五一劳动节前夕,胡锦涛总书记在出席2010年全国劳动模范表彰大会致辞时指出,要不断增加劳动者特别是一线劳动者的劳动报酬,让广大劳动群众实现体面劳动。向全社会发出了“让广大劳动群众实现体面劳动”的号召。这一号召,既表明党和国家对劳模和先进工作者的高度重视和充分尊重,同时也传达出“劳动光荣、知识崇高,人才宝贵、创造伟大”应该成为我们这个时代最强音,让劳动者最光荣进一步成为我们整个社会的共识。那么,何为“体面劳动”?如何才能将“体面劳动”落到实处?
李滨生委员解释“体面劳动”的内涵和外延。他说,体面劳动意味着生产性的劳动,包括劳动者的权利得到保护、有足够的收入、充分的社会保护和足够的工作岗位。
改革开放以来,我国劳动者特别是广大产业工人等一线劳动者,充分发挥了他们的勤劳肯干、聪明才智与创造活力,为中国经济崛起作出了突出的贡献。可以说,没有广大劳动者的辛勤汗水与努力奋斗,便没有我国经济社会发展的辉煌成就。改革开放的成就属于每个国民,他们不仅创造了过去的成就,还将继续成为中国经济发展的推动力。因此,尊重和保护劳动者的权利不仅是执政党以人为本建设和谐社会的要求,同时也是时代发展的要求。

然而,在我国改革开放成就举世瞩目,中国正大踏步迈向小康社会的时候,我们也不得不注意到,社会上正在形成一股轻视劳动、鄙视劳动者、多劳并不多得的怪现象。这一现象,主要来源于一定范围内的官僚腐败以及分配机制的不合理。从官僚腐败的角度来看,灰色收入与权力寻租现象正在侵蚀我国社会主义正
常的分配体系,如果不及时控制,必将使整个社会分配机制的公平性与公正性受到极大的挑战。
从分配机制的不合理来说,劳动占据收入的比例偏低,资本占据收入的比例过大。少数资本所有者占有大量社会价值,而普通劳动者的劳动收入在社会财富中的比例越来越少;第二,城乡差距、区域差距与行业差距正在不断扩大;东部发达地区与中西部欠发达地区的人均收入有不断拉大的趋势;第三,垄断行业的垄断性收入及优厚的福利待遇大大超出行业劳动者的平均水平。如果这一现象得不到有效扼制,将极大地挫伤普通劳动者的建设社会主义事业的积极性。
“让广大劳动群众实现体面劳动”,正是基于当前种种腐败现象及社会分配机制的不合理而言。其内涵至少包括两层:其一是“让劳动者最光荣成为社会共识”,即个人或集体的体统、身份获得社会的普遍认同与尊重,这是从外部的标准来判断;其二是“让劳动者更自豪更光荣”,即劳动者对自身的所作所为会感到光荣、光彩,充满自豪感,这是从自身的认同度来判断。
对于前一个层面来说,是要在社会上大力培育和弘扬劳动光荣、劳动伟大的浩然正气,在华夏大地奏响起热爱劳动、多劳多得、诚实劳动创造美好生活的公平正义之歌。对后者来说,则需要在全社会树立正确的价值观与劳动观,让诚实劳动成为社会的主旋律,让普通劳动者为自己的劳动而自豪,让普通劳动者的劳动能够转化成实实在在的收入,让普通劳动者能亲身见证自己的劳动正在创造美好的社会与生活。
中国在建设小康社会与和谐社会的历史进程中,每一项事业的成功,都离不开广大普通劳动者的辛勤付出与努力工作。正如胡锦涛同志所说:“要实现全面建设小康社会、进而基本实现现代化的宏伟目标,必须依靠全体人民热爱劳动、勤奋劳动,必须依靠全社会尊重劳动、保护劳动,必须使通过诚实劳动创造美好生活成为亿万人民的共同追求。”只有在全社会确立劳动光荣、劳动者自豪的价值观与劳动观,我们的社会主义事业才能不断推向前进。
