UN Secretary-General Ban Ki-moon’s Message for World No Tobacco Day 世界无烟日致辞

This year’s observance of World No Tobacco Day falls in the midst of preparations for September’s United Nations high-level meeting on non-communicable diseases.By controlling tobacco, we can go a long way towards addressing many of these chronicailments, including cancer and heart disease.

The use of tobacco, which is highly addictive, killed approximately 100 million people in the twentieth century, and unless we act, it could kill up to a billion in this century.

The greatest tool in our arsenal is the World Health Organization’s Framework Convention on Tobacco Control.Since it was opened for signature in 2003, more than 170 countries have become parties, making it one of the most rapidly embraced treaties in United Nations history.

From reducing demand through higher prices and taxes to restricting advertising and sponsorship, from warnings on packages to prohibitions against sales to minors, countries are using the Treaty’s provisions to protect their citizens. They are sending a clear message that tobacco use makes us poorer — in health and economic terms. The Treaty’s comprehensive defence against industry tactics includes measures to reduce the illicit trade in tobacco products, address issues of liability, support economically viable alternative crops and protect public health policies from undue pressure.

The Framework Convention is clearly working to safeguard health in all countries that have adopted and enforced it.Yet, as the reports from States parties show, we have a long way to go.I urge all parties to fully meet their obligations under the Treaty, and I call on the few countries that have not yet become parties to do so.Together, we can halt the tobacco epidemic and the many problems it brings. On this World No Tobacco Day, let us push for progress that will cut tobacco-related deaths and enliven the battle against other non-communicable diseases, helping to create a healthier world for all.

UN Secretary-General Ban Ki-moon’s Message for World No Tobacco Day

May, 2010

This year’s observance of World No Tobacco Day focuses on “Gender and tobacco, with an emphasis on marketing to women”.

Although fewer than 1 out of 10 women are smokers, that still adds up to an estimated 200 million women around the world. Moreover, that number could grow, since the tobacco industry is spending heavily on advertisements that target women and associate tobacco use with beauty and liberation.

According to a recent study by the World Health Organization(WHO), the number of girls and boys who smoked was about equal in half the 151 countries surveyed. This finding is even more worrisome since young people who smoke are likely to continue in adulthood.

Evidence indicates that the prevalence rate of tobacco use among women is on the rise in some countries.Governments everywhere must take action to protect women from tobacco advertising, promotion and sponsorship, as stipulated in the WHO Framework Convention on Tobacco Control.

The Convention also calls on Governments to protect women from second-hand tobacco smoke — especially in countries where women feel powerless to protect themselves and their children. As WHO data show, of the 430,000 adults who die each year from second-hand smoke, nearly two thirds are women.

Around the world, more than 1.5 million women die each year from tobacco use. Most of these deaths occur in low-and middle-income countries.Without concerted action, that number could rise to 2.5 million women by the year 2030.

We must turn back the global tobacco epidemic. On World No Tobacco Day, I urge all Governments to address this public health threat.Tobacco use is not stylish or empowering. It is ugly and deadly.

Message on World No Tobacco Day

May 20162016年5月31日

Cigarettes and other tobacco products kill almost 6 million people every year.Sustainable Development Goal 3 aims to “ensure healthy lives and promote well-being for all at all ages”.As part of that approach, Governments have committed to strengthen the implementation of the World Health Organization(WHO)Framework Convention on Tobacco Control in all countries to reduce the proportion of people who use tobacco.

On World No Tobacco Day 2016, the United Nations is lending its support to one simple measure with proven effectiveness in reducing demand: the plain packaging of tobacco products. As laid out in the United Nations tobacco control treaty, this entails restricting or prohibiting the use of logos, colours, brand images or any promotional information other than brand and product names displayed in a standard colour and font.2016年世界无烟日,联合国正在支持一种已证明能有效减少烟草需求的简单措施,即烟草产品平装化。

Tobacco use is one of the largest causes of preventable non-communicable diseases, including cancers, heart and lung disease. It also diverts valuable household income.Plain packaging reduces the attractiveness of tobacco products, restricts tobacco advertising and promotion, limits misleading labeling, and increases the effectiveness of health warnings.

On this World No Tobacco Day, I call on Governments around the world to get ready for plain packaging.

UN Secretary-General's Message on the International Day of Older Persons New York, 1 October 2010

This Day marks the twentieth anniversary of the International Day of Older Persons.Older persons play an invaluable role in all societies--as leaders, caregivers and volunteers – yet are also vulnerable to discrimination, abuse, neglect and violence.

The United Nations has long fought for the rights and well-being of older persons, and to make their voices heard. On this year's observance, we celebrate hard-won achievements, especially those related to the Millennium Development Goals. In many countries older persons have benefited from reduced rates of poverty and hunger, improved access to medicines and health services, and greater education and work opportunities.

Yet, progress has been uneven, as it has been for the MDGs overall in all countries and regions. For example, in those countries hardest hit by the AIDS pandemic, it is often grandparents who are left to care for AIDS orphans. In sub-Saharan Africa, 20 per cent of rural women aged 60 and older are the sole supporters for their grandchildren. These caregivers, who take on added and often unexpected responsibilities, typically with little or none of the necessary resources, desperately need social services, especially social pensions, so that they and their families have a chance for life beyond mere survival.

The number and proportion of older persons is growing rapidly. In the past three decades their numbers have doubled.By 2050, the global population of older persons will total two billion– a significant shift in the world's demographic profile, with implications for us all.

On this International Day, I call on governments to do more to address the needs of older persons. The key interventions are well-known: granting universal access to social services;increasing the number and worth of pension plans;and creating laws and policies that prevent age and gender discrimination in the workplace. With five years left before the 2015 MDG deadline, it is time for governments everywhere to institute the financial, legal and social protections that will lift millions of older persons out of poverty and ensure their rights to dignified, productive and healthy lives.
