钻井(侧钻井)作业现场检查管理办法 范围

为了规范钻井(侧钻井)作业现场(以下简称钻井作业现场)HSE检查,及时发现和消除各类事故隐患,制定本办法。

本办法规定了钻井作业现场HSE检查依据、方式、频次、问题整改、结果处理和保留记录等方面的内容和要求。

本办法适用于公司各钻井作业现场HSE检查。2 术语和简略语

本办法未采用其他术语和简略语。3 职责

3.1 安全环保与节能处是本办法的归口管理部门,负责组织本办法的制修订和执行情况的监督检查。

3.2 各钻井公司安全主管部门负责本办法执行情况的监督检查。3.3 钻井队队长负责组织《钻井队HSE建设标准》的自查、施工作业期间的周检查、各级危险作业和非常规作业前防范措施落实情况的检查、各次开钻和钻开油气层前的自查。

3.4 钻井队值班干部负责当班全面巡回检查,并监督班组人员开展岗位HSE巡回检查。

3.5 钻井队当班司钻负责本岗位巡回检查,组织交接班检查,并对本班员工交接班检查情况进行督查落实。

3.6 岗位员工负责按岗位巡回检查表要求进行接班检查,并根据工况及 1

有关规定(如:井控装备至少2小时巡检一次,冬防保温情况的检查等),对所管区域设备设施进行班中巡检。4 管理内容 4.1 检查依据

4.1.1 《钻井队HSE建设标准》、《钻井队体系审核定级标准》、岗位HSE巡回检查表。

4.1.2 钻井开钻验收批准书、井控工作检查批准书。

4.1.3 相关体系文件及地方政府、甲方或上级下发的文件、要求等。4.2 检查方式和频次 4.2.1 日常检查

a)各岗位员工在接班前30分钟,依据“岗位HSE巡回检查表”进行交接班检查,对检查中发现的问题及时提出整改要求或上报,并将检查情况记录在“钻井队岗位检查结果表”中;工作中根据工况及有关规定(如:井控管理规定、冬防保温要求等,特殊情况下进行加密巡检),对所管区域设备设施进行巡检,及时整改存在的问题和隐患。

b)各班司钻负责组织交接班检查,并对交接班情况、存在问题的整改情况以及检查记录情况进行督导。

c)值班干部依据“值班干部HSE巡回检查表”每班至少进行一次全面现场检查,将检查结果记录在“值班干部HSE巡回检查表”中。督促各岗位人员开展交接班、岗位巡回检查,同时结合当班实际组织对重点部位、关键环节、要害装置和班前班后会工作落实情况进行检查和督导。

d)施工作业期间,钻井队队长组织干部、骨干,按照《钻井队HSE建设标准》,进行周检查并记录,督促问题整改。

e)钻井队队长每月组织干部、骨干,按照《钻井队体系审核定级标准》进行一次全面的HSE自考核,并针对考核结果制定改进措施,落实奖惩。

4.2.2 特殊情况下的检查

a)一次开钻前,钻井队队长组织相关人员按《钻井队HSE建设标准》及口井设计要求进行自查自改并记录,整改合格后向上级部门申请验收。

b)二开和后续各次开钻以及钻开油气层前,钻井队队长组织相关人员按照“井控工作检查批准书”规定的检查内容进行自查自改并记录,整改合格后向上级和甲方部门申请验收。

c)钻井队队长负责在各级危险作业、非常规作业,处理复杂、事故前,按照制定的风险削减控制措施及应急要求,组织相关人员进行检查,落实相关措施。

d)特殊时段、敏感时期钻井队队长组织干部、骨干,按照《钻井队HSE建设标准》,进行HSE现场检查并记录,督促问题整改。

e)根据上级文件、通知及时开展各类专项检查活动。

4.3 作业现场检查发现的问题,钻井队能整改的,及时组织整改;自身无法整改的及时上报并采取监控措施,具体执行CT.13.16《HSE事故隐患管理办法》。

4.4 对现场发现的违章行为,应及时制止、纠正,填写“违章行为台帐”,并依据CT.13.33《HSE奖惩管理办法》、CT.13.34《HSE责任追究管理办 3

法》和本单位管理规定进行处理。

4.5 各钻井分公司安全主管部门对钻井队执行本办法的情况进行监督检查,并保留相应的记录。

2.SAFETY INFORMATION 安全注意事项

1)Ensure that escape routes(doors, stairs楼梯, etc.)are accessible,at all times and are not obstructed阻挡,妨碍。by hoses, Tools, etc.随时保证逃生路线可以使用(门,梯子等),不被管线、工具所阻挡。

2)Special attention must be paid while lifting the drillpipe from the catwalk猫道(跑道)onto the rig floor with the air tugger and lowering the traveling block at the same time.当用气动绞车把钻杆从猫道吊到钻台并同时下放游车时,要特别注意。

3)Nobody is allowed to stand between the single being brought in / laid down and the joint in the rotary table.Nobody is allowed to stand with their back to the V-door, during these activities.严禁站在正在提升或甩掉的钻杆和钻盘内单根之间,严禁背对井架大门。

4)The Floormen guiding the single across the rig floor must keep feet well clear of the pin end of the single.Winch operators must not lower singles until they are completely sure that feet are well clear of the pin end.钻台上的钻工必须注意使双脚离开单根公接头的下方,气动绞车操作者必须确认钻工双脚远离公扣下放后再下放单根。

3.STANDARD OPERATIONAL CONSIDERATIONS(DO'S AND DON'TS)标准操作注意事项

(1)This operation requires a Toolbox Talk, covering equipment use and positioning of personnel.这项操作要求召开工作前安全会,会议内容包括使用的设备和人员的位置。

(2)Ensure that all hoisting / lifting equipment, wires and lifting caps are in a safe condition and conforms with the current GWDC colour coding and have valid inspection certificates.确保提升设备,钢丝绳和提丝工作状态良好,符合当前GWDC的颜色识别编号和有效的检验证书。

(3)The air winch Operator shall ensure that the winch wire is moving freely in the derrick(possibly guided by pulleys)to avoid any damage to the steel structure, especially the fingerboard.气动绞车操作者要确认气动绞车钢丝绳和井架不干涉(可以用滑轮导向),以避免损伤井架的钢结构,特别是指梁。

2.SAFETY INFORMATION 安全注意事项

1)Ensure that escape routes(doors, stairs楼梯, etc.)are accessible,at all times and are not obstructed阻挡,妨碍。by hoses, Tools, etc.随时保证逃生路线可以使用(门,梯子等),不被管线、工具所阻挡。

2)Special attention must be paid while lifting the drillpipe from the catwalk猫道(跑道)onto the rig floor with the air tugger and lowering the traveling block at the same time.当用气动绞车把钻杆从猫道吊到钻台并同时下放游车时,要特别注意。

3)Nobody is allowed to stand between the single being brought in / laid down and the joint in the rotary table.Nobody is allowed to stand with their back to the V-door, during these activities.严禁站在正在提升或甩掉的钻杆和钻盘内单根之间,严禁背对井架大门。

4)The Floormen guiding the single across the rig floor must keep feet well clear of the pin end of the single.Winch operators must not lower singles until they are completely sure that feet are well clear of the pin end.钻台上的钻工必须注意使双脚离开单根公接头的下方,气动绞车操作者必须确认钻工双脚远离公扣下放后再下放单根。

5)Keep feet well clear of the drillpipe pin end when the drift is still in the pipe and the pipe is vertical.当通径规还在钻杆内并且钻杆处于垂直位置时,保持双脚远离钻杆公扣下方

3.STANDARD OPERATIONAL CONSIDERATIONS(DO'S AND DON'TS)标准操作注意事项

(1)This operation requires a Toolbox Talk, covering equipment use and positioning of personnel.这项操作要求召开工作前安全会,会议内容包括使用的设备和人员的位置。

(2)Ensure that all hoisting / lifting equipment, wires and lifting caps are in a safe condition and conforms with the current GWDC colour coding and have valid inspection certificates.确保提升设备,钢丝绳和提丝工作状态良好,符合当前GWDC的颜色识别编号和有效的检验证书。

(3)The air winch Operator shall ensure that the winch wire is moving freely in the derrick(possibly guided by pulleys)to avoid any damage to the steel structure, especially the fingerboard.气动绞车操作者要确认气动绞车钢丝绳和井架不干涉(可以用滑轮导向),以避免损伤井架的钢结构,特别是指梁。

(4)Ensure that the correct grade of pipe is being picked up.确认吊起的钻杆级别是正确的。

(5)When installing the lifting cap, ensure it is tight.一定要旋紧提升提丝。

(6)Before and after operation, count the drillpipe(DP)on the pipe rack to verify tally figures.操作前后,数一下钻杆架上的钻杆数量,和钻杆记录表核实。

(7)Any damaged DP is to be painted red(highlighting the damage)and reported to the Toolpusher for change of inventory status and transport back to base / warehouse.任何损伤的钻杆要喷上红漆,并报告带班队长变换钻具库存记录,运回基地或库房

(8)When singling in, ensure pipe tally is updated as DP is being picked up.Number as per GWDC DP numbering system.当逐根下入钻具单根时,钻杆记录表要更新,并根据GWDC的程序进行编号。

(9)If pipe is 5" in diameter or greater, tail the pipe using a rope as it clears the top of the V-door and enters the rig floor.The use of a rope to tail in pipe of a smaller diameter is at the Toolpusher's discretion.直径是或大于5〞的钻杆,从坡道见到钻台上时,要拴牵引尾绳;直径5〞以下的钻杆,由带班队长决定是否拴尾绳。

(10)When singling out, ensure pipe tally is adjusted to reflect the pipe being laid down.当逐根甩掉单根时,确认钻杆记录表经过调整并反映出被甩的钻杆

4.INSTRUCTIONS 指令 4.1.Singling In 吊拉单根

(1)Verify the size and current colour coding of the lifting cap.核实提丝的大小和颜色编码。

(2)Clean and examine the threads and shoulders on box and pin ends, and inform the Driller of any damage.清洗和检验公、母扣的丝扣、台肩,发现损伤报告司钻

(3)Verify the grade of the drillpipe, measure length, record and inform the Driller.验证钻杆的等级,测量长度,记录并报告司钻

(4)Remove the protector from the box end, apply dope(thread compound), and install the drift and lifting cap, ensuring the lifting cap is tight.卸掉母扣护丝,抹上丝扣油,装上通径规和提丝,确保上紧提丝。

(5)Attach the air tugger to the lifting cap and lift the pipe off the catwalk.挂上提丝把钻杆吊离猫道。

(6)Tail the drillpipe with a rope as it swings through the V-door.因为钻杆经过井架大门坡道时来回摆动,要在钻杆上拴上尾绳。

(7)Remove the pin protector and retrieve the drift, keeping feet well clear.卸掉公扣护丝,取出通径规,保持脚下利索。

(8)Lower the drillpipe joint into the mouse hole, and remove air tugger and lifting cap.下放单根进小鼠洞,摘掉气动绞车和提丝。(9)If the rig is equipped with a top drive, the Driller activates the linktilt towards the joint in the mouse hole and the Floormen latch the elevators.如果钻机配备了顶驱,司钻打前伸按钮使吊卡靠近小鼠洞中的单根,钻工扣上吊卡。

4.2.Singling Out 甩掉单根

(1)After the connection has been broken out the Floormen pull the single over the mouse hole.卸开扣后,钻工把单根推向小鼠洞。

(2)The Floormen dope the pin and install a pin thread protector.钻工给公扣抹上丝扣油,戴上护丝

(3)If a top drive is used, after the single has been broken out, the Driller uses the linktilt to move the single towards and into the mouse hole.如果配备了顶驱,卸开扣后,司钻打前伸按钮,并把单根推向、放入小鼠洞。

(4)The elevators are opened when the joint stands up and then are held back from swinging across the rig floor.下放吊卡,单根接头离开吊卡时,打开吊卡并后摆。

The Floormen dope the box and install the lifting cap, attach the air tugger and lift the joint clear of the mouse hole.钻工给母扣抹上丝扣油,带上护丝,挂上气动绞车把单根提离小鼠洞。

Note: The drillpipe can be cleaned and doped after it has been rolled off the catwalk.注意:钻杆被滚离猫道后要清洁丝扣和涂抹丝扣油。

Tail / push pipe out of the V-door keeping feet well clear.Winch operator must ensure that the last joint laid down is no longer on the catwalk and that the catwalk is clear of personnel before slowly lowering the pipe out of the V-door.保持脚下利落,把钻杆推出或用绳子牵引出大门坡道。气动绞车操作者在慢放钻杆出大门坡道前,要确认猫道上没有钻具和人员。

Note: When running in or laying down a large amount of drillpipe, special attention must be paid while working around the mouse hole.The Mouse hole shall be covered at all times when not in use.注意:当吊拉或甩掉大量钻杆时,在小鼠洞周围工作时要特别注意,小鼠洞不用时要一直盖着。

(7)Remove the lifting cap, install the box protector and roll the joint onto the pipe rack.卸掉提丝,带上母扣护丝,把钻杆滚到管排架上。

4.3.Special Considerations 特殊事项

2.SAFETY INFORMATION 安全事项

The Driller must ensure that the Floormen are outside the area of the tongs before pulling on the tongs, if an abnormal amount of torque is to be applied during make up or break out.当上、卸扣扭距异常时,司钻拉大钳前必须确认钻工站在大钳区域之外。

Snub lines for the rig tongs must be inspected and be in good working order.钳尾绳必须检查并状态良好。

Hanging lines for the rig tongs must be inspected and be in good working order 吊绳必须检查并状态良好。

The Floormen must be instructed on proper placement of hands while operating the rig tongs.操作大钳时,必须教导钻工把手放在正确位置。

3.STANDARD OPERATIONAL CONSIDERATIONS(DO’S AND DON’TS)标准操作注意事项

(1)Always use two sets of rig tongs of the proper size to break out or make up connections.要使用合乎标准尺寸的双钳上、卸扣。

(2)The Floormen must lubricate rig tongs at regular intervals, and always before and after each trip 钻工必须定期保养大钳,如起钻前和下钻后。

(3)The slack in the rig tong safety line must be sufficient for the tong to obtain full benefit from the pull of the cathead, but short enough to prevent half rotation of the rig tong 钳尾绳的长度长短合适,足够长以满足大钳施加足够的拉力,足够短以避免大钳的旋转角度不够。

(4)Ends of the braided safety lines should be secured by thimbles which are properly cast, spliced or talurit-clamped to prevent unravelling.安全绳的末端使用心环,心环要正确的铸造,压制或者用卡子以避免散开。

(5)Rig tongs must be kept clean to ensure proper operation.大钳必须保持清洁确保正确操作。

(6)Rig tong dies must be inspect regularly and must be replaced when worn or damaged.Ensure that the tong dies are secured with safety pins.钳牙必须定期检查,磨损和损坏的钳牙一定要更换,要使用钳牙安全销。

(7)Rig tong line pulleys and counterbalances must be inspected at regular intervals.大钳的悬挂滑轮和平衡配重必须定期检查

4.INSTRUCTIONS 指令

4.1.Breaking Out Connections with the Rig Tongs 用大钳卸扣

(1)The Floormen remove the safety latch springs and the tong pins and change the tong jaws to match the size of the pipe or tubular to be broken out.钻工打开安全弹簧和取下大钳销子,换上合适尺寸的钳头以匹配钻杆或管子的尺寸

(2)The Driller ensures that the safety latch springs are replaced on the tong pins.司钻要确保大钳销子上的安全锁定弹簧被放到原位。

(3)The Floormen set the slips, or where applicable, the Driller sets the automatic slips.钻工卡上卡瓦(如果有的话,司钻卡上自动卡瓦)。

(4)The Floormen engage the rig tongs on the drillpipe or tubular tool joint.(The breakout tong is placed on the top tool joint and the makeup tong is placed on the bottom tool joint).钻工在钻杆或管子接头上上打上大钳(内钳打在上方接头上,外钳打在下方接头上)。

Note: Special attention must be made to ensure the rig tongs are placed above the hard facing on the tool joint.注意:大钳必须打在接头耐麽层之上。

(5)The Floormen make the rig tongs bite by pulling on the tong jaw and pushing on the tong arm.钻工通过拉钳头、推钳柄使钳子咬紧。

Note: The Floorman must properly place their hands on the rig tongs to prevent injury.注意:钻工必须正确放置手的位置以免受到伤害 The Driller engages the breakout cathead and pulls on the breakout tong.This will cause the breakout tong to bite on the upper tool joint.At the same time, the makeup tong bites on the bottom tool joint.The connection is then broken.司钻操作卸扣猫头拉动卸扣大钳,这会使卸扣大钳咬紧上部接头,同时上扣大钳咬紧下方接头 扣被卸开。

Note: The Driller must ensure that the cathead line is at right angle(90 degrees)to the tong arm.The Driller must note the breakout torque and mark the joints for further inspection if the breakout torque is not equal to or within less than 10% of the makeup torque.注意: 司钻必须确认猫头绳与钳柄之间的角度垂直(90·),如果卸扣扭距不等于或小于上扣扭距的10%,司钻必须留意卸扣扭距并作好记号以便进一步检查。

(7)The Floormen spin out the connection using the air spinner, or if applicable, the Driller utilises the top drive to spin out the connection.钻工使用气动旋扣器卸开扣,或者如果可能,司钻用顶驱卸开扣。

(8)The Floormen apply proper pipe dope into the thread box of the pipe joint.钻工用合适的丝扣油涂抹接头母扣。

(9)The Floormen remove the rig tongs and tie them back safely out of the way.钻工打开大钳,放置到安全位置并拴牢。

4.2.Making Up Connections with the Rig Tongs 用大钳上扣

(1)The Floormen remove the safety latch springs and the tong pins and change the tong jaws to match the size of the pipe or tubular to be made up.钻工取下安全弹簧和大钳销子换上合适尺寸的钳头以匹配钻杆或管子的尺寸。

(2)The Driller ensures that the safety latch springs are replaced on the tong pins.司钻要确保钳销上的安全锁定弹簧被放到原位。

(3)The Floormen set the slips and the Driller picks up a joint or a stand of pipe.钻工卡上卡瓦,司钻提起一单根或一立柱。

(4)The Floormen apply pipe dope to the box and pin end of the connection thoroughly.钻工均匀地在公、母扣上抹上铅油。

(5)The Floormen stab the pin end of the joint into the box of the joint in the rotary table.钻工把公扣接头放进转盘上单根母扣接头内。

(6)The Floormen rotate the pipe into the box utilising the air spinner or where applicable, the Driller utilises the top-drive or the kelly spinner.钻工用气动旋扣器旋上扣或者司钻用顶驱或方钻杆旋扣器上扣

The Floormen engage the rig tongs onto the drillpipe or tubular tool joint(The makeup tong is placed on the top tool joint and the breakout tong is placed on the bottom tool joint).The Floormen make the rig tongs bite by pulling on the tong jaws and pushing on the tong arm.钻工在钻杆或管子接头上上打上大钳(内钳打在下方接头上,外钳打在上方接头上)钻工通过拉钳头推钳柄使钳子咬紧。

Note: The Floorman must properly place their hands on the rig tongs to prevent injury.注意:钻工必须正确放置手的位置以免受到伤害。

(8)The Driller engages the makeup cathead, pulls on the makeup tong causing the make up tong to bite on the top tool joint.At the same time, the breakout tong bites on the bottom tool joint.The Driller continues to pull on the makeup tong until proper torque is applied to the connection.司钻操作上扣猫头拉动上扣大钳,这会使上扣大钳咬紧上部接头,同时卸扣大钳咬紧下方接头 司钻继续拉动上扣大钳直到达到合适地扭距

3.1进入井场的道路应选择在井架大门前偏左或偏右。

3.1.2井场、钻台、油罐区、机房、泵房、危险品仓库、净化系统、电气设备等处应有明显的安全标牌,并应悬挂牢固。

3.1.3石油钻井专用管材摆放在专用支架上,高度不得超过三层,各层边缘用绳系牢,排列整齐,支架稳固。

3.1.6.2井场边缘距铁路、高压线及其他永久性设施不小于40m。3.1.6.3值班房、发电房、库房、化验室、油罐区距井口不小于30m,发电房与油罐区相距不小于20m,锅炉房距井口下风侧不小于50m。

3.1.6.4在苇塘区钻井时,井场周围应有防火隔离带,宽度不小于20m。3.1.7消防

3.1.7.1井场应配备100L泡沫灭火器2个,8kg干粉灭火器10个,5kg二氧化碳灭火器2个,消防斧2个把,防火铲6把,消防桶8只,防火砂4m3,75m长消防水龙带1根,直径19mm直流水枪2支。这些器材均应整齐清洁摆放在消防房内。机房配备“1211”灭火机3只,发电房配备¡"1211”灭火机2只。在野营房区也应配备一定数量的消防器材。3.1.7.2消防器材由专人挂牌管理,不得挪为它用。

3.1.7.3井场内(钻台、钻台偏房、机房、发电房、泵房、危险品库房、井架上和净化系统)严禁吸烟和动用明火。井场动火按Syn 5225中第8章执行。3.1.8井场场地应平整、干净、无积水和油污。废料堆放规整,道路畅通,行走方便。3.1.9大门绷绳

3.1.9.1绷绳坑距井口30~35m,坑长1.5m,坑深1.5 m,坑木直径250mm*1m(或用钢筋混凝土的地锚)。

3.1.9.2绷绳应用直径38~51mm的白棕绳和直径19mm的钢丝绳组成,长40~45m。绷绳死绳端和滑轮应固定牢固,死滑轮封口拴牢。3.2井架

3.2.1井架连接螺栓、弹簧垫、连接销及A型井架保险销应齐全紧固。3.2.2钻台四周安装栏杆应牢靠齐全。

3.2.3平、斜拉筋安装齐全、平直、无裂纹、无扭斜,固定牢靠。3.2.4梯子

3.2.4.1井架梯子的扶手、栏杆齐全,塔式井架第1~3节梯子每节加3只直径15.9mm的“U”卡子与井架拉筋可靠联接。

3.2.4.2钻台梯子不少于2个,坡度合适,梯子无损坏。扶手齐全、光滑、固定可靠。3.2.5大门钻杆两端必须用绳拴牢。

3.2.6二层、三层操作平台必须有保险绳,花纹钢板焊接牢固,无损坏、断裂,操作台稳固,配备两套安全带。

3.2.7每根指梁应用三只直径24mm“U”形卡子加固,用直径12.7mm钢丝拴牢。

3.2.8天车平台的花纹钢板焊接牢固、无损坏,栏杆齐全牢固,天车宜采用直径27mm“U”形卡子四只双帽加固,护罩完好。

3.2.9大门坡道应安装牢固,坡度适宜并加保险绳。3.2.10井架绷绳

3.2.10.1绷绳坑位于井架对角线延长线上,距井口不小于40m,上绷绳坑和下绷绳坑必须分开,两坑相距大于3m,坑长0.8m,宽0.8m,深1.8m。坑木应采用直径250mm,长1~1.2m或采用直径114~127mm的钢管替代,水泥沙浆浇灌。

3.2.10.2绷绳应采用直径19mm完好的钢丝绳,中间不打结,不打扭。

3.2.10.3井架绷绳上端与井架主体联接时必须采用间接连接,绷绳与井架角铁之间加与角铁宽度(直径)相符合对开后合抱角铁的钢管,井架绷绳下端与绷绳坑连接必须采用直径27mm正反螺栓对角拉紧,每端用3只绳卡卡紧,压板在长绳一侧,绳卡间距为200mm。

3.2.11天车平台、二层操作平台、三层台、立管平台上栏杆齐全,固定牢固,严禁存放任何物品。3.2.12寒冷地区冬季时钻台和二层台应安装井架围布,围布应完好拴牢。

3.2.13塔式井架立管顶部用正反螺栓吊于井架横拉筋上,中间用专用胶皮块加“U”形卡子紧固,上下共四处。下部立管坐于水泥基础上。3.3钻台 3.3.1绞车

3.3.1.1绞车应采用直径127mm钢管压杠两根、8个直径36mm提环螺栓加方木固定,四角用正反螺栓固定。

3.3.1.2塔式井架钻井大绳宜采用直径不小于28.6mm的钢丝绳;A型井架钻井大绳宜采用直径不小于31.8mm的钢丝绳。活绳端应穿入绞车滚筒,用2只直径相符的绳卡加专用压板固定。螺栓、绳卡齐全紧固;当大钩下放至转盘上时,滚筒上钢丝绳不少于7圈,一捻距断丝不超过3丝。

3.3.1.3死绳固定器应用固定螺拴加并帽,挡绳螺栓、连接销子保险销子齐全紧固,大绳 缠绕固定器4~5圈,按固定的圈槽排满,加防跳压板,用2只直径相符的绳卡固定卡牢,严禁用电焊固定死绳,不准与井架碰磨。

3.3.1.4绞车排绳器应用直径12.7mm钢丝绳作拉绳,两端连接可靠,滑轮转动灵活。3.3.1.5绞车安全装置

a.刹把灵活,气刹、电磁刹车灵敏,刹车后刹把与钻台面的夹角为40~50度,气压表完好、灵敏、正确。

b.刹带调节螺栓并帽与钻机底座间隙3~5mm,调节板手两把卡住调节螺母,销好保险销。

c.刹车钢带及两端销孔无变形,无裂纹,刹带顶丝完好,刹带下严禁有杂物和油污。

d.刹带片磨损后,剩余厚度不得小于18mm,螺栓弹簧垫齐全、紧固、无碎片。

e.刹带曲轴套无松动,润滑灵活,曲轴下严禁有杂物和油污。

f.刹车销子、垫片、开口销齐全,符合标准,并相匹配。

g.刹车鼓紧固无松动,无严重龟裂,磨损厚度不得超过8mm。

h.刹车气缸螺栓、销子齐全紧固,严禁电焊,进排符合要求,不漏气,刹车可靠。气缸下无杂物。

i.平衡梁支撑固定可靠,平衡梁上无杂物,固定螺栓及并帽紧固。

j.水刹车离合器摘挂灵活,水位调节阀门控制有效,不漏水,冬季停用时放水挂牌。

k.刹车气缸的胶皮活塞一般每15d检查一次,保证完好有效。3.3.1.6防碰天车

a.气动防碰天车上的引绳采用直径6.4mm钢丝绳,上端固定牢固,下端用开口销连接,松紧合适。

b.机械防碰天车灵敏、制动速度快,重砣距地面不得小于2m,直径12.7mm钢丝绳无断丝,重砣与连杆角度合适。

c.防碰天车挡绳距天车滑轮应大于4m。3.3.1.7气控

a.气控台仪表齐全,灵敏可靠。

b.气路管线排列规整,各种阀件工作性能好,冬季时保温。

c.绞车检修、保养或测井时,应切断气源或停掉动力,总车手柄必须固定好并挂牌,有专人看护,防止气阀串气后自动传动伤人。

3.3.1.8传动轴、猫头轴、滚筒轴的固定螺栓及并帽齐全紧固,无松动。

3.3.1.9牙嵌拨叉螺栓齐全,离合良好,各操作杆不变形、不松脱,排挡把手有锁销。

3.3.1.10离合器螺栓、保险销、磨擦片齐全,连接牢固,清洁无油污,磨擦间隙不大于4mm。3.3.1.11绞车护罩安装齐全、无损坏、不变形。

3.3.1.12猫头应平滑无槽,滚杠固定牢固,转动灵活。3.3.2游动系统

3.3.2.1游动滑车的螺栓、销子齐全紧固,护罩完好无损。3.3.2.2大钩转动灵活,保险销完好。

3.3.2.3吊环无变形、裂纹,定期探伤。应采用直径12.7mm钢丝绳拴保险绳,缠3圈,用2只与绳径相符的绳卡卡固。

3.3.2.4水龙头转动灵活,旋转时,油和钻井液无渗漏。

3.3.2.5水龙带应采用直径12.7mm钢丝绳缠绕好作保险绳,绳扣间距一般为0.8m,两端分别固定在水龙头鹅颈管支架和立管弯管上。

3.3.2.6气动上扣器应固定牢靠,加保险绳。气动上扣器外壳采用直径12.7mm钢丝绳与水龙头外壳连接牢靠。3.3.3大钳

3.3.3.1大钳尾绳应采用直径22.2mm的钢丝绳连接固定于井架大腿,内外钳尾长度合适,无断丝和锈蚀,两端各用3只与绳径相符的绳卡卡固。

3.3.3.2大钳吊绳应采用直径12.7mm钢丝绳,液压大钳吊绳应采用直径15.9mm钢丝绳,无打结、断丝和锈蚀,吊绳两端各用3只与绳径相符的绳卡卡固。

3.3.3.3大钳的钳尾销应齐全牢固,大销与小销穿好后必须加穿保险销。

3.3.3.4液压大钳液送缸与井架连接安全可靠,各销必须穿开口销,高低调节灵敏,使用方便。3.3.4高悬猫头绳

3.3.4.1应采用直径51mm的棕绳和直径19mm钢丝绳组成,棕绳不松散、不打结。3.3.4.2钢丝绳无断丝,其两端插绳环用2只与绳径相符的绳卡卡固。3.3.5井口工具

3.3.5.1吊卡活门、弹簧、保险销灵活,手柄固定牢固,磁性销子拴绳牢靠。3.3.5.2卡瓦固定螺栓、卡瓦压板、销子齐全紧固,灵活好用。

3.3.5.3安全卡瓦固定螺栓、卡瓦牙、弹簧销子齐全,销子拴保险链。3.3.6指重表装置

3.3.6.1指重表、记录仪读数准确、灵敏,工作正常。3.3.6.2传压器及其传压管线不渗漏。

3.3.7小绞车(防爆电动葫芦和气动绞车)

3.3.7.1小绞车四角紧固、平稳,刹车可靠,吊钩采用双片反向式,并用绳卡卡牢;防爆电动葫芦应有防水、防触电措施。

3.3.7.2起重钢丝绳应采用直径15.9mm钢丝绳100m,不打结、断丝和锈蚀,5t滑轮封口拴牢,固定滑轮应采用钢丝绳缠绕2圈拴牢。3.3.8钻台

3.3.8.1钻台清洁,设备、工具见本色,摆放整齐,花纹钢板完好。若用钻台木板,木板之间排列要严密。

3.3.8.2钻杆盒固定螺栓按规定上齐全,固定牢固。

3.3.8.3旋绳采用直径25.4mm棕绳,打结、松散的棕绳不得上猫头。3.3.3.4禁止使用钢丝绳拉猫头。3.4钻井泵及高低压管汇 3.4.1钻井泵

3.4.1.1检修钻井泵时,应关闭断气阀,在钻台控制钻井泵的气动开关上挂“有人检修”的警告牌。3.4.1.2泵固定符合要求,顶丝固定齐全,紧固。

3.4.1.3泵宜采用全封闭的护罩,护栏齐全。安装符合要求,固定牢靠。

3.4.1.4泵保险阀的安全阀、销钉按规定选用,定期检查,禁止将安全阀堵死或拆掉;保险阀盖齐全完好。

3.4.1.5泵空气包充装氮气或空气,禁止充装氧气,充气压力为泵工作压力的30%,空气包顶部应安装压力表和放气阀。

3.4.1.6泵压力表清洁、准确,定期校准。机房、泵房均能看清仪表读数。

3.4.1.7泄压管线必须采用直径76mm无缝钢管,出口弯头应有小于120度,朝向钻井液循环罐内,两端固定加保险。3.4.2高低压管汇

3.4.2.1高低压管汇、阀组按施工标准打3个基础,用地脚螺栓卡牢,正常工作时不振不跳、不刺不漏,高压软管必须加保险装置。

3.4.2.2高压、低压阀门开关灵活,齐全完好。3.5净化系统

3.5.1振动筛安装牢固,传动部分护罩齐全、完好。

3.5.2除砂器砂泵底座固定牢靠,运转正常,皮带齐全,松紧合适,护罩完好、固定牢靠。仪表灵敏准确。连接管线、旋流器管线不泄漏,设备清洁。

3.5.3除泥器的电动机接线牢靠,绝缘良好,运转正常,设备清洁。3.5.4除气器固定牢靠,运转正常,设备清洁。

3.5.5搅拌器内加隔板,机座固定牢靠,外壳无腐蚀,靠背轮连接可靠,设备清洁。

3.5.6振动筛到钻台、振动筛至各钻井液循环罐应安装0.8m宽的人行道,人行道坚固不摇晃,其外侧必须安装1.2m的高护栏。

3.5.7钻井液堵罐上必须铺设用于巡回检查的坚固的网状钢板通道,通道内无杂物。

3.5.8上下净化系统的梯子不少于3个,梯子斜度合适,坚固、稳定,有扶手,其上无毛刺。3.6机房 3.6.1柴油机 3.6.1.1各仪表完好、齐全、灵敏、准确,油温、水温、机油压力符合要求;无油、水渗漏,排气管戴防火帽,零部件齐全紧固。

3.6.1.2各传动部分护罩完好,固定牢靠。

3.6.1.3机房四周栏杆安装齐全,固定牢靠,梯子稳固且有光滑的扶手。3.6.1.4柴油机停用或检修时必须挂牌。冬季停用时将油、水放净。3.6.2自动压风机

3.6.2.1各处螺栓紧固,一、二级缸温度正常,打气良好,连接处不漏气。

3.6.2.2安全阀灵敏可靠,一、二级压力表及管线齐全、完好,气路气压调至规定压力。3.6.2.3传动轴润滑、固定好;皮带齐全、松紧合适;护罩完好紧固。3.6.3电动压风机

3.6.3.1各处螺栓紧固,靠背轮连接完好,风扇皮带松紧合适,护罩齐全固定。3.6.3.2安全阀灵敏可靠,压力表及管线齐全、完好。

3.6.3.3电动机接线牢固,补偿器灵活好用、铁壳开关完好,保险丝合乎规定,接地良好。3.6.4空气罐

3.6.4.1空气罐各阀门、管线不漏气。

3.6.4.2安全阀灵敏可靠,压力表完好准确。3.6.5干燥器

3.6.5.1各阀门、单流阀、四通阀灵活好用,各管线无漏气。3.6.5.2干燥罐安全阀灵敏可靠,压力表完好准确。

3.6.5.3加热炉温度正常、接线牢靠,绝缘符合要求,外壳接地良好。3.6.6其他

3.6.6.1机房四周有排水沟,排水畅通,底座下无油污,设备、工具清洁完好。3.6.6.2联动机的护罩、梯子及扶手齐全、牢固。

3.6.6.3机油、柴油罐的管线、阀不渗不漏。油罐区无油污、无杂草。设备清洁。3.6.6.4安全阀、压力表应定期校准。3.7电气设施 3.7.1发电房

3.7.1.1发电房严禁使用易燃材料建造,内外无油污、无污水、且清洁。

3.7.1.2柴油机、发电机固定螺栓齐全、紧固,无渗漏。仪表齐全、准确、压力正常。3.7.1.3各铁壳开关完好,保险丝符合规定,接地良好。3.7.1.4冷车起动器(电瓶)清洁,接线紧固。

3.7.1.5发电机外壳必须接地,接地电阻不宜超过4欧。3.7.2配电柜

3.7.2.1配电柜金属构架必须接地,接地电阻不宜超过10欧。3.7.2.2配电柜前地面应设置绝缘胶垫。3.7.3供电线路

3.7.3.1井场、井架、机房、泵房、净化系统均应采用胶皮电缆软线。3.7.3.2井场电线应分路架设在专用电杆上,高度不低于3m。3.7.3.3井架上电缆易摩擦处应加塑料护套管。

3.7.3.4机房、泵房、净化系统的供电线路必须高于设备2.5m。

3.7.3.5严禁将供电线路直接牵挂在设备、井架、绷绳、罐等金属物体上。3.7.3.6油罐区上方严禁通过供电线路。

3.7.3.7供电线路进值班房、发电房、锅炉房、材料房、消防房等各种活动房时,入户处必须加绝缘护套管。活动铁皮野营房内的照明灯线应用绝缘材料固定。

3.7.3.8钻台、机房、净化系统的电气设备、照明器具必须分闸控制。分闸距探井、高压油气井的井口不小于30m,距低压开发井的井口不小于15m。井场照灯必须架设专线。3.7.4防爆电器 3.7.4.1井场、钻台、井架、钻台偏房、机泵房、净化系统的电气设备、照明器具、开关、按扭、配电柜(箱)必须符合防爆要求。

3.7.4.2电器开关配件齐全,保险丝符合标准,防水防爆。3.7.5电动机

3.7.5.1露天使用电动机,要有防雨水措施。

3.7.5.2电动机运转部位必须加护罩,且完好,安装牢固。3.7.5.3电动机外壳必须接地,接地电阻不宜大于4欧。3.7.5.4电动测斜绞车固定可靠。

3.7.6在电源总闸、各分闸后和每栋野营铁皮房应分别安装漏电保护设备。3.7.7移动照明灯必须采用安全行灯。3.8防喷防火设备

3.8.1应配备下列防喷设备:

3.8.1.1液压防喷器、控制系统和辅助设施。

3.8.1.2节流管汇、压井管汇、放喷管线、钻井液回收管线、注水管线。3.8.1.3钻杆回压阀、方钻杆上下旋塞。3.8.1.4液面报警仪。

3.8.1.5钻井液净化、加重及环空注入设备。气井应配除气器。3.8.2压井、节流管汇

3.8.2.1压井、节流管汇的承受压力应与防喷器工作压力相匹配,应能满足反循环、回收钻井液、消防作业、压力显示和节流压井等要求。

3.8.2.2压井、放喷管线接到井场外,放喷长度不小于75m,直径不小于127mm,管线拐弯处,弯头角度不小于120度,每隔10~15m和出口处用地锚固定,节流管汇用“U”形卡子固定在井架底座上。3.8.2.3放喷管线出口不得正对电力线、油罐区、宿舍及其他障碍物。如有上述障碍物,其距离不应小于50m。

3.8.2.4放喷、节流、压井管汇都要保持畅通,冬季时要防冻。

3.8.3防喷器及其四通、底法兰短节、放喷阀、管汇在现场安装后,以及高压油气井在钻开油气层前,按规定试压合格,保持完好。

3.8.4放喷器远程控制台应安装在钻台侧前方,距井口25m,并配专用活动房,接专用电线。3.8.5放喷器胶芯应与钻杆尺寸相符。

3.8.6在探井、高压井、气井的施工中,高压管线上应有合格的消防管线接口。3.8.7消防设施按3.1.7.1规定配备。

3.8.8井场动用明火,按有关规定要求执行。3.8.9指定专人管理防喷、防火、防爆装置。3.9电气焊设备及使用

3.9.1电焊机、氧气瓶、乙炔气瓶必须由专人保管、使用。3.9.2电焊机完好,使用前接好地线,电焊线完整。

3.9.3氧气瓶、乙炔气瓶必须分库存放在专用支架上,阴凉通风,严禁曝晒。氧气瓶上严禁有油污。3.9.4使用氧气瓶、乙炔气瓶时,两瓶相距必须大于10m,距明火处大于10m,乙炔气瓶必须直立使用,氧气瓶应有安全帽和防振圈。

3.9.5电焊面罩、电焊钳和绝缘手套应符合标准。3.10安全管理

3.10.1工人上岗前应按规定穿戴好防护用品,上钻台必须戴安全帽,上井架操作必须系好安全带。3.10.2严禁串岗、脱岗、酒后上岗。3.10.3上岗人员必须持证上岗。

3.10.4新工人必须经过处(公司)、队、生产班组三级安全教育,考试合格后才能上岗操作。3.10.5发生事故后必须及时上报。并分析事故原因,追究事故责任者。

3.10.6安全生产管理机构健全;队、班组坚持安全活动;防喷、防冻、防火防爆、防机械伤害事故等措施齐全落实;安全记录清洁、齐全、准确。

3.10.7处理卡钻事故上提下放钻具前,必须用合适的钢丝绳捆牢大钩,销好转盘大方瓦和方补心销子,拴好方补心保险绳。

3.10.8严禁任何人随同重物或游动系统升降。

3.10.9进行注水泥、压井、酸化压裂、测试等高压作业时,非工作人员进入高压区。

3.10.10 A型井架起放必须有专人指挥。风力大于6级、雾天和夜间视线不清时禁止起放。

3.10.11局、钻井公司(处)、大队、井队定期或不定期抽调专业人员按本标准组织安全生产检查。其他

4.1常规钻进按照SY 5272中有关条文规定检查。4.2钻开含硫油气井按照SY 5087中的有关条文检查。4.3钻井井下事故处理按照SY/T 5622中的有关条文检查。4.4钻井中的中途测试应按SY 5483中有关安全条文检查。--------------
