43.为什么要进行系统的结构分析？
答：系统结构分析的目的就是要找出系统构成上这几个表征方面的规律，即系统应具备的合理结构规律．这就是说，要保证系统在对应于系统总目标和环境因素约束集的条件下，在系统组成集、这些要素之间的相互关系以及要素集和相互关系集在阶层分布上的最优结合并能给出最优结合效果的前提下，能够得到最优系统输出的系统结构．这种结构就是我们所说的系统合理结构．简言之，系统结构分析是寻求系统合理结构的分析方法．
44.系统分析的准则有哪些？为什么在进行系统分析时要采用这些准则？
答：
（1）外部条件与内部条件相结合
一个系统不仅受到内部因素的影响，而且还受到外部条件的约束，所以进行系统分析时必须把系统要素与内、外部条件和环境有机地结合起来．（2）当前利益与长远利益相结合
因为系统大部分是动态的，它随着时间以及外界条件而变化．所以，选择一个最优方案时，不仅要从当前的利益出发，而且还要考虑到将来的利益．如果采用的方案对目前和将来都有利，那当然是最理想的方案．往往有的系统方案从当前看不利而从长远看是有利的，从系统分析的观点看这种方案是合理的．而对那种一时有利，长远不利的方案，即使是过渡的，也最好不选用．（3）局部效益与整体效益相结合
一个系统往往由许多子系统组成，子系统又由更低层的子系统组成．大多数情况下，有些子系统是经济的，但从总体大系统看是不经济的，这显然是不可取的．有的从个别子系统看是不好的，但从全局看则是有利的，那这种方案还是可取的．在系统分析中，对系统的要求是整体效益最优化，而不是局部或子系统的优化，局部利益要服从总体利益．
（4）定量分析与定性分析相结合
用系统科学的理论与方法分析问题时，对于一些如政治、政策、法律等因素无法用数量指标进行分析时，只能用“好与坏”、“可以不可以”做主观判断的叫定性分析．系统分析不但要进行定量分析，而且要进行定性分析，因为在有些问题中某些定性的因素还能起决定性的作用．只有了解清楚了系统的一些性质，才能进一步建立定量关系的数学模型，做出定量分析，最后把定性分析与定量分析结合起来进行综合分析，才能找出最优方案．
