我认为牢固树立持续安全理念,加 强维修能力建设, 注重促进行业结构 优化, 构建高安全的机务维修保障体 系, 这是航空业安全发展的迫切需要,亦是对确保民航的安全发展起着最根本的决定性影响。（1）强化理念体系建设。在确保民 航持续安全的“四个体系”(理念体系、队伍体系、法规体系、责任体系)建设 中,处于首位的是理念体系。思路决定 出路,思维差距决定管理成败。这就需 要我们强化理念体系建设, 克服思维 定势,牢固树立持续安全、相对安全、系统安全、过程安全等全新的、科学的 安全管理理念,用更宽广的视野、更科
学的思路去决策安全生产工作。这是培育高安全的机务维修保障体系的前
提。“持续安全”要求我们在安全管理 中一定要有所作为, 通过持续的危险 识别和风险管理, 将人员伤害或财产 损失的风险降至可接受的水平或其以 下。(2)加强维修能力建设,提高行业 维修质量。作为机务维修行业,立足的 根本就是技术。全面提高行业整体维 修能力, 将为提高我国民航企业的国 际竞争力提供重要的技术保障, 这亦 是培育高安全的机务维修保障体系的 重要基础。
(3),完善人才培养体系,加强维修 队伍建设。这就需要我们加强人才培 养,充分做好人才储备,保证维修队伍 的持续发展。这是培育高安全的机务 维修保障体系的有力保证。

每天，当太阳还睡着懒觉的时候，机坪上早已出现了一群忙碌的身影；而当深夜来临，已是繁星点点时，他们的身影还在机坪上忙碌着。他们总是在机坪上迎来第一缕曙光，又在机坪上送走最后一线夕阳。无论是严冬还是酷暑，无论是刮风还是下雨，哪怕是漫天纷飞的大雪，也丝毫挡不住他们朝天的干劲。只要有飞机，就有他们的身影。他们就是机务工作者！而我正是他们中的一员。
一提起民航，人们想到最多的是英武的飞行员，漂亮的空中小姐，而忙碌的机务工作者却往往是被人们所遗忘的一个群体。机务工作的性质注定了机务工作者将缺少众人关注的目光，只能是幕后的英雄，而我们也习惯了这种被人遗忘。然而这并不意味着我们就甘于平凡。机务是飞行的后勤保障，机务工作需要的就是踏实的工作作风。只有默默辛勤的工作，才能换来飞行的安全。为飞行提供安全适航的飞机，为旅客提供更为舒适的环境，这是我们的职责，更是我们的骄傲。
在很多人的眼里，机务不过是一个勤务工种，机务工作者也如同一只只小小的蚂蚁，无足轻重。当你在机坪上，看到他们穿着满身油污的工作服忙碌时，你也许会投上轻视的一瞥，心中暗想：不过是个干机务的。可是当你走近他们，你就会发现他们的可爱。当你知道他们都是受过高等教育，有的还是硕士研究生的时候，你是不是又会想到些什么呢？爱美之心人皆有之，更何况这些年轻的小伙子们。谁不想每天穿得干干净净，工作在舒舒服服的环境中。可是我们不能，既然选择了干机务，就得在油污中摸爬滚打。怕脏、怕累是干不好机务工作的。
机务工作的苦与累不是所有人都能理解的，也决非是一个“累”字就能解释得清楚的。由于倒班，大礼拜、节假日都与我们无缘。即便是休息时间，只要是一个电话或是一个传呼，就得马不停蹄的赶到外场，或是排故，或是跟班。我们的主任，我们的工段长，又有哪一个没有亲身经历过呢？
我干机务工作也有三年多了，可是在这几年中，四个大年三十我都是在机坪上度过的。当除夕的夜幕降临时，别人家里早已是热热闹闹：包饺子，看春节晚会，吃团圆饭；而我们却在机坪上工作着。要是遇上个故障，没准一干就是一个通宵。谁不想回家过个团圆年，可是为了保证飞行的安全，航班的正常，我们必须全身心地投入工作，保证飞机的维护质量。
机务工作也决非只是苦干、死干就能做好的。机务工作责任大，风险高。没有过硬的技术本领，吃苦耐劳的精神，细致入微的工作态度，也是干不好的。机务工作中，往往一个小小的差错，都会造成巨大的损失。几年前西北航空公司的tu154飞机就是因为两个插头插反了，结果造成了机毁人亡的惨剧。而去年南航又有一起因为一个快卸解刀的十字头遗落在网发动机中，而造成发动机打伤的事故。这些看似一点点的小事，对于机务工作却是丝毫马虎不得的。安全关系你我他，没有安全意识是不行的。保证飞行的安全就是我们的责任。
尽管机务苦，机务累，可却也给我带来了独有的乐趣。工作中有酸更有甜，有苦还有乐。机务工作者性格直爽，为人坦诚，和他们一起工作充满着欢乐。特别是在一车间这个充满活力的集体中，我们即是同事又是朋友。工作中少不了团结协作，我们总是并肩作战。当我们经过一夜的苦战，终于排除了故障，保障了航班的正常时，看着旅客们登上飞机时的网那一张张笑脸，在我们那布满血丝的眼里，也会露出欣慰的笑意。当经过我们双手放飞的飞机安全返回机坪时，我们就象迎回了自己的孩子一样，心里凭添了几许的自豪。
曾经有人问起过我，“干机务，你后悔不？”。“后悔？”，我反问道：“看看我们那些辛苦了一辈子的老同志，想想自己肩头担负的责任，能后悔吗？”在别人眼里，我的工作也许是平凡的，但我热爱我的工作。人的一生不一定都得轰轰烈烈，但却绝不能庸庸碌碌。能在平凡的岗位上踏踏实实的做好自己的本职工作，自己的人生也会因此而不平凡。

第五篇：民航机务维修专业培训协议

甲、乙、丙三方经平等协商一致，就丙方参加甲方、乙方共同组织的民航机务维修专业培训相关事宜，达成如下协议：
一、培训期限
原则上为一年，自丙方通过甲乙双方组织的面试、体格检查，符合甲乙双方的录取条件，并办理相关受训手续之日起算，至丙方完成培训课程并取得相关培训证书，培训结束之日止。
二、培训费用
1．丙方在办理受训手续时，须一次性缴纳培训相关费用共_________（大写）元人民币（￥_________（小写）），甲乙双方在收取培训费用后，应向丙方开具合法票据。
2．选拔报名时、正式进入培训班前、正式入职前甲方对丙方进行三次体格检查。前两次体格检查费用、以及培训期间所需的生活费用等，均由丙方自行支付；入职前体检费用由甲方承担。选拔报名时和正式进入培训班前的两次体检按甲方新员工入职体检标准执行。
3．由于航空业的特殊性，丙方在培训期间需自费购买人身意外伤害保险，并建议购买相关医疗保险。
4．丙方在培训期间成绩优异、表现突出，甲方可以提供助学金、助学贷款等作为奖励。具体执行方法由甲方另行制订。
5．丙方因不可抗拒的非主观原因中断培训，可以退还部分培训费用：
（1）在本协议生效后、培训开始实施前，甲乙双方按培训费用80%的标准退还；
（2）在培训实施6个月内，甲乙双方按培训费用50%的标准退还；
（3）在培训实施6个月后，甲乙双方不予退还培训费用。
三、培训安排
1．乙方负责安排丙方在乙方培训期间的安全管理、住宿及相关事宜。甲方负责安排丙方在甲方培训期间的安全管理、住宿及相关事宜。
2．乙方负责对丙方进行民航机务维修专业培训，包括民航机务维修基本技能培训、民航机务维修基础执照培训、机型执照培训（B737－300/NG；A319/A320等机型之一）、民航机务专业英语及其他相关课程。甲方负责安排丙方到甲方进行相关岗位实习培训。
3．丙方培训结束后，经考核合格的，乙方负责颁发民航机务维修专业的维修基本技能、维修基础执照、机型执照（B737－300/NG；A319/A320等机型之一）、民航机务专业英语、适航知识与人为因素课程等相关培训合格证书。
4．丙方在一年专业知识学习、技能培训和岗位实习等课程培训期间，每项培训考核不合格的，只允许当期补考一次，不另行收取培训费和补考费。若仍不合格，则培训考核最终定为不合格。
5．丙方符合本协议第四条第5款的相关要求，甲方负责录用。甲方根据丙方学习成绩和综合表现，分别定岗在“技术序列”或“勤务序列”，并根据甲方的有关规定给予相应的待遇。
四、各方权利、责任
1．在丙方笔试、面试、体检合格后，甲乙双方应向丙方发出正式的培训录取通知。
2．丙方在培训期间，应严格遵守国家的各项法律法规和规章；并遵守甲、乙方的规章制度及相关纪律，服从并积极配合、统一管理。
3．丙方在培训期间，因个人过失造成甲方、乙方损失（包括但不限于设备灭失毁损）的，应承担相应的赔偿责任。
4．丙方被培训录取后，甲方将与丙方签订《就业协议书》，达成初步的就业意向；甲方可以协助丙方办理毕业派遣的相关手续，不解决丙方在培训期间的户籍迁移、档案托管等问题。在培训期间，甲方与丙方无任何劳动合同关系，甲方不向丙方发放工资，丙方也不享受甲方各类福利待遇。
5．在培训结束后，丙方符合以下条件，甲方负责录用，办理正式入职手续。否则甲方有权拒绝接收，与丙方签订的《就业协议书》作废，并不予退还培训费用。丙方放弃《就业协议书》所规定的相关权利。
（1）按时毕业并取得高职高专院校毕业证书；
（2）通过甲方、乙方各项培训考核（考试），成绩合格；
（3）参加正式入职体格检查，身体条件符合甲方用人标准。
出现以下情况者将明确不予以接收：
A、肺结核；
B、艾滋梅毒等性病；
C、大小三阳；
D、恶性肿瘤。
6．甲方同意录用丙方后，丙方拒绝到甲方工作，将承担相应的违约责任。
7．丙方在符合本协议第四条第5款的相关要求，被甲方正式录用，并办理入职手续后，正式与甲方发生劳动合同关系，应服从甲方工作安排及内部规章制度的要求。
五、协议效力
1．本协议自三方签字盖章后生效；本协议一式三份，甲、乙、丙三方各执一份，具有同等法律效力。
2．丙方有以下情形之一的，甲、乙方可以随时与丙方解除本协议，并不予退还培训费用：
（1）丙方因个人主观原因，单方面提出终止培训的；
（2）在培训期间，不能通过甲乙方组织的培训考核的；
（3）被证明不符合甲方录用条件的；
（4）违反国家政策和法律法规，或者被追究刑事责任的；
（5）造成甲方、乙方重大损失或严重违反纪律、规章制度的；
（6）法律、法规规定的其他情形。
3．有以下情形之一的，本协议自动终止：
（1）丙方符合本协议第四条第5款的相关要求，被甲方录取的；
（2）因天气、战争或其他自然和人为灾难等不可抗力造成本协议无法继续履行的。
六、违约责任
1．丙方在本协议生效后、培训开始实施前，明确表示终止与甲方签订的《就业协议》，须支付违约金人民币伍仟元整给甲方。
2．丙方有本协议第四条第6款、第五条第2款情形的，或者其它个人原因终止培训、实习，或放弃到甲方从事机务维修工作的，须支付违约金人民币_________元整给甲方。
3．因甲、乙方原因造成丙方的培训无法正常进行，将退还丙方的全部培训费用。
七、其他条款
1．本协议未尽事宜，经三方协商一致，可对本协议条款进行修订、更改或补充，形成书面协议，具有与本协议同等法律效力。
2．协议三方对本协议的履行或解释发生争议，经协商、调解无效，任何一方有权向有管辖权的人民法院提起诉讼。
