遵照两国元首的指示,在双方同事的共同努力下,第四轮中美战略与经济对话框架下的经济对话取得了圆满成功。
胡锦涛主席莅临会议并发表重要讲话,奥巴马总统发表书面致辞,对中美关系未来发展指明了方向。在本轮经济对话中,双方认真落实两国元首达成的共识,就宏观经济、贸易、投资、金融等议题,坦诚对话,取得了67项互利共赢的成果。
双方一致认为,当前全球经济形势依然复杂严峻,确保复苏、增长和就业是各国的首要任务。双方都将切实采取措施,加快转变发展方式,调整经济结构,促进两国经济增长、就业增加和民生改善,为全球经济可持续复苏做出贡献。双方同意,继续加强宏观经济政策沟通交流,携手应对欧债危机等全球性挑战,共同推动二十国集团洛斯卡沃斯峰会取得成功。
中美两国愿相向而行,进一步释放贸易投资合作潜力。美方承诺,在出口管制体系改革中充分考虑中方关切,努力促进民用高技术产品对华出口。美方欢迎中国企业赴美投资,并承诺提供各种便利。双方 同意尽快启动第七轮双边投资协定谈判,加强基础设施、清洁能源、高端制造、现代服务业等领域的合作,推进两国省与州、市与市等地方层面的交流与合作。双方同意加强在航空器适航审定领域的合作。
中美双方就国际经济规则和标准问题进行了战略性研讨。同意就跨太平洋伙伴关系协定(TPP)等区域性贸易安排保持信息沟通,共同研究国际贸易统计方法新趋势。双方致力于构建更加开放的全球贸易体系,反对各种形式的保护主义。
金融合作是本轮对话的重要内容。美方承诺加快审批有关中资银行在美业务申请,认同中国在综合并表监管领域取得的显著进展。美方支持人民币在满足现有标准时加入国际货币基金组织特别提款权货币篮子。双方同意,在国际金融监管、打击非法融资、金融领域税收和执法、保险消费者保护、金融市场基础设施等领域加强沟通合作。
中美战略与经济对话迄今已成功举行了四轮,对话机制日益成熟,作用和影响越来越大,共取得了218项经济成果。双方通过经济对话平台,从一点一滴做起,全面拓展各领域务实合作,为两国人民带来了实实在在的利益。中方愿与美方一道,不断加强经济合作,为发展中美新型大国关系注入新的动力。

很高兴与媒体朋友见面。希望通过大家的笔头和镜头告诉中美两国人民和国际社会:在中美两国元首的亲自关心、指导下,本轮中美战略与经济对话取得了成功。中美关系在前进中。这里,我向各位介绍一下这次对话的一些情况。
一、在战略对话中,我与克林顿国务卿围绕落实两国元首共识,就双边关系、世界形势和国际地区问题坦诚、深入地交换了意见。双方小范围会谈的场次和时间是四轮对话中最多的。尽管我们没有也不可能在所有问题上达成一致,但我们都在朝一个共同的方向努力,那就是在维护各自国家利益的同时寻找尽可能多的共同点和最大限度合作的可能。
对话期间,双方举行了第二次中美战略安全对话,以及能源安全、气候变化、南北苏丹、南亚问题等对口会见或磋商。这次对话期间,双方达成了几十项具体成果。
二、本轮对话中,我同克林顿国务卿继续深入讨论了建设中美新型关系问题,并取得新的共识。我们希望有越来越多的中美两国各界人士都来关心、支持、参与建设中美新型关系之路。我们一致认为,双方要共同努力,为子孙后代创造美好的未来,要用事实证明,双方有能力建设好这一新型大国关系。我和克林顿国务卿都表示,要做这条新型关系道路的一名建设者和养路工。
三、双方在对话中讨论了人权问题,双方存在分歧。新中国成立以来,中国的人权事业取得了巨大的进步。在人权问题上没有国家尽善尽美。中国将继续沿着自己选择的正确道路前行,让中国人民生活得更加幸福、更有尊严,让社会更加公正、和谐。人权问题不应成为国家间关系发展的干扰因素,不应用来干涉别国内政。
这几年,胡锦涛主席和奥巴马总统共同倡导建立的这个独一无二的中美战略与经济对话,为两国加深了解、扩大共识、减少分歧、增进互信、促进合作提供了独特平台,为推动中美关系健康稳定发展发挥了重要作用。四轮对话,一次比一次谈得好,谈得深,谈得坦诚、更有效。这一对话机制只能加强,不能削弱;只能继续下去,不能停止下来。中方愿与美方一道,继续建设好、发展好、利用好这一对话机制,不断提高对话的质量、效益和水平。
四、最后,我们要衷心感谢两国元首对我们对话的关心、支持、指导,感谢克林顿国务卿、盖特纳财长给予我的有效合作,感谢中美双方工作团队的辛勤努力,还要感谢中美两国千千万万关心和支持中美关系发展的朋友们。希望大家继续支持中美战略与经济对话机制,支持中美关系的发展。

As President Obama says, the United States remains committed to building a cooperative partnership based on mutual benefit and mutual respect.Since we launched this dialogue three years ago, high-ranking officials from both our governments have criss-crossed the Pacific dozens of times.Our relationship has grown closer and more consequential, and the web of connections that link our nations is increasing.如同欧巴马总统所言,美国继续致力于建设一种基于互惠与互相尊重的合作关系。自从我们在三年前启动这项对话以来,双方政府的高级官员已在太平洋两岸往返了数十次。我们的关系更加密切也更富成效,联系我们两国的纽带也与日俱增。
As a result, this dialogue is even more necessary today than it was when it began, and the eyes of the world are once again upon us.The Chinese people and the American people looking for us to work together for their benefit, and the international community looking to us to work together for the world’s benefit;in today’s world, no global player can afford to treat geopolitics as a zero-sum game, so we are working to build a relationship that allows both of our countries to flourish without unhealthy competition or conflict, while at the same time meeting our responsibilities to our people and to the international community.因此,这项对话在今天比当年启动时更为必要,世人的目光也再次注视着我们。中国人民和美国人民都希望我们共同为他们谋福利,国际社会也希望我们共同为世界谋福利;在今天的世界中,没有任何全球大国能将地缘政治视为零和游戏,所以我们正在努力建立一种关系,使两国能够繁荣兴盛,而且没有不健康的竞争或冲突,同时满足我们人民和国际社会的需求。
We both know that we have to get this right because so much depends upon it.We also both know that our countries have become thoroughly, inescapably interdependent.As President Obama and I have said many times, the United States believes that a thriving China is good for America, and a thriving America is good for China.So we have a strong interest in China’s continued economic growth and if China’s rising capabilities means that we have an increasingly able and engaged partner in solving the threats we face to both regional and global security, that is all good.我们都知道我们必须做得正确,因为这的确事关重大。我们都知道两国已经完全地、不可避免地互相依赖。正如欧巴马总统和我本人多次谈到的,美国相信兴盛的中国对美国有益,而兴盛的美国同样对中国有益。所以,中国持续的经济增长关系到我们的重大利益,如果中国日益加强的能力意味着我们拥有一个越来越强大并投入的合作伙伴以解决我们双方面临的地区和全球安全威胁,那是非常好的事情。
Now, having said that, we understand too that building a cooperative, resilient, mutually beneficial relationship is not easy.That’s why this dialogue is so critical as well as the Strategic Security Dialogue that took place here yesterday.We are discussing how the talks are opening economic activity to advance prosperity, support innovation, and improve the lives of people, how to promote greater military transparency to avoid misunderstandings, to build trust and maintain mutual stability, how to tackle some of the world’s most urgent crises from climate change to proliferation.在此基础上,我们也理解要建立一种合作、坚韧、互惠的关系并不容易。这就是这一对话以及昨天在此举行的战略安全对话如此重要的原因。我们讨论了对话如何开启经济活动以促进繁荣、支持创新并改善人民生活,如何提倡提高军事透明度以避免误解,建立信任并维护共同稳定,如何应对全世界从气候变化到核扩散的一系列最紧迫的危机。
The United States welcomes China’s increased engagement on the highest priority regional and global issues, and in our strategic track, we will be discussing these.For example, on Iran, the United States and China share the goal of preventing Iran from acquiring a nuclear weapon.And we had a productive first meeting as members of the P-5+1 in Istanbul, and are looking forward to the next meeting in Baghdad because we both understand it is critical to keep pressure on Iran to meet its international obligations, to negotiate seriously, and prove that its nuclear program is solely for peaceful purposes.美国欢迎中国日益投入于最重要的地区和全球事务,我们将在战略会谈中对此进行讨论。举例而言,在伊朗问题上,美国和中国都抱有制止伊朗获得核武器的目标。作为5常加1的成员,我们已在伊斯坦布尔召开了富于成效的第一次会议,并期待下一次会议在巴格达召开,因为我们双方都理解,继续对伊朗施压以使它履行其国际义务、严肃地进行谈判、并证明其核项目完全用于和平目的,都是至关重要的。
In Syria, we are absolutely committed to end the brutal violence against civilians, and therefore, it is essential that the international community work together to hold the regime and the others involved in violence accountable, because regrettably, the Security Council on which we both serve as current members is at stake.在叙利亚,我们坚定不移地致力于结束伤害平民的野蛮暴力行为;因此,国际社会协力追究实施暴力行为的叙利亚政权及其他人的责任至关重要;因为令人遗憾的是,我们目前都是其成员的安理会面临信誉危机。

As President Obama said this week, a China that protects the rights of all its citizens will be a stronger and more prosperous nation, and of course, a stronger partner on behalf of our common goals.The conversations we have here in Beijing reflect how much the U.S.-China relationship has grown in the 40 years since President Nixon came to China.Then, we had hardly any ties to speak of;now, we work together.I think it’s fair to say China and the United States cannot solve all the problems of the world, but without our cooperation, it is doubtful any problem can be solved.And so we are working as we go forward with our dialogue, seeking opportunities for engagement, building ties that are not only between governments but family, friends, entrepreneurs, students, scholars, artists, and so much else.正如奥巴马总统在本周内所说,一个保护其所有公民权利的中国将是一个更强大和更繁荣的国家,当然也是一个代表我们共同目标的更强有力的合作伙伴。我们在北京这里举行的对话反映出自从尼克松总统访华后40年来美中关系已经取得的巨大进展。那时,我们几乎没有任何联系可言;现在,我们共同工作。我认为,可以公平地说:中国和美国无法解决世界上的所有问题,但如果没有我们之间的合作,就很难解决任何问题。所以我们正在努力推动我们之间的对话,寻求接触与联系的机会,这种联系将不限于政府之间,而是包括家庭、朋友、企业家、学生、学者、艺术家和其他各类人士。

Dear friends from the press,在胡锦涛主席和奥巴马总统指导下,经过双方共同努力,第三轮中美战略与经济对话取得圆满成功。
Under the guidance of President Hu Jintao and President Obama and thanks to the joint endeavor of the both sides, the third round of China-U.S.Strategic and Economic Dialogues has been a great success.本次经济对话的主要任务就是落实胡锦涛主席今年1月访美期间两国元首达成的重要共识,推进建设全面互利的经济伙伴关系。双方就两国经济合作中的全局性、战略性、长期性问题进行了深入讨论,达成多项互利共赢的成果。特别是,我和盖特纳财长共同签署了《中美关于促进经济强劲、可持续、平衡增长和经济合作的全面框架》,这一框架明确了两国将开展更大规模、更加紧密、更为广泛的经济合作。
The essential mission of our economic dialogue is to implement the important agreement reached between the two presidents during President Hu Jintao’s recent state visit to the United States this past January and to implement the building of China-U.S.comprehensive and mutually beneficial economic partnership.We had in-depth discussions of our overarching strategic and long-term issues in bilateral economic cooperation, and arranged a host of win-win outcomes.Particularly, Secretary Geithner and I signed a China-U.S.comprehensive framework promoting strong, sustainable, and balanced economic growth and economic cooperation.Under the framework, the two countries will carry out an expanded, closer, and a more extensive economic cooperation.双方一致认为,在当前极为复杂的经济形势下,中美应进一步加强宏观经济政策沟通协调,推动两国经济平稳健康发展。双方讨论了欧洲主权债务危机、日本地震引发的核泄漏及中东局势动荡对全球经济的影响,强调国际社会应加强合作,确保世界经济强劲、可持续复苏,有效推进全球经济治理结构改革,逐步建立公正合理的国际经济新秩序。双方同意在转变经济发展方式、调整经济结构的过程中,发挥各自优势,在铁路、电网等基础设施以及清洁能源、绿色经济、科技创新等领域加强合作,扩大两国地方政府、企业等各层面的交流合作。
We agree that in today’s extremely complex economic environment, our two nations should further step up macroeconomic policy coordination and communication, and contribute to steady and sound economic growth in both countries.We discussed the implications of European sovereign debt crisis, the nuclear leak disaster triggered by Japan’s earthquake, the turbulence in the Middle East for the global economy, and we highlight the international community should work together to ensure strong and a sustainable world
economic recovery, to effectively advance the reform of global economic structure, to gradually build a fair and a reasonable international economic order.The two sides agree that in a transformation of our respective growth models and economic restructuring, we will use respective strength and expanded cooperation in
railway, power grids, and other infrastructure programs, and in clean energy, green economy, and science and technology innovation, and expand bi-national and the corporate exchanges and cooperation.双方强调,要致力于构建更加开放的贸易和投资体系。美方承诺在出口管制体系改革中公平对待中国,放宽对华高技术产品出口管制,并将通过中美商贸联委会以一种合作的方式迅速、全面承认中国市场经济地位。双方将继续推进双边投资保护协定谈判,加强在知识产权保护、产品质量和食品安全等领域的合作。双方将积极推进多哈回合谈判,共同反对贸易和投资保护主义。
We highlight our commitment to build a more open trade and investment system.The United States commits to accord China fair treatment in a reform of its export control regime, relax high-tech exports control towards China, and to consult through the JCCT in a cooperative manner to work towards China’s market economy status in an expeditious and a comprehensive manner.And the two sides will strengthen cooperation in bilateral investment treaty negotiation and strengthen cooperation in IPR protection, food safety, and product quality.We will advance Doha round negotiations and reject trade and investment protectionism.本次对话还就金融合作进行了深入探讨。双方同意,在监管系统重要性机构、影子银行业务、信用评级机构、改革薪酬政策、打击非法融资等领域加强信息共享与合作,共同推进国际金融体系改革。美方欢迎中国金融企业赴美投资,认可中方在资本充足率、综合并表等监管方面取得的显著进步。美方承诺,继续对政府支持企业实施强有力的监督,确保其具有足够资本履行财务责任。
We also had in-depth discussions of financial cooperation and agreed to strengthen information-sharing and cooperation regarding the regulation of systemically important financial institutions, shadow banking,business, credit rating agencies, the reform of remunerations policy and combating illegal financing, and to jointly advance international financial architecture reform.The United States welcomes Chinese financial institutions to invest in America and to recognize China’s enormous progress in capital adequacy ratio, comprehensive consolidation supervision, and the other regulatory aspects.The United States commits to further enforce strong supervision of government-sponsored enterprises and to make sure they have enough capital to fulfill financial obligations.知己知彼是合作的重要前提。通过本次经济对话,双方加深了了解,扩大了共识,取得了丰硕成果。这必将有力地推动中美相互尊重、互利共赢的合作伙伴关系向前发展。
Knowing oneself and each other is an important prerequisite for cooperation.In the economic dialogue, we increased our mutual understanding, expanded consensus, and arranged outcomes.This will give a strong boost to the growth of the China-U.S.comprehensive partnership based on mutual respect and mutual benefit.谢谢大家!
