尊敬的武契奇总理，各位同事，女士们，先生们：
很高兴来到美丽的塞尔维亚，出席第四届中国－中东欧国家经贸论坛。这次论坛期间还将成立中国－中东欧国家商会联合会，标志着双方合作又进入了一个新的阶段。这里，我代表中国政府，对论坛的召开和商会联合会成立表示祝贺！
大家可能注意到，今年北半球的冬季并不好过，不少国家频频遭遇寒流侵袭。这股冷空气似乎也反映了世界经济的温度。当前，全球经济复苏乏力，主要经济体走势分化，许多国家都面临经济下行压力，中国和中东欧国家也不例外。全球需求是否会更加低迷，一些国家出现的通缩趋势是否会加剧，需要未雨绸缪，这不仅涉及世界经济能否稳定增长，民生能否持续改善，也涉及国家、地区乃至世界的和平与稳定。但我相信，只要充分发挥各国的优势和潜力，世界经济不会出现崩盘或“跳水”，而会在艰难曲折中继续前行。
为此，我们在继续推进经济全球化进程中要大力推动区域合作，而中国－中东欧国家的合作，互补性强，利益相互契合，有巨大发展潜力。世界上有南北差距，中国与欧洲都有东西部差距，中东欧国家人均GDP只有欧洲平均水平的40%，而中国西部地区发展水平与全国平均水平相比也有很大差距，但差距就是潜力。中东欧国家经济发展空间广阔，在基础设施建设、制造业发展等方面有很强需求。中国产能充足、外汇储备较多。我们正努力促进中国经济升级，使中国从生产消费品的世界工厂变成向世界提供制造业装备的重要基地和吸纳各国优势产品的大市场，中国与中东欧国家深化合作可以为挖掘潜力、缩小差距贡献力量。
这里我要强调指出的是，我们双方的合作，不仅有利于中国和中东欧国家，也有利于欧洲。正像在欧债危机中最困难的时候，中国毫不犹豫地提供了支持。中国是欧债长期、负责任的投资者，这有利于欧洲平衡发展。同样，现在中东欧国家推进基础设施建设，与中国富余而先进的装备制造业产能相互对接，也有利于欧洲平衡发展。我们一贯支持欧洲一体化进程。希望看到一个团结、繁荣、稳定的欧盟和强大的欧元。中国－中东欧国家合作有利于中欧实现互利共赢，会使中欧关系更加紧密。对欧盟成员国来说，有关合作将在欧盟框架下进行；对于非欧盟国家，有关合作也有利于欧洲一体化进程。
当然，潜力发挥、经济发展都离不开一个和平稳定的政治环境。当前热点问题此起彼伏，地区稳定受到挑战，势必影响商贸往来和资金流向。如果在座的企业家不敢投资兴业，市场没有信心，各国经济就不可能持续发展。中国将继续坚定走和平发展道路，愿与欧洲国家一道努力，共同维护世界和地区和平稳定，为经济发展营造良好环境。
女士们，先生们！
近年来，中国与中东欧国家在贸易、投资、基础设施等领域合作发展很快。去年领导人会议提出的《布加勒斯特纲要》，80%以上的举措已经落实，双方贸易额今年有望突破600亿美元，增速超过10%，这远高于全球贸易增速。这些成绩的取得，与在座各国企业家密切相关，大家功不可没。今天下午，我将与中东欧各国领导人举行会晤，共同发表《贝尔格莱德纲要》，这将绘制双方未来合作路线图。希望各位企业家抓住机遇，协力推动中国－中东欧合作迈上新台阶。
一是基础设施建设蕴含巨大机遇。交通便利是经济发展的基础。中东欧地区基础设施建设需要政府的支持，更离不开企业的投入。中东欧不少国家具有港口优势，如罗马尼亚康斯坦察港、斯洛文尼亚科佩尔港等，与铁路、公路等交通干线连接起来，构成网络，可以大幅缩小中欧之间运输距离。推进中欧陆海快线建设，有利于海陆并进、畅通物流，形成新的快捷重载综合运输走廊，各国企业可以深度参与。我们欢迎塞尔维亚牵头组建中国－中东欧国家交通基础设施合作联合会，为双方合作企业提供优质服务。
二是以装备为重点的产业发展大有可为。中国企业在基础设施建设方面有成熟经验和技术，铁路、电力、港口等装备质量优良，性价比高，在国际市场上具有竞争力，也适应中东欧国家的需求。把中国装备制造与中东欧国家投资建设有机衔接起来，不仅可以促进中东欧国家经济发展，也可以充分利用中国装备产能，实现共赢。中国政府还愿与各国政府一道，为双方企业合作发展搭建平台，提供信息、签证、居留等便利，营造更加公平、透明、稳定的投资环境。
三是构建新的投融资框架服务实体经济前景广阔。当前，双方企业有不少好的合作项目，但融资问题是一块“短板”。为进一步深化投融资合作，中国政府提议建立中国－中东欧国家协同投融资合作框架，以市场化运作为基础，与中国－中东欧之间的既有投融资安排有机结合，创新投融资模式。中方鼓励中东欧国家充分利用100亿美元专项贷款余下的70亿美元额度，用好优惠买方信贷，根据项目情况提高贷款优惠力度，降低融资成本。为支持对中东欧投资项目，中方将启动第二期10亿美元的中国－中东欧投资合作基金，并成立30亿美元规模的投资基金，以多种方式推动本地区国家股权融资。中方愿鼓励本国企业积极参与中东欧国家企业私有化、市场化进程，支持双方企业以PPP方式合作建设。中方还将完善出口信用保险，大力开展装备租赁业务。希望双方企业开拓思路，创新方式，既要用好政府的支持政策，又要用好商业性资金，推动经贸投资合作尽快见到实效。
四是提升双方贸易还有很大空间。去年，我在布加勒斯特的论坛上提出，今后5年中国与中东欧国家贸易额再翻一番。一年来，各国经贸企业做了大量工作，成效明显。今年前10个月，黑山对华出口就翻了一番。中东欧有竞争力、有特色的产品很多，如捷克的机床、罗马尼亚的葡萄酒等，在中国都很受欢迎。关键是在座的企业家要把准中国市场的脉搏，适应消费者的需求。中国政府将与中东欧各国政府共同采取措施，提升通关和人员往来的便利化水平，为双方企业扩大贸易规模、优化贸易结构创造良好条件。明年6月中国－中东欧国家投资贸易博览会将在中国宁波举办第二届，欢迎各位企业家积极参加，在扩大货物贸易的同时，推动旅游等服务贸易合作渐次开花。
五是进一步密切人文交往。人文合作与经贸合作是相互促进、相辅相成的，企业生产经营和投资，需要人力资本投入，需要教育支撑，特别是需要国际化人才。这里，我宣布，中国政府每年对中东欧国家提供的留学生名额在现在的基础上再翻一番。
女士们，先生们！今年以来，中国经济运行总体平稳，稳中有进，稳中提质。经济增速在全球主要经济体中是比较高的，就业、物价都比较稳。特别是经济结构调整迈出重要步伐，服务业占比继续上升，装备制造、高新技术产业快速发展，一些新产业、新产品、新业态、新模式不断催生，整个经济正在发生积极变化。新的一年，我们将适应经济发展新常态，坚持稳中求进总基调，向改革创新要动力，向结构调整要助力，向民生改善要潜力，保持经济中高速增长，推动发展迈向中高端水平。全面深化各个重要领域改革，推进新一轮高水平对外开放。中方提出“丝绸之路经济带”和“21世纪海上丝绸之路”战略构想，愿与有关国家共同建设。中国经济持续发展和改革开放，将给包括中东欧在内的世界各国带来重要机遇。
女士们，先生们！
从布达佩斯到华沙，从布加勒斯特到贝尔格莱德，中国－中东欧国家合作正在进入快速发展的成熟轨道，迸发出勃勃生机，展示出广阔前景。希望双方企业家抓住机遇，扩大相互投资，相信在大家的共同努力下，中国－中东欧合作能够站在更高的起点上，取得更丰硕的成果。
