试述推进消防监督执法规范化建设

近年来,在党中央、国务院和公安部党委及地方各级党委、政府、公安机关的领导下,全国公安消防部门深入贯彻落实《消防法》和国务院[2006]15号文件,深入开展“防火墙”工程和“三抓三树”、“立警为公、执法为民”等主题实践活动,积极回应人民群众的新期待,全力满足人民群众对消防工作的新要求,公共消防安全水平和消防队伍正规化建设水平明显提升,有力地促进了消防执法质量、执法水平和执法能力的提高,人民群众的满意度明显上升。但是随着社会经济的不断发展,对消防监督执法工作提出了更高的标准和要求,消防执法工作还存在一些不适应、不符合的问题。因此,全力推进消防执法规范化建设,进一步提高消防执法水平,不断满足人民群众对公平正义的新期待,是各级公安消防部队义不容辞的职责。分析研究当前消防行政执法规范化建设中存在的突出问题及原因,寻找解决问题的对策和措施,具有十分重要的现实意义。

一、当前消防监督执法规范化建设存在的主要问题

(一)政府重视不够,制约了执法规范化建设的进程。一些地方政府在消防执法中“重视不足,干预有余”的现象比较突出。《消防法》明确规定消防工作由地方各级人民政府负责。但在实际工作中,地方政府未能真正履行消防工作职能,“无意识的放弃”法律责任,消防工作全由公安消防机构独挡一面,往往造成孤掌难鸣的被动局面。公安消防机构孤军奋战,举步维艰,导致消防监督力度弱化,消防法律、法规得不到有效的贯彻执行。甚至于有的地方政府领导妨碍消防监督执法,要求降低处罚,不能关停等,更多的强调经济发展,而忽视了消防安全。

(二)消防监督执法中存在问题,牵制了执法规范化建设的进展。随着国家和地方各项消防法律、法规的颁布和实施,当前消防监督执法工作取得了很大进步,为提高全社会消防安全意识,预防各类火灾事故发生做出了积极贡献,赢得了党和政府的高度赞誉,树立了消防部队在人民群众心目中的良好形象。但不可否认的是,在消防监督执法工作中,仍存在着一些与“立警为公,执法为民”相违背的现象,必须引起高度重视。一是有法不依。在具体的消防监督执法过程中,有少数消防监督执法人员不以国家法律法规和地方性规范为依据,而是以权代法,以情代法,以罚代法,凭经验执法,盲目执法,粗暴执法的现象仍时有发生。二是执法不严。少数人在执法中没有严格按照主体合法,执法内容合法,执法程序合法,运用法律文字合法的要求去做,执法的随意性大。三是违法不究。对于违反消防法律、法规的单位和个人,有少数消防监督执法人员碍于亲属、熟人、上下级关系等,不去严加追究,往往抱着“大事化小、小事化了”的态度去执法。四是知法犯法。有个别消防监督执法人员个人素质不高,在执法过程中以权谋私,徇私舞弊,玩忽职守,利用职权指定或变相指定消防工程施工企业、指定消防产品和“吃、拿、卡、要”,不给好处不办事,给了好处乱办事。五是宗旨意识不强。个别单位和消防监督执法人员衙门作风严重,办事效率低下,对群众“冷、硬、横、推、拖”,乱搞摊派、乱拉赞助,门难进、脸难看、事难办,群众反映十分强烈,影响了消防部队在人民群众心目中的良好形象。

(三)消防监督人员素质不高,制约了执法规范化建设的开展。消防执法人员是消防法律法规的执行者,执法人员综合素质的高低,以及法治理念和具体执法行为将直接影响到执法的规范化,直接关系到行政执法的公平和正义。少数消防执法干部对于贯彻社会主义法治理念的紧迫性和必要性缺乏充分认识,一些执法环节不够规范、不够文明,甚至不够公正、不够廉洁;一些规范化建设的要求在实践中未得到很好的落实;执法人员过多强调法律刚性的一面,把法律的震慑作用当成监督执法的唯一途径,与人民群众的热切期望相比,还有一定的差距。目前,我们消防执法队伍隶属军队现役体制,干部到了一定年限就要转业、复员,同时岗位交流又相对频繁,监督执法人员流动性大,是执法水平不高的重要原因。在消防监督执法中,火灾调查、法制、建审、验收等专业性要求较强的岗位,大量缺少经验性、专业性执法人员。致使火灾原因查不明,消防行政许可随意性大。

二、产生上述问题的主要原因

剖析消防执法规范化建设工作中存在的各种问题,它既有主观方面的原因,也有客观方面的原因,既有外部的原因,也有内部的原因,但总结归纳起来主要有以下几个方面的原因:

(一)地方政府领导存在“遮丑”思想。极少数地方政府领导出于考虑区域财政税收、人员就业、社会稳定、地方人情、招商引资环境等因素,使用行政手段干扰消防监督执法工作,千方百计让消防机构在监督执法过程中降低标准、“委屈求全”,致使消防执法“权法错位”,甚至诸多消防法律法规、建筑规范难以执行。地方政府各部门与消防机构的职责、任务划分不清,造成工作难以理顺。突出表现在城市区域整体规划中消防发展规划的协调落实、联合行政执法中涉及到停产停业、停止使用、停止施工或吊销证照的强制执行等诸多问题得不到及时协调处理,从而产生执法行为中断的现象。

(二)少数执法人员思想不端正,依法行政意识不强。坚持执法为民是我们消防部队贯彻落实科学发展观和“三个代表”重要思想、全面建设小康社会和社会主义物质文明、精神文明的根本所在。而依法行政是建设社会主义法治国家的重要标志,是国家行使权力的重要方式,是国家对社会进行管理的基本途径。依照法治原则,凡是在法律上没有根据的行政行为就是违法行政,就应当承担法律上的责任。目前消防执法工作中存在的诸多问题,最主要的原因是执法指导思想存在偏差,执法观念不适应,少数领导及消防执法监督人员的思想意识、工作方法已经不适应依法治国、依法行政的要求,许多执法者在把握法律与权力的关系上,权力至上观念根深蒂固。部分执法人员习惯于按长官意志执法和领导批示办事,以领导和上级机关的满意不满意作为执法工作好坏的标准,而忽视了法律的要求,忘记了执法宗旨。特权思想严重,对群众缺乏感情,对群众的呼声无动于衷,执法方式简单、粗暴,伤害群众感情。在执法中以管人者自居,冷硬横推、耍特权、摆威风。说话办事态度蛮横,动辄训斥群众,滥用强制措施,使一些正常的执法活动激起群众不满,引起执法对抗。

(三)少数执法人员政治思想和职业道德素质不高。部分执法人员思想不够端正,群众观念不强,不同程度地存在着廉洁自律意识不强,以权谋私,吃拿卡要,指定消防工程、服务意识淡薄,执法不严格、不规范、不公平、不到位,随意性大等问题,有的干部公仆意

识淡薄,对待群众冷硬横推;有的执法搞双重标准,宽严不一,凭关系,凭感情,甚至徇私枉法,没有真正解决“为谁执法、为谁服务”的问题,没有把实现好、维护好、发展好广大人民群众的根本利益作为执法工作的出发点和落脚点,把人民群众拥护不拥护、赞成不赞成、高兴不高兴、答应不答应作为衡量执法工作的根本标准,没有真正做到权为民所用、情为民所系、利为民所谋,事为民所办。这些问题的存在严重地损害了消防部队的形象,伤害了人民群众对消防部队的感情。

(四)内部执法监督不力,执法过错责任追究不严。由于我国的消防执法办案工作起步较晚,基础较弱、经验不足,在当前我国消防执法办案工作新的运行机制尚未完全形成之前,一些地方过去也很少强调内部执法监督,没有及时从内部挖掘潜力、完善机制、着手解决消防行政执法行为不规范甚至执法违法等问题。对于内部人员的执法过错大部分单位出于对干部的关心和爱护,大部分仅进行诫免,情节较重的才给予纪律处分,惩治的力度明显不够。

三、加强消防监督执法规范化建设的对策和措施

为解决消防监督执法工作中损害群众利益的突出问题,关键是要广泛深入地开展执法为民教育整顿活动,引导消防监督执法单位和人员正确认识手中的权力,牢固树立科学的世界观、人生观、价值观和正确的权力观、地位观、利益观,切实转变消防人员的执法观念,从提高消防监督队伍整体素质入手,完善执法程序,堵塞法律法规中的漏洞,彻底解决深层次的矛盾,及时遏制消防行政执法中的腐败问题,树立消防监督队伍的良好形象,有效的保卫人民生命财产安全,主要从以下几个方面抓起:

(一)立警为公,执法为民,牢固树立执法为民的思想。全心全意为人民服务,是我们党和军队的唯一宗旨。毋庸讳言,在我们消防队伍中,少数人利用手中权力谋取私利的不法行为依然存在。因此,必须加强消防部队的执法为民教育、宗旨教育、信念教育和职业道德教育,切实提高执法为民的自觉性,真正做到权为民所用、情为民所系、利为民所谋。首先,要树立执法就是服务的观念。“二十公”会议明确指出,贯彻“三个代表”重要思想,具体到消防队伍本质就是坚持执法为民。而作为消防执法人员,只有处理好“管理”与“服务”的关系,把“管理”转到“服务”上来,做到权为民所用,解决好“为谁掌权,为谁执法,为谁服务”的问题。其次,要树立执法处罚与宣传教育并重的观念。认真查找我们的思想和工作中存在的问题,深刻反思我们心中是否装着群众,设身处地地为群众着想,并为他们提供帮助和服务,真正做到情为民所系,才能赢得人民群众的信赖和支持。现次,要履行职责,恪守本职,做到利为民所谋。要时刻把人民放在心上,正确对待权力的大小,职位的进退。始终做到“深怀爱民之心,恪守为民之责,善谋富民之策,多办利民之事”,进一步兑现服务承诺,转变作风观念,更好地服务经济建设,为人民群众排忧解难,保一方平安。

(二)建立制度,以制度管人,不断推进执法规范化建设。要紧紧围绕部局出台的《公安部消防局关于加强消防执法规范化建设的工作方案》和《公安部消防局关于加强消防执法规范化建设的实施意见》中提出的五项机制、34项制度,加快建立“阳光透明、公平公正、服务便捷、监督制约”的消防行政执法新制度。首先,要切实落实警务公开制度。通过服务窗口设置的警务公示栏、互联网站警务公开平台、电话咨询系统,电子显示屏等形式公布执法依据、执法责权、执法程序、执法结果、公开办事程序、办理时限等服务承诺,及时向办事单位公布消防执法和行政许可事项的办理情况,全面实行“阳光作业”。其次,要

切实落实消防监督执法各项制度。开展监督检查,要端正执法目的,遵循检查程序,坚持执法与指导并举、合法与合情并重;督促火灾隐患整改,要依法确定火灾隐患,科学制定整改方案,合理设定整改期限;实施行政处罚,要明确裁量标准,压缩人为操作“空间”,规范行使自由裁量权,杜绝“以罚代停”、“以罚代改”现象,坚持“整改为主罚款为辅”,严禁“以赞助代替罚款”等借公权谋私利的行为,坚决做到消防执法对人民负责、对法律负责,坚决做到权责利相统一。再次,要切实落实行政许可办理制度。进一步完善“一站式”审批服务,发挥消防服务窗口的作用,在流程、时限上挖掘潜力,强化现场主动服务、“一次性”告知服务、限时办理服务,进一步简化审批手续,缩短审批时限,减少中间环节,全面实现消防执法“服务便捷”的最终目的。

(三)落实责任,强化考核,全面推动消防执法规范化建设。执法质量是消防监督执法工作的灵魂和生命线,而消防监督执法工作的好坏,直接关系到国家财产和公民生命的安全,关系到社会和政治稳定。开展执法质量考评活动,是加强执法队伍建设和内部监督,进一步规范执法工作,提高执法质量的重要举措。要采取内部适时组织开展监督执法例会、执法质量评比竞赛、交叉检查法律文书、典型案例剖析、网上发布法律文书、以及经验交流座谈等活动,经常查找消防行政执法过程中存在的问题和差距,及时采取相应的措施,加强和推动消防行政执法工作的纵深发展。一是实行目标量化。按照“工作项目化、项目目标化、目标责任化”的工作思路,制定年度消防监督工作量化任务分工表,年度消防监督执法工作量目标,对重大火灾隐患整治数量、行政处罚量、执法文书数量、消防产品管理等项目进行了明确量化,突出重点项目、明确工作目标、落实责任单位、确定完成时限。二是严格执法监督。坚持周通报、月讲评制度,定期抽查各单位基础台帐、执法档案情况。支队每季度、消防大队每月召开一次消防执法工作例会,听取执法人员工作汇报,分析薄弱环节,提出改进措施。同时,向社会各界邀请执法监督员,实行“执法回访制”,强化“互动”意识,向社会公开征求意见,最大限度地把工作的评判权交给群众。三是完善考核激励。支队与大队、执法人员层层签订执法责任状,明确责任人,严格执法过错责任追究制度,将执法质量考评结果与单位、个人的评先评优、晋级晋职和经济利益相挂钩。四是完善执法标准。推行双人执法、审验分离、持证上岗、执法告知、公开听证、公开认定、集体讨论、专家论证、法制审核、网上审批等制度,对每个执行标准、质量要求、执法责任等进行细化、分解,做到有章可循、有据可依,全面规范了基层监督执法基础工作,从根本上解决了执法不规范、执法随意性等问题。在此基础上,将消防监督业务信息系统的应用情况纳入到执法质量考评范畴,积极推行网上执法,并推动消防监督业务信息系统建设向公安派出所延伸,增加了执法的透明度,确保了执法公平、公开、公正。

(四)严格执法,热情服务,深入开展执法为民活动。本着有什么不正之风就纠正什么、什么问题突出就重点解决什么问题的精神,找准影响当地经济发展、事关人民群众切身利益、社会各界反映强烈的突出问题,深入开展执法为民教育整顿专项活动,并不断巩固、深化扩大专项活动的工作成果,在解决群众反映强烈的突出问题上抓出成效。要根据当前消防部队队伍管理和党风廉政建设的形势,下大力气抓好消防执法干部队伍建设和党风廉政建设工作,认真解决损害群众利益的突出问题。

第一,明确责任、齐抓共管,落实各项制度。统一思想,加强领导,落实制度,源头治腐。规范行政审批制度,公开办事程序;将党风廉政建设责任制的考核列入工作考核、干部考核。

第二,从严治警、从严治官,抓好队伍建设。干部选拔任用,实行党风廉政“一票否决制”。加大执法干部的教育力度,加强党纪条规的学习,大力开展十七大精神主题教育;加大干部的培养和管理力度,加强干部八小时外的管理,防止干部滥交朋友,精力外移,影响工作。

第三,体制改革,制度管人。结合现役体制的实际,加快内部执法责任制、执法监督和执法监督和执法过错责任追究等长效机制的建立和完善,用制度管人,对消防执法的各个层面、各个阶段认真实施跟踪监督指导,及时纠正、处理违法行为,铲除执法腐败的土壤。

第四,坚持学习,提高水平。消防监督执法人员要通过支队学习、处室学习和个人自学的方式加强学习,有条件的组织到外单位去参观和“取经”,积极提高人员执法水平。

要加强执法规范化建设,首先要加强消防执法人员的素质建设,就必须进一步提高执法人员的思想、道德、法律和业务技术水平,积极提高自身素质,树立和维护执法队伍的良好形象。因为,在实际工作中,执法工作开展的好与坏,很重要的一点就取决于行政执法人员业务水平的高低,如果执法人员没有一定的业务能力,很容易就会造成当事人对执法人员的不满和对社会的损害。因此,要树立正确的世界观、人生观、价值观和执法观,注重自身形象,既要依法行政、又要严格执法,还要热情服务,努力营造一个良好的执法环境和执法氛围。另外,还要建立良好的用人激励机制,不断完善学习培训、考核考评、述职报告等制度,对干部进行内外、上下的全方位综合测评,完善对干部监督机制,加强完善干部培训学习机制,大力加强政治理论、业务知识和专业技能的培训学习,启发引导和培养干部创新思维、创新思路、创新方法,努力建设一支政治素质高、业务能力硬,解决实际问题能力强、富有献身精神的干部队伍,为构建“天蓝、地绿、水清、人和、业兴”的美好和谐黔西南创造良好的消防安全环境。

学期总结

很多情况下,同学们与老师很难直接沟通,老师无法顾及到每一位同学。学习委员就是同学与老师之间沟通的桥梁,因此我应该及时、定期的向老师反应同学们在学习方面遇到的问题,向同学们通知老师的教学安排以及要求。

本学期是同学们大一的第2学期,在学习方面也已经适应。老师布置的作业,我每次都用记事本记下来,然后通知提醒大家,作业内容以及交作业的时间。

期中考试时间、地点、测试内容,以及需要带什么东西,考试注意事项这些细节信息也能够即使传达给同学们。极大的方便了老师,与同学们之间的沟通。

然而,在给老师反馈同学们学习情况的方面,还存在不足,这是我的工作漏洞。通过工作总结,也让我及时发现了自己平时工作时存在的不足。

在平时的学习生活中,我没有能够深入了解同学们的学习情况以及在学习中存在的问题。因此,也就没有能够发现这些问题并解决问题。

具体办法就是,在今后的班会上,我会充分利用这个与同学们沟通的机会,而不是只是向同学们,总结近段时间学习方面的情况。

班会是一个非常好的沟通平台,我需要好好利用这个平台,与同学们沟通,交流。然后,及时向各科老师反应情况,寻求最好的解决问题的办法。

2.在学习工作中,总结有效,高效的学习方法,经验,心得。然后组织交流,提高同学们的成绩,以此促进同学们之间的联系,激发同学们的学习积极性。

本学期,通过平时的观察,我发现同学们在学习方面,通常存在的问题是,发现问题以后,不知道如何解决,因此就把解决问题推迟到明天,而明天又会推到后天。

老师不可能给每位同学 一一解答问题,尽管 这样,还是会存在一些没有解决的学习方面的问题。

通过总结,我找到了解决问题的方法,再今后的工作中,我会组织同学们之间 互帮互助,共同学习,有不会的题就找其他同学问,争取做到不把现在的问题放到明天解决。

关于考试方面,我已经着手准备复习方案,并且及时的与 2班学习委员取得联系,因为我们 1班和 2班的课程,一起上的比较多,也基本都是同一个老师。我及时与 2班学习委员交流工作经验,共同总结复习方案,以及期末考试的复习工作。

同时,我也及时与各科 老师进行沟通,询问期末考试的 范围,重点,题型,答题技巧等等,以便同学们能够更有针对性的复习,在即将到来的期末考试中,能够取得 一个比较满意的成绩。

具体工作内容是,将 与老师沟通交流得知的信息及时通知给大家,同时抓紧时间总结归纳,将一些会考到的知识点,题目,内容,需要掌握的内容,考试能用到的内容 整理到一起,联系生活委员,利用同学们的班费,把这些知识点打印出来,发给班里的每一位同学。

这样能使每一位同学能够有效,有针对性的复习,而不会感觉到很茫然,对复习无从下手。关于激发同学们学习积极性这方面,我没有能够做到有效提高同学们对学习的兴趣。很多工作还未完善,我在工作中,在寻求着最好的方法。

3.第三点,是关于学习委员自身的。作为学习委员,应该有一个相对比较好的成绩,正如杨老师说的一样,作为班委,首先是不能挂科,工作学习两不误。只有这样,接下来才能完成工作任务。

学习委员应该给同学们一个表率作用,带动同学们上课的积极性,调整班风。

具体的说,就是平时以身作则,上课认真听讲,积极配合老师的教学,踊跃回答问题,认真按时完成作业,端正学习态度,等等……

这方面很笼统,不容易很好的做到每一点,更不容易坚持。比如在积极回答问题方面,我应该向我们的班长学习,在上课做课堂 讲义 方面,我应该向其他的一些班委成员学习…… 班委成员,在班级里面应该是先进分子,好的榜样。

本学期,在严格要求自己,平时学习上做表率这些方面,总体上做得不错,上课能够认真听讲,积极配合老师的教学,有一个积极的学习态度,但也存在着一些问题,以及不足。首先我认为应该自我检讨,在一些方面我没有能够很好的做到位,有时候没有能够很好的安排好自己的事业和学业,不能彻底的克服自己,没有能够始终以身作则,做到好的表率。通过工作总结,我发现并且意识到了这方面的不足,在今后的工作中,我会及时的改善这些不足。

只有这样,才能够带动班级里面其他同学上课的积极性,调整班风。

经验:

本学期,在担任学习委员期间,让我受益匪浅,获得很多经验。首先,应该感谢同学们对我的信任、支持以及对我展开工作的配合。

同时我也积累了许多工作方法,工作态度方面的经验。

不管做什么事情,都要有不抛弃不放弃的精神,踏踏实实的态度,注重细节方面,从整体上把握。事情总是在发展的过程中变化着,我们应该学会适应。

作为学习委员,工作重心是学习方面,但是班委是一个不可分割的整体。正如我竞选的时候说的一样,班委成员工作侧重点不同,职责不同,但是目标都是相同的,——就是把班级建设的更好!

注重团队配合,在展开工作的时候多听取其他人的建议,虚心接受别人所提出的意见。我有信心,在今后的工作中,做得更好。同时,也希望我们 1班在未来的日子里,更加团结,更加奋进!

第一,要讲政治。

领导干部一定要坚持讲政治,必须积极、正确、全面地理解和把握其基本要求和精神实质。至关重要的是要做到:辨是非,识大局,讲党性,慎用权。要做到辨是非、识大局,就必须加强理论学习,提高自身的理论素质。这一点对于领导干部来讲尤其重要。因为有了坚实的理论基础,有了理论上的坚定,政治上才能坚定,才能分清是非,才能始终保持清醒的头脑和高度的政治敏锐性。增强在大是大非面前把握政治大局的能力,真正在重大原则问题上,做到头脑清醒,立场坚定,始终与党委、政府在政治上、思想上、行动上保持高度一致。要做到讲党性,慎用权。领导干部要加强党性-1-

锻炼,在改造客观世界的同时努力改造主观世界,严于律己,防微杜渐。如果背离为人民服务的宗旨,把党和人民赋予的权力作为谋取私利的手段,就会身败名裂。要牢记全心全意为人民服务的宗旨,自觉地把人民拥护不拥护、人民赞成不赞成、人民高兴不高兴、人民答应不答应,作为做决策、想问题、办事情的出发点和落脚点,努力做到尊重群众、深入群众、依靠群众,时刻把群众的疾苦、冷暖挂在心上,一心为群众办好事、办实事,通过自己的行动取得广大群众对党的事业的信任与支持。要严格遵守党的政治纪律,不断增强全局观念,坚决贯彻执行党委、政府的决策部署。

第二,要讲学习。

作为一个机关人员,学不学习不单是个人的问题,也不是一般意义上的知识积累,而是关系一个地方的兴衰成败。所以对于机关干部,学习是一种重要责任,是一种基本要求,是增强自身素质、提高政策水平、提升处事能力的迫切要求。从工作角度看,学习是促进思路创新、保证正确决策、实现科学决策的重要保障。广大机关人员,特别是领导干部,要紧跟时代发展潮流,把学习作为一项重大任务,当成一种生活态度,一种工作责任,一种精神追求,不仅要积极向书本学习,更要在工作中向实践学习、向社会学习,向经验丰富的老领导、老同志学习,努力提高政治理论素养和科学发展能力。尤其是刚到任的新同志,都需要转换角色,重新定位,尽快熟悉工作,尽快进入角色。只有拥有扎实的理论功底和专业知识,才能在指导工作中指导到点子上、指导在关键处,才能适应新时期发展需要。大家要牢固树立终身学习不间断、解放思想不停步的理念,不断适应新形势,把握新机遇,使我们石墙镇的各项工作取得新的更大的突破。

第三,要讲团结。

“家和万事兴,人和兴万事”。一个家庭要幸福,就必须要和睦;一个地方要想兴旺发达,干出一番事业,就必须要团结。团结出凝聚力,团结出战斗力,团结出生产力。这些年,***镇能够出现这样的发展局面,一个重要原因就是团结。因此,广大机关人员要继续发扬这个优良传统,牢固树立团结意识、配合意识和协作意识,做到思想同心、工作同步、目标同向,只有这样,心往一处想,劲往一处使,才能建立和谐融洽的人际关系,大家才能心情愉快,大胆放手工作,才能形成合力,事业才会兴旺发达。在工作中,必须把大局放在首位,搞好本职工作,承担起应尽职责,不能把自己凌驾于组织之上。必须处理好原则和团结的关系,做到“和而不同”。讲团结的基本出发点还是要讲原则,在原则性的基础上讲团结,做到原则面前不让步,不能搞一团和气。要严于律己,宽以待人,对领导对同事都要以诚相待,学会换位思考,大事讲原则,小事讲风格。真正做到“大事小事常沟通,有事无事常来往”。总之,要一切以事业为重,淡

泊名利,心胸坦荡,做到大气、大量和大度,相互理解,相互支持,相互信任,相互补台。

第四,要讲实干。

空谈误国,实干兴邦,这是千真万确的真理,应该成为每一位机关干部的座右铭。特别是我们这些基层领导干部,工作直接面对群众,你能不能帮群众办实事、解难题,你有没有真本事,群众看得最清楚,心中最有数。不管做什么工作,都要有兢兢业业的工作态度,有扎扎实实的工作作风,沉下身子,真抓实干;要尊重客观规律,尊重群众意愿,把实干精神与科学态度结合起来,坚决克服形式主义和官僚主义,坚持重实际,重实干,重实效。重实际,就是坚持一切从实际出发,实事求是,这是做好一切工作的前提。我们想问题,作决策,办事情,都要从客观实际出发,想群众之所想,急群众之所急,以人民群众的需要作为一切工作的出发点。重实干,就是要按照实践第一的观点,埋头苦干,不尚空谈。要坚决反对光说不练,纸上谈兵,“练功”要比“说功”好,“做功”要比“唱功”强。不能讲道理头头是道,就是不行动;讲思路一套又一套,就是不落实;讲经验一条又一条,就是不见效。要大力发扬脚踏实地、埋头苦干的工作作风,用实干锻炼自己的才能,用实干为人民群众创造新的业绩。

第五,要讲纪律。

当前正值各级党代表、人大代表换届,全镇各级各部门要高度重视,尤其是单位负责人,要严格按照法定程序进行选举、登记、张榜公示,严禁任何人以任何理由影响换届工作的顺利进行。广大机关人员要严格上下班、请消假和值班制度,按时上下班,不迟到、不早退,按时值好班,有事向领导请假。严禁工作时间串岗、闲谈、在办公室玩扑克、打麻将、下象棋、玩电脑游戏、网上聊天等娱乐活动。要认真履行工作职责,对党委、政府作出的决策和工作部署要雷厉风行抓落实,确保工作措施落实到位,取得实效。对本部门职责范围内的事务,不得以任何理由拖延和人为设臵障碍,对涉及多个部门范围的事务,牵头部门要主动与所涉单位和部门沟通、协调,需本部门参与支持、配合的,必须积极做好工作,不得互相推诿扯皮,急事、要事要抓紧时间办理。

第六,要讲廉洁。

我们的一举一动,一言一行,都会招致较多的议论和评价,因此,要严于律己,廉洁奉公,工作高标准,生活低要求,在实际工作中不断加强党性锻炼。无论什么时候,都要慎欲,不贪钱财,不贪酒色;慎始,从现在做起,走好人生关键的几步,走好第一步;慎情,过好亲情关,人情关;慎独,加强修养,不受环境左右和影响;慎微,不以善小而不为,不以恶小而为之。要分清公私和是非界限,哪些事能办,哪些事不能办,心中都要有数,在各种诱惑和考验面前把握

住自己,不为私利所驱使,不为金钱所诱惑。总之一句话,在任何时候都要头脑清醒。一个干部,其他方面做得再好,一旦廉政上出了问题,一切就会回归于零。我们这方面有沉痛的教训,因此,大家要时刻提醒和要求自己,做到警钟长鸣、防微杜渐。要经得住考验,耐得住寂寞,守得住清贫,堂堂正正做人,踏踏实实做事,清清白白做官。要树立权力在手、重任在肩、如履薄冰、如临深渊的审慎观念,克己慎行,公平处事。要保持高尚的精神追求,抗得住诱惑,顶得住歪风,管得住自己,在勤政为民上多做贡献,在廉洁自律上更加自觉,在接受监督上更加主动,靠良好的人格魅力增强自身的吸引力和感召力。
