On this Day we call for adherence to the ILO/UNESCO Recommendation concerning the Status of Teachers(which was adopted on this date in 1966)and to the 1997 UNESCO Recommendation concerning the Status of Higher Education Teaching Personnel.The moral force of these Recommendations remains as pertinent as ever.Low status, low salary and poor working conditions infringe on the rights of teachers whilst discouraging talented young people from joining and remaining in the teaching profession.The situation must be redressed at a time when the world needs an estimated 10.3 million new teachers to reach internationally-agreed education targets by 2015.值此教师日,我们呼吁各方遵守国际劳工组织-教科文组织《关于教师地位的建议书》(于1966 年的今天通过)和1997 年教科文组织《关于高等教育教学人员地位的建议书》。这两项建议书的伦理力量一如既往,切合时代大潮。地位低、薪水少、工作条件恶劣,这一切都侵犯了教师 的权利,使那些有才华的年轻人望而却步,不敢加入并留在教师队伍中。这种局面必须予以纠正,因为要在2015 年之前实现国际商定的教育目标,全世界目前还需要新增大约910万教师。The quality of teacher training is equally important.Teachers who are well-trained and adequately remunerated are better equipped to provide a decent education and be active promoters of the values of citizenship,peace and intercultural dialogue.Governments are therefore urged to continue investing in viable national policies and programmes for teacher training,recruitment, and incentives so that teachers

An education system is only as good as its teachers.Teachers are essential to universal and quality education for all: they are central to shaping the minds and attitudes of the coming generations to deal with new global challenges and opportunities.Innovative, inclusive and results-focused teaching is crucial for 2015 and beyond if we are to provide the best possible opportunities for millions of children, youth and adults worldwide.教育系统的质量取决于其教师质量。教师乃是良好的全民教育不可或缺的:他们在培养子孙后代迎接新的全球挑战和机遇的思想和态度方面起着关键作用。就2015年及其以后而言,若要为全世界数以百万计的儿童、青年和成人提供尽可能好的机遇,创新、包容和注重实效的教学至关重要。

1994年由联合国教科文组织和国际劳工组织联合作出决定,把每年的10月5日定为世界教师日,旨在帮助全世界教师争取和维护自身权利,促进自身发展。定在10月5日这一天是为了纪念教科文组织和劳工组织1966年10月5日通过《关于教师地位的联合建议书》

世界教师日相关内容:

2007年10月5日 10月5日是“世界教师日”。联合国教科文组织、儿童基金会、开发计划署和国际劳工组织以及国际教育协会的负责人联合发表致词,向全世界的教师致以敬意,并强调高素质的教学队伍的重要性。

致词指出,教师是实现全民教育目标和千年发展目标中的国际教育目标所不可或缺的因素。各国政府承诺在2015 年以前使所有儿童都能接受有质量的教育。合格教师匮乏的问题是实现这些目标的主要挑战。

发展进入了历史上最好的发展时期,通过邮政体制改革,行业蕴藏的巨大生产力得到极大释放,全省邮政业持续保持快速发展态势,发展质量水平稳步提高,服务民生和经济社会发展的基础性作用逐步增强,行业面貌发生历史性变化,进入了在新的历史起点上实现新突破的崭新阶段。尤其是今年以来,全省邮政行业认真学习贯彻党的十八大精神和**省十二次党代会精神,按照国家邮政局确定的“到2020年建成与小康社会相适应的现代邮政业”的奋斗目标和省委加快发展现代服务业和现代物流业的总体要求,深入贯彻实施《邮政法》和《**省邮政条例》,努力推动提升邮政普遍服务能力和水平,努力推动提升快递产业经营规模和服务水平,努力提升邮政监管能力和水平,为全面建成小康社会贡献力量。今年上半年,全省邮政业业务收入累计完成21亿元,同比增长17.9%。业务总量累计完成18亿元,同比增长16%%。全省快递企业累计完成业务量**万件,同比增长81%。全省快递服务月平均业务量接近700万件,其中有5个月业务量超过700万件,4月份业务量达到779万件,创历史新高。预计到2020年,我省邮政业将在转变发展方式上取得实质性进展,发展质量、效益明显改善的基础上,实现业务收入比2010年翻两番以上,人民群众用邮水平将全面提高,企业培育将跃上新台阶,邮政业将成为省内现代服务业新的增长点,对陕西经济社会发展的贡献全面提升。

为实现上述目标,我们将注重处理好邮政基本公共服务领域和竞争性领域、产业升级和加快发展以及发挥行业管理作用和尊重市场规律三个方面的关系,重点抓好五个方面的工作:一是着力激发市场主体新活力。注重引导、培育企业的创新驱动发展新动力。增强发展后劲,构建现代邮政业发展的管理机制和技术体系。推动市场主体加快建立现代企业制度,完善多种所有制并存、多元市场主体竞合、多层次服务共生的邮政市场新格局。促进提高市场集中度,保证行业各种所有制经济依法平等使用生产要素,公平参与市场竞争,提升行业的开放型经济水平。二是着力完善保障监督邮政普遍服务的长效机制。强化邮政基础设施建设,设有邮政局所的乡镇比重达到100%,行政村通邮率和城镇居民信报箱安装率明显提高。加强邮政服务的质量管理,完善邮件处理和运输的安全保障措施,加大普遍服务标准监督检查力度,健全邮政普遍服务综合绩效考核机制,形成责权统一的邮政普遍服务保障与监督机制。三是着力提升行业科技水平和自动化、标准化、信息化应用水平。加快收寄、分拣、运输、投递等环节生产装备及新技术的研发和推广运用。开发渠道丰富、规范有序的运输和配送资源市场,提升邮政和快递网络的承载能力。四是着力促进协调发展。优化产业结构,促进区域协调发展,促进产业联动发展。依托综合交通运输体系,推动企业功能整合和服务延伸,融入产业链、服务链和供应链,提升产业层次,促进与电子商务、制造业等协同发展。五是着力加强行业文化建设。以践行社会主义核心价值体系为核心,努力建设面向现代化、具有行业特色的文化体系。

今年以来,中央把“稳增长”战略放在更加突出的位置,强调坚持稳中求进,稳中有为,把发展服务业作为打造经济“升级版”的重要战略举措,坚持生产性服务业和生活性服务业并举,坚持现代服务业和传统服务业并举,着力把服务业打造成经济社会可持续发展的新引擎。邮政业作为重要的基础性产业,广泛服务于经济社会发展和人民生活。我们要在国家邮政局和陕西省委、省政府的正确领导下,按照科学发展跨越发展的决策部署和建设“三个陕西”的要求,以转变发展方式为主线,以惠民强业为目标,以转型升级为核心,以构建公平公正、竞争有序的邮政市场环境为保障,加快行业科学发展步伐,显著提升邮政业对经济社会发展的支撑能力,加快建设与小康社会相适应的现代邮政业,为建设西部强省、富裕三秦百姓作出新的更大贡献。
