尊敬的盖特纳财长，各位同事：

现在，我们举行第四轮中美战略与经济对话框架下的经济对话。胡锦涛主席和奥巴马总统在联合开幕式上的致辞高瞻远瞩，为今后一个时期中美关系发展指明了方向。本轮经济对话应当认真落实两国元首达成的重要共识，就两国经济关系中的战略性问题，坦诚对话，加强合作，为发展中美新型大国关系注入强劲动力。

当前，全球经济复苏乏力，形势依然严峻复杂。“家家有本难念的经”。欧债危机不断反复，新兴经济体增速放缓，大宗商品价格大幅波动。在此情势下，中美两国首先要把自己的事情办好。我们高兴地看到，美国经济复苏出现积极迹象，中国经济继续保持平稳较快增长。双方要冷静清醒研判形势，继续加强宏观经济政策协调，共同应对全球性挑战，确保两国经济增长和就业增加，为世界经济走向强劲、可持续的复苏做出贡献。

中美经济相互依存，高度互补，拥有广泛的共同利益。虽然两国国情各异，发展阶段不同，软硬实力差距很大，但均面临转方式、调结构的艰巨任务。中国正在实施“十二五”规划，坚持科学发展，努力实现速度与结构、质量、效益相统一。美国也在加快结构性改革，实施出口倍增计划和“选择美国倡议”。双方应当充分发挥经济对话的平台作用，加强经贸、投资、金融、旅游、科技、基础设施、清洁 1 能源等各领域合作，推动两国地方、企业等各层面合作全面发展。

中美同为二十国集团的重要成员，应与其他成员国一道，加强协调，凝聚共识，确保二十国集团洛斯卡沃斯峰会取得成功。希望双方继续加强在国际货币基金组织、世界银行、世界贸易组织等多边框架下的协调合作，推动全球经济治理和国际经济规则标准改革，共同反对贸易保护主义。

各位同事！

三年来，中美经济对话机制作为两国加强宏观战略性沟通、推动经济领域务实合作的重要平台，对管控分歧、深化合作、推动中美经济关系健康发展，发挥了不可替代的作用。两国元首均对此予以高度评价。

上轮对话以来，中方在打击制售假冒伪劣行为、保护知识产权、推进软件正版化、扩大进口等方面，取得了积极进展。美方在中国企业赴美投资、签证便利化等方面，也做出了很大努力。希望美方切实放宽对华高技术产品出口管制，拓展基础设施合作，扩大金融市场准入，避免经济问题政治化。双方应充分照顾彼此关切，取得更多互利共赢的成果，更好地造福两国人民。

今年中美两国国内均有重要的政治议程，成功举行本轮对话，具有特殊的重要意义。希望双方秉持建设性的合作精神，以本轮对话为契机，加强交流，增进理解，共同推动中美经济关系持续健康发展。

The Honorable Timothy Geithner, Secretary of the Treasury, Dear Colleagues，很高兴与盖特纳财长共同主持中美战略与经济对话框架下的经济对话。

It gives me great pleasure to co-chair with Secretary Geithner the Economic Dialogue under the framework of the China-US Strategic and Economic Dialogues.当前，国际金融危机最困难的时期已经过去，但不稳定、不确定因素仍然很多，全球经济复苏依然面临严峻挑战。在这样关键的时刻，中美双方加强合作，对于提振战胜危机的信心，促进两国和全球经济恢复增长，具有十分重要的作用。

At present, the worst part of the international financial crisis is behind us, but many uncertainties and destabilizing factors still remain, and the global economic recovery still faces grave challenges.At this critical moment, strengthening cooperation between China and the United States is of great significance to boosting confidence to overcome the crisis and to restoring economic growth in our two countries and the whole world.本次对话确定当前加强中美经济合作的核心内容，是应对国际金融危机，实现经济可确定的复苏。双方将就商定的议题深入探讨和交流，努力达成更多共识和成果。

It was agreed at the dialogue that the central task of stronger China-US economic cooperation is to tackle the international financial crisis and achieve a firmly-established economic recovery.The two sides will have in-depth discussions on agreed topics and work to expand common ground and achieve more outcomes.——促进经济恢复增长。刺激经济增长仍是中美合作的首要任务。目前，中国经济企稳向好的势头日趋明显，积极因素不断增多。美国金融市场趋于稳定，经济运行出现一些积极迹象。我们希望美国加快修复金融市场的功能，早日实现经济复苏，继续发挥拉动世界经济增长的重要作用。双方应当加强交流与合作，准确把握宏观经济政策的方向和力度，及时完善政策措施，促进经济稳定健康发展。

Restoring economic growth.Stimulating economic growth is still the top priority for China-US cooperation.At present, the Chinese economy is stabilizing with increasing positive factors.The US financial markets are also stabilizing with positive signs in its economy.We hope the United States will speed up repairing the functions of its financial markets and achieve economic recovery at an early date so as to continue to play an important role in driving world economic growth.The two sides should strengthen exchanges and cooperation, keep our macroeconomic policies in the right direction, properly ensure their implementation, promptly improve the policy measures and promote steady and sound economic growth.要保持经济可持续发展，中美两国都需要转变经济发展方式。中国政府将在保增长的同时，着力扩大内需特别是消费需求，着力深化改革开放，着力推进经济结构调整，着力保障和改善民生，努力实现发展速度与结构、质量、效益的统一。这次应对国际金融危机的实践表明，在外需萎缩的冲击下，中国完全有条件有能力通过扩大内需拉动经济增长。美国也正在倡导转变经济发展方式。但对中美双方来说，经济发展方式的转变都不是一件容易的事情，涉及到生活方式、储蓄消费、收入分配、教育卫生、就业社保等方方面面，需要做出长期艰苦的努力。希望双方加强这方面的合作。我们应当认识到，当今世界各国内部、国家、地区之间乃至全球的经济不平衡，究其根源是发展的不平衡。因此，推动各国、地区自身和世界经济可持续发展是硬道理。同时，在经济全球化的浪潮中，国际社会应共同努力，切实促进南北发展差距的缩小，关注发展中国家特别是最不发达国家的利益。

To maintain sustainable economic growth, both China and the United States need to transform economic growth patterns.While ensuring growth, the Chinese government focuses on expanding domestic demand, consumer demand in particular, deepening reform and opening up, advancing economic restructuring, and ensuring and improving people's livelihood.We endeavor to strike the right balance between the growth rate and the requirements in terms of structure, quality and returns.The progress we have made in response to the financial crisis shows that in times of contracting external demand, China has every condition and capability to drive economic growth through expanding domestic demand.The United States is also advocating a transformation of economic growth patterns.But it will not be easy for either China or the United States to transform economic growth patterns, since it involves many areas, such as way of life, savings and consumption, distribution of income, education and healthcare, employment and social security, and calls for unremitting efforts over time.I hope our two sides will increase cooperation in these areas.The root cause for current economic imbalances within individual countries, among countries and regions is uneven development.Therefore, it is essential to achieve sustainable economic growth in countries, regions and the world at large.Meanwhile, against the backdrop of surging economic globalization, the international community should make concerted efforts to narrow in real earnest the development gap between the North and the South and attach more importance to the interests of developing countries, in particular least developed ones.——深化金融合作。这次国际金融危机再次证明，保持金融稳定，防范和化解风险是金融发展的永恒主题，必须正确处理金融创新、开放与监管的关系。中美两国在金融市场发育和建设、组织制度创新等方面处于不同的发展阶段，中国的金融发展和创新不足。我们将在确保金融安全稳定的前提下，坚持深化金融改革，扩大金融对外开放。完善金融监管，全面提高金融服务经济发展的能力。中美两国金融合作潜力很大，希望双方深入交流，加强合作，构建强有力的金融体系。

Deepening financial cooperation.The ongoing international financial crisis proves once again that maintaining financial stability, guarding against and dissolving risks is the eternal theme in the development of the financial sector.We must properly handle the relationship among financial innovation, openness and regulation.China and the United States are at different stages in terms of the development of financial markets and institutional innovation.China's financial sector is still at a primary stage of development with inadequate innovation.While ensuring financial security and stability, we will deepen financial reform, open the financial sector wider, improve financial regulation and comprehensively enhance the financial sector's capacity to serve economic growth.China and the United States have great potential for financial cooperation.I hope the two sides will increase exchanges, deepen cooperation and jointly build a strong financial system.——提高经贸合作质量和水平。随着经济全球化的深入发展，中美经济相互依存度不断提高。在当前困难时期，双方更应当同舟共济，共渡难关，共同保持两国贸易投资发展势头。中国扩大内需政策措施的实施，必将对世界经济起到巨大的拉动作用。我们会努力扩大自美国进口，也希望美方放宽对华高技术出口。双方应积极推进双边投资保护协定的谈判，希望美方平等对待中国在美投资企业，确保中国在美资产安全。中美双方还应当利用当前产业结构调整的时机，加强新能源、生物技术等新兴产业的合作，培育新的合作增长点。我们认为美国应尽快承认中国的市场经济地位。我们倡议中美双方在遵守WTO规则的前提下，不出台贸易保护主义的政策措施。

Raising the level of economic cooperation and trade and improving its quality.With the deepening of economic globalization, Chinese and US economies are increasingly interdependent.Facing the current difficulties, the two sides should all the more work together to overcome the difficulties and jointly maintain the growth momentum in our trade and investment.China's measures to expand domestic demand will give a great boost to world economic growth.We will increase imports from the United States and we hope the United States will relax its restrictions on exports of high technologies to China.The two sides should actively move forward the negotiations on bilateral investment agreement.We hope the US side will give equal treatment to Chinese enterprises investing in the United States and ensure the safety of Chinese assets in the United States.The two sides should also make use of the opportunities brought by the industrial restructuring to strengthen our cooperation in such new industries as new energy and bio-technology so as to foster new areas of cooperation.We believe the United States should recognize China's market economy status as soon as possible and we call on both China and the United States to refrain from introducing any protectionist policy measures in keeping with WTO rules.——加强在国际经济金融问题上的协调与合作。当前，最重要的是进一步落实G20华盛顿峰会和伦敦峰会已达成的共识，共同筹备好即将在匹兹堡举行的G20第三次峰会。中方一直以负责任的态度，通过购买 IMF债券、签署货币互换协议、开展贸易融资合作等举措，积极参与应对国际金融危机的全球合作。美国作为全球主要储备货币发行国，应当处理和平衡好美元发行对国内经济和国际经济影响的关系。我们愿与美方继续加强协调合作，与国际社会一道，共同推动国际金融体系改革，坚决反对各种形式的保护主义，在锁定已有成果的基础上推动WTO多哈回合谈判早日成功。国际社会特别是发达国家，要继续履行对发展中国家的援助承诺，确保如期实现联合国千年发展目标。

Strengthening coordination and cooperation on international economic and financial issues.What's most important now is to further implement the consensus reached at the G20 summits in Washington and London and work together to make good preparations for the third G 20 summit to be held in Pittsburg.China has always taken a responsible stance.We have taken an active part in international cooperation to tackle the financial crisis through purchasing the IMF bonds, signing currency swap agreements and carrying out cooperation in trade finance.As a major global reserve currency issuing country, the United States should bear in mind the impacts of dollar supply on its domestic economy and the world economy, properly handle this issue and strike the right balance.We are ready to increase coordination and cooperation with the US side and make joint efforts with the rest of the international community to advance reform of the international financial system, resolutely oppose protectionism in all forms and work for an early success of the WTO Doha negotiations on the basis of locking up existing achievements.The international community, developed countries in particular, should continue to honor their commitment to provide assistance to developing countries and ensure the attainment of the UN MDGs as scheduled.各位同事，Dear Colleagues, 我相信，在双方共同努力下，中美经济对话一定能够取得圆满成功，推动中美关系在新的起点上不断向前发展。I am confident that with concerted efforts of both sides, the China-US Economic Dialogue will be a full success and continuously move forward China-US relations from a fresh start.谢谢大家！Thank you all!

Secretary Clinton，Secretary Timothy Geithner，Distinguished guests，Ladies and gentlemen，Dear friends，时隔两年，中美战略与经济对话再次在北京举行，中美双方将共同探讨新形势下如何推动两国关系向前发展。首先，我谨对第四轮中美战略与经济对话开幕，表示祝贺！对远道而来的美国朋友们，表示欢迎！

Today after two years, a new round of China-US Strategic and Economic Dialogues(S&ED)has opened here in Beijing.During the dialogue, our two sides will discuss ways to advance China-US relations under the new circumstances.I wish to extend congratulations on the opening of the fourth round of the S&ED and welcome to our American friends coming from afar.2009年，我同奥巴马总统在伦敦会晤时共同商定，建立中美战略与经济对话机制。3年多来，中美战略与经济对话作为两国级别最高、参与部门最多、讨论议题最广的机制，促进了两国高层战略沟通，加深了对彼此战略意图和政策的了解，扩大了对中美关系发展方向的共识；有力推进了互利合作，增进了两国人民相互了解和友谊；丰富了两国各领域各层次交流沟通。

President Obama and I agreed to establish the S&ED when we met in London in 2009.This is the highest-level mechanism between our two countries that involves the most extensive participation by our government departments and has a most wide-ranging agenda.Over the past three years and more, the S&ED has facilitated high-level strategic consultation between our two countries.We have increased understanding of each other's strategic intentions and policies and expanded consensus on the future course of China-US relations.The S&ED has given a strong boost to our mutually beneficial cooperation and contributed to mutual understanding and friendship between our two peoples.It has enriched exchanges and consultations between the two countries in various fields and at various levels.在本轮对话中，希望双方再接再厉，共同努力，既立足当前，又着眼长远，推动中美战略与经济对话成为两国加强战略沟通、增进战略互信、促进战略合作的长效机制，为建设中美合作伙伴关系不断进行探索和实践。

I hope that the two sides will continue to make concerted efforts during this round of S&ED.We need to both focus on the present and look ahead to the future.We should make the S&ED a long-term mechanism for us to intensify strategic consultation, enhance strategic mutual trust and promote strategic cooperation, a mechanism that helps us explore ways to build China-US cooperative partnership.女士们、先生们！

Ladies and gentlemen，40年前，中美两国老一辈领导人用“跨越太平洋的握手”开启了中美关系的大门，开始探索不同社会制度、历史文化、发展阶段大国的相处之道。40年来，中美关系发展的广度和深度，远远超过了当年人们的想象。

Forty years ago, the Chinese and American leaders of the older generation opened the door of China-US relations with a handshake across the Pacific Ocean, and this started the process of exploring how our two major countries, different in social system, history, culture and development stage, should treat each other.Today 40 years on, China-US relations have grown well beyond what people could have imagined at that time.一年前，我对美国进行了国事访问，同奥巴马总统就共同建设相互尊重、互利共赢的合作伙伴关系达成重要共识。中美分别是当今世界最大的发展中国家和最大的发达国家，中美关系持续健康稳定向前发展，不仅能给两国人民带来实实在在的利益，而且将为促进世界和平、稳定、繁荣作出宝贵贡献。

A year ago, I paid a state visit to the United States and reached an important agreement with President Obama on working together to build a China-US cooperative partnership based on mutual respect and mutual benefit.China and the United States are respectively the largest developing country and the largest developed country.The sustained, sound and steady growth of our relations will not only deliver real benefits to our two peoples but also make valuable contributions to world peace, stability and prosperity.女士们、先生们！

The world today is in deepening economic globalization and rapid scientific and technological advances.We face both opportunities and challenges.People of all countries hope that the 21st century will be the first century in human history in which we can all enjoy peace, stability, development and prosperity.People believe that cooperation between China and the United States will bring enormous opportunities to the two countries and the whole world, while confrontation between the two will bring grave harm to all.Whatever changes may take place in the world and no matter how the domestic situations in our two countries may evolve, China and the United States should be firmly committed to advancing the cooperative partnership and build a new type of relations between major countries that is reassuring to both of our two peoples and to peoples across the world.发展中美新型大国关系，需要创新思维。40年前，中美发表《上海公报》是一个创举，《上海公报》在肯定双方共同点的同时，如实列出存在的分歧，确立了中美关系的基本指导原则。当前，人类已进入21世纪第二个十年。我们的思想、政策、行动应该与时俱进，以创新的思维、切实的行动，打破历史上大国对抗冲突的传统逻辑，探索经济全球化时代发展大国关系的新路径。

To build such of a new type of relations between China and United States as two major countries, we need to think creatively.Forty years ago, China and Untied States made a creative move by issuing the Shanghai Communiqué.The Communiqué, which both affirmed the shared views of the two countries and listed their differences truthfully, established the basic principles on China-US relations.We are now in the second decade of the 21st century and we need to advance with the times in our thinking, policies and actions.We should, through creative thinking and concrete steps, prove that the traditional belief that big powers are bound to enter into confrontation and conflicts is wrong, and seek new ways of developing relations between major countries in the era of economic globalization.发展中美新型大国关系，需要相互信任。我们这个星球有足够大的空间，应能容得下中美两国和其他国家共同发展。改革开放30多年来，中国坚持和平发展，开创了一条依靠中国人民勤劳智慧、通过中国人民同各国人民合作共赢实现发展的正确道路。走和平发展道路，是我们始终不变的战略选择，是中国对全世界的郑重承诺。

To build a new type of relations between China and the United States, we need to trust each other.The world we live in is big enough for China, the United States and all other countries to achieve common development.Over the past 30 years, since its reform and opening-up course started, China has, through the hard work and wisdom of the Chinese people and win-win cooperation with the people around the world, pursued peaceful development.This is the right path to development that we have embarked on.To follow the path of peaceful development is our strategic choice which we will never change, and it is a solemn commitment that China has made to the world.发展中美新型大国关系，需要平等互谅。中美两国国情不同，不可能在所有问题上都意见一致。双方必须学会相互尊重，善于抓住“同”，把共同利益的蛋糕做大；正确对待“异”，尊重和照顾彼此利益关切。对存在的分歧，应通过对话交流，增进理解，妥善处理，以免影响中美关系大局。

To build a new type of relations between China and the United States, we need to act in spirit of equality and mutual understanding.Given different national conditions, it is impossible for China and the United States to see eye to eye on every issue.The two sides must know how to respect each other, be good at expanding common ground and make the pile of our convergent interests bigger.We should approach our differences in a correct way and respect and accommodate each other's interests and concerns.We should properly manage differences through dialogues and exchanges and by improving mutual understanding, so that these differences will not undermine the larger interests of China-US relations.发展中美新型大国关系，需要积极行动。中国有句古话，为者常成，行者常至。我们要采取扎实有效的行动，把双方达成的各项共识落到实处，推动广泛领域务实合作，加强在国际和地区问题上的协调，促进亚太地区乃至世界和平稳定，让两国人民和各国人民切实享受中美合作带来的好处。

To build a new type of relations between China and the United States, we need to work actively.As an old Chinese saying goes, only by working diligently can one achieve his goal and only by walking tirelessly can one reach his destination.We need to take solid and effective steps to implement what we have agreed upon.We should enhance practical cooperation in a wide range of areas, step up coordination on regional and international issues, promote peace and stability in the Asia-Pacific and beyond and bring the benefits of China-US cooperation to the people of our two countries and the whole world.发展中美新型大国关系，需要厚植友谊。国之交在于民相亲。我们要积极推进两国社会各界交流交往，让更多人成为中美友好合作的参与者、支持者。我高兴地得知，第三轮中美人文交流高层磋商将与第四轮中美战略与经济对话同时举行，期待第三轮磋商进一步促进中美两国人民相互了解和友谊。

To build a new type of relations between China and the United States, we need to nourish our friendship.Friendship between people holds the key to growing good relations between states.We should actively promote exchanges between China and America from all walks of life and encourage greater public participation in the course of promoting China-US friendship and cooperation.I am glad to know that the third meeting of China-US high-level consultation on people to people exchange will be held at the same time of the fourth round of the S&ED.I hope that this meeting will further enhance the mutual understanding and friendship between the two peoples.女士们、先生们！

Ladies and gentlemen，我们所在的这个大厅叫芳菲苑。中国唐代诗人韩愈有两句诗：“草木知春不久归，百般红紫斗芳菲。”意思是时不我待，必须奋发进取。中美关系正面临进一步发展的机遇，同时也面临新的挑战。让我们抓住机遇，排除干扰，共同努力，走出一条相互尊重、合作共赢的新型大国关系之路。

The room in which we are having this meeting is called Fangfeiyuan, or the Hall of Flowers.The name of the hall reminds me of a line in a poem by Chinese Tang Dynasty poet Han Yu describing late spring--the plants know spring will soon wave them goodbye, hundreds of red and violet flowers in beauty vie.It shows that time waits for no man and one must work hard and keep advancing.China and the United States now face new opportunities to further grow our relations.We're also confronted with new challenges.Let us seize opportunities and remove interference and work together to build a new type of relations between major countries featuring mutual respect and win-win cooperation.预祝第四轮中美战略与经济对话取得圆满成功。

To build such of a new type of relations between China and United States as two major countries, we need to think creatively.Forty years ago, China and Untied States made a creative move by issuing the Shanghai Communiqué.The Communiqué, which both affirmed the shared views of the two countries and listed their differences truthfully, established the basic principles on China-US relations.当前人类已进入21世纪的第二个十年，我们的思想、政策、行动应该与时俱进，以创新的思维，切实的行动，打破历史上大国对抗冲突的传统逻辑，探索经济全球化时代，发展大国关系的新路径。

Ladies and gentlemen, the room in which we are having this meeting is called Fangfeiyuan, or the Hall of Flowers.The name of the hall reminds me of a line in a poem by Chinese Tang Dynasty poet Han Yu describing late spring--the plants know spring will soon wave them goodbye, hundreds of red and violet flowers in beauty vie.It shows that time waits for no man and one must work hard and keep advancing.China and the United States now face new opportunities to further grow our relations.We're also confronted with new challenges.Let us seize opportunities and remove interference and work together to build a new type of relations between major countries featuring mutual respect and win-win cooperation.预祝第四轮中美战略与经济对话取得圆满成功。

2011年中美战略与经济对话框架下战略对话成果清单

2011年5月10日

2011年5月9日至10日，在第三轮中美战略与经济对话框架下的战略对话中，双方讨论了双边、地区及全球层面的重大问题。双方积极评价胡锦涛主席2011年1月对美进行国事访问以来中美关系的进展，重申对2011年1月19日发表的《中美联合声明》的承诺，并按照《中美联合声明》的精神，致力于培育和深化战略互信，共同建设相互尊重、互利共赢的中美合作伙伴关系。有关讨论取得了48项具体成果。

中美双方：

一、促进高层交往

1、决定将共同努力做好未来几个月中美高层交往工作。两国元首期待着年内再次会晤。双方认为，即将举行的二十国集团峰会、东亚峰会、美国主办的亚太经合组织领导人非正式会议将为两国高层互动提供更多机会。中方欢迎拜登副总统即将对中国的访问。美方欢迎此后习近平副主席访问美国。

二、双边对话和磋商

2、宣布在中美战略与经济对话的战略对话框架下开展中美战略安全对话。本轮对话期间，双方在坦诚、建设性的气氛中举行了首次中美战略安全对话。中方外交部副部长张志军、中国人民解放军副总参谋长马晓天，美方常务副国务卿斯坦伯格、国防部副部长弗卢努瓦、美军参谋长联席会议副主席卡特赖特、助理国务卿坎贝尔、美军太平洋总部司令威拉德等参加了对话。

3、承认双方在维护亚太地区和平、稳定和繁荣的共同目标方面拥有广泛共同利益，决定建立中美亚太事务磋商，并于年内尽早举行首轮磋商。

4、认识到中美两国人民之间联系的重要性及其在加强双边总体关系中的作用。欢迎刘延东国务委员和克林顿国务卿主持召开的中美人文高层磋商所取得的成果，如“十万人留学中国计划”、中美妇女领袖交流和对话机制。

5、注意到最近在中国举行的双边人权对话，重申在平等和相互尊重基础上继续就人权问题进行建设性双边对话，期待明年在华盛顿举行新一轮人权对话。

6、决定于2011年6月在华盛顿进行下一轮法律专家对话。

7、决定在下一轮中美战略与经济对话前，就政策规划、非洲、拉美、南亚、中亚事务举行新一轮对话，加强两国在地区和国际问题上的协调合作。

8、决定年内举行第八次中美反恐磋商。

9、决定在下一轮中美战略与经济对话前举行新一轮安全对话和防扩散对话。双方重申继续就重大国际安全和其他防扩散问题保持沟通与合作。

10、举行了富有成果的气候变化政策对话，决定就确保《联合国气候变化框架公约》的全面、有效和持续实施共同开展建设性努力，包括通过落实坎昆协议以及推动在南非德班举行的联合国气候变化会议取得积极成果。同意进一步巩固双边气候变化政策对话机制建设及相关合作，加强双方各层面交流，就气候变化国际谈判相关问题和国内政策交换意见。

11、在4月19至20日，举行了中美能源和环境十年合作框架联合工作组第七次会议。中美决定加强十年合作框架的实施并根据新的情况进行完善，以更好地发挥框架激发和鼓励创新与变革的作用，提升双方在环境和能源领域的合作。双方在十年合作框架下讨论了绿色发展议题，正继续推进清洁水、清洁大气、清洁高效电力、清洁高效交通、保护区和湿地保护、能效等行动小组的合作。

12、在第三轮中美战略与经济对话前，举办了第二届中美能效论坛。宣布将于双方商定的时间举办能源政策对话、油气工业论坛、可再生能源产业论坛及先进生物燃料论坛。

13、就落实近期中国科学院和美国能源部签署的能源科学合作议定书举行磋商并探讨了可能的联合行动方案。该议定书建立了促进中美双方在高能物理、核能科学(包括核裂变和核聚变相关科学)、基础能源科学、生物科学和环境科学研发领域的科技合作框架。

14、决定在2011年5月下旬在华盛顿举行第二轮中美海洋法和极地事务对话。

15、决定年内举行中美打击木材非法采伐及相关贸易双边论坛第四次会议。双方将就推进相关谅解备忘录目标的具体活动继续开展双边对话与交流。

16、宣布拟在2011年10月上中旬在北京举办中美科技合作联委会第十四次会议。美国相关部门高级官员组成的代表团将与会。

17、决定2011年10月在美国新墨西哥州举办中美农业科技合作联合工作组第九次会议。

三、应对地区和全球挑战

18、决定加强在地区和全球问题上的沟通与协调，以共同应对挑战，维护和平与稳定。关于朝鲜半岛问题，双方重申了2011年《中美联合声明》中的相关谅解。认识到双方在阿富汗政治稳定与经济重建方面有共同利益，决定加强相关努力的协调以促进这些共同利益。关于伊朗核问题，双方重申了2011年《中美联合声明》中的相关谅解。

19、决定采取措施鼓励苏丹北南双方继续推进和平进程，通过谈判解决相关争议，并完全履行《全面和平协议》，以确保和平过渡，使北南苏丹和平共处。承诺就苏丹问题加强沟通协调，比如南苏丹经济发展问题。决定有关各方应采取建设性行动促进达尔富尔的安全与人道主义状况，致力于达问题的政治解决。

四、加强中美双边合作

20、决定进一步深化在中美执法合作联合联络小组、亚太经合组织反腐败与透明度专家工作组、二十国集团反腐败工作组、《联合国反腐败公约》等双边和多边框架下打击腐败包括贿赂公共部门官员的合作。中方支持由2011年亚太经合组织会议东道国美国承办的亚太经合组织反腐败行动计划会议。

21、欢迎中美执法合作联合联络小组在加强执法合作方面取得的进展，努力加快处理在惩治罪犯、追赃以及打击非法移民、毒品犯罪和侵犯知识产权犯罪等领域的未决案件。

22、决定加强中美执法合作联合联络小组机制，增进双方在该机制框架下的执法合作，宣布机制秘书处正式开始运作，同意召开机制第九次会议和有关工作组会议。

23、继续寻求中美在海事安全和管理领域的合作机会。应中方邀请，美国海岸警卫队拟出席8月24日至28日在华举办的“2011年世界海上救援大会”。

24、继续进行海事官员定期互访，欢迎双方海事执法舰船互访。美国海岸警卫队太平洋区域司令、海军中将曼森布朗拟于5月29日至6月4日访华，并会见中方海事管理部门代表。

25、中国海关总署与美国能源部正开展打击核及其他放射性材料非法贩运的合作，特别是今年1月中国国家主席胡锦涛对美国进行国事访问期间，双方签署了《中美合作建设中国海关辐射探测培训中心谅解备忘录》。双方将积极推进建设海关辐射探测培训中心的工作。

26、积极评价中美海关在供应链安全与便利、打击违法犯罪行为、维护中美经贸秩序方面所取得的积极进展。双方欢迎通过开展既有的供应链安全与便利领域项目推进合作，并致力于加强海关执法合作。

27、宣布美国贸易发展署资助应对环境灾害，继续在中国商务部、美国贸易发展署及相关政府部门支持下，促进中美企业和机构在医疗、救灾反应、智能电网等领域开展合作。

28、欢迎双方探讨在大规模推广清洁炉灶和燃料的全球努力方面进行协作的可能性。

29、欢迎在推进《关于建立中美省州长论坛以促进地方合作的谅解备忘录》方面取得的进展。为继续加强和深化地方交流与合作，双方支持中国人民对外友好协会和全国州长协会于2011年7月在犹他州盐湖城举办首届中美省州长论坛，2011年末或2012年在中国举办第二届省州长论坛。

30、将为新成立的中国园项目全美基金会有关中国园项目的筹资工作进一步提供支持。2011年5月，中方将指定一家通过美方资质认证的项目承包商，与美农业部及总部在美的工程队伍共同做好符合法规的设计规划，以便启动中国园项目场地准备工作。

五、气候变化、能源和环境合作

31、重申将继续在中国国家发展改革委员会和美国环境保护署之间开展合作，在《关于加强应对气候变化能力建设合作备忘录》框架下加强制定温室气体排放清单的能力建设。

32、欢迎在落实《中美关于加强气候变化、能源和环境合作的谅解备忘录》方面取得的进展。

33、在“中美能源合作项目”支持下，进一步促进双方在电力特别是电力管理系统和电力项目决策等领域开展合作。双方期待着中国国家电网公司和美国贸易发展署资助的两项智能电网技术研究取得成果。

34、中国国家能源局和美国联邦能源管理委员会决定就两国能源监管经验和实践共享信息。

35、决定加强大规模风电项目研究的规划与部署及风电项目并网等方面的合作和分析。

36、欢迎在落实《中国国家能源局和美国国务院关于在页岩气领域合作的备忘录》方面取得的积极进展，决定继续深入探讨有关合作。

37、欢迎双方在中美能源合作项目下落实中美关于在中国使用航空生物燃料谅解备忘录取得的进展。双方决定根据资金状况，继续深入探讨有关合作。优先考虑并积极推动为发展第二代生物燃料开展非粮原料体系建设研究与合作项目。

38、决定适时共同举行中国可持续航空生物燃料产业战略研究、验证和使用的启动仪式。

39、加强中国气象局与美国国家海洋和大气管理局在《中美科技协定》框架下的联合研究，开发双方准确、可靠观测和理解大气中温室气体活动的能力。

40、承诺合作帮助中美都是成员国的地区渔业管理机构及其他国际组织履行职责，减少“非法、不报告和不受管制”的捕鱼活动及相关渔产品进入全球市场的机会。双方承诺保护和管理海洋生物资源，收集具有特别关切物种的特定信息，确保其可持续管理和保护，以防止非法或非有意抓捕海龟及其他依据条约义务、国家法律和规章应该保护的海洋物种。

41、双方决定进一步落实中美海洋与渔业科技合作第十八次联合工作组会上达成的共识，尽快制订《中美2011-2015年海洋科技合作框架计划》，指导中国国家海洋局和美国国家海洋和大气管理局未来的合作，制订中美在印度洋、南大洋开展大规模、跨学科的重大合作项目计划，并尽早实施。

42、再次确认双方将按照2010年5月第二轮中美战略与经济对话以及《中美能源安全合作联合声明》中确定的互利合作、多元发展、协同保障的原则保障能源安全。两国重申了在稳定国际能源市场、保障能源多元供应及合理高效使用能源方面合作的共同目标。双方一致认为通过市场机制满足未来能源需求仍是中美两国的首要和最佳选择。

43、支持北京大学承办中国国际太阳能竞赛。

六、签署和续签的文件

44、续签了《中华人民共和国科学技术部与美利坚合众国卫生与公众服务部卫生健康医药科学合作的谅解备忘录》。

45、签署了《关于执行〈中华人民共和国海关总署与美利坚合众国国土安全部海关与边境保护局关于供应链安全与便利合作谅解备忘录〉的行动计划》。

46、在《中美能源和环境十年合作框架》和《中国国家发展改革委与美利坚合众国国务院关于绿色合作伙伴计划框架实施的谅解备忘录》框架下签署了6对新的绿色合作伙伴关系。

47、签署了《中华人民共和国公安部国际合作局与美利坚合众国国土安全部海关与边境保护局关于执法事务合作的谅解备忘录》。

七、对口磋商和其他会见

48、就联合国维和事务、苏丹问题、执法合作、气候变化、扫雷及常规武器销毁、电子废物等议题举行了对口磋商。两国高级官员还就涉及中美关系整个战略轨道的广泛议题举行了一系列双边会见。
