Next year marks 10 years since the adoption of the Madrid International Plan of Action on Ageing.The theme of this year’s International Day of Older Persons, ―Launch of Madrid Plus 10: The growing opportunities and challenges of global ageing‖, reflects this upcoming milestone.This year we also commemorate 20 years since the adoption of the United Nations Principles for Older Persons.These basic principles – independence, participation, care, self-fulfilment and dignity – both enshrine the human rights of older persons and give us the

Nearly two-thirds of older persons live in developing countries, yet older persons are still largely excluded from the wider global, regional and national development agendas.At a time when the international community is preparing to take stock of sustainable development and is looking to forge a development agenda for the future, it is important that the needs and contributions of older persons become a bigger part of the picture.Older persons are vibrant and essential contributors to the development and stability of society, and more can and should be done

This Day marks the twentieth anniversary of the International Day of Older Persons.Older persons play an invaluable role in all societies--as leaders, caregivers and volunteers – yet are also vulnerable to discrimination, abuse, neglect and violence.今天是国际老年人日二十周年纪念日。作为领袖、照顾者和志愿人员,老年人在所有社会中发挥宝贵的作用。然而,他们也很容易遭受歧视、虐待、冷落和暴力行为。
The United Nations has long fought for the rights and well-being of older persons, and to make their voices heard.On this year's observance, we celebrate hard-won achievements, especially those related to the Millennium Development Goals.In many countries older persons have benefited from reduced rates of poverty and hunger, improved access to medicines and health services, and greater education and work opportunities.联合国一直为争取老年人的权利和幸福而长期奋斗,并使他们呼声得到倾听。在今年纪念活动中,我们庆祝得来不易的成就,特别是与千年发展目标有关的成就。很多国家的老年人因贫穷和饥饿率降低、更易获得医药和保健服务和有更多的教育工作机会而受益。
Yet, progress has been uneven, as it has been for the MDGs overall in all countries and regions.For example, in those countries hardest hit by the AIDS pandemic, it is often grandparents who are left to care for AIDS orphans.In sub-Saharan Africa, 20 per cent of rural women aged 60 and older are the sole supporters for their grandchildren.These caregivers, who take on added and often unexpected responsibilities, typically with little or none of the necessary resources, desperately need social services, especially social pensions, so that they and their families have a chance for life beyond mere survival.然而,就像所有国家和区域的整体千年发展目标方面的进展不均匀那样,这方面的进展也一直不均匀。例如在受到艾滋病大流行病打击最严重的国家,到头来照顾艾滋病孤儿的往往是祖父母。在撒哈拉以南非洲,60岁和60岁以上的农村妇女有20%是她们孙辈的唯一抚养者。这些照顾者负起额外和往往是突如其来的责任,一般获得的所需资源不多或根本没有资源,迫切需要社会服务特别是社会养恤金,以便让她们及其家属有机会过上除了挣扎生存以外的较佳生活。
The number and proportion of older persons is growing rapidly.In the past three decades their numbers have doubled.By 2050, the global population of older persons will total two billion– a significant shift in the world's demographic profile, with implications for us all.老年人人数和比例正在迅速增加。在过去30年中,他们的人数翻了一番。到2050年,全球老年人人口总数将达20亿,大大改变了世界人口面貌,对我们大家都产生影响。
On this International Day, I call on governments to do more to address the needs of older persons.The key interventions are well-known: granting universal access to social services;increasing the number and worth of pension plans;and creating laws and policies that prevent age and gender discrimination in the workplace.With five years left before the 2015 MDG deadline, it is time for governments everywhere to institute the financial, legal and social protections that will lift millions of older persons out of poverty and ensure their rights to dignified, productive and healthy lives.值此国际日之际,我吁请各国政府进一步努力解决老年人的需要。大家熟悉的重要措施是:普及提供社会服务;增加养恤金计划的数目和价值;制定防止工作场所实行年龄歧视和性别歧视的法律和政策。在离2015年千年发展目标截止日期尚余五年的期间内,世界各国政府必须把握时机,采取财政、法律和社会保护措施,使数以百万计的老年人摆脱贫穷,并确保他们享有尊严的、老有所为和健康的生活的权利。

Biggest, deadliest, worst ever.We have seen those words in the headlines too often this year.We have used them about earthquakes, floods, hurricanes and forest fires, about loss of life and income.Those words are likely to be heard for years to come, as the climate changes and hazards multiply.To complicate the picture, just as weather patterns have altered, so has human society.We are more urban.If earthquakes, floods or storm surges were deadly in the past, they are deadlier still in an increasingly urbanized world.有史以来最大、死伤人数最多、最严重。这些字眼我们今年经常在头版头条上见到。我们用这些字眼来描绘地震、洪水、飓风和森林火灾造成的生命和财产损失。而随着气候的变化和危险倍增,这些字眼今后若干年很可能会不断传来。更糟糕的是,不仅天气模式发生了改变,而且人类社会也与以往不同了。我们更加城市化。如果说地震、洪水或风暴潮从来就是致命的,那么在日益城市化的当今世界,这些灾害的致命性则更大。
Many cities are on the coasts, vulnerable to storms, inundation and sea level rise.More than a billion people in Asia live within 100 kilometres of the sea, and two-thirds of the population of Latin America and the Caribbean live within 200 kilometres.Too many people live on flood plains, others above earthquake fault lines.Some settle downstream from treeless areas, with little buffer against the elements.The risk of disaster quietly accumulates.And, while natural hazards menace everyone, the poor are by far the most vulnerable.许多城市都位于沿海地区,易受暴风雨、洪水和海平面上升的威胁。亚洲有十多亿人生活在距海100公里之内,拉丁美洲和加勒比区域三分之二的人生活在距海200公里之内。太多的人生活在洪泛区,还有很多人生活在地震带上。有的人居住在无树区的下游地带,几乎无法缓冲灾难的影响。灾害风险的累积是悄然无声的。而且,虽说自然灾害威胁的是每个人,但迄今为止,穷人是最易受害的人群。

Last May, the United Nations International Strategy for Disaster Reduction launched a global campaign called “Making Cities Resilient”.More than 100 cities, with nearly 110 million residents, have signed up to the “Ten Essentials” – actions that will make communities safer from disasters.The role models with good practices include Albay Province in the Philippines, Hyogo Prefecture in Japan, Bangkok, Bonn, Mexico City and Mumbai.今年5月,联合国国际减灾战略发起了“使城市富有复原力”全球运动。已有100多个城市(居民人数共约1.1亿)签名参与了“十大要点”——即可加强社区在灾害中安全的若干项行动。菲律宾的阿尔拜省、日本兵库县、曼谷、波恩、墨西哥城和孟买等地堪称楷模,其良好做法值得借鉴。
The Ten Essentials translate broad ideas about sustainable cities into workable solutions.They recommend that governments assign a budget to serve everyone – rich and poor alike – and that they invest in risk assessment, training on disaster risk reduction, ecosystem protection, and early warning systems.City planners must also tackle the principal sources of risk in urban areas – poor governance, planning and enforcement.Decision-making should be inclusive and participatory and the principles of sustainable urbanization must be embraced and upheld, especially for the benefit of people living in slums and informal settlements.“十大要点”将关于可持续城市的宽泛理念转化成可行的解决办法。“十大要点”建议政府提供服务于每个人(不论贫富)的预算拨款,并建议它们投资于风险评估、减灾培训、生态系统保护以及预警系统。城市规划者也必须解决城市地区风险的几大主要来源,即管理不善、规划不妥和执行不力。决策应具有包容性和参与性,必须接受和奉行可持续城市化原则,特别是要有利于贫民窟和非正式定居点的居民。
Reducing disaster risk is everybody's business, and needs everyone's participation and investment – civil society, professional networks as well as municipal and national governments.On this International Day for Disaster Reduction, I commend those cities that are acting to build resilience to climate, environmental and social risks.And to all others I pose this question: Is your city ready?

Today we recognize the important contributions of rural women, including indigenous women, to development.Rural women are farmers, fishers, herders and entrepreneurs;keepers of ethnic identities, traditional knowledge and sustainable practices;care-givers, parents and guardians.They are essential to agricultural development, food and nutrition security and the management of natural resources.今天,我们确认农村妇女包括土著妇女对发展的重要贡献。农村妇女可以是农民、渔民、牧民和企业家;她们是民族特性、传统知识和可持续做法的守护者;她们对于农业发展、粮食及营养保障和自然资源的管理是必不可少的。

Rural women do most of the agricultural work in developing countries, but endure the worst working conditions, with low pay and little or no social protection.Rural women produce most of the world’s food, yet they are often excluded from land tenure and the credit and business services they need to prosper.They are the primary users and custodians of local natural resources, but are seldom given a voice on national and local bodies that decide how these resources are managed.They are the care-givers and managers of households, but rarely share these responsibilities equally with men or have a say in major household decisions.农村妇女在发展中国家从事大部分农业劳动,承受最坏的工作条件,收入很低,而且很少有或没有社会保障。农村妇女生产世界上的大部分粮食,但她们通常无法拥有土地使用权,也无法获得她们要兴旺所需的信贷和服务。她们是当地自然资源的主要使用者和保管人,但对决定如何管理这些资源的国家和地方机构很少有发言权。她们是家庭的照顾者和管理者,但很少能与男子平等分享这些责任,或在重大的家庭决策中很少有发言权。

Decent and productive work is one of the most effective ways to fight poverty and build self-sufficiency.体面的和生产性的工作是消除贫困和建立自给自足最有效的方法之一。
Yet today, more than half the world’s working population is in vulnerable employment.They lack formal work arrangements and social security, and often earn too little to provide for their families, let alone climb the ladder of economic opportunity.The global economic crisis has further pushed an estimated 64 million into poverty and
