词组搭配错误和句子语法结构错误等。同时,还需要注意自己的文章能否使目标读者理解,是否准确地表达出了自己想要表达的内容。

Why not comfort him or her if he or she comes back exhaustedly? Why do you just force Husband to do half? Why not the whole if he is free? If he loves his wife, is it necessary to force him?Therefore, it is not reasonable for any institution to interfere in a private life.It is not necessary to force Husband to do half of housework.
