19 難民つくらぬ世界へ
临近21世纪,为了构筑一个没有难民的世界,特别指定产生难民的根本原因,有必要采取有效的应对。虽然20年前难民的数量是250万,但在东西方冷战结束时,也就是1990年达到1500万人左右,现在是1995年5月,联合国难民高级专员事务所管辖下的难民月2300万人。作为现在世界的特色之一,差不多115人中就有1个人在不安、危险、不安定中,因为住处而工作,追逐。在靠近21世纪时,如何消除作为现在世界性的课题而被广泛讨论。
虽然解决难民问题很困难,但我想到3个解决战略。紧急事态对策的强化、促进自主返回环境额准备、然后是预防。接下来我想关于此事稍微具体的讲解一下。
首先,如何做到紧急事态对策强化。我在(1991年1月)成为难民高级专员之后,产生了库尔德难民、旧南斯拉夫难民、卢旺达布隆迪难民。经历这些之后,不管怎样为了提高紧急应对能力,必须充实人力、物力和财力。首先是人力,为应对紧急事态成立五人专业官员,每五人一队。然后是物力,他们外出的时候得准备一套紧急用具(有电脑、纸、无线电台等设备的四轮驱动自行车)。在钱的方面,准备2500玩美元的紧急救助金。只有这些是不够的,多国、NGO,瑞典、美国的保健省等和丹麦、挪威、瑞典的民间团体做了紧急支援的协定,一旦有事发生,72小时内会出动约100人员,而且协定出动的都是有过一定训练过的人员。第二,关于促进返回环境的准备,在和平的基础上准备能够回国的条件,然后难民就回去了。人最终还是想回到自己的家。最近作为最成功的回国的例子,37万人在经历了十四五年的难民生活后回到柬埔寨。难民回国以什么样的形式对之后的那个国家的安定做贡献呢?考,到面向21世纪的开发可能性,首先是和平协议,也就是政治上达成协议后在开始考虑难民回国的事情。然后我们开始回国的支援。首先回去的交通方式,回国的食物供给,收集回去之后重建家园的的物资。在柬埔寨,因为他们几乎都是农民,回去之后要设立再次从事农业的土地。然后进行土地测量,进行各种调查,不管怎么说地雷很多。除去地雷,然后提供土地,直到回去要花费多长时间是我所不知道的。在柬埔寨,为新国家建设的选举的时间是事先决定的,必须在期限内回去,出动只有联合国有的维和部队是不能长时间驻扎的。因此,那是要考虑的是,如果不能提供土地、那么提供现金并用于生活重建怎么样,是要土地还是钱,给难民提供这样一个选择。这样的话,惊讶的人们会选择金钱,多亏这样才能促进(他们)回国。最后是预防。预防是在所有国家中,如果有能做到好的政权,通过民主的程序搞政治,经济安定,尊重人权这些条件的话,我想就不会有纷争,难民也不会出逃了。但是,期待那样的事情,最后这样的世界就像天堂一样,这无论如何都办不到。因此,用现在有的方法什么样的预防才是可能的呢?我的回答只有一个。我认为在有纷争的国家,要确保国际影响力。在国际、地域凭借某种影响力,不能只看状况,除了尝试各种形式额“软介入”还要有其他的。以预防为中心立刻想到的是前苏联各国。前苏联人们移动不规则,而且侨居海外的俄罗斯人在各共和国少数民族化,在加上保护不周,也存在蕴藏危险的地方。因此,我等设立联络事务所网,遇到危险状况时,或是面临法律上的问题,通过这些法律上的准备来应对的话会怎么样,事先要注意法律上的支援。
21世纪的难民问题是世界人道问题,也是关系大世界政治、安全保障的大问题。以世界人道问题为头绪,这之后,不真正地树立世界合作态势是不行的,而且,地球上居住的所有人员的合作也是必要的,这就是我对世界难民问题从心底日夜发出的呼声。

——人教版三年级上册语文第八单元 精读引领课 教学设计
一、教材简说
课文写的是残疾女孩英子内心很自卑,一个偶然的机会让她不得不面对全班同学的目光。想不到的是,同学们给了她鼓励的掌声。掌声从此改变了英子的生活态度,她变成了一个活泼开朗的人,开始“微笑着面对生活”。课文通过英子的变化表现了同学之间的鼓励和关爱。
作者是以回忆的语气来写这段小学的经历。根据课文的内容,可分为掌声前的英子和掌声后的英子两部分,因为课文提到,有了掌声鼓励后的英子“就像变了一个人似的”。文章的语言质朴,但在平淡的叙述后面饱含着充沛的情感。课文通过外在的动作和语言描写来表现人物的内心感受,教师在教学时要引导学生“由外向内”感受这些情感。

一、揭示问疑:

二、初读课文 ⒈请小朋友带到刚才的问题认真的读书,遇到不认识的字,看课后生字表。⒉请同学读课后生字,注意看清字音、读准字音。反馈检查。重点读好下列字音。⒊请小朋友继续读课文,把不认识的生字的拼音写在生字上面。读完。写完后请同学们记组它。反馈检查。指名读,同桌互读,小组轮读。⒋看一看下面词语你会不会读。指名读,男生读,女生读。
⒌下面请同学们在读课文,努力做到正确、流利。反馈检查,指名读,师生评议,齐读。
⒍读过课文,请小朋友一边读课文,一边画出不懂的词语。⒎理解词语。
⒏小结:这节课我们通过自己的努力。不仅读准生字、词语的读音,课文也读的正确、流利了。大家还要通过认真读书,读懂了一些词语。大家学的很好。课后还要练习读出感情来。
三、描红生字

一、导入新课:
1、同学们,一首关于掌声的歌曲动听悦耳,就让我们踏着音乐的节拍继续走进关于掌声的故事,相信你会有更多的感想。齐读课题。
2、通过上节课的学习我们知道掌声它代表着欢迎,饱含着鼓励,还曾经改变了小英的生活。这不,事隔多年后,小英写来了一封信。(媒体出示来信)指名读。
二、前后对照,感受小英变化 1。.学习第1自然段。
过渡:小英感谢掌声,因为掌声改变了小英,让我们一起走进小英的生活,看看以前的小英是个什么样的孩子?指名读第一自然段。(1)指名回答并板书:忧郁、自卑(媒体出示画面)
(2)同学们体会得真好,你们是从哪些词句中感受到这一点的呢?指名说。(3)你能把小英的这种心情读出来吗?指名读。评价。
把小英的忧郁、自卑,通过朗读表现在你的脸上,溶进你的声音里。齐读。
2、学习第5自然段。
过渡:因为身体的残疾,以前的小英孤独自卑、忧郁沉默,对生活失去了希望,我们再来看看现在的小英发生了什么变化?(媒体出示画面)小组读第5自然段。(1)指名回答并板书:活泼、自信(2)你从哪里体会到的?指名说。(3)这个省略号里会写些什么?指名回答。
3、真替小英的变化感到高兴呀!你们能把她的活泼开朗读出来吗?齐读。
4、(媒体展示画面)以前的小英忧郁自卑,现在的小英活泼自信,能从你们的朗读中把这种变化表现出来吗?(女生读第1自然段、男生读第5自然段。)
5、小英的变化真大呀!是什么改变了她?所以,她最想说的是——(媒体展示来信)小组读。
三、感悟重点,领会掌声内涵
过渡:真是没有想到,掌声拥有这么神奇的力量,会改变一个人,让我们回到那次难忘的演讲中去。
(一)掌声前。
1、请同学们默读课文2、3、4自然段,用——画出掌声响起前描写小英的动作、神态的句子。细细地体会小英的内心。
2、生默读课文,边读边划。师巡视指导。
3、交流。
4、研读三句话。(媒体相机点击句)
5指名读第一段话。思考:小英为什么立刻把头低了下去?在这一刹那,小英首先想到的是什么?男生齐读
6指名读第二段话,注意体会带点的词语。
“犹豫”是什么意思?小英犹豫什么?小英想上去吗?为什么?小英能不上去吗?为什么? 因此,从“慢吞吞”、“眼圈儿红了”你们体会到小英的内心是多么的——(生答:痛苦、无奈)。女生齐读。
7.师:在万般无奈下,在无比痛苦下,在全班同学的注视下,小英终于——(引读)。
同学们,如果你就是小英,小英一边慢慢地走着,一边想:。
8.齐读大屏幕上的三段话,好好体会小英内心的那种自卑、痛苦和无奈。
(二)、掌声时。
1、就在小英万般无奈之时,小英听到了什么?(生答:掌声)请快速默读第四自然段,用波浪线划出描写掌声的句子。、掌声一共响了几次?
2、指名读第一次掌声。
(1)就在小英刚刚站定的那一刻,不知是在谁的带动下,骤然间响起了一阵掌声。那掌声热烈、持久,小英感动得流下了眼泪。“骤然间”你能换个词吗?
好的,你们现在就是小英的同学,请鼓起热烈、持久的掌声!
这真是热烈、持久的掌声呀!你们想通过掌声告诉小英什么呢?指名说。(鼓励、肯定)请女生读读这句话,把同学们的鼓励、小英的感动都读出来吧!齐读。
3、指名读第二次掌声。(媒体相机点击句子)
(2)当她结束演讲的时候,班里又响起了经久不息的掌声。什么叫“经久不息”?“经久不息”的掌声响起来!
这一次你想通过掌声对小英说什么呢?指名说:肯定、夸奖、赞扬。如果你就是小英,听到这样的掌声,你想说什么?指名说
但是她什么也没说,她只是——(引读:小英向大家深深地鞠了一躬,然后,在同学们的掌声里微笑着走下讲台。)此时真是无声胜有声啊!你的内心和小英的内心一样吗?请把你的感受表现在你的脸上,溶进你的声音里。谁愿意再读这句话?(指名读、评价、齐读)
4.多么可爱的同学,多么美妙的掌声,就是这充满鼓励、满含夸奖的掌声(板书:鼓励、夸奖)使小英从一个忧郁孤独的孩子变成了一个活泼开朗的阳光女孩,她被深深地感动了,有多少话要说,千言万语,万语千言全都融进了她的信中——(媒体出示来信)范读来信。
大家都被感动了,来,让我们也满怀激情一起读一读小英的心声吧!齐读。
四、总结升华,品味文章主题。
过渡:多么美好的掌声,作者也为之动容,写下了一段感人肺腑的话。
1、(媒体出示:是啊,人人都需要掌声,特别是当一个人身处困境的时候。让我们珍惜别人的掌声,同时,也不要忘记把自己的掌声献给别人。)
2、让我们把它深深印在脑海里。再次朗读课文。
3、读到这里,同学们,你们觉得掌声仅仅是鼓掌的声音吗?它还是什么?指名说。在我们的生活中,掌声无处不在,你得到过别人的掌声吗?当时有什么感受?你曾把掌声送给谁?为什么?指名说。

《掌声》教学反思 《掌声》这篇课文生动地记叙了身患残疾而忧郁自卑的小英上台演讲时得到了同学们热烈的掌声,在这掌声的激励下,她鼓起生活的勇气变得乐观开朗的故事,赞美同学们的宽容和善解人意,也说明人与人之间需要尊重、鼓励,要主动地关心别人,特别是对身处困境的人,同时也要珍惜别人的关心和鼓励。
课文是以小英的感情变化为主线贯穿全文的,情节感人,描写细致。那么如何让学生通过学习受到情感熏陶,获得思想启迪,在教学中我注意以下方面:
一、情境谈话,拉近人文
我先以贴近学生生活的小故事为话题引入课文的学习,激起学生学习情趣,缩小学生与文本之间的距离。
二、加强朗读教学,放手学生自读自悟
“读书百遍,其义自见”,教学本课时,我多给学生读书思考的时间,让他们感情体验,抓住人物的神态、动作描写的句子,体会人物心理变化过程,同时,也体现了学生是学习的主人。
三、重视学生情感体验,让其融入文章角色。
在理解体会小英的情感变化过程中,我让学生想象自己就是小英的同学,自己会怎样做,这样他们理解起来就容易获得一种真切的感受了。而且,当时也收到了这样的效果。
四、倡导自主、合作、探究的学习方式
在学习到“小英有哪些变化?”时,我有目的地渗透自主探究、合作交流的意识,加强对阅读方法的指导,鼓励学生提出富有个性化的独特的理解。
