We also agreed to work together through the G20.We both strongly support the G20 as the premier forum for our international economic cooperation, where the world’s largest economies work together to support their mutual aspirations and ambitions.We both welcomed the ambitious agreement reached by G20 Finance Ministers & Central Bank Governor at Gyeongju, Korea, to reform the IMF’s quota and governance that will help deliver a more effective, credible and legitimate IMF.At Gyeongju we also agreed to strengthen multilateral cooperation to promote external sustainability and the full range of policies conducive to reducing excessive imbalances and maintaining current account imbalances at sustainable levels.We need to move further forward in Seoul this week.I hope that China will seize the opportunity to play a leading role on this.双方赞同在G20峰会上共同努力。双方坚定支持G20,这是各国实现国际经济合作的重要论坛,其间,全球最大的经济体为实现他们共同的愿望和前景而协同努力。双方欢迎在韩国庆州G20财长和央行行长会议上就国际货币基金组织份额和治理改革达成的重要共识,这将有助于提高国际货币基金组织的有效性、可信度和合法性。在庆州,我们也赞同加强多边合作,推动外部发展的可持续性以及实施一系列有益于减少过度失衡和在可持续的水平上保持经常账户失衡的政策。我们希望在本周的首尔峰会上能够取得更多进展。我希望中国抓住机会,发挥领导作用。
We also discussed the trade links between our countries.It is worth remembering that China is the world’s largest exporter of goods and the UK is the world’s second largest exporter of services.This complementary in our relationship will provide a strong foundation to strengthen our trade and investment links.Both sides will uphold the principles of free trade and resist all forms of protectionism.We will work together to achieve Doha – the UK sees 2011 as a key window of opportunity for achieving this, and I hope China will take a leading role in driving this agenda forward at the G20 Summit in Seoul.双方探讨了两国间的贸易关系。值得一提的是,中国是世界上最大的商品出口国,而英国是世界上第二大服务出口国。两国在这方面的互补将为加强我们的贸易和投资关系提供强有力的基础。双方都赞成自由贸易的原则,抵制各种形式的贸易保护主义。双方将协同努力推动多哈回合成果。英国认为2011年是实现这一目标的关键机会,我希望中国在首尔召开的G20峰会上可以发挥领先作用,推动此项议程的开展。
We also discussed how to encourage Chinese investment in the UK and how to enable Chinese companies to do business in the UK.The UK is already one of the most open economies in the world to trade and inward investment and welcomes more Chinese investment, including from sovereign wealth funds.We noted that UK firms are doing well in China’s growing market.For example, UK firms play a key role in China’s financial markets.UK banks account for 23 per cent of the foreign banking market.Our insurers are among the leading foreign players.双方探讨了如何鼓励中国在英国投资、如何促使中国企业在英国开展业务。英国作为世界上贸易和投资最开放的经济体之一,欢迎更多来自中国的投资,包括主权财富基金的投资。我们注意到,英国企业在中国日益发展的市场上表现出色。例如,英国企业在中国金融市场上发挥着关键作用。英国银行占外国银行市场的23%。英国的保险公司也处于领先的外国企业行列。
And we agreed that it is not just bilateral trade that matters.The UK and China can work in partnership elsewhere, and we discussed how we can support greater partnerships between UK and Chinese companies in third countries.We discussed the business environment in both our countries.There are lots of opportunities in China’s growing market and I highlighted some areas where British companies believe China’s business environment could be improved.We also noted the challenges in the business environment and will work to address this.I encouraged China to respond constructively to the views of the business community.We noted the importance of effective protection of intellectual property rights to promote innovation and encourage bilateral trade, especially in high-technology goods and services.We agreed ambitious plans for deepened technical collaboration on intellectual property administration and enforcement.We also agreed to establish a working-level dialogue on tax issues for businesses engaged in bilateral trade and investment.双方同意,发挥重要作用的不仅仅是双边贸易。英、中两国可以在其他领域合作,双方探讨了如何在第三国进一步发展英、中两国企业间的合作。双方探讨了两国的商业发展环境。在中国日益发展的市场上有大量的机会,我曾强调了在一些领域英国企业相信中国的商业环境会进一步完善。

We are announcing an expansion of our unrivalled programme of bilateral technical collaboration and joint research on financial sector reform and development.This includes development of the offshore renminbi market, SME financing, corporate and government bond market development.We welcome the fact that China will soon allow foreign-invested banks to conduct bond underwriting business.We agree to explore the possibility of cross-cutting Exchange Trade Funds on our respective stock markets.We both reiterated our support for mutual listings arrangements that will allow Chinese companies to list in London and foreign firms to list in China.我们宣布,进一步拓展现有成果,继续致力于双边技术合作以及金融领域改革与发展方面的共同研究。包括离岸人民币市场、中小企业融资、公司和政府债券市场的发展。我们期待着中国将尽快允许外资银行开展债券承销业务。我们同意探索研究交易型开放式指数基金(ETF)在对方国家相互上市的可能性。双方重申了对两国企业相互上市的支持,即允许中国企业在伦敦上市以及外国企业在中国上市。

I am very pleased to co-chair with Chancellor Osborne the Fourth China-UK Economic and Financial Dialogue.The Chinese delegation thanks the UK side for the thoughtful arrangements.2010年11月,卡梅伦首相访华,两国领导人提出,要从21世纪全球视角和战略高度规划好两国关系。今年6月,温家宝总理对英国进行正式访问,双方确定了新的合作重点,签署了12项合作文件。本次对话的主要任务是,落实两国领导人达成的重要共识,用实际行动推动中英全面战略伙伴关系健康发展。
During Prime Minister Cameron's visit to China in last November, leaders of the two countries pointed out the need to draw a good plan for our bilateral relations from a global and strategic perspective of the 21st century.When Premier Wen Jiabao paid an official visit to the UK last June, the two sides identified new cooperation priorities and signed a total of 12 cooperation documents.The main task of this round of dialogue is therefore, to act on the important agreement reached by our leaders and promote the healthy development of China-UK comprehensive strategic partnership with concrete steps.当前,世界经济形势极为复杂和不确定,国际金融市场动荡加剧,“家家都有一本难念的经”。欧洲主权债务危机十分严峻,美国就业和房地产市场持续低迷,日本经济增长乏力,新兴经济体和发展中国家通胀压力加大。确保经济金融稳定,推动全球经济强劲、可持续、平衡增长是各国面临的首要任务。解决欧债危机,需要欧盟特别是欧元区国家对有效的救助措施达成共识,协调配合,尽快付诸实施。欧洲经济的稳定对世界经济复苏至关重要,也关系到中国经济的健康稳定发展。中方对欧洲经济和欧元抱有信心,支持欧元区、欧盟和国际货币基金组织采取的应对措施,相信欧洲有能力、有智慧克服当前困难,走出危机。
The current world economic situation is highly complex and uncertain, and there is increasing fluctuation in the international financial market.As every family has its own problems, so does every economy.Europe is confronted with a severe sovereign debt crisis, the United States
continues to face sluggish job and property markets, Japan is plagued by weak economic growth, while emerging markets and developing countries suffer from mounting inflationary pressure.To ensure economic and financial stability and promote strong, sustainable and balanced growth of the world economy is the top priority for all countries.To resolve the European debt crisis requires the European Union, the Euro zone countries in particular, to reach consensus on effective rescue measures, and put them into speedy implementation through cooperation and
coordination.A stable European economy is not only essential for global economic recovery, but also bears on the healthy and steady development of the Chinese economy.China has confidence in the European economy and the euro.We support the measures adopted by the Euro zone, the EU and IMF and believe that the Europe has the ability and wisdom to overcome its current difficulties and come out of the crisis.目前,中国经济形势总体是好的,但也面临着来自国内外的多方面挑战。为此,中国政府已经和正在采取一系列宏观调控的政策措施,实施积极的财政政策和稳健的货币政策,妥善处理保增长、调结构和抑制通胀的关系,努力保持经济持续平稳增长。希望英方振兴经济、保持财政可持续性的措施尽快见到成效。双方应就事关两国经济的重大问题交流信息,加强沟通。
China's economy is in good shape on the whole.But we also face multiple challenges at home and from abroad.In response to the challenges, the Chinese government has put and are putting in place a series of
macroeconomic policy adjustments.By pursuing a proactive fiscal policy and a prudent monetary policy, and endeavoring to adjust the structure and curb inflation while securing growth, we strive to maintain sustained and steady economic growth.We hope that the steps taken by the UK to
revitalize its economy and maintain fiscal sustainability will produce results as soon as possible.The two sides should share information and strengthen communication on major issues concerning our two economies.中英两国经济互补性强,合作潜力巨大。中国正在实施“十二五”规划,英国也出台了未来增长计划,明年还将举办伦敦奥运会,中英经济合作孕育着新的机遇。双方应充分发挥各自优势,深化经贸、投资、金融、科技、旅游等各领域合作,在基础设施、高端制造、新能源、节能环保等领域打造新的合作亮点,努力实现2015年双边贸易额达到1000亿美元的目标。希望双方在金融监管改革、风险防范、产品创新、信息交流及人才培训等方面,加强交流与合作。
The economies of China and the UK are highly complementary and enjoy enormous cooperation potential.China is implementing its 12th Five-Year Plan, while the UK has rolled out the Plan for Growth and will host the Olympic Games in London next year.All these will bring new opportunities for China-UK economic cooperation.The two sides should harness their respective strengths, deepen cooperation in such fields as the economy, trade, investment, finance, science, technology and tourism, create new bright spots of cooperation in infrastructure, advanced manufacturing, new energy, energy conservation and environmental protection, and work hard to bring bilateral trade to US$100 billion by 2015.I hope our two sides will step up exchange and cooperation in areas such as financial regulatory reform, risk prevention, product innovation, information sharing and personnel training.充分照顾彼此关切,是对话与合作的重要前提。对于英方关注的知识产权保护、市场准入等问题,中方已取得积极进展。中国政府打击侵权假冒专项行动成效显著,软件正版化全面推进。希望英方积极支持中国企业赴英投资,继续推动欧盟放宽对华高技术产品出口管制、尽早承认中国市场经济地位。
Full accommodation of each other's concerns constitutes an important basis for cooperation and dialogue.China has made good progress in addressing the concerns of the UK side, including those on IPR protection and market access.The special campaign of the Chinese government to combat IPR infringement and counterfeiting products has produced marked results and the use of legal software is being promoted across the board.We hope the UK will render active support to Chinese companies in making investment in the UK and continue to encourage the European Union to relax its control over high-tech exports to China and recognize China's market economy status at an early date.中英作为二十国集团的重要成员,应当保持各层面的密切沟通,与其他成员国一道,团结一致,加强宏观经济政策协调,稳步推进国际货币金融体系改革,反对贸易保护主义,避免经济问题政治化,确保戛纳峰会取得成功。
As important members of the G20, China and the UK should maintain close communication at all levels and work with other G20 members in the spirit of solidarity to strengthen macroeconomic policy coordination, steadily advance the reform of the international monetary and financial systems, oppose trade protectionism, prevent the politicization of economic issues and ensure the success of the Cannes summit.各位同事!

第四篇:中美经济对话开幕致辞中文
一、大家早上好!很高兴来到这里,感谢习主席出席今天的战略经济对话开幕式,感谢他的代表团-刘延东副总理,王岐山副总理,国务委员杨洁篪,以及卢部长,他是我的同事。我还要感谢在美国的同事,感谢各位嘉宾以及来自民间的各位,请接受奥巴马总统和美国人民的问候,我们将以开放的态度在未来两天,努力取得实质性成果。两国人民期待对话推动两国关系发展。
二、我特别感激受到的盛情款待,这在我昨天刚到达时就感受到了。昨天,杨洁篪委员和我共进晚餐,我们之间的谈话坦诚而又真挚,我没记错的话是在18号会客厅,就是在那里进行了一次愉悦的谈话。这是中美战略经济对话的良好开端。
三、刘副总理给我非常特殊的待遇,亲自带我游览故宫-乾隆花园,花园正在修复中,乾隆花园已有230年的历史。故宫博物院和美国世界文化遗产基金会正开展合作,修复花园,以重现曾经的优雅和美丽。说实话,我们一行参观古老的故宫和花园的这一特殊待遇标志着中美两国人民期待携手合作的强烈意愿。
四、我希望大家能同心同力,在更多的领域展开共同讨论。我坚信这也是两国领导人的意愿,习主席和奥巴马总统一直以来希望两国能以务实积极的态度拓宽双边合作议程。习主席刚才也分享了他在加州安纳伯格庄园-阳光之乡进行会晤时的感受。
五、气候变化明确展示了对话的好处。七年前,我和在座一些人参加了哥本哈根的缔约方会议。美中两国当时在关键问题上立场相反,所以整个谈判以失败告终。谈判确实是失败了。但是过去三年来,我们一起努力,以开放的态度迎接所有可能性,共同研究细节,开展气候合作。最后,我们达成了具有里程碑意义的联合声明。两国元首在去年十二月宣布了减排目标。这些都是携手合作的成果。你们不知道有多少人跟我说过——我确信他们对谢部长也这么说——如果没有中美合作,巴黎气候大会可能无法取得实质性进展。所以我们一起采取有力的行动,几乎所有大国都会加入我们,一起履行气候协议,减少温室气体和气候变化带来的不良影响。最重要的是,可以向私企传递一个信息,鼓励他们加入我们。这是全球196个国家的目标——是我们前进的方向。市场信号表明将释放大量的投资,促进就业和增加机会。这一切都无法实现,除非我们共同领导、携手合作。

十三、因此,美国明确表明我们要寻求和平的方式来解决争端——如中国南海问题。我们不是申索国,我们也不会支持任何申索要求。我们反对通过单边行动解决这个问题;而是通过法律途径,通过外交途径,通过协商来解决。我们敦促各国采取外交途径,只有这样才符合国际准则和法律。
十四、最后,我们应牢记于心,要达成官方决议只有人民最有发言权——中国人民和美国人民代表着中美两国的基层,政府的目标便是满足他们的需求。尽管如习主席所说,我们有不同的制度、文化、历史。我们应当承认并尊重这一点。但是中美两国的联系不仅存在于官方层面,也体现在职场,学术界,科学界,音乐,体育以及两国人民日常生活中的点点滴滴。这才是两国关系健康稳定发展的标准,民之所望为施政所向。
十五、在去年的谈话中,刘延东副总理引用了一句中国古话:“万丈高楼平地起”。今天我想要传达的就是我们应当立雄心筑高楼。
十六、我知道奥巴马总统也有同样的雄心壮志,他明白战略对话的好处。在给习主席的信中他写道,战略经济对话之际,“我十分希望能够建立这样一种关系,提高两国人民的生活水平,让他们呼吸的空气更干净,使用的能源更环保,拥有的经济机会更丰富,孩子们的成长环境更安全。”
十七、作为外交官,我们都知道容易的是仅仅重复过去作出的声明,困难的是试着解决实际问题,缓解紧张局势。两国领导人启动这样的对话,是因为我们有无限的潜力,促进未来的发展与合作。可持续发展需要我们不断地问自己,是否能够做更多的事情或做一些改变,是否能够处理这些障碍,寻求新的机会,敢于发掘这些机会。
十八、最重要的是,我们不应该再用旧的思维模式,包括“冷战的遗迹”和僵化的意识形态,这会让我们朝错误的方向前进,会阻挡二十一世纪的发展潮流。习主席也提到,全球化的世界发展的比以往都快。的确是这样的。这也让治理更加复杂。让关系,尤其是让两大强国之间,两大经济体之间的关系更加重要。全球化的时代,需要合作而非冲突。
十九、在漫长的历史中,中国对世界贡献了很多包括艺术,科学,文学,哲学,尤其是近几十年来,在联合国安理会参与的国际政治发挥的作用。我也能十分骄傲地说在更短的期间内,美国这个非常年轻的国家,同样对世界贡献了很多,促进了全球秩序和结构的形成,并且肩负起了全球的责任。
二十、现在我们有机会来重新定义我们之间的关系。我们有责任,有义务领导全球的发展方向,促进世界的稳定繁荣与和平。这取决于我们和我们的继承者,要保证中美两国是伙伴,而非对手;多一点一致,少一点关于法治的争论;多一点共识少一点优先发展问题上的分歧;多一点自信,相信彼此能够越来越了解对方的意图。这就是我们建立互信的方式。
二十一、战略经济合作对话能够帮助我们履行彼此的责任,方式就是坦诚的交换意见,阐释各自的立场,表明相互的态度,寻求更多的发展空间,携手合作。我非常希望本次对话能取得积极有效的成果。

鲍尔森财长,各位同事:
我非常高兴在庄重典雅、具有中国古典建筑艺术风格的“中信国安第一城”欢迎鲍尔森财长和各位美国同事,并在此举行第三次中美战略经济对话。
一年前,我们在北京举行了首次中美战略经济对话,使胡锦涛主席和布什总统达成的创建中美战略经济对话机制的共识成为现实。一年来,在中美两国国家元首的密切关注和指导之下,中美战略经济对话机制日趋成熟,发挥着日益重要的作用,对中美两国经贸关系乃至整体关系的稳定和发展产生着越来越重要的积极影响,受到中美两国人民乃至世界各国的广泛关注。
首次中美战略经济对话的主题是中美两国的发展道路和经济发展战略,第二次对话我们重点就影响中美经济关系的若干热点问题进行了讨论,本次对话则是在更为广泛的经济全球化的大背景之下,研究中美经济关系的现状和未来的发展方向。我认为本次对话的主题“抓住经济全球化的机遇和应对经济全球化的挑战”,既有战略高度,又立足于现实的经济问题,顺应了当今世界经济发展的主流和趋势,反映了中美两国人民十分关注的重点问题,也体现了中美两国妥善解决经济关系快速发展过程中产生的矛盾和问题、深化合作的共同愿望。围绕这一主题,会议将探讨应对经济全球化挑战的政策措施、强化贸易诚信、加强在产品质量和食品安全领域的合作、促进经济平衡发展、加强在能源和环境领域的合作和改善投资环境。我相信根据这一主题,通过对重点问题的讨论,会议一定能为深化中美两国经贸合作、推进中美建设性合作关系的发展作出新的贡献。
借此机会,我愿对中美经贸关系未来发展和需要重点推进的几项工作提出建议:
第一,深刻理解中美两国既是利益攸关方,又是建设性合作者的重要内涵,理解中美经贸关系是中美总体关系的基础与纽带的重要意义。中美贸易额从1972年尼克松总统访华时几乎为零的状态,发展到今年有望突破3000亿美元大关,双方互为第二大贸易伙伴,中国连续五年成为美国增长最快的出口市场,这是中美两国共同努力的结果,凝聚着两国有识之士为双边经贸关系发展付出的大量心血。中美经贸关系的深化,直接造福于中美两国人民,使他们的生活水平不断提高。中美经贸关系是互惠互利的,这一关系的发展同两国政治关系、文化关系、科技关系等方方面面的发展密切相关、相辅相成。中美经贸关系在不断向前发展的过程中,推进了中美其他领域合作的发展,成为中美整体关系的坚实基础。当然,毋庸讳言,中美经贸关系快速发展的过程中,也出现了一些矛盾和问题。对于这些矛盾和问题,只能通过对话和磋商加以解决。中美经贸关系的历史发展过程反复提示我们,对话胜于对抗,协商胜于指责。我们要以建设性的态度努力解决好中美经贸关系中出现的问题,包括双方共同努力采取综合措施,逐步缓解中美贸易不平衡问题,并且通过化解矛盾、解决纠纷,将中美经贸关系不断推向新的高度,从而使中美两国既是利益攸关方、又是建设性合作者的关系具有更加坚实的经济基础。
第二,通过深化对话和磋商,强化中美战略互信,增进彼此理解和照顾对方关切。经济全球化的快速发展,中美经贸关系的不断深化,使中美两国人民经济生活的方方面面联系更加密切,形成“你中有我、我中有你、互利共赢”的经贸关系。我们均希望对方的经济能够不断持续地向前发展,从而使我们各自经济发展具有更广阔的对外合作空间。正因为如此,我们不能同意某些利益集团以一己之私利,损害互惠共赢的双边经济关系。我们坚决反对把经贸问题政治化,坦率而言,经贸问题政治化损害的不仅是对方利益,而且将两败俱伤。我特别关切美国国会迄今提出的50多项保护主义色彩浓厚的涉华经贸议案,我必须坦率地告诉鲍尔森财长和各位美国同事,这些议案如获通过,势必严重损害中美经贸关系。美国的企业家和美国的有识之士,已经认识到贸易保护主义倾向的严重后果和影响。我欢迎鲍尔森财长、古铁雷斯部长和施瓦布贸易代表于7月30日就美参议院财委会和银行委员会分别提出的有关议案联名致信美国国会,指出美国国会的行动“所起的作用适得其反”,并明确表示反对上述立法行动。我也愿提醒大家注意9月26日美国160家跨国公司和行业协会致美国国会的联名信。签署这封信的公司,既包括英特尔、微软、IBM、惠普这样的高科技公司,也有沃尔玛、百思买等大型零售店;既有花旗集团、摩根斯坦利、纽约人寿等主要金融机构,也包括可口可乐、宝洁、雪弗龙、通用电器等大型工业企业。联名信特别强调,对华贸易制裁只会导致弊大于利的结果。使用贸易保护主义做法,要求某一国家为美国经济自身存在的结构性问题承担责任,不仅无效,而且将损害美国的利益。我希望美国政府、美国国会和美国媒体,能够倾听美国企业的呼声,能够从美国的整体利益出发,顺应经济全球化的历史发展趋势,理解中美关系的大局和中美经贸关系互利双赢的性质,采取正确的经贸政策措施,确保中美两国人民能够从不断发展的中美经贸关系中获得更多实实在在的利益。
第三,妥善处理中美经贸关系发展过程中的新问题,化问题和挑战为深化合作的机遇,拓展中美经贸合作的深度和广度。中美两国经贸关系规模之大,涉及范围之广,牵涉各方面利益之深,已经使其成为当今世界最为复杂的经济关系。这就需要我们站在战略高度,用更高的智慧,更大的勇气,采取更加有力的政策措施,创造性地处理好在经贸关系发展过程中不断出现的各种新问题,把问题和挑战化为深化合作的机遇,为中美经贸关系的健康发展创造新的动力。当前中美经贸关系中出现的产品质量和食品安全问题,就是一个突出的事例。在经济全球化的大环境之下,产品质量和食品安全确实具有跨国境的全球性影响,这就要求相关国家增强合作意识,承担相应责任,强化有关机制,确保公众生活质量和安全。中国政府高度重视这一问题,成立了以我本人为组长的国务院产品质量和食品安全领导小组,在全国范围内开展了为期四个月的专项整治特别行动。同时,我也要实事求是地向美方指出,在强化产品质量和食品安全方面美国应负的责任。我注意到,美方也加强了相关的整治活动。我高兴地看到,在中美战略经济对话的框架之下,双方就这一问题进行了深入坦率的讨论,在加强互信和合作的精神指导下,磋商取得了实质性的进展。本次会议前,双方签署了《中美关于食品、饲料安全的合作协议》和《中美药品、医疗器械安全合作备忘录》,这突出表明我们双方对话和合作的诚意和效果。我还要指出,双方在环境和能源领域具有进一步深化合作的巨大潜力,我们要进一步扩大合作领域,争取取得新的合作成果。在中美经贸不平衡方面,我曾反复表明,中方不刻意追求大额贸易顺差,我们的政策是实现国际收支的基本平衡。解决好中美贸易不平衡问题,需要我们双方共同努力。我再次强调,美国应放宽对中国民用高技术产品的出口,这也是美国的国家利益所在。中国已连续五年成为美国出口增长最快的国家,美国在对华出口方面,仍有很大的增长空间,中国的政策是明确的,中国对美国产品敞开大门,关键在美方的政策。美方利益的实现,取决于美国自己对其政策的把握。我希望美方在这一问题上,能有新的思维,能够摆脱传统思想的束缚,从美国自身利益出发,扩大美国对中国民用高技术产品的出口,增加美国对中国市场的占有率。胡锦涛总书记不久前在中国共产党第十七次全国代表大会上宣布了确保到2020年实现全面建成小康社会的奋斗目标,其中包括增强发展协调性,努力实现经济又好又快发展,中国要在2000年的基础上,到2020年把中国人均GDP翻两番;建设生态文明,即基本形成节约能源和保护生态环境的产业结构、增长方式、消费模式。这是非常重大的政策宣示,表明中国的国内消费将进一步扩大,中国国内市场的空间将产生巨大的飞跃,中国的发展质量将进一步提高。中国对市场产品特别是环保产品的需求,将更加大幅度地增加。我希望我们的美国朋友,能够把握住机遇,通过中美双方的共同努力,使中美经贸关系逐渐趋于平衡。

Dear Secretary Henry Paulson, Dear colleagues,I am delighted to welcome you to the Grand Epoch City, a garden city of classical Chinese architecture to attend the Third China-US Strategic Economic Dialogue.This time last year, following the agreement reached between President Hu Jiantao and President Bush, we held the First China-US Strategic Economic Dialogue in Beijing.Since then, thanks to the personal attention paid and guidance given by the two presidents, the SED mechanism has grown in strength.Attracting widespread public attention in both countries and the international community, it has played an increasingly important role in ensuring the stability and growth of not only China-US business ties, but also our overall relations.The First China-US Strategic Economic Dialogue focused on the Development Road and Economic Development Strategy of China and the United States.During the second Dialogue, we discussed key issues concerning China-US business relations.And we are meeting for this round of the Dialogue to review the current state of these relations in the broader context of economic globalization and look ahead at their future growth.The theme for the Dialogue, namely, Seizing the Opportunities of Economic Globalization and Dealing with the Challenges of Economic Globalization, is of both strategic and practical significance.It echoes the trend of the current global economic development, addresses key issues of concern to both China and the United States, and demonstrates our shared desire to resolve difficulties and problems that have occurred in the course of the rapid growth of bilateral business ties and deepen China-US cooperation.Under this theme, we will discuss such topics as policy steps to meet challenges posed by economic globalization, integrity of trade, cooperation on product quality and food safety, balanced economic development, cooperation on energy and environmental protection, and improving investment environment.I am confident that our discussions on both the general theme and specific topics of the Dialogue will help boost both China-US business ties and the growth of China-US constructive and cooperative relations.I wish to take this opportunity to discuss the future growth of our business relations and the priority areas we need to focus on..First, China and the United States are both stakeholders and constructive partners.We need to fully appreciate the important weight this relationship carries and the fact that business ties are both the foundation and a key area of the overall China-US relations.In 1972, when late President Nixon made his first visit to China, our trade was almost non-existent.By contrast, it is expected to exceed US$ 300 billion.China and the United States are each other's second largest trading partners, and China has been the fastest growing export market for the United States for five consecutive years.We owe such progress to the joint efforts of both countries, and we salute all the people in both countries who have worked so hard to build strong business ties between the two countries.The dynamic growth of China-US business ties has benefited our two peoples, making life better for them.Our business relations are win-win in nature.They are closely linked to our relations in the political, cultural, scientific, technological and other fields, and these ties are mutually reinforcing.The strong growth of our business ties has boosted our cooperation in other fields, thus becoming a solid foundation for the growth of overall China-US relations.In the course of the rapid growth of China-US business relations, some difficulties and problems have occurred.This is normal, and these difficulties and problems can only be resolved through dialogue and consultation.The history of China-US business relations has repeatedly shown us that it is dialogue and consultation, not confrontation and finger pointing, that have enabled the relations to grow.We should address issues in our business relations in a constructive way.We should make joint efforts and adopt comprehensive measures to ease trade imbalance and resolve disputes so as to further boost our business relations.And this will lay a more solid economic foundation for growing the relations between China and the Unites States who are both stakeholders and constructive partners.Second, we should strengthen strategic mutual trust, enhance mutual understanding and accommodate each other's concerns through deepened dialogue and consultation.Thanks to accelerated economic globalization, the growing China-US business relations featuring interdependence, mutual benefit and win-win progress have brought our two peoples increasingly closer to each other.We all hope that both our economies will enjoy sustained growth so as to create more opportunities to expand cooperation in the interest of our respective development.This is why we must not allow some interest groups to harm our win-win business relations in pursuit of their selfish interests.We must oppose attempt to politicize trade issues.Politicizing trade issues will harm the interests of not just one side, but both sides.I am particularly concerned about the 50 or so protectionist China-related bills introduced in the US Congress.Secretary Paulson and other American colleagues, I need to be quite candid about this: If these bills are adopted, they will severely undermine US business ties with China.I have noticed that the American business community and public figures with vision have seen the grave consequences of protectionism.In this connection, I welcome the joint letter sent by Secretary Paulson, Secretary Gutierrez, and Ambassador Schwab to the Congress on July 30th, concerning the bills respectively sponsored by the Senate Committee on Finance and the Senate Committee on Banking, Housing and Urban Affairs.Secretary Paulson, you and your colleagues rightly pointed out in the letter that these moves can only be “counter-productive”, and stated your explicit opposition to them.I also wish to draw your attention to a joint letter sent by 160 US multinational corporations and industry associations to the Congress on 26 September.The American corporations which signed the letter include high-tech companies such as Intel, Microsoft, IBM and HP, mega retail store chains such as Wal-Mart and Best Buy, Citibank, Morgan Stanley, New York Life and other major financial institutions and leading American companies like Coco-cola, Procter & Gamble, Chevron and General Electric.It is emphasized in the letter that US trade sanctions against China would only cause negative impact rather than a positive one.Obviously, to resort to trade protectionism and blame another country for the structural problems in the US economy is the wrong approach which would only harm the interest of United States itself.I hope that the US administration, the Congress and the media will heed the voice of the business community.I hope they will not lose sight of the larger interests of the United States, follow the historical trend of economic globalization, appreciate the importance of its overall relations with China and the mutually beneficial nature of our business ties, and pursue the right trade policy so as to enable our two peoples to gain more from the continuous growth of China-US business relations.Third, we should properly address new issues emerging in the course of the growth of China-US business relations, turn difficulties and challenges into opportunities for cooperation and develop China-US business ties in both depth and width.China-US business relationship is the most complex one in today's world owing to its huge scale, broad scope and the extensive interests of various parties involved.This requires us to view this relationship from a strategic height, demonstrate greater vision and courage, and adopt more effective policy measures to handle in a creative way issues that have occurred as our business ties expand.We should endeavor to turn difficulties and challenges into opportunities for cooperation, and add new momentum to the growth of our business relations.A case in point is the issue of product quality and food safety.As economic globalization gathers momentum, product quality and food safety have become a global issue.This means that the countries concerned must increase cooperation, assume their due responsibilities and strengthen related mechanisms to ensure the quality and safety of people's life.The Chinese Government takes this issue very seriously.For instance, the Leading Group for Product Quality and Food Safety under the State Council has been set up, and I am head of the Group.The Chinese Government has launched a four-month long nationwide campaign to improve product quality and food safety.At the same time, I need to point out frankly that the United States should also assume its due share of responsibility for improving product quality and food safety.I have noticed that the US side has intensified efforts to address this issue.I am glad that China and the United States have had in-depth and frank discussions on this issue within the SED framework.Acting in a spirit of enhancing mutual trust and cooperation, we have made substantive progress in the consultations.Before this round of the Dialogue, the two sides signed the Memorandum of Agreement on Food and Feed Safety and the Agreement on the Safety of Drugs and Medical Devices, which fully demonstrate our resolve to solve the issue through dialogue and cooperation and the progress made.I also wish to stress that there is enormous potential for further bilateral cooperation in the fields of environment and energy.We need to expand areas of cooperation and make new progress in them.As to China-US trade imbalance, I have repeatedly stated that China has no intention to seek large trade surplus with the United States.Our policy is to maintain a basic balance in international payments.To address China-US trade imbalance requires the concerted efforts of both sides.Here, I once again call on the United States to relax export control over export of high-tech products for civilian use to China.This is in your own interest.China has been the fastest growing export market for the United States for five years, and there is great potential for increasing US export to China.China's policy toward the US import is very clear, and its door is wide open to American products.The key is what policy the United States should pursue.Whether the United States can increase its export to China hinges on what policy it will follow.I hope the US side will change the outdated mindset and see the new horizon.My point is clear: Expand export of civilian-use high-tech products to China, and you can enlarge your market share in China.This is where your interest lies.At the recently-concluded 17th National Congress of the Communist Party of China, General Secretary Hu Jintao outlined the policy measures we will adopt to build a moderately prosperous society in all respects in China by 2020.We will promote coordinated development to ensure both sound and fast economic growth.We aim to quadruple China's per capita GDP of 2000 by 2020.We will promote a conservation culture.This means we will basically achieve the goal of making China's economic structure, model of growth and mode of consumption energy-efficient and environment-friendly.These policy steps have sent a very important message to the world: China will greatly expand its domestic consumption.This, in turn, will greatly increase the size of China's domestic market and sustain the balanced development in China.China's demand for products and particularly environment-friendly products will grow more rapidly.It is my hope that the United States will seize the opportunity and work in partnership with us to achieve eventual balance in trade.Secretary Paulson,The Third round of Strategic Economic Dialogue carries special significance as it is being held at an important stage in our business relations.I hope that through this Dialogue, we will gain a better understanding of the impact of economic globalization on our respective economies, and make major progress on specific issues on the agenda of the Dialogue.This will help us narrow differences and mitigate problems in our business relations, fully implement the agreement between the two presidents on the SED and grow our business relations to the benefit of our two peoples.In conclusion, I wish the Third China-US Strategic Economic Dialogue every success!
