公车改革 真正幸福了谁
网上看到一则新闻:韩国首都首尔市人口1200万,拥有近300万辆车。为解决交通问题,首尔市政府采取了一系列以身作则的措施,其中最重要的一项便是把公车数量砍到只剩4辆。这4辆公车的分配情况是,市长一辆,3位副市长各一辆。4辆公车的任务是确保市级领导各种公务活动的交通所需及上下班的接送。
拐过来看国内,别的不说,就说咱郑州的中原、金水、惠济区吧,这三个区的党政机关原来拥有公车大概四五千辆,2012年分别先后开始实行公车改革,这四五千辆公车以低于市场同级别二手车的价格贱卖给了原使用人(原来谁用,专业二手车评估公司评估过后,在评估价的基础上,再便宜,以极低价格贱卖给原来使用人。比如一辆新款丰田凯美瑞,使用一年多,车改后,由原使用人以约12万元购为己有,这款车原价可是三十万左右啊)。
再说另外一个,这三个区车改后,每位党政机关人员都有车补,科级以上干部还拥有油补。具体如下:一般科员每月车补600元;副主任科员(1800元车补+150升油)/月;正科级副职、副科级实职、主任科员(2300元+150升油)/月;正科级正职(2800元+150升油)/月;再往上的处级„„真是苦了那些辛苦在一线的小兵小卒们,什么重活累活都是你们干,却只拿区区的600块。悲哀!
说句良心话:出门公干并不一定领导职务越高办事越多,有的普通干部办事更多,用车更多,但是“车补”却更少?和级别挂钩的车补是不是对享受公车特权的一种赎买?或是给干部变相发放工资外的福利?
对比上面所说的韩国首尔市的公务员,我们的公务员太幸福了。如此这般,公车改革真正幸福了谁呢?还不是那些高高在上的大领导啊!如果真是公车改革,那还发交通补贴干吗?而且交通补贴只是针对这几个区的党政机关干部,郑州才有多大,再说现在这么堵车,开车出去办事不一定顺利,难道这些机关干部就不能骑自行车吗?现在不是都提倡环保,为何政府人员不先做个榜样?又或者,每个人免费发量自行车不是更好?
再此拭问:公车改革真正幸福了谁?

一、前言

二、选题
我们小组这次的选题关于网上购物的。网上购物正成为百姓购物的新方式,电子商务和快递业务的不断发展也为网购带来了新的购买消费渠道。采访的目的就是要通过了解在电子商务和快递业务蓬勃发展的今天,网上购物对消费者带来的社会大众消费的影响,以及网购消费者与网购销售者之间的关系变化。

对象1.经常网上购物的消费者。对象2.从来没有进行网上购物的消费者(对象3.能够采访到快递人员更好)问题主要有以下问题:

四、拍摄的内容 据了解,目前,我国个人网上购物销售额达到1320亿元,约占社会商品零售额的1%。消费者通过网络购物平台购买的产品范围不断扩大,种类从手机、电脑等高端产品延伸到低端的服装、化妆品、居家用品等,销售规模迅速扩大。目前我国网络购物已经进入高速增长期。电子商务配送已成为快递发展新业务。
2008年,全国电子商务带动的包裹量达到5亿件。快递企业优化网络、改善服务,积极承接电子商务的配送需求。(画面)
截至今年6月底,我国网民有3.3亿多人,互联网普及率超过25%。有网民表示,网购最基本的优势是价格相对便宜、方便快捷,省去逛街的时间精力。特别是在金融危机影响加剧的时期,消费会相对压缩,网购可以节省开支和精力。(画面)

培训在明德学校举行
根据烟台市教育局教育新形势、新要求,在阅卷的组织方式、规模及存储方式上有所调整,今年初中学业考试将全部实行网上阅卷。市教体局对此项工作高度重视,为确保学业考试试卷网上评阅工作的顺利进行,4月14日,市教研室组织相关学科教师500多人在明德学校微机室进行了网上阅卷相关技术培训。培训共分了四批,每批主要是先由教研室刁迎军主任主讲,主要讲解演示了系统各部分的功能模块与阅卷操作流程,随后,参训教师亲自动手,现场操作体验。
网上阅卷简化了答卷回收、存放、装订等环节,提高了考务工作的效率,有利于答卷的安全保密。全程采用计算机管理,减少了传统阅卷方式的人工登分、核分、合分等诸多手工环节,极大地提高了准确性。网上阅卷保密性强,能实时监控评卷进度和尺度,提高阅卷效率和质量,保证阅卷公平公正准确。
实行网上阅卷是教育信息技术发展的新要求,给初中学业考试带来新的变化。通过培训,老师们了解了有关网上阅卷系统的相关功能,初步掌握系统管理技术,确保了考务工作的顺利圆满完成。

Speaking Rules you need to know!
1.Don't study grammar 不要学习语法
This rule might sound strange to many ESL students, but it is one of the most important rules.If you want to pass examinations, then study grammar.However, if you want to become fluent in English, then you should try to learn English without studying the grammar.Studying grammar will only slow you down and confuse you.(学习语法将影响第二外语的习得速度)You will think about the rules when creating sentences instead of naturally saying a sentence like a native.Remember that only a small fraction of English speakers know more than 20% of all the grammar rules.Many ESL students know more grammar than native speakers.I can confidently say this with experience.I am a native English speaker, majored in English Literature, and have been teaching English for more than 10 years.However, many of my students know more details about English grammar than I do.I can easily look up the definition and apply it, but I don't know it off the top of my head.I often ask my native English friends some grammar questions, and only a few of them know the correct answer.However, they are fluent in English and can read, speak, listen, and communicate effectively.(很多母语为英语的人,都不了解语法为何。但是他们可以非常流利的运用英文。)
Do you want to be able to recite the definition of a causative verb, or do you want to be able to speak English fluently?
2.Learn and study phrases 用学习短语代替学习词汇
Many students learn vocabulary and try to put many words together to create a proper sentence.It amazes me how many words some of my students know, but they cannot create a proper sentence.The reason is because they didn't study phrases.When children learn a language, they learn both words and phrases together.Likewise, you need to study and learn phrases.认识单词,不会用等于没学,所以学习短语并加以运用,来保证准确率.If you know 1000 words, you might not be able to say one correct sentence.But if you know 1 phrase, you can make hundreds of correct sentences.If you know 100 phrases, you will be surprised at how many correct sentences you will be able to say.Finally, when you know only a 1000 phrases, you will be almost a fluent English speaker.So don't spend hours and hours learning many different words.Use that time to study phrases instead and you will be closer to English fluency.Don't translate 不要翻译
When you want to create an English sentence, do not translate the words from your Mother tongue.The order of words is probably completely different and you will be both slow and incorrect by doing this.Instead, learn phrases and sentences so you don't have to think about the words you are saying.It should be automatic.学会英文的思维方式、组织句子的结构。如果先想中文,在翻译成英文,将影响速度,故直接用英语方式来思考。

There are also some people who study abroad and learn very little.That is because they went to an English speaking school, but found friends from their own country and didn't practice English.You don't have to go anywhere to become a fluent English speaker.You only need to surround yourself with English.You can do this by making rules with your existing friends that you will only speak English.You can also carry around an iPod and constantly listen to English sentences.As you can see, you can achieve results by changing what your surroundings are.Submerge yourself in English and you will learn several times faster.5.Study correct material 谨慎选择学习材料
A common phrase that is incorrect is, “Practice makes perfect.” This is far from the truth.Practice only makes what you are practicing permanent.If you practice the incorrect sentence, you will have perfected saying the sentence incorrectly.Therefore, it is important that you study material that is commonly used by most people.Another problem I see is that many students study the news.However, the language they speak is more formal and the content they use is more political and not used in regular life.It is important to understand what they are saying, but this is more of an advanced lesson that should be studied after learning the fundamental basics of English.学习报纸、听新闻未必是好方法,因为他们的专业性太强,生活英语很少用到。
Studying English with a friend who is not a native English speaker is both good and bad.You should be aware of the pro's and con's of speaking with a non native speaking friend.Practicing with a non native person will give you practice.You can also motivate each other and point out basic mistakes.But you might pick up bad habits from one another if you are not sure about what are correct and incorrect sentences.So use these practice times as a time period to practice the correct material you studied.Not to learn how to say a sentence.尽量和母语为英语的人练习。
