“川普红利”带来新的投资主题
专访美国某全球宏观对冲基金首席投资官陈凯丰

在我的微信朋友圈里，陈凯丰博士是一个“产学研三栖”的投资者。他既是纽约金融论坛（NYFF）联席发起人之一，目前又是纽约某全球宏观对冲基金合伙人和首席投资官，同时也在纽约大学、纽约佩斯大学、西班牙巴塞罗那IESE商学院纽约中心任教。在朋友圈看到陈凯丰来发的一些观点和图片，有一些工作和生活中的小感悟。
在7月份,陈凯丰就预测川普会在美国总统大选中胜出。在本周美国大选尘埃落地之时，我再次和陈凯丰做了越洋交流。川普当选美国总统不是“黑天鹅”
江涛：为什么在7个月份您就判断“川普绝对当选”？川普的获胜根本不是“黑天鹅”事件？
陈凯丰：每年我都会和一些朋友一起从纽约开车几千英里去美国中部的奥马哈参加巴菲特投资年会，在这中间会直接实地调研十几个州。这些州的每家每户门口经常会插着“你喜欢某个候选人”的标语牌。我注意到川普对希拉里的标语牌的比例是50:1。
另外一个观察是，纽约经济俱乐部基本上每个月会组织几次活动，邀请各国政要包括联储主席耶伦、欧洲央行行长、西班牙国王等来讨论各自的经济政策和观点。而今年9月中旬，我在纽约经济俱乐部现场听川普做经济策略演讲的时候，全场起立鼓掌。这个情况非常特殊，这是我在纽约经济俱乐部参加过几百场类似的活动中，惟一的多次全体起立鼓掌。
这说明基本上川普主张的一系列经济政策明显符合了在美国有一定经济地位、受过一定教育的人的想法。这也说明美国总统大选前，主流媒体宣传的所谓文化程度比较低的男性是川普主要支持者的论点是完全错误的。根据我的观察，美国大部分的中小企业主都是支持他的。
江涛：您的观察角度倒是比较特别。
陈凯丰：后来，我发觉我对于结果的判断还过于谨慎，因为主流媒体对他的攻击非常厉害。当时我的判断是川普会险胜，没想到他会全胜。实际上，除了总统大选，还有各个州的州长选举、参议院众议院他也全面获胜。所以川普当选美国总统，并不是一个“黑天鹅”事件，只是民意调查结果和实际结果差距很大而已。“川普新政”利多美国经济
江涛：您能简要地介绍一下“川普新政”的核心内容吗？
陈凯丰：“川普新政”从经济政策层面看，主要包括三个部分的内容：减税、减少监管和反思贸易。
减税是计划将公司税税率从33%降低到15%，预估减税幅度是4.4万亿美元。这个政策看起来激进，实际上已有先例，因为爱尔兰目前的税率水平就是如此。而且减税可以大大降低经营负担，会对企业的业绩刺激巨大。同时，他也提到将允许固定资产投资的折旧大幅加快，这也是一种减税。美国自从2008年经济危机后，企业的固定资产投资一直很低，导致生产力增长很慢。毫无疑问，减税对于投资的促进会是巨大的。
第二点，减少监管。众所周知，美国民主党的政策一直是加强监管，经过2008年的经济

危机，政府的监管可以说是变本加厉。美国的大小公司对于监管的压力一直是怨声载道，包括华尔街、医疗和能源行业。而共和党一贯坚持小政府理念，奉行减少监管的政策。此次大选，国会也将由共和党全面接管，一些减少监管的法律应该可以迅速通过。
第三点，反思贸易。川普认为美国在很多贸易协议上都吃亏了，受到墨西哥等国对美自由贸易的冲击。他的观点是需要重新审视全球贸易的规则和现状。最近几年，全球化对于美国中下层的负面影响确实很明显，因此他的政策也有民意支持。但是，共和党传统上是支持全球化、促进自由贸易的党。
但我不认为川普会在贸易上有重大改变，毕竟美国最大的公司都是全球化的受益方，特别是硅谷的高科技公司。
江涛：川普和希拉里的政策截然相反，不同的施政纲领会对一个国家未来的经济发展产生不同的影响。川普当选美国总统，会对美国的经济增长有怎样的影响？
陈凯丰：我认为减税、增加基建投资都会大幅度增加经济增长。川普自国经济增长率加倍。美国现在的经济增长率是2%，翻倍就是4%。当然这个目标很宏大，不一定能实现，但是经济增长加快是必然的。
川普当选总统带来的投资主题
江涛：如果美国经济有望增长，这会对股市产生何种影响？
陈凯丰：川普获胜，实际上下一步判断美国股市走出一轮大牛市就是很简单的逻辑了，公司减税、经济增长、加大基建投资等都是导致大牛市的前提。
我觉得很奇怪的是，华尔街大多数人之前没有看到，等到选举结果出来以后才意识到这一点。川普上台后，能源、医药药厂、金融、包括军工会受益很大，这些都是他重点支持的行业。医院、保险系统、医保、新能源等比较受影响，这两天的市场走势已经反映出来了。
江涛：作为一名全球宏观对冲基金经理，您会采取怎样的策略应对资本市场发生的变化？
陈凯丰：我们可以重点看一下川普当选总统的投资主题。共和党的传统政策是自由竞争、自由贸易、市场优胜劣汰。但是，川普不是一个传统的共和党人，他目前透露的执政方针不多，但是基本思路是放权、减税和减少监管。他拟任命的能源部长是个页岩油公司的总裁。我认为这个选择证实了他会扭转很多对于传统能源的限制政策。因此，能源行业、矿产行业是两个对于川普当选总统后最大的投资机会，可以称之为“川普红利”。
由于川普反对全球化，反对自由贸易的思路，美国股市的工业行业会是他的政策受益者。在美国过去的八年里，金融行业被严厉监管，导致盈利和成长空间有限。而川普是房地产开发商起家，对于金融业应该是非常熟悉。他最近提出的要拆分华尔街大银行的建议，初看有一些争议，但是如果合理执行，应该对于金融业增加专业化是好事，会充分释放行业价值。
这里也需要提到，由于共和党在美国国会占据多数，因此奥巴马总统的很多政策都被国会压制而无法通过。川普当选，立法和行政都在一个党派中，效率应该会提高。川普的政策不支持低保，但是放松对医药制造企业的监管，因此从医疗健康的投资角度来看比较复杂。我认为大概率上可以看空医院股票，看空医疗保险股票，看多药厂，特别是生物制药业的股票。
江涛：在具体的大类资产配置方面，您有何建议？
陈凯丰：货币政策层面，川普已经提出，尽管耶伦管理联储做的工作值得赞赏，但是他会任命一位新的联储主席。相对而言，共和党人的联储主席历来比较鹰派，也许会加快退出宽松的货币政策，实现利率正常化？
财政政策上，川普明确提出要大规模增加基础设施建设、给企业减税两个主要目标。这也

必然会增加赤字，增加通货膨胀率。这些政策主张应该是主要有利于美国股市，对于债券市场不是好事。
从商品市场来看，能源和矿业如果被川普松绑，应该会有投资机会。而外汇市场方面，美元和外汇市场的总体波动率会迅速提高。川普的高不可预测性会加大外汇市场波动性的可能。中美贸易应该会正常发展
江涛：川普之前说过要换联储主席，您认为美联储年底是否还会加息？
陈凯丰：联储的问题要放到大的方面来看。从大局观来说，美国政府官员体系分为两类人，一类是职业官员，无党派或是跟党派无关的。另一类是接受任命的。总统上任后，联邦一级需要任命的官员大概是3000个，就是任命3000个有党派关系的人。那么以前接受任命的3000个官员是要自动辞职走人的，而职业官员还是老样子不变。
虽然美联储本身是一个独立性的机构，但是美联储主席也是有党派的。一般情况下，民主党总统会任命民主党成员担任美联储主席，这一届美联储主席就是耶伦。所以，川普上台将美联储主席换成共和党成员是理所当然的，也在大家预期之内。至于美联储是否年底会加息，这有很多细节的问题。
江涛：川普的经济政策对国内企业会带来怎样的影响？
陈凯丰：对于国内的行业现在还很难说，相信对于跟美国相对应的能源、基建行业会有利好，像新能源、高科技等领域会受些影响，不过目前真的还很难说。
江涛：您对未来中美贸易关系的走向有何判断？
陈凯丰：中美贸易作为世界最大的两个贸易体，应该还是会正常发展。川普是一个在全世界都有投资的人，虽然他说了很多反对全球化贸易的事情，但是实际上真正的经济政策有可能对一些非法移民，比如墨西哥的压力会比较大，但是未必会对中国产生影响，中美贸易应该是正常进行的。
我认为川普是个非常聪明的人，他做事情一定会考虑前因后果，不管是投资、贸易还是其他方面。所以，你千万不要根据他的言论来判断，很多时候那些言论是为了选举用的，他真正当选后，会有很多非常实际的经济政策出台。■

你必须拥有一定的禀赋-川普
他是个传奇人物，一生起伏跌宕。现在没有低潮，未来只有高潮。美国98%的人认识他，而现在通过全球媒体的传播，全球至少有50%的人已经认识了他。他是一位准备“让美国再次强大”的总统参选人，无论是他卓越常青的文化事业，还是如火如荼进军政界参选美国总统，都折射出他的处事经营之道。
本书是国内首部掰开，揉碎，从前世到今生，多角度，全方位细细讲述，解读川普的书。通过11个章节全面展示了唐纳德川普这个传奇人物。让读者通过了解他的奋斗历程，从中吸取力量。川普传的作者李霖是个美国历史研究爱好者，政治人物行为研究家，“川普”现象的探索先锋，对川普有深刻的了解，一直想向世人展示一个不一样的亿万富翁，不走寻常路的川普。本书前八章从“野性少年初长成”到“竞选之路”是按时间顺序写的，以严肃和较客观的格调描写了川普的成长历程中的起伏跌宕。九十两章分别讲述了他的轶事，包括他与其他总统参选人的骂战，奢华的生活，不寻常的婚姻等等，介绍了奇葩大亨的另类人生。
而最后一章作者很慷慨真诚地向作者推荐了“川普成功学”，数篇文章分别提到并解释川普的品牌营销艺术，跟川普学谈判，做生意等，具有比较高的教育意义。但凡记传，特别是为一个人记，作者的个人感情被强加其中是难免的，李霖显然比较喜欢川普，但是对于川普的失败经营，失败的婚姻并没有掩饰，只是用了较多的笔墨书写了他的卷土重来和辉煌业绩。其实这也是事实，2016年时，川普已是古稀之年，然而经历数次破产他又重登福布斯富人榜并参选总统，不得不承认川普的人生是成功的。在阅读期间必定会认为事情发展过于迅速，让愿意细细品味的读者有种没弄清原由或者意犹未尽的感觉。但是读者反而可以从中感受川普在经商历程中的拳脚大施和处机应变。总而言之，这是一本中国研究者客观的显现川普的一本书。
