Mr.President, Members of the Senate of the United States, ladies and gentlemen,am overwhelmed by the warmth andspontaneity of the welcome of the American people, of whom you are the representatives.I did not know that I was to speak to you today at the Senate except to say, “How do you do? I am so very glad to see you,” and to bring the greetings to my people to the people of America.However, just before coming here, the Vice President told me that he would like to have me say a few words to you.I am not a very good extemporaneous speaker;in fact, I am no speaker at all;but I am not so very much discouraged, because a few days ago I was at Hyde Park, and went to the President’s library.Something I saw there encouraged me, and made me feel that perhaps you will not expect overmuch of me in speaking to you extemporaneously.What do you think I saw there? I saw many things.But the one thing which interested me most of all was that in a glass case there was the first draft of tone of the President’s speeches, a second draft, and on and on up to the sixth draft.Yesterday I happened to mention this fact to the President, and told him that I was extremely glad that he had to write so many drafts when he is such a well-known and acknowledgedly fine speaker.His reply to me was that sometimes he writes 12 drafts of a speech.So, my remarks here today, being extemporaneous, I am sure you will make allowances for me.The traditional friendship between your country and mine has a history of 160 years.I feel, and I believe that I am now the only one who feels this way, that there are a great many similarities between your people and mine, and that these similarities are the basis of our friendship.I should like to tell you a little story which will illustrate this belief.When General Doolittle and his men went to bomb Tokyo, on their return some of your boys had to bail out in the interior of China.One of them later told me that he had to mail out of his ship.And that when he landed on Chinese soil and saw the populace running toward him, he just waved his arm and shouted the only Chinese word he knew, “Mei-kuo, Mei-kuo,” which means “America,” [Applause.] Literally translated from the Chinese it means “Beautiful country.” This boy said that our people laughed and almost hugged him, and greeted him like a long lost brother.He further told me that the thought that he had come home when he saw our people;and that was the first time he had ever been to China.[Applause.] I came to your country as a little girl.I know your people.I have lived with them.I spent the formative years of my life amongst your people.I speak your language, not only the language of your hearts, but also your tongue.So coming here today I feel that I am also coming home.[Applause.] I believe, however, that it is not only I who am coming home;I feel that if the Chinese people could speak to you in your own tongue, or if you could understand our tongue, they would tell you that basically and fundamentally we are fighting for the same cause [great applause];that we have identity of ideals’ that the “four freedoms,” which your President proclaimed to the world, resound throughout our vast land as the gong of freedom, the gong of freedom of the United Nations, and the death knell of the aggressors.[Applause.] How are we going to realize these ideals I think I shall tell you a little sto ry which just came to my mind.As you know.China is a very old nation.We have a history of 5,000 years.When we were obliged to evacuate Hankow and go into the hinterland to carry on and continue our resistance against aggression, the Generalissimo and I passed one of our fronts, the Changsha front.One day we went into the Heng-yang Mountains, where there are traces of a famous pavilion called“Rub-the-mirror”pavilion, which was built over 2,000 years ago.It will perhaps interest you to hear the story of that pavilion.Two thousand years ago near that spot was an old Buddhist temple.One of the young monks went there, and all day long he sat crosslegged, with his hands clasped before him in an attitude of prayer, and murmured“Amita-Buddha!Amita-Buddha!Amita-Buddha!” He murmured and chanted day after day, because he hoped that he would acquire grace.The Father Prior of that temple took a piece of brick and rubbed it against a stone hour after hour, day after day, and week after week.The little acolyte, being very young, sometimes cast his eyes around to see what the old Father Prior was doing.The

农民和木匠的儿子可以成为总统,19世纪晚期,日本被这样一个国家唤醒了民主意识。对于日本来说,与美国的首次接触也是我们与民主的接触。这已经是150多年前的事了。这使我们一起拥有共同的成熟的历史。二战的记忆

在来到这里之前,我访问了二战纪念馆,那是一个平和安静的地方,让我想起了圣殿。空气中满是喷泉流水的声音。

在纪念馆的一角,有一面自由墙,上面闪耀着4000多个金色的星子。听说每颗星代表着100位阵亡的士兵后,我当下便惊的目瞪口呆。

带着深深的忏悔(deeprepentance),我站在那里,静默地祈祷了一会儿。

女士们先生们,劳伦斯-斯诺登中今天也来到了现场。

在二战后,我们重新上路,牢记着对二战的深切懊悔(deepremorse)之情。我们的行为使亚洲国家的人们饱经苦难。我们一定不能无视这一切。我将支持历任首相在这方面所表达的观点。

我们必须在各个方面更加致力于亚洲的发展。我们必须为亚洲地区的和平和繁荣竭尽全力。

我们一路走来,时刻提醒自己牢记这一切。我为日本所选择的道路感到自豪。70年前,战后的日本沦为一片硝烟弥漫的废墟。

当时,每个月都有美国公民向日本捐赠礼物,例如给孩子们的牛奶和暖和的羊毛衫,甚至还有山羊。是的,美国向日本赠送了2036头山羊。

最初,也是日本从美国推动的战后经济制度中获得了最大的好处。当时美国开放了自己的市场,呼吁建立自由的世界经济。

随后,自上世纪80年代以来,我们看到了韩国、台湾、和东盟国家的崛起。再过不久,就是中国的崛起。

这一次,日本也为这些国家的经济增长作出了贡献,投入了大量的资本和技术。与此同时,日本在美国创造的就业岗位数量仅次于英国,位居第二。跨太平洋战略经济伙伴关系协定(Tpp)美国首先通过这种方式促进了繁荣,随后是日本。而繁荣就是和平的温床。

有多个亚太国家涉及该协定,它们的背景各不相同,美国和日本必须发挥领导作用。我们必须发挥领导作用,建立一个公正、有活力、可持续的、不受任何国家专断意图影响的市场。

在太平洋市场,我们不能忽视血汗工厂或经济发展给环境造成的负担。我们也不能容许在知识产权方面搭便车的现象。

相反,我们应当在世界各地传播共同的价值观,即法治、民主和自由,让它们生根发芽。这正是Tpp的实质所在。

此外,Tpp并不只有经济上的好处,它还事关我们的安全。从长远来看,它的战略价值将是巨大的,我们永远不应忘记这一点。

Tpp覆盖的地区,经济总量占世界经济总量的四成,占全球贸易额的1/3。我们必须将这一区域发展一个拥有持久的和平与繁荣的地区。

这一切是为了我们的孩子,和他们的后代。至于美日谈判,我们已接近达成目标。让我们通过共同的领导来成功完成Tpp吧。为更强大的日本而进行改革

事实上,我现在可以告诉你们一些事情。

那是在近20年前,当时正在进行农业领域的GATT(即关税及贸易总协定)谈判。

我当时要年轻的多,热情如火,反对开放日本的农业市场。我甚至加入了在国会前举行的农民代表集会。

然而,日本农业在过去20年已开始走下坡路。农民的平均年龄上升了10岁,超过了66岁。

日本的农业正处在十字路口。为了使其能够生存下去,现在必须对其进行改革。我们将对已经实施数十年的农业政策采取重大改革行动。同样将面临改革的还有农业合作社,我们的农业合作社在过去60年的漫长岁月里一点儿变化也没有。日本的公司监管现在已完全与国际标准接轨,因为我们让它变得更加强大。在医学和能源等领域,僵硬的规则被打破,我则在其中起着先锋的作用。

为了逆转人口减少的趋势,我决心采取所有必要措施。我们正在改变一些旧习俗,以便让女性拥有更多权利,让她们能够更加积极地投身各行各业。简而言之,日本正处于大飞跃之中。

我亲爱的国会议员们,请来看看新的日本吧。我们已经恢复了改革精神和速度感。日本将不会逃避任何改革措施,我们只向前路看,并将推动结构改革。我们别无选择,也无疑虑。战后和平和日本的选择

联盟:在亚太地区的任务

我的亲爱的同事,我们支持美国的“再平衡”,以加强亚太地区的和平与安全。我将明确表示,我们将始终支持美国的这一努力。日本已经与澳大利亚和印度深化了战略关系。我们与东盟国家和韩国在许多领域加强了合作。

给美日同盟这个中心支柱增加这些伙伴将使我们的地区更加地稳定。

现在,日本将提供28亿美元援助,以帮助改善美国驻关岛的基地。关岛基地的战略重要性在未来将会变得更加突出。

就亚洲海域而言,请让我在这里强调我的三个原则: 首先,各国当根据国际法来提出要求。

歌中唱道:“当你心情低落、饱受困扰时,闭上眼睛,想想我吧,我将在那里,照亮你最黑暗的夜晚。” 2016年3月11日,强震、海啸和核事故袭击了日本东北部。这是日本最黑暗的夜晚。

接着,我们便看到美军紧急赶赴灾区,开展了规模前所未有的救援行动 在美国各界,很多很多人向日本地震灾区的儿童伸出了援手。是的,我们有你们这样的朋友。

你们和地震受灾者一起流泪,你们给了我们一些非常,非常宝贵的东西。那就是希望,对未来的希望。

女士们,先生们,美国能给世界的最佳资产是希望,将是而且也必须一直是希望。尊敬的美国公民的代表,让我们将美日联盟称作希望联盟。

让我们两国,美国和日本联手,竭尽全力来使世界成为一个更好的,一个比过去好很多的居住场所。

This boy said that our people laughed and almost hugged him, and greeted him like a long lost brother.He further told me that he thought that he had come home when he saw our people;and that was the first time he had ever been to China.(Applause.)

How are we going to realize these ideals I think 1 shall tell you a little story which just came to my mind.As you know.China is a very old nation.We have a history of 5,000 years.When we were obliged to evacuate Hankow and go into the hinterland to carry on and continue our resistance against aggression, the Generalissimo and I passed one of our fronts, the he Changsha front.One day we went into the Heng-yang Mountains, where there are traces of a famous pavilion called“Rub-the-mirror”pavilion, which was built over 2,000 years ago.It will perhaps interest you to hear the story of that pavilion.我们要如何实现这些理想,我想,我可以告诉各位一个我刚想到的小故事。各位知道,中国是一个非常古老的国家。我们有五千年历史。我们被迫从汉口撤退,转入大后方继续抵抗侵略的时候,蒋委员长和我经过一处前线,就在长沙。有一天,我们上衡山,山上有一处有名的遗迹,叫[磨镜台],是两千多年前的古迹。诸位或许有兴趣听听这古迹的故事。

So, my friends, I feel that it is necessary for us not only to have ideals and to proclaim that we have them ,it is necessary that we act to implement them.And so to you, gentlemen of the Senate, and to you ladies and gentlemen in the galleries, I say that without the active help of all of us our leader cannot implement these ideals.It is up to you and to me to take to heart the lesson of ”

当我还是小女孩时,我来到这里。我和你们生活在一起。我讲着你们的语言,不仅仅是诸位心灵的语言,还有你们的口音。我的成长期在这里渡过,我了解你们的一切。所以今天来到这里,我也像是是回到了家里。(掌声)

但我相信,这不仅是我一个人回家,我觉得如果中国人民会说你们的母语,或者诸位能够通晓我们的语言,他们会告诉你,我们两国人民是为了共同的信念而斗争。(热烈的掌声)我们恒久的信念就是“四大自由”,这也是贵国总统向世界人民的声明,这像锣鸣一样在我们那广阔的土地与向往自由天空回响,自由之神正拥抱美国,而侵略者听到的将是死亡的伤钟[掌声。]

怎样做才能实现我们的理想,我先给诸位讲一个我刚刚想到的小故事。众所周知,中国是一个非常悠久的古国。我们有着五千年的历史文化。当我们被迫从汉口撤退向进军内陆继续抵抗侵略者时,大元帅和我正在长沙战线。一天,我们上衡阳山,在那里我们见到了一个有名的历史遗迹叫“磨镜台”,是两千年前的遗迹。各位可能会对这个故事感兴趣。

两千年前,在那个遗迹附近有个古老的佛寺。一个小和尚来此修行,他整天盘膝而坐,双手合十,默默念着“阿弥陀佛,阿弥陀佛,阿弥陀佛,”他默默念着唱着,日复一日。因为,他渴望成佛。

寺院的住持也很古怪,他整天拿着一块砖去磨一块石头,日复一日,年复一年地做这件事。小和尚对此很疑惑,他有时候台头看看住持在干什么。而住持只是继续做着这件事。一天,小和尚对问他”住持,你成天磨着石头,在干什么呢?“住持回答说”我想把这块砖磨成镜子“小和尚又说”但是砖是无论如何也磨不成镜子的“。”是这么回事"老住持继续说,“就像你只是念佛,不做些实事,也很难成佛”(掌声)

因此,在座的朋友们,我们不仅要有理想,还要把我们的理想推广开来,更重要的是行动,用实际行动来实现我们共同的理想。(掌声)因此,在座的参议员及旁听席的女士,我要对诸位说没有我们大家的实际帮助,我们的首领无法实现这些理想。在座的朋友和我必须铭记“磨镜台的故事”。(掌声)出席者站了起来
