UN Secretary-General's Message on World Mental Health Day

New York, 10 October 2010

The Universal Declaration of Human Rights and the International Covenant on Economic, Social and Cultural Rights guarantee the right of everyone to enjoy the highest attainable standard of physical and mental health, including to medical care and services, without discrimination of any kind.《世界人权宣言》和《经济、社会、文化权利国际公约》都规定,人人享有可达到的最高标准身体和精神健康的权利,包括不受歧视享有医疗保健服务的权利。

The constitution of the World Health Organization refers to the physical, mental and social aspects of our wellbeing, which are closely linked.Mental illnesses seriously affect our bodies and our social relationships, while physical health problems, especially when severe and protracted, can lead to social isolation and mental illness.

But many countries fall far short in treatment for those suffering with mental illness – even though it is relatively inexpensive and easy to deliver. The vast majority of people with mental, neurological and substance use disorders do not receive even the most basic care.Yet such services are essential if we are to offer hope to some of the most marginalized people in the world, especially in developing countries, to live their lives in dignity.

We must break down the barriers that continue to exclude those with mental or psychosocial

disabilities. There is no place in our world for discrimination against those with mental illness. There can be no health without mental health.

Secretary-General's message for World Health Day 2010

For the first time in history, more people live in cities and towns than in rural areas. In a parallel trend, the burden of world poverty is also shifting from sparsely populated rural areas to densely populated cities.By mid-century, urban dwellers will count for seven out of every ten people. Most of this explosive growth is occurring in developing countries.Rapid, unplanned urbanization is expanding slums and informal settlements and municipal authorities are struggling to cope.

The disparity in people's income, opportunities, living conditions and access to services is most vividly reflected by the mirror of public health. The threats are numerous: inadequate sanitation and refuse collection;industrial and traffic pollution;infectious diseases that thrive on squalor and crowded conditions;high rates of tobacco use;physical inactivity;unhealthy diets;crime, violence and the use of harmful substances.

To a large extent these problems lie beyond the direct control of the health sector.Improving urban health therefore requires sound policies across all areas of government and awareness among all sectors of society. The broad family of UN agencies and programmes is involved in this effort: working to reduce air and noise pollution, traffic congestion and crime;helping to improve housing, sanitation and food and water safety.

Although the threats to health in cities are many, there is also reason for optimism. The root causes of urban health problems are known. So, too, are the methods for dealing with them.On World Health Day 2010, more than 700 cities from around the world will share their success stories.Together, these policies, interventions and best practices show how we make cities healthy places to live.

Many problems can be solved through better planning and more effective use of standards and the legislation needed to enforce them.Actions need not be complex or costly.Interventions with a demonstrated impact range from using urban gardens and farms to promote nutrition education and physical activity to communities working together to reduce crime and violence. On this World Health Day, let us act to make our cities more nurturing for all.Urban health matters!

THE SECRETARY-GENERAL'S VIDEO MESSAGE

FOR THE NEW MILLENNIUM

My dear friends all over the world,Today we celebrate a special New Year with a momentous number: the Year Two

Thousand. As we move into a new Millennium, many of us have much to be thankful for. Most of the world is at peace. Most of us are better educated than our parents or grandparents, and can expect to live longer lives, with greater freedom and a wider range of choices.A new century brings new hope, but can also bring new dangers-or old ones in a new and alarming form. Some of us fear seeing our jobs and our way of life destroyed by economic change.Others fear the spread of bigotry, violence or disease.Others still are more worried that human activities may be ruining the global environmenton which our life depends. No one knows for sure how serious each of these dangers will be.But one thing they have in common: they do not respect state frontiers.Even the strongest state, acting alone, may not be able to protect its citizens against them.More than ever before in human history, we all share a common destiny. We can master it only if we face it together. And that, my friends, is why we have the United Nations.Through the United Nations, we are working together to preserve peace;to outlaw weapons that kill and maim indiscriminately;to bring mass murderers and war criminals to justice.Through the United Nations, we are working together to defeat AIDS and other epidemics;to control climate change;to make clean air and water available to everyone.Through the United Nations, we are working together to ensure that the global market benefits all of us, freeing the poor to lift themselves out of poverty.Through the United Nations, we are working together to make human rights a reality for everyone ?to give all human beings real choices in life, and a real say in decisions that affect their lives. In all these areas and more, the United Nations is working for you.But it can do little without you. After all, it belongs to youthe peoples of the world. And therefore it can work much better with your help and your ideas. My friends, the new millennium need not be a time of fear or anxiety. If we work together and have faith in our own abilities, it can be a time of hope and opportunity. It's up to us to make it so.Politics and World Affairs
