基地概况
12月26日,北京国家音乐产业基地授牌暨入园重大项目签约仪式在京举行。此举标志着我国国家音乐产业基地建设取得阶段性重要成果,涵盖北京、上海、广东三大国家音乐产业基地的国家音乐产业基地格局基本形成。
一、政策支持促基地发展
“音乐是文化创意产业的生力军,国家音乐产业基地是音像业转型升级的平台、国际关注的创新模式、新闻出版业的新增长点。”新闻出版总署出版管理司副司长朱启会的讲话道出了建设国家音乐产业基地的意义。早在2009年7月,新闻出版总署就出台了《关于促进我国音像业健康有序发展的若干意见》,提出建设国家音乐产业基地,推动民族音乐的创作和出版,促进音乐产业集群发展。
随着三个国家音乐产业基地的挂牌,其建设也得到了当地政府有关政策的扶持以及各有关部门的大力支持,如广东省委省政府将建立国家音乐产业基地作为广东省文化产业发展的一件大事、要事来抓;北京市发改委委员洪继元说,北京提出了“两轮驱动”、“多点支撑”的音乐产业发展格局。未来,音乐产业作为文化创意产业的重要组成部分,可以享受到北京市文化创意产业系列政策的支持以及北京市文化创意产业聚集区的相关政策。
“北京、上海和广东三个国家音乐产业基地要走差异化发展道路。”新闻出版总署出版管理司副司长朱启会如是说。目前经过各地的探索,在音乐产业基地的运作上,各基地根据自身特点明确发展定位、开拓发展思路,积极尝试创新业态拓展音乐产业外沿,搭建发展平台。
二、基地为产业带来曙光
自北京、上海、广东的国家音乐产业基地挂牌以来,三大基地以股权投资的形式为音乐创作人提供必要产地和资金,聚集产品,通过出版、发行、表演等相关产业帮助音乐产品孵化,最后实现利益共享,这种模式让各基地都吸引了国际国内众多的音乐公司和著名音乐人。
中国唱片总公司总经理周建潮认为,音乐产业有它自己内在的规律,音乐基地的建设也要符合规律,达到产业的集聚、创作的氛围、产业链的建设等多种目的。音乐产业基地建设的目标就是要实现“三个一批”,即培育一批优秀音乐作品、一批优秀音乐人和一批优秀音乐企业。“音乐产业现在还处于冬天,但无论从创作的角度,还是从消费的角度,怎么把链条打通,我们已经能看到一线曙光。”北京无限星空音乐集团CEO唐月明计划,数字音乐园区将在未来1年-3年建設完善的数字发行平台。
三、北京国家音乐产业基地的建设
作为全国的文化中心,北京是国内外音乐资源最多的城市,已成为全国“音乐消费”供给和需求双旺盛区域。目前,北京的音像制品出版发行额占到全国一半以上,音乐演出票房收入居全国之首,数字音乐市场规模约占全国的30%,北京集中了全国80%的音乐经纪公司,具有全国最具影响力的票务营销平台。
根据规划,北京国家音乐产业基地将利用10年时间成长为产业链条完整、产业业态丰富、高端环节突出、供给消费旺盛的音乐文化服务综合体,成长为国内外音乐机构聚集、音乐人才汇集、音乐活动集中、产业服务集成的音乐文化发展承载区,成长为支撑和引领全国音乐文化产业发展的核心承载区和全国文化产业发展示范区。
以数字音乐示范园区、1919音乐文化产业基地、北京音乐创意产业园、中国唱片总公司创作园、天桥演艺园区、中国乐谷、西山文化创意大道区等七个园区为载体的北京国家音乐产业基地,將重点发展对接国际市场的高雅音乐和彰显中国特色的民族音乐,构建完整的产业链条,力图打造全国音乐创作制作和出版发行中心、国际音乐演出及消费中心、全国数字音乐制作及传播中心、全国音乐产业综合服务中心与全国音乐版权保护及交易中心。
北京市发改委拟规划资金两亿元带动社会资本8亿元,用于基地的先期建设,并計划于五年内将整个基地的投融资规模扩大到100亿元。
国家音乐文化产业基地将通过政府引导,市场主导,探索多层级、多渠道、多角度的建设发展新模式。吸引与整合中央、地方、外资、民营、音乐人等各类音乐文化资源,协同合作。不断推动我国音乐文化产业的大发展大繁荣。

第三篇:四大著名五金锁具产业基地发展概况
目前我国已经成为了世界上最大的锁具生产国与消费国,2008年全国锁具产量达14.8亿把,年出口额达21.17亿美元,在五金行业中占有举足轻重的地位。我国传统锁具市场的整体容量约700亿左右,生产厂家主要集中在浙江、广东、上海和山东四地,在品类布局中,其中浙江温州形成交通锁制造基地、中山小榄以门锁为主与浙江浦江以挂锁为主。据权威部门统计,2008-2009年锁具市场的增长在20%以上,并且还有进一步上涨空间。
中山小榄锁具:中山锁具主要集中在小榄镇,主要以门锁为主。小榄镇积极推动五金制品产业的集聚发展和优化升级,产品不断升级换代,附加值持续上升,国内市场占有率不断提高。目前,“固力”、“华锋”两个锁具品牌的市场占有率连续多年居行业榜首;“圣雅伦”被评为“中国指甲钳行业第一品牌”;
早在1986年,小榄镇就被誉为中国“南方锁城”。2002年,中国五金制品协会命名小榄镇为“中国五金制品产业基地”。获此称号后,2004年,又被国家授予“中国锁具出口基地”称号。2004年,4月19日下午,小榄镇锁业协会正式成立。小榄五金检测中心于2007年6月由小榄锁业协会成立。
目前,小榄锁具占中国锁具市场40%份额,占全国锁具出口总额的37%,有中国“南方锁城”之誉的小榄,现有锁具企业315家,从事锁业的产业工人达1.4万人。几年前的小榄锁具企业产值超亿元的企业有4家,年产锁3.4亿把。最具代表性的企业有“固力”门锁等。
浦江制锁:浦江制锁产业已从单一的挂锁产品发展到抽屉锁、防盗锁、摩托车锁、门锁等300多个品种规格。经过30多年的发展,浦江挂锁行业规模不断发展壮大,成为全国最大的挂锁生产加工基地、产品集散地和出口基地。“中国挂锁中心”、“中国挂锁生产基地”成为浦江向外展示形象的金名片之一。
目前浦江已经拥有挂锁成品及配件生产企业739家,从业人员两万人左右,挂锁产量超过13.5亿把,年产值37.95亿元,1998年,为力促浦江制锁业的健康发展,浦江成立了挂锁行业协会。代表性的企业有浦江锁具等。
温州锁具:目前温州从事锁具产品制造并具有一定规模的企业共有400多家,其中年产值5000万元以上的规模企业有60多家,从业人员5.6万人。产品主要有插芯门锁、球型门锁、自行车锁、摩托车锁以及近几年开发生产的高档机电一体化IC卡锁、按键锁、感应锁、指纹锁等。企业主要分布在瓯海、鹿城、龙湾、永嘉、瑞安等地。
2002年9月,中国轻工业联合会、中国五金制品协会联合授予温州市为“中国锁都”荣誉称号。浙江省锁具专业商标基地。为了提升温州锁具品质,2003年下半年,温州五金商会集资100多万元,与有关部门联合创办了锁具产品检验中心,更好地为“中国锁都”提供服务。代表性的企业有天宇、霸力等。09年温州锁具行业的年总销售额要比上年增长10%以上。
山东锁业:山东锁业企业主要集中在烟台,其中又以三环锁业集团为最具代表性。
三环锁业集团创建于1930年,是我国五金制锁业的“鼻祖”,烟台三环锁业技术中心在2009年被认定为国家级企业技术中心,这是我国锁具行业首家也是唯一一家国家认定的企业技术中心,标志着烟台三环锁业公司的整体实力尤其是研究开发与创新能力在国内处于领先地位。也代表了山东锁具业的发展水平。
结语:纵观四大著名的锁具产业基地,无论是从总各自的基本情况,还是各自的规模来讲,都各有千秋。其中,又以中山的锁具企业发展最为迅猛,历史积淀更为深厚。温州锁具业发展势头也较强劲。较之中山、温州、浦江锁具产业的光环加身,山东锁业显得较为“虚弱”,不过,未来10年,山东锁业迅速崛起也未尝没有可能。(中国五金商城采编)

国家林业生物产业基地认定办法
(试行)
第一章 总则
第一条 为规范国家林业生物产业基地(以下简称产业基地)的认定和管理工作,更好地推动林业生物产业的健康发展,根据《国家生物产业“十一五”规划》的要求和其他有关规定,特制定本办法。
第二条
林业生物产业主要包括以生物技术为基础的林木(竹藤、中药材、花卉)新品种及森林资源培育产业、基于森林生物资源的生物质能源、生物质材料、生物制药、森林食品和绿色化学品产业、以国土生态安全为目标的生态生物治理产业、以提高资源利用水平和降低环境污染为目的的林业生物制造产业等。
第三条
产业基地是指符合国家林业生物产业发展目标,具有较强产业化、商品化开发能力,对所属产业和行业发展具有较大影响的企业(群)或者具有鲜明产业特色的区域。
第四条
产业基地认定是推动林业生物产业工作的一项重要措施,目的是以基地为载体,以森林资源培育为基础,以森林生物 1 产品精深加工为突破口,发挥林业生物产业先导作用,全面实施生物产业强林战略,加快形成我国林业生物产业发展新格局。
第五条
产业基地以种质创新与资源培育、林业生物质能源、生物生态治理、林业生物质新材料、生物制药、林源生物制剂等6个领域为重点,带动林业生物产业健康、有序、高效地发展。
第二章 产业基地认定条件与评价指标
第六条
产业基地的认定条件:
(一)产业基地应当以当地优势林业资源为基础,初步形成生物质能源、生物生态治理、生物质新材料、生物制药、林源生物制剂、林业绿色化学品和竹、藤资源生物利用等1个或多个产业集聚,具有鲜明的区域产业特色。
(二)产业基地应当具有明确的区域性,包括核心区和一定的扩展区。核心区是指产业集聚度非常明显或者龙头企业较为集中的区域,扩展区是指核心区之外的具有相当生产规模的区域。
(三)产业基地应当已经具备产业化、商品化的开发能力,具有资源供给优势,有一定规模和行业带动性,有较高的市场占有率和较强的盈利能力,具有高成长性和良好的声誉。
(四)产业基地所在地的地方人民政府和有关部门应当制定产业基地的发展规划和发展目标,有统筹安排和支持措施,有强有力的组织管理机构;地方人民政府要以一定的资金作为引导资金,吸 2 引金融资本促进产业基地的发展壮大;在管理体制和运行机制上有利于产业基地发展。
第七条
产业基地的认定评价指标:
(一)产业聚集度:产业基地内现有生物产业企业数量(已有企业数、近期拟建企业数),企业销售总收入,核心企业数及销售收入等。
(二)创新能力:自主研发机构及人员数,合作研发机构数,研发经费情况,研发成果数量(包括成果鉴定或者认定数、专利申请数、专利授权数等)。
(三)产业发展环境:政府重视程度(包括是否成立生物产业发展专门机构、出台相关政策、给予资金支持等);金融机构和中介服务机构;生物资源状况。
第三章 认定程序
第八条
产业基地的申报。根据产业基地认定条件和要求,所在地人民政府向省级林业行政主管部门提出申请,并报送相关材料,由省级林业行政主管部门向国家林业局申报。
第九条
产业基地的认定。国家林业局组织专家对申报的产业基地进行审查、评议,专家评审通过后审批认定。对批准认定的产业基地,由国家林业局颁发“国家林业生物产业基地”认定证书。
第四章 产业基地管理
第十条
国家林业局归口管理国家林业生物产业基地认定工作,地方林业行政主管部门对产业基地的工作进行指导,产业基地所在地人民政府负责产业基地的管理工作。
第十一条 国家林业局在确定重大林业生物产业发展、科技成果转化和产业化等项目时,优先支持已认定的产业基地及其企业。鼓励地方人民政府对产业基地建设给予资金支持,并吸引社会各种资本投入产业基地建设。
第五章 附则
第十二条
本办法由国家林业局负责解释。第十三条
本办法自发布之日起施行。

In the early 1800s, the Northern states turned from farming to manufacturing.Black slavery soon disappeared in the North.But things were different in the South.The South expanded both its agriculture and its slavery.The problem of slavery became a serious political issue.The abolitionists tried to abolish slavery while the South tried to keep it.When Abraham Lincoln was elected President, the Southern states broke away and formed a new nation.Then Lincoln was determined to maintain the Union and the war broke out on April 12, 1861, Lincoln realized that he could win support for the Union at home and abroad by making the war a just war against slavery.So he issued Emancipation Proclamation.Thus England and France stood by the Union’s side.Many black slaves joined the Union Army.After a series of battles, Robert Lee could no longer hold Richmond.He surrendered on April 9, 1865.The Civil War ended.6.Separation of Powers:
The American constitutional system includes a notion known as the Separation of Powers.In this system, 3 branches of government are created and power is shared between them.At the same time, the powers of one branch can be challenged by another branch.This is what the system of checks and balances is all about.There are three branches in the United States government as established by the Constitution.First, the Legislative branch makes the law.Second, the Executive branch executes the law.Last, the Judicial branch interprets the law.Each branch has an effect on the other.
