Secretary-General’s Message on International Day of Happiness
The twin concepts of happiness and well-being increasingly feature in international discussions of sustainable development and the future we want.
Many countries are going beyond the rhetoric of quality of life to incorporate practical measures to promote these concepts in their legislation and policy-making.These good practices can inspire other countries so that measuring and accounting for broader well-being, and not simply national income, becomes a universal practice.
Happiness may have different meanings for different people. But we can all agree that it means working to end conflict, poverty and other unfortunate conditions in which so many of our fellow human beings live.
Happiness is neither a frivolity nor a luxury. It is a deep-seated yearning shared by all members of the human family. It should be denied to no-one and available to all. This aspiration is implicitin the pledge of the United Nations Charter to promote peace, justice, human rights, social progress and improved standards of life.
Now is the time to convert this promise into concrete international and national action to eradicate poverty, promote social inclusion and inter-cultural harmony, ensure decent livelihoods, protect the environment and build institutions for good governance. These are the foundations for human happiness and well-being.

Message on International Day for Tolerance 国际宽容日致辞 16 November 2014 2014年11月16日
We live in an era of rising and violent extremism, radicalism and widening conflicts that are characterized by a fundamental disregard for human life. There are more people displaced by fighting today than at any period since the end of the Second World War.Innocent lives are being lost in senseless clashes around the world. The youngest victims are robbed of their childhoods, conscripted and abused, or even kidnapped simply for wanting an education.
Democratic and peaceful societies are not immune from prejudice and violence. There is growing hostility and discrimination towards people crossing borders in search of asylum or opportunities denied to them at home.Hate crimes and other forms of intolerance mar too many communities, often stoked by irresponsible leaders seeking political gain.
I have strongly urged world leaders to protect people from persecution and to encourage tolerance for all regardless of nationality, religion, language, race, sexuality or any other distinction that obscures our common humanity. The International Day of Tolerance is an opportunity to reaffirm our commitment to work for the recognition and protection of universal human rights and fundamental freedoms that is so essential to lasting peace.
The United Nations is committed to strengthening tolerance by fostering mutual understanding among cultures and peoples. This imperative lies at the core of the United Nations Charter as well as the Universal Declaration of Human Rights.Promoting tolerance is also a key objective of the International Decade for the Rapprochement of Cultures being observed through 2022.And the United Nations Alliance of Civilizations is paving the path to greater cross-cultural understanding.
On this International Day of Tolerance, I call on all people and governments to actively combat fear, hatred and extremism with dialogue, understanding and mutual respect.Let us advance against the forces of division and unite for our shared future.

Secretary-General’s Message on the International Day of Persons with Disabilities
New York, 3 December 2010
The theme of this year's International Day of Persons with Disabilities is “Keeping the promise: mainstreaming disability in the Millennium Development Goals”.
Among the promises made by world leaders at the MDG Summit in September was a commitment to improve the lives of persons with disabilities.
This diverse group includes people close to us – family, friends and neighbours.Indeed, physical, mental and sensory impairments are very common, affecting about 10 per cent of the world's population.
Disability is also highly correlated with poverty.People with disabilities account for roughly 20 per cent of those living in poverty in developing countries.Worldwide, they suffer high rates of unemployment and often lack access to adequate education and healthcare. In many societies, there are simply no provisions made for this group and they end up living in isolation, disconnected from their own communities.
Despite these obstacles, persons with disabilities have displayed great courage and resilience. But even as we continue to be inspired by those who reach the highest levels of human achievement, such successes must not obscure the difficulties faced by those who live in desperate conditions and lack the rights, privileges and opportunities available to their fellow citizens.
Governments need to do more to support people with disabilities. That means implementing
the UN Convention on the Rights of Persons with Disabilities. And it means integrating their needs into national Millennium Development Goal agendas. In the Action Plan adopted at the MDG Summit, world leaders recognized that current efforts are insufficient.
On this International Day, let us recognize that the battles against poverty, disease and discrimination will not be won without targeted laws, policies and programmes that empower this group.Let us pledge to keep the promise of the goals alive in the community of persons with disabilities. And let us include them not only as beneficiaries but as valued agents of change in our five-year push to reach the goals by the internationally agreed deadline of 2015.

Secretary-General’s Message on International Youth Day
Youth Migration, Moving Development Forward “青年移徙:推动发展”
This year’s observance of International Youth Day focuses on the issue of youth migration.Of the annual total of some 214 million international migrants, young people constitute more than 10 per cent, yet too little is known about their struggles and experiences.
The reasons young people migrate are many. Some are fleeing persecution, others are escaping economic hardship. Some are alone, others part of a family – with parents, siblings and even children of their own. Some have communities to go to, others must make new connections. In transit and at their final destinations, many young migrants face equal or greater struggles, including racism, xenophobia, discrimination and human rights violations.Young women, in particular, face the risk of sexual exploitation and abuse.
Poverty, crowded and unsanitary living conditions and the challenges of finding decent employment are regular features of the migrant experience. These challenges areexacerbated by the current global economic and financial crisis.Migrants are also often accused by communities and politicians of taking jobs from local people, exposing them to further risk of discrimination. In other cases, young people left behind by migrating parents face psychological and social challenges and greater vulnerability.
It is important to emphasize the positive contribution young migrants make to societies of origin, transit and destination – economically and by enriching the social and cultural fabric. Most work hard to earn a living and improve their circumstances. The remittances they send to support families in their home countries are a major contributor to economies worldwide. When they return home, young migrants often enhance development by applying skills and ideas acquired abroad. And, in many cases, women are empowered through migration as they gain financial and social independence.
In October, the United Nations General Assembly will host the second High-Level Dialogue on International Migration and Development.I urge Member States to consider youth migration.Working with and for young people is one of my top priorities. On this International Youth Day, I encourage Member States, youth-led organizations and other stakeholders to act to promote the rights of all young migrants and maximize the development potential of youth migration.
