9月29日,搜狐科技从三大基础运营商获悉,“流量不清零”方案今天正式公布,10月1起正式执行。

新的流量不清零政策将原来单月清零变为双月清零,也就是说,10月份的剩余流量11月份可以使用,但是到了12月份,10月份的流量清零。

值得注意的是,流量不清零针对的是所有套餐用户,凡是没有办理任何套餐的,收费模式仍然不变。

中移动介绍,此次推出普惠制的手机月套餐剩余流量当月不清零服务,全部手机月套餐客户均可自动享受。中国移动表示,此次当月流量不清零服务的范围为按流量计费的手机月套餐,包括按月计费的基础套餐和流量可选包,如4G飞享套餐、全球通升舱套餐、4G流量可选包、夜间流量套餐等,不包含流量加油包、季度包、半年包、假日流量套餐等灵活周期产品,以及促销赠送的流量。

中联通宣布自2015 年10月1日起推出手机月套餐内剩余流量单月不清零服务,即月套餐内当月剩余流量可延期结转至次月底前使用。用户如遇到问题,可拨打10010服务热线,或到就近的营业厅咨询。

中国电信业务主管人员介绍,“流量当月不清零”是落实“提速降费”推出又一举措,目前全球可借鉴做法和经验比较少。此项服务涉及实时计费、离线计费、余额管理中心等90多套系统的改造割接和30多个软件版本的发布上线测试,还包括近2亿用户的服务数据梳理,销售渠道和用户服务等方面的流程改造和衔接配合等工作,涉及的工作量很大,此项服务在推出前进行了系统性测试。

为什么不能实现永久性流量不清零?

三大电信运营商单月流量不清零方案实质:对包月套餐用户“流量滚存”,也就是说不清零从30天变成60天,而非永久性不清零。运营商也有苦衷,也许用户并不买账。搜狐科技通过采访了解到不能永久不清零的幕后。

三大运营商

1、套餐用户:30天清零变成60天清零

只限于主套餐,副套餐照常清零:以中移动方案为例,相当于将流量使用期限从原先的一个月延长到两个月。需要注意的条件:当月不清零仅限于主套餐流量,叠加的流量包不算。

2、非套餐用户 资费标准 0.01/MB-0.30/MB

虚拟运营商:国美、苏宁、迪信通、蜗牛移动等多家虚拟运营商,纷纷推出“流量不清零”政策。分享通信董事长蒋志祥在接受搜狐采访时表示,虚 拟运营商因为执行 “流量不清零”政策,截至目前补贴用户超过千万。而中兴视通CEO邓慕超对搜狐科技表示相同的看法。

电信运营商说法:

1、时间短:

5月,国务院总理李克强主持召开国务院常务会议上提出;今年7月份工信部承诺,提速降费,实施流量不清零,9月22督促年底前实施。改造系统、改造与流量不清零要求不兼容或互斥的现有业务的确需要一定时间。

2、补贴放大,收入少:

收入“剪刀差”进一步增加:中移动数据流量与2014年上半年同比增长154.2%,收入仅同比增长41.6%;中国联通的移动手机宽带流量虽然同比增长54%,但移动宽带收入却下降了7.8%;中国电信的人均手机流量增幅高达76.7%,但是收入增幅却只增加17.5%。

3、考核压力大:发改委以及国资委对基础运营商的考核并没有变化。

北京邮电大学教授王立新在接受记者采访时表示,三大运营商假装降价,实则“换汤不换药”。“电信、移动、联通三大运营公司隶属国资委,每年国资委都会进行利润考核,如果强行大幅降价,就会伤及企业利润”。

4、消费习惯:肯德基买了也不能退:

中移动某省公司高管:“流量套餐就和肯德基套餐一样,套餐一定是比单买要便宜。不能说到肯德基买个套,薯条吃完了,把鸡腿还回去吧?”

5、法律契约:

运营商某高管称,用户办理业务有签协议,这些条款不管用户看还是不看,都具有法律意义。

福田某法院:通信行业全程全网的服务特性决定了它即使不消费、不生产也会损耗成本,流量的计费、网络的维护、客户的服务等工作都消耗成本,只要消费者选择了流量服务,这些成本就会存在。

长沙某法院:流量清零不影响原告财产权。流量并非“物”而是服务的计量,因此清零流量并不侵犯原告的财产所有权。结合中国移动告知的各类信息,原告作为一名具有完全民事行为能力的消费者,“应当知道”包月流量是附有时间条件的,否则不可能提供优惠。结合其他证据,法院认为,原告的知情权和公平交易权并未受到侵犯。

6、国际惯例

“我们是按着传统国际惯例。”美国最大移动运营商宣布将推出月度流量不清零的政策。而日本等很多国家当月流量用不完也是顺延到下个月。

美国:按流量需求提供套餐。美国的Verizon是目前全球最大的4G运营商,用户每月支付50美元可享有5GB的流量。另一家运营商AT&T则提供20美元300MB,30美元3GB,50美元5GB的包月套餐,3GB和5GB两档超出流量按10美元每GB收费。

英国:签约越长越优惠。4G网络已覆盖英国117个城市和城镇,惠及60%的英国人口。英国运营商鼓励用户选择签约时间长的档位,时间越长越优惠。

韩国:流量可累加。韩国从2011年开始提供4G服务,主要由SK电讯、韩国电信、LGU+3家运营商承担。SKT的18GB流量套餐100000韩元,约合人民币565元,含1050分钟语音,1050个短(彩)信。流量当月用不完的话,下个月可以进行累加。
