(1)交通是一个由人、车、路、环境组成的复杂的动态系统,每一个元素的变化均可能导致交通事故的发生或产生交通安全隐患,结合所学知识和自己的理解,选择一个要素分析其对交通安全的影响。

为进一步缓解北京交通拥堵,方便广大市民出行,北京市治理交通拥堵综合措施今日起开始征求民意。其中涵盖完善规划、疏解中心城功能和人口,加快道路交通基础设施建设、提高承载能力,加大优先发展公共交通力度,改善自行车步行交通系统和驻车换乘条件,进
一步加强机动车管理,提高交通管理和运输服务水平等内容。首都摘掉“堵城”的帽子刻不容缓,北京面临的交通严峻形势众所周知。
作为六朝古都,北京的中心城功能、人口仍然过于集中。50%左右的居住和公建项目仍聚集在中心城,职住分离现象仍较为严重,带来巨大交通压力。
同时,机动车保有量高速度增长、高强度使用,堪称世界城市之最。2009年,本市净增51.5万辆机动车,接近香港机动车保有总量58万辆的水平。今年1至11月,本市已净增机动车近70万辆,且呈加速增长态势;七成以上小客车还集中在五环路内,核心区小客车出行比例达34.8%,是纽约、东京等国际化大城市核心区的两倍多。这些车辆日均行驶45公里,是伦敦的1.5倍,东京的2倍有余。
本市公共交通吸引力需进一步提高。虽然近几年,轨道交通建设和开通均进入黄金期,但中心城轨道交通线网密度仍不到国际特大城市平均水平的一半;高峰时段,地铁部分路段满载率已达120%至140%;地面公交出行速度慢、换乘不便。
如今,北京市机动车保有量已突破470万辆,平均日增车辆2000辆左右,高峰日达4000多辆的加速趋势频现。面对可能愈演愈烈的交通拥堵问题,本市将管、建、限三管齐下,尽快采取综合措施疏堵。
有效疏解中心城功能和人口
1、严格控制中心城建设总量增量
北京市将全面实施《北京城市总体规划(2004年-2020年)》,严格控制中心城建设总量增量,加快重点新城建设,有效疏解中心城功能和人口。编制实施《北京市交通运输综合规划》,落实公交场站、公共停车场等交通基础设施用地。
2、开发项目与代建交通设施“齐步走”
本市将建立开发项目与配套代建道路、公交场站、人行过街设施等交通基础设施项目同步规划、同步建设、同步验收、同步移交接管、同步投入使用制度。对已由开发项目业主代征代建的道路、公交场站和人行过街设施等进行清理移交。将大型建设项目交通影响评价
纳入审批环节,与环境影响评价具有同等作用。按差别化原则修订实施建筑物停车位配建标准。
3、班校车可走公交专用道
本市将对中关村、金融街、北京商务中心区(CBD)等地区、交通枢纽以及重大交通节点、堵点,开展区域性综合交通系统优化。2011年底前,完成中心城5240套交通标志、600公里交通标线、924公里交通隔离护栏增设任务;建设1700处信号灯,并全部配建违法监测设备。
大力保障公交专用道路权,新建400处公交信号优先系统,提高公交车辆运行效率,在公交车辆上新增1000套自动监测设备,严厉打击非法占用公交专用道行为。但允许机场大巴、校车、班车通行专用道。
4、地下环廊将开放
每年安排专项资金用于优化平交路口、建设公交港湾等常规疏堵项目和区域交通组织渠化优化、交通信号优化、增设交通标志、标线、隔离护栏和安全防护设施等交通管理项目。制定开放使用地下环廊管理办法,完善配套设施,加快实现中关村西区、金融街、奥林匹克公园地下环廊交通功能,建设CBD、丽泽商务区地下环廊。
今后,本市将分制定全市缓解交通拥堵工作方案,将缓解交通拥堵工作纳入市、区县两级政府重点工作任务督查和绩效考核内容,对在缓解交通拥堵工作中做出显著成绩的区县、单位和个人给予表彰、奖励。
5、动态信息提示交通出行
建设新一代智能交通运行协调指挥和管理系统,以全面提高对全市路网运行的调控和快速反应能力为目标。完善出租汽车调度服务系统,逐步提高出租汽车预约叫车比例;建立交通信息发布和预警、预报系统,为交通出行提供动态信息服务。“十二五”期间,发展车载导航、移动信息终端,服务和引导出行。新建、改建道路,交通设施和科技设备同步规划、同步建设、同步验收、同步投入使用。
6、引导机关社区错时停车
本市将加大违法占路停车处罚力度。严格停车经营企业资质和从业人员资格管理,实行持证上岗制度,建立准入、退出机制。推广使用停车电子收费系统。建设具备停车诱导、违法监测、智能收费等多种功能的停车智能管理系统。制定中心城内停车场资源共享办法,支持和引导机关、企事业单位和社区停车设施对外开放,错时停车。
