王凤生,字竹屿,安徽省婺源县(今属江西)人。他的父亲王友亮,是乾隆四十六年的进士,从中书省出任军机章京,多次升迁后担任吏部郎中,精心研究法律,办案时非常谨慎。后来改任御史,巡视城防和漕运,官至通政司副使,有清廉正直的声誉。凭借诗文而闻名。

王凤生在嘉庆年间,捐资给朝廷,得到浙江通判的官职,其间多次兼任县长职务。兼任兰溪县长只有几个月的时间,就清理了往年积压的几百起旧案。兼任平湖县长时,有几百户老百姓,读圣经,吃素食,传授邪教(基督教),王凤生同情他们愚昧,受到邪教的迷惑,向他们陈述利害,只是惩处了为首的几个人,其余的都放了。道光初年,浙江省清查仓库,让王凤生负责。恰好遇上浙江西部发生洪灾,江苏、浙江两省协商联合治理,又调任王凤生担任乍浦同知,勘察水道,于是王凤生从天目山出发,经过湖州、嘉兴,沿着太湖到达松江。王凤生的治理计划刚刚完成,还没有来得及实施,又遇上淮南高堰发生溃堤事故,江南的要员上疏朝廷,调王凤生到南河主持水利工程。不久,他被提拔为河南省归德知府,疏浚虞城、夏邑、永城三个县的河道。很快又被提拔,负责巡视彰卫怀道,本道属下的黄河整修工程每年都浪费大量钱财,在春季、秋季防汛工作上,却只是依照惯例敷衍了事,王凤生到任后,努力改变这种坏的习气,每项工作都亲自负责。因为每年的大修有一定之规,而临时的整修没有具体规定,王凤生在任三年期间,就极力取缔临时的整修,来杜绝舞弊现象。后来,因为生病,而请求回家休假。

道光九年,两江总督蒋攸铦向朝廷推荐,起用王凤生官复原职,代理两淮盐运使。王凤生因为淮盐弊端百出,分条陈述十八条意见。蒋攸铦采纳了他的建议,改革灶盐,节制多余的花销,疏浚运输河道,增加屯盐的船只,缉拿盐场私贩和邻近私贩的走私活动,禁止江船和漕船夹带私盐的行为,并清查国库的钱款,督查淮北盐船的运输。各种计划正要付诸实施的时候,又遇上朝廷下令逮捕走私私盐的头领黄玉林,王凤生设计,让黄玉林自首,责令他缉拿盐贩来赎罪。蒋攸铦将此事报告朝廷后,又因为别人的攻击而将黄玉林逮捕入狱,又查

获了黄玉林寄给他的同伙的信件,认为他反悔,就又密报朝廷,请求对黄玉林处以重刑。皇帝因为蒋攸铦前后自相矛盾,批评了蒋攸铦,王凤生也受到降职处分。此时陶澍继任两江总督,和尚书王鼎、侍郎宝兴等人一起准备编写《盐法》,就一起上疏朝廷,请求留王凤生协助讨论,于是对盐法做了大量的改革,只是和王凤生当初的意见略有所不同。道光十二年,湖北发生重大洪灾,湖北总督卢坤上疏请求让王凤生负责整修长江、汉江的堤坝,绵延几百里的江堤,半年时间就整修一新。可是秋天洪灾降临时,新修的堤坝又发生溃堤现象,王凤生引疚自责,以养病为由,请求辞职回家。不久,淮北的公盐销量非常好,陶澍将王凤生首议的功劳报告朝廷,进行催促王凤生出来任职,可是还没成行,就死于家中。

王凤生凭借做官来做学问,特别喜欢绘图和写志。写出了《浙西水利图说备考》、《河北采风录》、《江淮河运图》、《汉江纪程》、《江汉宣防备考》、《淮南北场河运盐走私道路图》等著作,每到一个地方做官,一定能够画下它的山川地形,并指出它应该振兴和改革的地方。全国各地的要员都争着上疏朝廷,要求调任他到自己的属地任职,可是很少有人充分发挥他的才华,只有在治理淮盐的问题上格外被陶澍所倚重。
